DANIA BEACH CITY COMMISSION
TUESDAY, JANUARY 26, 2016- 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor Salvino called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Special Event request from the Biblical House of God for their annual "Community
Outreach Festival", to be held on February 20, 2016, from 10:00 a.m. - 3:00 p.m.,
located at 819 S.W. J.A. Ely Boulevard. The applicant is also requesting (20) cones
from Public Services.
Commissioner Grace motioned to approve the Special Event request for the Biblical House
of God Community Outreach Festival; seconded by Vice-Mayor Jones. The motion carried
unanimously.
3.2 Special Event request from the Walk of Faith Ministry for a "Reaching Out to Our
Troubled Youth Giving Back" event, to be held at C.W. Thomas Park on March 5,
2016, from 10:00 a.m. - 4:00 p.m. The applicant is requesting a special event fee
waiver of$150.00.
Commissioner Grace motioned to approve the Special Event request for the Walk of Faith
Ministry Reaching Out to Our Troubled Youth Giving Back event, including the $150.00
special event fee waiver; seconded by Vice-Mayor Jones. The motion carried unanimously.
3.3 Special Presentation to Bibleway Baptist Church-Commissioner Bobbie H. Grace
Commissioner Grace presented a Certificate of Appreciation to members of the Bibleway Baptist
Church.
4. Proclamations
4.1 Frank V. Sacco, Memorial Healthcare-Vice-Mayor Albert C. Jones
Vice-Mayor Jones read a proclamation for Frank Sacco, President of Memorial Healthcare
System,upon his retirement after 29 years of service.
5. Citizen Comments
David Roof, 5321 SW 26 Terrace, noted his neighborhood has a parking problem and they
would like BSO to enforce the law. He also noted they have 12 solar lights that are not working
in their community, and provided the list to the City Manager.
Charlotte Sloboda, 2905 Lakeshore Drive, spoke against a development project proposed for the
former St. Maurice Catholic Church property. The residents are requesting a meeting be held at
the Estates of Ft. Lauderdale.
Tamara James, 255 NW Tamara James Avenue, wanted to thank Commissioner Duke for his
wonderful service.
Michael Sartin, 746 SW 3 Street, spoke in favor of Ordinance #2016-001, which will allow Bail
Bond and Pawn Shops.
Sue Ann Creech, 3980 SW 521 Street, spoke on behalf of the Dania Beach Relay for Life.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on recent criminal activity, and recognized
members of the COPS and Explorer programs. Deputy Hoff provided an overview of the COPS
program, and Deputy Marsh provided an overview of the Explorer program.
Lieutenant Dan Suarez, BSO Fire Rescue, provided information on a Carfit event that will be
presented to senior citizens on April 15th.

EFFECTIVE DATE.
Commissioner Grace motioned to adopt the Consent Agenda, with the exception of Items
#7.4 and#7.6; seconded by Vice-Mayor Jones. The motion carried unanimously.
7.4 RESOLUTION#2016-011
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE THE 41s` YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT AGREEMENT BETWEEN THE CITY OF DANIA BEACH AND
BROWARD COUNTY, IN THE AMOUNT OF $189,023.00 TO PROVIDE FUNDING FOR A SOLAR
LIGHTING PROJECT IN AREAS LOCATED WITHIN THE BOUNDARIES OF THE DANIA BEACH
COMMUNITY REDEVELOPMENT AGENCY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING

Dania Beach City Commission
Tuesday,January 26,2016—7:00 p.m.
Vice-Mayor Jones noted he could not see the map in the agenda backup.
Ronnie Navarro, Deputy Public Services Director, explained there would be between 21 and 26
lights, depending on the outcome of the bid, and the locations are tentative at this time.
City Manager Baldwin noted the Commission can have input as to where we put the lights.
Vice-Mayor Jones commented College Gardens was promised solar lights. He questioned why
lights would be installed on JA Ely Boulevard, when it is a shared street with Hollywood, and
felt meetings should be held with the neighborhoods about the placement of the lights.
Commissioner Grace said we missed a lot of streets, and she is concerned because we did an
Oasis program on NW I Ith and we promised the residents we would install solar lights. She
wants staff to meet with her homeowners association, NW Byrd Point, to see if they agree with
the locations.
Vice-Mayor Jones motioned to adopt Resolution #2016-011; seconded by Commissioner
Grace. The motion carried unanimously.
7.6 RESOLUTION#2016-013
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE PROPER CITY OFFICIALS TO OBTAIN A CONTRACTOR TO PERFORM REPAIRS
AND RESTORATION WORK AT THE POLICE SUBSTATION LOCATED AT 803 NW 1 AVENUE FOR
FISCAL YEAR 2015-2016, WITHOUT COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR
BIDS, WHICH MAY EXCEED ANNUAL SINGLE VENDOR TOTALS OF TWENTY FIVE THOUSAND
DOLLARS ($25,000.00), BUT NOT TO EXCEED ONE HUNDRED NINETY THOUSAND DOLLARS
($190,000.00); PROVIDING FOR FUNDING APPROPRIATONS IN THE AMOUNT OF ONE HUNDRED
SEVENTY FIVE THOUSAND DOLLARS ($175,000.00); PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2016-013.
Mayor Salvino noted there was discussion about moving BSO back to City Hall and questioned
why we would invest so much money in another building. He added this is a lot of money to do
a renovation, and wants to make sure the contractor is monitored to do only what is necessary.
City Manager Baldwin explained there is no discussion to close Building 803.
Commissioner Brandimarte commented she wants BSO to move back to City Hall.
Commissioner Grace said the substation will remain in the community where it is, and should
never be closed.
Vice-Mayor Jones reiterated the comments of Commissioner Grace. He would like to see one of
the construction quotes come from Dania Beach businesses.

City Attorney Ansbro read the title of Ordinance#2016-001.
Corinne Lajoie, Principal City Planner,provided an overview of the 13 proposed amendments.
Vice-Mayor Jones noted he would like a comparison of fees with other cities our size.
Mayor Salvino opened the Public Hearing.
Derrick Hankerson, 746 SW 3 Street, spoke in favor of the bail bond amendment.
Jeff Bryant, 136 NW 5 h Avenue, concurred with Mr. Hankerson.
Charlotte Sloboda, 2905 Lakeshore Drive, spoke in favor of the bail bond use.

Myrna Loy, Ft. Lauderdale, provided an overview of services provided by bail bond companies,
and the strict requirements they are required to follow.
Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public
Hearing.
Commissioner Grace motioned to adopt Ordinance #2016-001, on first reading; seconded
by Vice-Mayor Jones.
Mayor Salvino questioned if bail bonds or pawn shops would be allowed on Dania Beach
Boulevard. Ms. Lajoie confirmed they would be allowed on a portion of Dania Beach Boulevard
near Winn Dixie.
The Commission discussed not allowing either use on Federal Highway or Dania Beach
Boulevard.
The motion carried on the following 4-0 Roll Call vote:

ESTABLISHMENTS LOCATED WITHIN THE PLANNED MIXED USE DEVELOPMENT DISTRICT
(PMUD); AMENDING ARTICLE 11 "OPERATION REGULATIONS" TO PROVIDE FOR MODIFICATIONS

Group for the PMUD District.

Commissioner Grace motioned to adopt Ordinance #2016-002, on first reading; seconded
by Vice-Mayor Jones. The motion carried unanimously.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
THE VARIANCE REQUESTS SUBMITTED UNDER APPLICATIONS VA-132-15/VA-133-15NA-134-15 BY
LEIGH ROBINSON KERR AND ASSOCIATES, INC., ON BEHALF OF THE PROPERTY OWNER, DS
REALTY, INC., FOR PROPERTY LOCATED AT 2800 FEDERAL HIGHWAY IN THE CITY OF DANIA
BEACH,FLORIDA;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution #2016-014 and advised it was a quasi-judicial
hearing; he swore-in those who would speak, and asked the Commission to disclose any
communication they had on this matter.
Vice-Mayor Jones and Commissioner Grace noted they had been contacted.
Corinne Lajoie, Principal City Planner, explained the variance requests.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition,he closed the Public Hearing.
Commissioner Grace motioned to adopt Resolution #2016-014; seconded by Vice-Mayor
Jones. The motion carried unanimously.
10. Discussion and Possible Action
10.1 Civil Citation for Cannabis Possession—City Attorney Ansbro
City Attorney Ansbro explained the County ordinance and noted we can follow the Broward
County regulation, or opt-out.
Commissioner Grace said she wants a presentation, and does not want to make a hasty decision.
She wants Colonel Pollack and the clergies to make a presentation before making a decision.
City Attorney Ansbro noted the County wants a decision before February 5t`.
Commissioner Brandimarte commented she also wants more organizations to be involved in
making the decision.
Captain Daniel Marks, BSO Chief of Police, said he supports a civil citation program, and we
could step out of the program at a later date if we choose.
Vice-Mayor Jones commented he wants it to mirror the same program the Sheriff does for the
juveniles.
Commissioner Grace said she wants a presentation at the next meeting.
Teddy Bohanan, 312 SW 15t' Street, commented she still sees young school children smoking
weed on their way home, and a line needs to be drawn.

Vice-Mayor Jones motioned to follow the County program; seconded by Commissioner
Brandimarte. The motion carried unanimously.
11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte commented on the MLK event.
11.2 Commissioner Duke
Commissioner Duke was not present at this meeting.
11.3 Commissioner Grace
Commissioner Grace commented about the need to restore rights for convicted felons.
Commissioner Grace noted she has been proud to work with Commissioner Duke.
11.4 Vice-Mayor Jones
Vice-Mayor Jones noted he will be assisting the Broward Regional Health Planning Council's
Point in Time, which will be counting homeless people.
Vice-Mayor Jones spoke of the MLK parade and banquet.
Vice-Mayor Jones also spoke about a free food giveaway on February 20`'at CW Thomas Park.
11.5 Mayor Salvino
Mayor Salvino commented about serving as a commissioner, noting it is not an easy job, and
about the upcoming election.
Mayor Salvino spoke of the MLK parade.
Mayor Salvino noted a Workshop is scheduled for February 8u` to decide how to fill the
Commission vacancy as quickly as possible.
Mayor Salvino asked the Commissioners to review their board appointments to see if they are
attending meetings; he wants to put people on who really want to serve.
Vice-Mayor Jones asked Mayor Salvino to consider serving on the MPO to replace
Commissioner Duke; Mayor Salvino said he will think about it.

13. Administrative Reports
13.1 City Manager
City Manager Baldwin requested the Commission approve emergency repairs in the amount of
$38,000.00 that are needed to repair a fire line leak at the Quarterdeck Restaurant and Pier.
Vice-Mayor Jones motioned to approve emergency repairs to the fire line at the
Quarterdeck Restaurant and Pier; seconded by Commissioner Grace. The motion carried
unanimously.
City Manager Baldwin reported on upcoming meetings to discuss the new garbage contract with
the residents, and noted the groundbreaking for the beach revitalization project would be held
Wednesday morning at 9:30 a.m.
City Manager Baldwin commented it is not easy to run for elected office, and thanked
Commissioner Duke for his service.
13.2 City Attorney
City Attorney Ansbro reported that the Charter Review Board would like to schedule a workshop
with the City Commission to discuss their recommendations.
The Commission does not want a workshop, but would like the Charter Review Board
recommendations presented to them and they will then discuss and decide.
City Attorney Ansbro clarified that pursuant to City Code, political signs cannot be displayed
until the candidate qualifies for office.

Dear Resident,
Beginning in February,a new and more efficient recycling and garbage collection service will launch in Dania
Beach. Waste Management will continue as the service provider for the City under a new contract that followed
an open and competitive bidding process last year.
Highlights of the new services include:
• New recycling toters to replace blue bins
• Change in bulk pick-up day for some residents
• New week for bulk pick-up throughout the City
• Change in pick-up dates for garbage service for some residents
• Elimination of alley pick-up for garbage and bulk waste throughout the City
By now, you should have already received a new blue and yellow recycling toter from Waste Management. A
copy of the Dania Beach Collection Guide was inside the new recycling toter along with a notice of your
collection day schedule. Residents who will be going from alleyway to street-side pick-up will also receive an
informational door hanger from Waste Management about their change of service.
For residents who have questions or would like to learn more about the changes to the recycling and
garbage collection services,the City will be holding the following two informational sessions:
Wednesday,January 27,2016 at 6:00 PM Frost Park Recreation Complex

Thursday,January 28,2016 at 6:00 PM PJ Meli Park Community Center

Sandwiches and light fare will be offered at both of the events. I sincerely hope you will be able to attend one of

Frequently Asked Questions
Q: Why is the existing alley service being eliminated for residential service?
A: Alley service is much more expensive than automated curbside service. The contract
bidding process disclosed that continuing alley service would have cost all residents an
additional $96 a year even though 85% of the City's_residents don't have an alley. It wasn't
fair11
to make all residents pay an additional$8/month for a service I�Lat only benefits 15%of the
residents.
Q: Why is alley service more expensive than automated curbside service?
A: Automated service.requires less labor than a rear loading vehicle used for alley service.
Automated vehicles can't be used in alleys.
Q: Will monthly bulk waste be required to go to curbside?
A: Yes,bulk waste will have to be placed at curbside.
Q: Why have my service days changed?
A: The work load can be managed more efficiently with automated service.
Q: What if I am unable to bring my toter to the street?
A: Waste Management can provide service for special needs residents. Contact the City

Q: What can I do if I want to retain alley service?
A: Waste Management can provide service at an additional cost of $35.00/month. This
may change your service day.

Below is a Representation of ALL Dania Beach Properties

Only 15% of Dania Beach properties have alleyways
but ALL properties would have to pay an additional $96 a year to maintain
alleyway pick-up services for those homes.
That simply isn't fair.
Under the new Waste Management contract, there will be one fee
