DANIA BEACH CITY COMMISSION
TUESDAY, AUGUST 25, 2015 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Invocation and Pledize of Allegiance
Vice-Mayor Grace gave the invocation followed by the Pledge of Allegiance to the United States
Flag.
3. Presentations and Special Event Approvals
3.1 Sheriff Scott Israel
Sheriff Scott Israel discussed the new Broward Sheriff's Office agreement for Police Services,
which is on tonight's Consent Agenda. Their goal is to make Dania Beach as safe as possible,
and to help kids get extra chances to turn their lives around.
City Manager Baldwin noted the terms of the agreement, which was included in the agenda
packet. He said the actual cost would be $11,503,738.00, which is an increase of$48,807.00, or
a 4.4% increase for this year. He added BSO would be given one slip at the Marina for their
Marine Unit, and a second slip when it is available.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Cindy Larkin, 1437 Argonaut Isle, complained of noise that is generated by cars and people who
gather on a piece of vacant City-owned property on Old Griffin Road. She asked the City to
build a wall or place barricades or plantings to prevent people from using the property.
Tamara James, 255 NW Tamara James Avenue, provided a presentation on the events and
activities that took place on Tamara James Day. She thanked the City for their continued
support.
Bob Mikes, 601 NW 7d` Street, spoke of changes that the Charter Review Board will be
suggesting to the Commission that, in his opinion,will allow public parks to be sold.
Lance Getreider, 126 NE 2nd Avenue, spoke of rusty City water that runs throughout his
neighborhood. He asked the Commission to address the problem by changing the old rusty
pipes.
City Manager Baldwin noted we will be changing the water line in front of Mr. Getreider's
house.
Bill Harris, 902 Nature's Cove Road, spoke of the Founders Day Celebration that will be held at
City Hall on Saturday, September 12d'. He also spoke of the good event that was held by the
Tamara James Foundation.
6. Public Safety Reports
Captain Kevin Granville, BSO Chief of Police, noted burglary conveyances continue to be our
biggest problem. He spoke of the two homeless outreach operations conducted during the past
month, and also noted they are looking into the property on Old Griffin Road to see who owns it
and who is responsible for enforcement.
Sean Brown, Battalion Chief, BSO Fire Rescue, introduced Division Chief John Quitoni, who
will be transitioning into the liaison responsibilities, which will free Battalion Chief Brown to
work on big projects and fire prevention duties.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING AN AWARD OF BID TO W.D. THOMPSON, INC., A FLORIDA CORPORATION DB/A
BEACH RAKER,RELATING TO BEACH CLEANING SERVICES AND AUTHORIZING THE PROPER CITY
OFFICIALS TO EXECUTE AN AGREEMENT, A COPY OF WHICH IS ATTACHED, AND MADE A PART

City Manager Baldwin explained the service will be performed seven days per week.

9. Public Hearings and Site Plans
City Attorney Ansbro advised the remaining items were quasi-judicial hearings and swore-in
those who would speak. He asked the Commission to disclose any communication they had on
these matters.

City Attorney Ansbro read the title of Ordinance#2015-017.
Corinne Lajoie, Principal City Planner,provided an overview of the requests.
Bonnie Miskel, 14 SE 4d' Street, Boca Raton, representing the applicant, noted they agree to all
staff recommendations.
Mayor Salvino opened the Public Hearing.
Bob Mikes, 601 NW 7d' Street, spoke of recent sea level rise conferences, and noted this parcel is
in an area that is of interest. He warned the Commission to be wary that the Port may try to take
the property by condemnation.
Bruce Hannover, 617 NE 2nd Place, expressed concerns with traffic that will be on NE 5d`
Avenue once the property is developed. He suggested that NE 4d' Court be constructed along the
80' easement that currently exists on the west side of the church property, and that the developer
fund the construction of the road.
Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public
Hearing.
Commissioner Duke motioned to adopt Ordinance #2015-017, on first reading; seconded
by Vice-Mayor Grace.
Attorney Miskel addressed the request to construct the street, and noted the proposed
development's traffic will only be 22 trips per day, as opposed to over 200 trips per day if the

property was zoned residential. She added it is not feasible to build the street in the 25 feet of
roadway they would be entitled to if the vacation is approved.
Commissioner Duke said he supports this because we are a marine city; the Archdiocese is
selling, and we support them; the tax base will produce $70-80,000.00 per year coming to the
City; there are no other good developments for this property; he met with the developer and they
are a quality developer; and the Marine Advisory Board recommends approval.
Commissioner Jones confirmed this would be an open air marina, with no canopies or boat
storage.
Commissioner Brandimarte congratulated the developer for taking the time to address the
concerns of the neighborhood.

opposition, he closed the Public Hearings.
Ari Sklar, Sklarchitecture, 2310 Hollywood Boulevard, on behalf of the property owner,
provided renderings of the proposed development of a single family home and townhouses. He
noted they are dedicating a park for the neighborhood.

11.1 Commissioner Brandimarte
Commissioner Brandimarte spoke of the Florida League of Cities Conference, which was
attended by four members of the Commission.
11.2 Commissioner Duke
Commissioner Duke had no comments.
11.3 Commissioner Jones
Commissioner Jones thanked everyone who attended the St. Ruth Missionary Baptist Church
107`h Anniversary, and 5a'Avenue co-naming.
Commissioner Jones spoke of the Tamara James Foundation Day event, the Florida League of
Cities Conference, and other community events.
11.4 Vice-Mayor Grace
Vice-Mayor Grace spoke of various community events she participated in during the month of
August. She also spoke of the Florida League of Cities Conference.
Vice-Mayor Grace noted she asked City Manager Baldwin if the City had guidelines for renting
out private residences, and he will get answers for her.
Vice-Mayor Grace questioned how many department heads would be attending the black tie
event.
11.5 Mayor Salvino
Mayor Salvino recognized Jim Silvernale, President of the Lions Club, for receiving an
international medal through the Lions Club.

Mayor Salvino noted he gained a lot of respect for his fellow commissioners for all the time and
work they put in as commissioners.
Mayor Salvino thanked Mark Felicetty and Public Services for helping with the sports programs
at Frost Park.
12. Appointments
Planning& Zoning Board
Mayor Salvino appointed Kenya Peterman as a regular member.
Commissioner Jones motioned to approve the appointment; seconded by Vice-Mayor
Grace. The motion carried 4-1,with Commissioner Duke voting no.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin thanked the Commission for approving the police contract and said he
will continue work on the fire contract. He noted the waste hauling bids are in, they will be
reviewed with the individual commissioners, and will be brought to the Commission in
September for an award of the bid. He also noted he will meet with individual commissioners to
discuss the budget, and a workshop and two public hearings will be held. City Manager Baldwin
advised that staff is making sure that anyone working with our recreational programs and
interacting with children have a proper background check. He said FPL advises they are
working diligently to get the lighting project on Bryan Road started and completed.
Ronnie Navarro, Interim Director of Public Services, gave an update on Phase 11 of the Southeast
Stormwater Project.
Mark LaFerrier, Director of Community Development, gave an update on the Ocean Park
Revitalization Project.
Colin Donnelly, Assistant City Manager, gave an update on beach renourishment, and noted the
County is aware of our beach project.
Commissioner Jones noted there are FPL lights out on SE 5t'Avenue.
City Manager Baldwin asked that anyone who observes suspicious activity outside of City Hall
call BSO.

Comments by Dania Beach citizens or interested parties that are not part of the regular printed agenda may be made during each
Commission meeting during the period set aside for"Citizen Comments." A thirty(30)minute"Citizen Comments"period shall
be designated on the agenda for citizens and interested persons to speak on matters not scheduled on that day's agenda Each
speaker shall be limited to 3 minutes for his or her comments. Persons desiring to speak during the citizen comment period shall
inform the City Clerk immediately prior to the beginning of the meeting of their intention to speak If more than 10 speakers
express a desire to speak,the Commission shall determine on a meeting by meeting basis whether to(a)extend the time allotted
for citizen comments to accommodate all speakers,or(b)whether to limit the number of speakers or amount of time per speaker.
A speaker's time shall not be transferable to another speaker.
