Home My WebLink AboutR-2015-152 Authorizing purchase of one 2016 International Navistar Type 1 MD Ambulance w/related loose equipment not to exceed $419,554.00 from Wheeled Coach RESOLUTION NO. 2015-152 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE ONE (1) 2016 INTERNATIONAL NAVISTAR TYPE 1 MD AMBULANCE WITH RELATED LOOSE EQUIPMENT, IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED NINETEEN THOUSAND FIVE HUNDRED FIFTY FOUR DOLLARS ($419,554.00) FROM WHEELED COACH UTILIZING PRICING UNDER THE FLORIDA SHERIFFS' ASSOCIATION CONTRACT NO. 15-11- 0116 WITH AN EFFECTIVE DATE BEGINNING OCTOBER 1, 2015 THROUGH MARCH 31, 2016, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission and if such purchases are made pursuant to a competitive bid obtained within the last eighteen (18) months by other government agencies such as the federal government, State of Florida or a Florida municipality or county; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", subsection(a), sets the monetary threshold or limitation at$25,000.00; and WHEREAS, the City typically maintains three rescue vehicles in its fleet allowing for two active units and one reserve unit; and WHEREAS, the City lost an active rescue vehicle due to an accident in FY 2015 requiring use of the reserve ambulance and now has only two ambulance vehicles in service; and WHEREAS, the City's existing vehicles, which are both five and eight years old (2010 and 2007 model years), respectively, are approaching the end of their useful lives, both having in excess of one hundred thousand (100,000)miles; and WHEREAS, the City Manager has determined that a vehicle can be purchased at the least cost to the City from Wheeled Coach utilizing pricing and terms obtained under the Florida Sheriffs' Association Contract No. 15-11-0116, which is made a part of and incorporated into this Resolution by this reference; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "Whereas" clauses are ratified and confirmed as being true and correct and they are made a specific part of and incorporated into this Resolution by this reference. Section 2. That the proper City officials are authorized to execute a purchase order with Wheeled Coach in an amount not to exceed Four Hundred Nineteen Thousand Five Hundred Fifty Four Dollars($419,554.00). Section 3. That funding for this purchase is available and shall be appropriated through the use of Unassigned Fund Balance Reserve Account 00 1-00-00-27 1-00-00. Section 4. That the City Manager and City Attorney are authorized to make minor revisions to the purchasing documents that are deemed necessary and proper and in the best interests of the City. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6.
