DANIA BEACH CITY COMMISSION
TUESDAY, JUNE 9, 2015 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Invocation and Pledge of Allegiance
Commissioner Jones gave the invocation followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Certificate of Recognition for Scholastic Achievement presented to Shannon
Gallagher - Mayor Salvino
Mayor Salvino presented the certificate to Shannon Gallagher.
3.2 2015 Comprehensive Emergency Management Plan (CEMP) - Battalion Chief Sean
Brown, BSO Fire Marshall's Office
Mike Cassano, Assistant Chief, BSO Fire Rescue, presented an overview of the revised
Comprehensive Emergency Management Plan. He also noted that Dania Beach just went
through the ISO process and they will come back to another meeting to provide the results when
they are available.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Christopher Johnson, 745 NW 12'h Avenue, thanked the City officials for their assistance in
procuring noise mitigation for homes that have had impact doors and windows previously
installed.
Teddy Bohanan and Ann Ruhe, SW 15`" Street, addressed the traffic problems in their
neighborhood. They questioned who is responsible for picking up the traffic signs that were
damaged and lying on the ground, because they have not been picked up since the incident
occurred.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, distributed information on the BSO Safe
Transaction Zone, a safe zone at all district offices for online buyers and sellers to meet. He
noted we had our first confirmed Flakka death on May 24t'. Burglary conveyances are still our
number one crime problem; people need to lock their car doors. He thanked Bill Harris and Luis
Rimoli for hosting the latest Driveway Initiative on June 4a'.
Mike Cassano, Assistant Chief, BSO Fire Rescue, advised he has been promoted to Deputy
Chief of Prevention and Planning for BSO Fire Rescue, and he will be the Fire Marshall for
BSO.
7. Consent Agenda

Vice-Mayor Grace motioned to adopt the Consent Agenda,with the exception of Item #7.3;

Dania Beach City Commission
Tuesday,June 9,2015—7:00 p.m.
City Attorney Ansbro read the title of Resolution#2015-058.
Commissioner Jones questioned the Planning Associate position, and felt we should look
concurrently for a consultant to perform the same services. An outsourced firm or a consultant
could begin work immediately and could ramp up quickly if there is an increase in activity. If
we have the full-time position, something will have to be done with it when things slow down
and we have the benefits expenses that come along with the position, which we would not have
with a consultant.
City Manager Baldwin responded the items presented in the Resolution, are in response to
concerns addressed by the Commission.
Marc LaFerrier, Director of Community Development, noted that land development activity has
increased 400% over the last three years. The Planning Associate is a support position, not an
upper level position, which is what would typically be provided by a consulting firm. He also
noted he expects $2.7 million this year in permit fees.
Commissioner Jones again questioned why we could not look for a consultant concurrently.
City Manager Baldwin responded we are always looking at consulting as an option.
Commissioner Jones motioned to adopt Resolution #2015-058; seconded by Commissioner
Duke. The motion carried unanimously.
8. Bids and Requests for Proposals
8.1 RESOLUTION#2015-059
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING AN AWARD OF BID RELATING TO LANDSCAPE ARBORIST SERVICES TO METRIC
ENGINEERING, INC.; AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT
WITH THE COMPANY IN AN ANNUAL AMOUNT EXCEEDING$25,000.00, WITH THE SERVICES BEING
LIMITED TO AND PAID FROM APPROVED ANNUAL BUDGET APPROPRIATIONS FOR SUCH
SERVICES;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2015-059.
Commissioner Duke motioned to adopt Resolution #2015-059; seconded by Commissioner
Jones. The motion carried unanimously.
9. Public Hearings and Site Plans
9.1 ORDINANCE#2015-014

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE EXPENDITURE OF CITY FUNDS EXCEEDING ONE MILLION DOLLARS
($1,000,000.00), WHICH EXPENDITURE IS NOT TO EXCEED THE PROJECT ESTIMATE PREVIOUSLY
APPROVED BY THE CITY COMMISSION VIA RESOLUTION 2014-023, TO FUND THE DANIA BEACH
OCEAN PARK REVITALIZATION-PHASE I PROJECT; PROVIDING FOR SEVERABILITY; PROVIDING
FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. (FIRST READING)
City Attorney Ansbro read the title of Ordinance #2015-014, and noted this is a Charter
requirement.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Vice-Mayor Grace motioned to adopt Ordinance #2015-014, on first reading; seconded by
Commissioner Duke. The motion carried unanimously.
10. Discussion and Possible Action
10.1 Dania Beach Relay for Life—Vice-Mayor Grace
Vice-Mayor Grace noted she is confident that the American Cancer Society Relay for Life will
reach their goal, and asked the Commission to give $5,000.00 to them, rather than the
$10,000.00 she had requested in March. She was disappointed with the participation from Dania
Beach residents at the event and felt we need to do a better job of promoting it.
Vice-Mayor Grace motioned to allocate $5,000.00 to the American Cancer Society Relay
for Life; seconded by Commissioner Duke.
Commissioner Jones questioned if Vice-Mayor Grace would be asking for more money at a
future date if the Commission makes the donation tonight and they do not reach their goal.
Vice-Mayor Grace responded she is confident they will make their goal.
Commissioner Jones said we need to do a better job promoting Relay for Life, and the City
should receive reports after the events that indicate what the dollars have been used for. If we do
better at providing information, it will make a difference in raising awareness and participation.
Other cities do not provide funding, and whatever the amount of money raised,the people give it
from their hearts; it is not so much about the money, but the overall spirit to help others. He, as a
citizen, is not so certain he wants his tax dollars spent this way.
Mayor Salvino said that next year he will be heavily involved in Relay for Life. The City needs
a better way to notify residents of activities in the City, which would increase citizen
participation. He felt taxpayers are willing to give some money for this event, and likely, with
increased participation next year,there will not be a need for the City to donate.

Commissioner Duke thanked Vice-Mayor Grace for her tireless efforts for working on Relay for
Life. He noted that fundraising can be done as was proven in the early years of the event. He
supports this because it is the right thing to do and it is a nominal amount.
Commissioner Brandimarte questioned what happened if it was successful years ago and now it
is not. She agreed we should all push for something next year to put them over their goal.
Commissioner Jones agreed that we do not promote this enough, which is why a lot of people are
not involved. He believes we need to get our young people involved, and felt doing this would
make a big difference. He repeated that advertising the event with details on the dollars that
came back and benefitted residents of Dania Beach will bring a great turnaround in participation.
The motion carried unanimously.
10.2 Tamara James Foundation—Vice-Mayor Grace
Vice-Mayor Grace noted Tamara James Day will be in Hollywood on August 1st. She requested
the City be supportive and give an additional $3,000.00 because it is right thing to do.
Vice-Mayor Grace motioned to allocate $3,000.00 to the Tamara James Foundation;
seconded by Commissioner Duke.
Commissioner Jones noted it is a great foundation, but he did state the last time that there are
organizations in Dania Beach that feed, support and give that do not get any publicity or support
and they do not ask. He has asked for one event in this City, but her events are in Hollywood.
The Commission has a policy in place that staff will choose and rank the charitable giving by the
City. He said donating from the dais is circumventing the process, and either we stick to the
policy or do away with it. He supports making a motion to do away with the policy tonight,
thereby bringing charitable decisions back to the Commission. Otherwise, staff should look at
the request and bring it back to the Commission, as he will not circumvent the policy.
City Manager Baldwin noted the donation committee gave $1,000.00 to the Tamara James
Foundation from the $30,000.00 that was allocated this year.
Commissioner Brandimarte said she would abolish the policy; staff would no longer be involved
in making these decisions and the Commission would decide. She asked if the City gains
anything from these events since they are in Hollywood, and whether Hollywood gives any
money for the events. She added the City's taxpayer dollars should be spent in Dania Beach for
the direct benefit of our residents.
Vice-Mayor Grace noted all of the activities are held in Dania Beach except for the basketball
clinic due to lack of a venue. The book bag giveaway and the distribution of Thanksgiving food
baskets and Christmas toys are in Dania Beach. She said she does not like the policy and it may
be,changed during the budget process. She would not request donations for any organization if
the City's residents were not benefitting from it; and she knows they are with this organization,
as she attends every function and supports them. She felt it would be a travesty if the

Commission does not give to Ms. James yet gives money for MLK scholarships that are awarded
to students who do not live in Dania Beach, and questioned what the difference is.
Commissioner Jones noted MLK scholarships only go to kids who live in Dania Beach. He said
the previous Commission did not want to make these decisions, which is why they adopted the
policy, and the policy should stand on its own merits.
Commissioner Duke said this is a ridiculous discussion as the request is only a couple of
thousand dollars. Maybe it is time to increase the amount allocated for charitable giving;
perhaps each Commissioner should get their own discretionary account. He felt we should be
talking about how to get an enclosed gym and give our kids a reason to stay here. While there is
agreement about the good Ms. James does, there is a point about the policy. Commissioner
Duke suggested tabling this and have staff come back with ideas on how we can make the policy
better.
Commissioner Jones noted Olsen Middle School has a facility that could be used, and agreed we
do need something at CW Thomas; Parks & Recreation will be looking into options. He said he
has no problems with Tamara James as she has been an asset to this community for some time.
This is not about Tamara James; his issue is the policy, and there are a lot of entities that serve
this City. He added until the policy is changed, we should stick to the policy and move forward.
Mayor Salvino noted this is a hard situation. We have a policy and a certain amount of money,
and when the money is spent we should not be digging deeper into our pockets. He felt Tamara
James has wonderful functions; he is going to vote no tonight, but will give Tamara James a
check for $3,000.00 out of his pocket. He stressed from now on, the Commission needs to
follow policy.
Vice-Mayor Grace motioned to table; seconded by Commissioner Duke. The motion
carried unanimously.
11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte spoke of the Driveway Initiative that was held at Nature's Cove.
Commissioner Brandimarte made the statement that she does not support any event that does not
give an option to our residents as to whether they want, or do not want, to attend. She spoke
against the invitation sent out for the black tie event scheduled for September 11, at Gallery of
Amazing Things, which is $150 per ticket, as it is not a City sponsored event as stated. The price
is too steep for our residents to pay, and as she represents all Dania Beach residents, she cannot
single out 200 when everyone else does not get the chance to say yes or no to attending. There
were other options proposed that were disregarded, such as Tropical Acres, which would be open
to everyone and at a reasonable cost. Our residents, the most important people, should have been

thought about first. She said she does not support the event and will not attend it, as she is with
the majority of residents who are not invited.
11.2 Commissioner Duke
Commissioner Duke had no comments.
11.3 Commissioner Jones
Commissioner Jones said he will bring more information at the next meeting when we have more
time. He and Anne Castro went to Washington where they discussed the City Streets program
with HUD, and he thinks she will be successful with what she wants to do. Also, they went to
the Department of Economic Development regarding the Marine Incubator for 10 businesses in
Dania Beach; questions that will come back to us include whether we want dollars for planning
or for facilities. The office in Atlanta wants to talk about the proposal with Dan Murphy,
Economic Development Manager. They also had a meeting regarding the Dania Beach
Leadership and Career Skills University and were told it has all the ingredients for success; it
would be better qualified if we were looking at a program for dropouts. He noted we will be
looking at several funding opportunities for this university, which is only for Dania Beach
students. Additionally, Senator Nelson's main concern is the airport and FAA; he wants to be
notified if there are problems with the FAA. Commissioner Jones felt the trip was a success.
Commissioner Jones requested that Code compliance investigate activity at 417 SW Phippen
Road.
Commissioner Jones commented that although Ocean Park is referenced in the beach
revitalization plans, the beach has not been renamed. He wants to hear from residents if they
want to rename the beach and explain why; they should contact him or the City Manager.
Commissioner Jones advised that the Summer Break Spot program is underway and the eyesore
in the NW community has been cleaned up.
11.4 Vice-Mayor Grace
Vice-Mayor Grace thanked the Mayor for his generous donation to the Tamara James
Foundation, and said next year she will step up to the plate to help her by having more
fundraisers.
Vice-Mayor Grace noted she appreciates the dialogue on the dais; it is not always about getting it
right, it is about bringing it to the residents of Dania Beach and trying to do positive things for
the City.
11.5 Mayor Salvino
Mayor Salvino noted the Optimist Club has reorganized, and encouraged residents to attend
meetings and help to get this going.

Mayor Salvino commented that Rep. Debbie Wasserman Schultz is all over the airport because
the mitigation plan is not going on as planned, and he feels progress is going to be made.
Mayor Salvino addressed the 110 Celebration, noting he disagrees with Commissioner
Brandimarte on how things happened. He and Vice-Mayor Grace stepped up and are handling it.
There are Dania Beach residents involved and participating who would like to have a black tie
affair. He challenged Commissioner Brandimarte to put on her event at Tropical Acres for $35
for the other residents, and he would work with her on doing this. He noted the black tie event,
which does not involve any money from the City, will also raise money for the Saturday event,
which is free to everyone. Additionally, Broward County is also providing assistance with the
event.
Commissioner Jones commended Mayor Salvino and Vice-Mayor Grace for moving forward
with this event, and he supports the outreach and what they are doing.
Mayor Salvino added that Dania Beach businesses have stepped up and people want a nice event.
The event venue can accommodate an increase in attendees, if needed.
12. Appointments
12.1 89th Annual FLC Conference (August 13-15, 2015-World Center Marriott, Orlando)
Voting Delegate
Commissioner Grace motioned to approve the appointment of Commissioner Jones as the
voting delegate at the 89th Annual FLC Conference; seconded by Commissioner
Brandimarte. The motion carried unanimously.
Charter Review Board
Vice-Mayor Grace appointed Tamara James as a Regular member.
