HomeMy WebLinkAboutR-2015-107- Authorized the Renewal of the Comprehensive Property/Liability Insurance Coverage Package & Workers' Compensation Insurance with Public Risk Insurance Agency (PRIA) RESOLUTION NO. 2015-107 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE RENEWAL OF THE COMPREHENSIVE PROPERTY/LIABILITY INSURANCE COVERAGE PACKAGE AND WORKERS' COMPENSATION INSURANCE FOR THE CITY OF DANIA BEACH, FLORIDA, THROUGH BROWN & BROWN D/B/A PUBLIC RISK INSURANCE AGENCY ("PRIA"), WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS, SUCH PACKAGE TO INCLUDE COVERAGE FOR PROPERTY AND CASUALTY, CRIME, EMPLOYEE DISHONESTY, GENERAL LIABILITY, AUTOMOTIVE LIABILITY AND PHYSICAL DAMAGE, PUBLIC OFFICIALS' LIABILITY, EMPLOYMENT PRACTICES' LIABILITY AND WORKERS' COMPENSATION AND IN ADDITION THROUGH BROWN & BROWN, COVERAGE FOR POLLUTION LIABILITY WITH ILLINOIS UNION INSURANCE COMPANY, DOCK PROPERTY COVERAGE WITH GREAT LAKES REINSURANCE AND NFIP FLOOD PROGRAM POLICIES WITH WRIGHT NATIONAL FLOOD INSURANCE COMPANIES FOR A COMBINED ANNUAL PREMIUM AMOUNT NOT TO EXCEED $906,415.00 FOR COVERAGE BEGINNING OCTOBER 1, 2015 THROUGH SEPTEMBER 30, 2016; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach (the "City") currently obtains its Comprehensive Insurance Package and Workers' Compensation Insurance coverage through Public Risk Insurance Agency ("PRIA"); and WHEREAS, PRIA has worked with the City Administration in cost containment during the current year while extending coverage for major undertakings such as reviewing FEMA flood mapping changes that occurred in Broward County in 2014 and the flood exposure for the City; and WHEREAS, PRIA is offering to renew the City's existing comprehensive insurance package, Workers' Compensation beginning October 1, 2015 through September 30, 2016, at a cost of $782,019.00 with a second year option to renew at a rate to be adjusted annually for changes in exposure as agreed upon between City Management and PRIA from October 1, 2016 through September 30, 2017; and WHEREAS, PRIA insurance consultants are important resources to the City's Safety Program, and their efforts were factors in the National Council on Compensation Insurance (NCCI) experience modification rating which remains below 1.0 at a rate of .88, which minimizes the City's Workers' Compensation insurance premium; and WHEREAS, PRIA's ability to extend a renewal offer with a premium reduction for a fifth consecutive year and the continuation of its prompt and professional assistance to City Administration warrants renewal of its services; of paramount importance to the City Administration is the responsiveness of insurance consultants rendering guidance for risk/liability concerns on major contractual agreements, special events, construction projects, advice on appropriate vendor insurance requirements appearing in bids, and review of City vendor's insurance compliance and bid specifications; and WHEREAS, Brown & Brown was able to offer renewal of current Pollution Liability coverage with Illinois Union Insurance Company at a reduced rate for fiscal year 2015-16; and WHERAS, Brown & Brown was able to offer renewal of current Dock Property Coverage with Great Lakes Reinsurance Company at a reduced rate for fiscal year 2015-16; and WHEREAS, Brown & Brown was able to offer renewal of flood coverage as required under National Flood Insurance Program (NFIP) governed by Federal Emergency Management Agency (FEMA) as rezoned by Broward County with Wright National Flood Insurance Company; and WHEREAS, City Administration recommends that the City Commission approve the insurance coverage extension offered by PRIA; and WHEREAS, City Administration, therefore, recommends that the City Commission waive competitive bidding and advertisement for bids, and further authorize the renewal with PRIA, Illinois Union, Great Lakes and Wright National Flood Insurance Companies and enter into programs with them for the coming fiscal year beginning October 1, 2015; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the City Commission of the City of Dania Beach approves the renewal of the City's Comprehensive Insurance Package through Public Risk Insurance Agency, such package to include coverage for Workers' Compensation, Property and Casualty, Crime, Employee Dishonesty, General Liability, Automotive Liability and Physical Damage, Public Officials' Liability, Employment Practices' Liability and renewal of Pollution Liability with Illinois Union Insurance Company and renewal of Dock Property Coverage with Great Lakes 2 RESOLUTION#2015-107 Reinsurance Company and renewal of NFIP Flood coverage with Wright National Flood Insurance for the period October 1, 2015 through September 30, 2016 in a total combined amount not to exceed $906,415.00 and further approves renewal of the City's Comprehensive Insurance Package for October 1, 2016 through September 30, 2017, to be adjusted annually for changes in exposure as agreed upon between City Management and PRIA. Section 2. That the cost of Comprehensive Insurance Package and Workers' Compensation coverage, which anticipates an annual adjustment needed for coverage due to changes to City real property inventory, is planned, appropriated and will be made available through appropriate allocations to various City Funds in the FY 2015-2016 and 2016-2017 budgets. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. That this Resolution shall be in force and take effect immediately upon its passage and adoption.
