DANIA BEACH CITY COMMISSION
MONDAY, SEPTEMBER 14, 2015 - 5:01 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 5:01 p.m.

Vice-Mayor Grace motioned to excuse the absence of Commissioner Duke; seconded by
Commissioner Jones. The motion carried unanimously.
2. Presentation
City Manager Baldwin noted that the changes made to the budget at the budget workshop are
reflected in the presentation.
Nicki Satterfield, Director of Finance, presented an overview of the recommended budget, which
is attached to and incorporated into these minutes.
Vice-Mayor Grace noted the SAFER Grant continued funding is not included in this budget and
confirmed the DROP program is not included in the budget.
3. Public Hearings
3.1 RESOLUTION#2015-099
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AS REQUIRED BY THE
CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE PROPOSED MILLAGE RATE
NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2015-2016 FOR OPERATING PURPOSES;ESTABLISHING THE
DEBT MILLAGE APPROVED BY THE ELECTORATE; PROVIDING FOR A PUBLIC HEARING WHEN AND WHERE
OBJECTIONS MAY BE HEARD AND QUESTIONS CONCERNING THE SAME WILL BE ANSWERED; PROVIDING
FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2015-099.
City Attorney Ansbro announced:
The OPERATING MUNICIPAL MILLAGE will be 5.9998 MILLS
The proposed millage rate is a 6.17% increase over the rolled back rate as computed in
accordance with the provisions of Section 200.065(1), Florida Statutes.
The voter-approved debt service millage rate is 0.2434 mills in accordance with the
provisions of law pursuant to Chapter 200, Florida Statutes.
The City's aggregate millage rate is 6.2432 Mills (5.9998 Mills for operating and 0.2434
Mills for debt service).
The City Commission of the City of Dania Beach will meet in the City Commission
Chamber in City Hall, 100 West Dania Beach Boulevard, Dania Beach, Florida, on Monday
September 21, 2014 at 6:00 p.m. for the purpose of final adoption of the above stated millage
rates and for the purpose of answering any related questions.
Mayor Salvino opened the Public Hearing.
Anthony Amos, 101 SE 3rd Avenue, addressed the new proposed policy of each Commissioner
having $30,000.00 for donations, and felt it might not be ethical.
Betty Sokol, 609 NW 10d' Street, also addressed the new proposed donation policy. She was
concerned for future funding for the Seniors program under the new policy.
Carol Hemmis, 214 SW 6 h Street, noted the funding for the Seniors program should be left with
Parks and Recreation, and not as a donation from Commissioners.
Eva Fialla-Dori, 713 SE 3rd Avenue, donated her time to Mike Dielo, 703 SE 3rd Lane, who
questioned the additional cost for solid waste. Finance Director Satterfield explained why the
cost was initially set at the not-to-exceed rate and then reduced to the actual increase of$62.04
over last year.
Erica Turnbull, 325 SE I lth Terrace, requested the funding for the Seniors program remain as it
was.
Carole Morris, 131 SE 3rd Avenue, #105, Friends of the Library, said they would like a
coordinated calendar so everyone knows when events are occurring in order to prevent
overlapping. She also requested a directional sign for the Library and City Hall.
Linda Wilson, Friends of the Dania Beach Library, addressed the charitable grant issue. She
would like the City to continue to help with funding. She suggested not-for-profits should not be
grouped with for-profit organizations. The Library, Seniors, MLK, and Chamber are not
charitable organizations, and should be looked at differently.

Kristen Dridge, 227 8t", Friends of the Dania Beach Library, chose not to speak.
Luis Rimoli, 29 S Federal Highway, spoke on behalf of the Chamber, and asked the Commission
to keep them as a line item in the budget and not place them with charitable contributions.
Teddy Bohanan, 312 SW 15`h Street, expressed her dissatisfaction with the results of the budget
workshop. She spoke against the salary increase for the Commission, and the proposed
charitable contribution policy.
Fay Bartelmes, 214 SW 2nd Terrace, said the donation policy should not be changed.
Carolyn Jones, 722 SW 3rd Street, said the MLK event should not be a political event, and should
be left as a line item in the Parks and Recreation Department. The policy should be kept the way
it is.
Rae Sandler, 1433 Argonaut Isle, read the current donation policy, and said if it is changed, it
needs to come before the public.
Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public
Hearing.
Vice-Mayor Grace said with the ethics being the way they are, she does not think that any
Commissioner should be handing out $30,000.00 to anyone. Her understanding is that every
organization would be allocated funding so that they never come before the Commission. She
agrees with Linda Wilson that the Chamber, Bears, MLK, Seniors, and some other organizations
should not be lumped together. She wants to add two more organizations, the Robert Chunn
Foundation and the Dania Beach Men's and Women's Club, to the group that receive charitable
donations.
Commissioner Brandimarte confirmed the Commission said they would each have $30,000.00 to
give to whoever they want. We need the Chamber more today than ever and it will remain in the
budget, as well as the Seniors, per her vote. She said the Commissioners do not have a right to
spend $30,000.00 of taxpayer dollars any way they want to. City staff does not want to handle
the policy anymore because the Commission does not abide by it. She felt letting seated officials
dole out money spells political corruption, and she will not vote for the new policy.
Commissioner Jones noted what happened at the budget workshop did not matter because it was
just a workshop, no action was taken. He requested the directional signs for the library be
addressed, and City Manager Baldwin confirmed. Commissioner Jones said there will be no
Commission salary increase, and that he had questioned for some time why the donation policy
was being violated.
Commissioner Jones motioned to keep the policy the same; and the program funding will
be kept separate, and for staff to stay as the review committee; seconded by Commissioner
Brandimarte.

Dania Beach City Commission

Mayor Salvino noted this was just a conversation at the budget workshop; it was not decided by
the Commission to proceed. He also noted he does not want a salary increase. He does not favor
the Optimist or Bears receiving funding from the City; they should be fundraising. He added he
would like to review and discuss the list of charitable organizations.
City Manager Baldwin explained the list is the organizations who requested charitable donation
funding. In addition to those organizations recommended to be budgeted, he was just looking for
$30,000.00 in funding from the Commission, at the workshop, for the charitable donation line
item, as had been done in the past. He noted he opposes the policy because it politicizes staff,
and people call and criticize staff for their recommendations.
Mayor Salvino said his choice would be to have staff make the recommendations, which would
then be subject to review and change by the Commission. After that, the process is closed to
requests until the next year.
Commissioner Duke arrived at 6:04 p.m.
Mayor Salvino asked Commissioner Jones to amend his motion to add the dollar amount.
Commissioner Jones said funding should remain at the same level as this year, which was
$30,000.00. Finance Director Satterfield clarified the amended budget was $35,000.00 because
someone requested more funding.
Commissioner Jones amended the motion to include $35,000.00, however all new
organizations must go through the review process, not added by the Commission; seconded
by Commissioner Brandimarte.
Commissioner Duke questioned where we were at, and why we changed what we agreed to at
the budget workshop. Not everyone agrees with City staff handling the donations, so the
Commission took the political decision away from them. He is not surprised that the donation
policy is being changed tonight because it is political. However, it is cleaner if the
Commissioners each have the same amount of funds to contribute as they wish.
Mayor Salvino clarified the motion, and asked if the list of organizations would remain the same.
City Manager Baldwin said those organizations have applied for funds, and funds have not been
dispersed yet.
Finance Director Satterfield confirmed the line items in the City Manager's budget would be left
as proposed.
Responding to Vice-Mayor Grace, Finance Director Satterfield said $35,000.00 is the charitable
pool of money; if organizations have not applied, they are not eligible for funding this year, per
the policy.

Commissioner Duke reviewed the list of charitable and non-charitable donations. He does not
think the Chamber should receive City funding, and is not comfortable funding them $30,000.00
to just be a club that does not advocate business interests; it is not a good use of money. There
are entitlements to certain organizations in this City, and they do not earn it; it would be better in
the long-term for the Commission to decide where the money goes.
Commissioner Jones commented on the Chamber and the Bears. He supports the athletic
organizations because they keep the youth from juvenile delinquency. He suggested that we
have a workshop and talk with the individual organizations, rather than critiquing them from the
dais.
Vice-Mayor Grace said we need to make sure the Bears organization is accountable; however,
she does not want the children to suffer. She supports the Chamber because they are trying to
bring new people into the City. Everything that we do should be about making sure the City is
represented in a good light and we have the best of everything for Dania Beach.
Commissioner Brandimarte noted she supports activities for the children, but we need
accountability from the Bears as to where the money from the City goes.

FLORIDA; IMPOSING AND RE-IMPOSING STORMWATER ASSESSMENTS AGAINST PROPERTY
LOCATED WITHIN THE CITY OF DANIA BEACH FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
2015; APPROVING THE RATE OF ASSESSMENT; APPROVING THE ASSESSMENT ROLL; PROVIDING
FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2015-101.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Vice-Mayor Grace motioned to adopt Resolution #2015-101; seconded by Commissioner
Jones.
Commissioner Duke spoke of the southeast drainage plan and delays over the last seven years,
which has caused the costs to balloon. He was told by the City Manager that even if we spend
$16 million to cure the problem, 10-12 homes will still flood. He said it is unlikely we will get
the drainage plan completed.
Commissioner Jones felt whether or not it costs $16 million, we should get it done. We have
been promising the residents that the problem would be fixed; if we do not move forward, it will
cause deeper problems in the future.
Commissioner Duke said he is glad to hear Commissioner Jones still wants to get this done, but
at some point it becomes impractical, unreasonable, and too costly. He repeated we will
probably not get it done now.
City Manager Baldwin noted we should have a cost estimate from CGA by October 5`h; to
prevent any flooding at all, we may have to acquire property. A full report, including figures,
will be provided to the Commission.
Commission Duke questioned whether the cost to acquire homes is fair to the rest of the City.
Had we not delayed getting things done, it could have been done for $7-8 million three to four
years ago.
Commissioner Brandimarte explained the Meadowbrook delay.

Commissioner Jones motioned to adopt Resolution #2015-102; seconded by Commissioner
Brandimarte.
Vice-Mayor Grace requested clarification of the cost of $339.96. Finance Director Satterfield
said the original not-to-exceed millage was set at $420.00; the current rate is based on the cost
estimate from the RFP.
Commissioner Duke said Dania Beach is overpaying for solid waste services, and noted he was
the only one who did not vote for Waste Management.
Commissioner Jones noted he questioned if we should re-bid, but the Commissioners did not
agree. He also suggested phasing in the additional costs; regardless, the lowest bidder won.
Vice-Mayor Grace commented that only four companies submitted a bid, and two were not
qualified. If we go back out to bid, we will receive the same amount.
Commissioner Duke said he really likes Waste Management, but we are paying way too much
for waste hauling. He said it was obvious for the residents and business owners, from what was
going on at the Commission meeting, to see that we are overpaying. He spoke of the 2010 waste
hauling bid process; Waste Management was the fourth highest ranked bidder, yet was awarded
the bid. The same thing happened the other night; it is not right and we are paying too much.
Commissioner Brandimarte noted the Commission took the lowest bid.
Mayor Salvino noted he has never been catered to by Waste Management. He also believes that
staff did their job properly and we should not challenge them.

Commissioner Jones said he was not on the Commission in 2010. If half of the companies did
not meet the qualifications, we should have re-bid; or we could have negotiated a little better
with Waste Management. He agreed we were paying too much, and if so, we should have gone
back out to bid.
Commissioner Duke spoke further about overpaying for our waste service and disposal
agreement. He is here to advocate for the taxpayers and is not here for the money. He donates
half of his salary back to the community, he has a successful business, and he advocates for the
people and the citizens. He said he has a right and an obligation to state what he knows.
