Home My WebLink AboutR-2015-138 Authorize purchase of one (1) asphalt recycler and hot box trailer for Public Services, not to exceed $28,078.00 from Falcon Asphalt Repair Equipment, LLC under NJPA Contract No. 113012-FRM RESOLUTION NO. 2015-138 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE ONE (1) ASPHALT RECYCLER AND HOT BOX TRAILER FOR THE PUBLIC SERVICES DEPARTMENT, IN AN AMOUNT NOT TO EXCEED TWENTY EIGHT THOUSAND AND SEVENTY EIGHT DOLLARS ($28,078.00) FROM FALCON ASPHALT REPAIR EQUIPMENT, LLC BY UTILIZING THE PRICING UNDER THE NATIONAL JOINT POWERS ALLIANCE ("NJPA") CONTRACT, UNDER QUOTATION OZ042315-424-4, NJPA CONTRACT NO. 113012-FRM VALID THROUGH FEBRUARY 20, 2017; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last eighteen (18) months by other government agencies, such as the Federal Government, State of Florida or a Florida municipality or county; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection(a), sets the monetary threshold or limitation at$25,000.00; and WHEREAS, the Director of the Public Services Department has determined that such equipment can be purchased at the least cost to the City from Falcon Asphalt Repair Equipment, LLC by utilizing the pricing under the National Joint Powers Alliance "(NJPA") Contract, under Quotation No. OZ042315-424-4, NJPA Contract No. 113012-FRM ($28,078.00) dated Oct. 12, 2015, attached as Exhibit "A", a copy of which is made a part of and is incorporated into this Resolution by this reference; and WHEREAS, to strengthen the internal capability of the City streets crew to fix potholes and similar asphalt repair works, it is necessary to purchase equipment that guarantees reliability of a hot asphalt mix without having to resort to travel to an asphalt plant; and WHEREAS, this"portable asphalt plant" is capable of replacing the purchase of cold mix and hot mix with recycled asphalt chunks and millings thus eliminating material waste that occurs when asphalt hardens in an unheated truck bed; and WHEREAS, an asphalt reclaimer and hot patcher also reduces labor costs by eliminating time wasted traveling to the asphalt plant (and waiting in line), eliminating the need to repair the same pothole several times (common with cold patch) and will provide the City access to hot mix year-round when an outside asphalt plant is closed on weekends and evenings; NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "Whereas" clauses are ratified and confirmed as being true and correct, and they are made a specific part of and incorporated into this Resolution by this reference. Section 2. That the City Manager is authorized to purchase one Asphalt Recycler and Hotbox Trailer from Falcon Asphalt Repair Equipment, LLC Inc. by utilizing the pricing under the National Joint Powers Alliance ("NJPA") Contract, under Quotation No. OZ042315-424-4, NJPA Contract No. 113012-FRM ($28,078.00) dated Oct. 12, 2015, attached as Exhibit "A", a copy of which is made a part of and is incorporated into this Resolution by this reference. Section 3. That the City Administration is further authorized to open and sign a Purchase Order with Falcon Asphalt Repair Equipment, LLC and such Purchase Order shall not exceed the amount of Twenty Eight Thousand and Seventy Eight Dollars ($28,078.00) for the purchase of one (1)Asphalt Recycler and Hotbox Trailer. Section 4. That funding for the purchase of the above-described Asphalt Recycler shall be made available and appropriated from the General Fund in the amount of Twenty Eight Thousand and Seventy Eight Dollars ($28,078.00) from Public Services Street Maintenance Equipment Account, Account No. 001-39-06-541-64-30. Section 5. That the City Manager is authorized to purchase one (1) Asphalt Recycler and Hot Box Trailer and the City Commission authorizes the proper City officials to execute documents related to the purchase of such equipment. Section 6. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. 2 RESOLUTION#2015-138 Section 7.
