Call to Order/Roll Call Mayor Salvino called the meeting to order at 2:00 p.m. Present: Mayor: Marco A. Salvino, Sr. Vice-Mayor: Albert C. Jones Commissioners: Chickie Brandimarte Bobbie H. Grace City Manager: Robert Baldwin City Attorney: Thomas J. Ansbro City Clerk: Louise Stilson 2. Discussion Items 2.1 Charter Review Board recommendations on filling Commission vacancy 2.2 2006 City Commission Vacancy 2.3 Discussion with Staff on procedures, and directions on how to proceed Mayor Salvino commented the Charter Review Board did a good job with their recommendations, which can be used as a guideline to fill the vacant seat. He suggested we ask for applications and then review them prior to Commission meetings. Vice-Mayor Jones confirmed the 30 day period began February 5 h, when Commissioner Duke resigned. He suggested the City Attorney prepare a letter to send out to potential applicants, which will likely state the qualifications to fill the seat. He felt the qualifications should be the same as those for a candidate running for the seat, and wants a question included inquiring whether or not they have had their voting rights restored or taken away. Commissioner Grace thinks we will move along more efficiently this time. She does not want to use the procedures from when Commissioner Flury resigned; she likes the Charter Review Board recommendations. Commissioner Brandimarte agreed the Commission's job is to fill the seat, but she does not want to just put anybody in there to fill it. She concurs that voting rights need to be restored before any consideration is given to an applicant who has had a problem in the past. Mayor Salvino made a recommendation to follow guidelines from the Charter Review Board. Applications are to be sent out by the City Attorney; applicants have 10 days to respond; and then a meeting of the Commission will be held to review and to pick the top two or three candidates, on whom background checks will be done, if necessary. He felt an appointment should be made in a month's time. City Attorney Ansbro confirmed he would prepare an application to be placed on the website, and advertised through announcements, Code Red, and the newspaper. It will include the following requirements: have one-year residency prior to February 5, 2016, be over 21 years of age, be a registered voter, and a clause stating there is no issue with voting rights. Mayor Salvino suggested the application cut-off date could be Friday, February 19; a Commission workshop could be held Monday, February 22 to discuss the applications; and an appointment could be made on Tuesday, February 23. If the Commission would like to take longer,the appointment could be made on Tuesday, March 8. After a brief discussion, Vice-Mayor Jones suggested having a forum to interview the candidates. Mayor Salvino commented he does not want to open an interview process up to the public. Vice-Mayor Jones wants the due process to take place where the candidates come before the Commission and are interviewed in public; the public may want to provide input. Mayor Salvino noted the appointment is a Commission decision and we should move forward quickly. Commissioner Brandimarte commented she was uncomfortable in the past when the Commission verbalized no to applicants who stood before them. She understands people should know who the Commission votes for, and questioned whether we can do it the Mayor's way, but with private ballots passed to the Mayor who will then read them aloud. Mayor Salvino reiterated that by opening it to the public, you take away the thing that they elected the Commission to do. Commissioner Brandimarte agreed. Vice-Mayor Jones said he will not hold up the process, but he does not go along with it; he is in agreeance to moving the process along. Mayor Salvino suggested we take applications, take time to interview applicants in a workshop meeting, and make a decision on March 8. After a brief discussion, the Commission agreed on the following process: applications are due Tuesday, February 23 at 5:00 p.m. to the City Clerk; a Commission workshop will be held on Wednesday, February 24, at 2:00 p.m. to discuss the applicants and to pick a day during the Minutes of Meeting 2 Dania Beach City Commission Workshop—Commission Vacancy Monday,February 8,2016—2:00 p.m. week of February 29 to March 4 to interview the top 3-4 candidates; and the Commission will make the appointment on Tuesday, March 8. 3.
