A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
OBTAIN A CONTRACTOR TO PERFORM REPAIRS AND RESTORATION
WORK AT THE POLICE SUBSTATION LOCATED AT 803 NW 1 AVENUE
FOR FISCAL YEAR 2015-2016, WITHOUT COMPETITIVE BIDDING AND
WITHOUT ADVERTISEMENT FOR BIDS, WHICH MAY EXCEED
ANNUAL SINGLE VENDOR TOTALS OF TWENTY FIVE THOUSAND
DOLLARS ($25,000.00), BUT NOT TO EXCEED ONE HUNDRED NINETY
THOUSAND DOLLARS ($190,000.00); PROVIDING FOR FUNDING
APPROPRIATONS IN THE AMOUNT OF ONE HUNDRED SEVENTY FIVE
THOUSAND DOLLARS ($175,000.00); PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and
materials for the City Government in amounts in excess of the established monetary threshold
without competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the City Commission; and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
"Monetary thresholds for certain purchases and payment disbursement authorizations",
Subsection(a), sets the monetary threshold or limitation at $25,000.00; and
WHEREAS, the BSO police substation located at 803 NW 1 Avenue, Dania Beach,
Florida("Building 803") is in an urgent state of repair; and
WHEREAS, Building 803 is in a deplorable condition and poses a health, life and safety
issue to its occupants and its visitors; and
WHEREAS, in order to prevent further deterioration and damage to the building,
including its support systems and operating equipment, it is recommended the repairs commence
immediately; and
WHEREAS, repairs are necessary for the building, its services and surroundings to
comply with currently accepted standards and to sustain utility values of the facility; and
WHEREAS, approved funding in the amount of $15,000.00 for minor repairs and
renovations was approved in the FY 2016 budget for this facility; and
WHEREAS, the Director of the Public Services Department has determined that it is
necessary to obtain a contractor to perform the repairs and restoration at Building 803 and will
require additional funding in the amount of$175,000.00; and
WHEREAS, the Public Services Director is seeking to waive the bidding requirements
as set forth in the City's purchasing policy and is requesting permission to obtain three (3)
written quotes as necessitated by the City's purchasing policy for items in excess of$25,000.00
in order to expedite the urgent renovations and repairs to this facility;
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the foregoing "Whereas" clauses are ratified and confirmed as being
true and correct and they are made a part of and incorporated into this Resolution by this
reference.
Section 2. That the proper City officials are authorized to obtain a contractor to
provide repair and restoration services without competitive bidding in an amount not to exceed
One Hundred Ninety Thousand Dollars ($190,000.00).
Section 3. That funding for this project is to be appropriated and transferred to a
capital project account as follows:
Police Division Approved FY16 Budget 001-21-01-521-62-10 $ 15,000.00
Appropriation- Police Impact Fees Account 001-271-02-00 $ 50,000.00
Appropriation- General Fund Unreserved Fund Balance 001-271-00-00 $125,000.00,
for a total amount of One Hundred Ninety Thousand Dollars ($190,000).
Section 4. That the City Manager and City Attorney are authorized to make minor
revisions to the related documents which are deemed necessary and proper and in the best
interests of the City.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.

Section 6. That this Resolution shall become effective immediately upon its passage
and adoption.
