DANIA BEACH CITY COMMISSION
TUESDAY, MARCH 22, 2016 — 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:00 p.m.
Present:

2. Moment of Silence and Pledge of Allegiance
Mayor Salvino called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Sea Level Rise Impact Presentation - Samantha Danchuk, PH.D., P.E. Assistant
Director, Environmental Protection and Growth Management Department
Samantha Danchuk, Broward County Environmental Protection and Growth Management,
reviewed the information provided in the agenda packet.
In response to Commissioner Grace, Dr. Danchuk noted the FEMA flood zone maps do not
include sea level rise. There is a project coming forward within the next year to do this, which
will provide another version of regional maps that show the areas that would be additionally
vulnerable due to sea level rise. Commissioner Grace asked for a summary of the recent
workshop held in Dania Beach.
Vice-Mayor Jones said of particular interest at the workshop was the issue of dealing with storms
and how Dania Beach had already invested in low lying areas. He noted we have to do some
serious things with the beach as we are revitalizing it.
Commissioner Brandimarte said the presentation confirmed we need a disaster fund for the City
as she is concerned with displaced residents.
City Attorney Ansbro asked about the status of the sand bypass project. Dr. Danchuk responded
they are in permitting and explained how the sand trap would work to recover eroding sand. She
noted she would provide follow up to Mayor Salvino's questions regarding how far the sand
would flow down the beach, how long it would take to reach the Pier, and the amount of added
beach width.
Vice-Mayor Jones asked about the status of Segment 3. Dr. Danchuk said she would follow-up
with information, but felt it would occur within the next two years, following the sand bypass
proj ect.
City Manager Baldwin noted that a resolution adopting the Unified Sea Level Rise projection
would be on the next Commission agenda.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Vivek Golikeri, 301 SE P Street, spoke of the need for new laws controlling super-
technological equipment such as power lights, laser pointers,megaphones and drones.
Bob Mikes, 601 NW 7t', spoke of sea level rise and suggested a charrette be held in order to talk
about this on the community level. He added money must come from the Federal Government
as cities cannot afford to combat this major crisis.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on recent criminal activity in Dania Beach,
and introduced Sergeant Jimmy Moulin, who is new to the City. He noted the annual BSO
awards ceremony will be held next week and there will be several Dania Beach recipients. He
added he spoke with City Manager Baldwin, and they are going to put together an introduction to
terrorism training program, including target hardening for businesses, homeowners associations,
and City facilities.
Lieutenant Dan Suarez, BSO Fire Rescue, noted April 15I' is the Car Fit event for seniors, and
that he has water safety tips flyers available.
Vice-Mayor Jones spoke of CPR training possibilities in the community.

RECREATION DEPARTMENT FOR MISCELLANEOUS PARK REPAIR SERVICES PURCHASED FROM
SYLMAC INTERNATIONAL FOR FISCAL YEAR 2015/2016, ENDING SEPTEMBER 30, 2016, INCLUSIVE
OF EXISTING PURCHASES THAT MAY EXCEED AN ANNUAL VENDOR TOTAL AMOUNT OF TWENTY

Commissioner Grace motioned to adopt the Consent Agenda; seconded by Commissioner
Brandimarte. The motion carried unanimously.

ESTABLISHING A RANKING OF UTILITY ANNUAL METER READING SERVICES PROVIDERS;

City Attorney Ansbro read the title of Ordinance#2016-004.
Corinne Lajoie, Principal City Planner, noted this is second reading of the text amendments.
Mayor Salvino opened the Public Hearing.
Bob Mikes, 601 NW 7th, felt the Marine Overlay district should be discussed at a charrette on sea
level rise as there are major issues regarding fixed bridges and sea level rise.
Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public
Hearing.
Commissioner Grace motioned to adopt Ordinance #2016-004, on second reading;
seconded by Commissioner Jones. The motion carried unanimously.
City Attorney Ansbro advised most of the remaining items were quasi-judicial hearings and
swore-in those who would speak. He asked the Commission to disclose any communication they
had on these matters.

Corinne Lajoie, Principal City Planner, gave a brief overview of the vacation request.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Commissioner Jones motioned to adopt Ordinance#2016-005, on second reading; seconded
by Commissioner Grace. The motion carried unanimously.
9.3 ORDINANCE#2016-006
AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA,APPROVING
THE TEXT AMENDMENT (TX-136-15) REQUEST MADE BY MATTHEW SCOTT, TRIPP SCOTT, P.A.,

City Attorney Ansbro read the title of Resolution#2016-023.
Corinne Lajoie, Principal City Planner, explained the requested variances, impervious area
waiver, and site plan.
Commissioner Brandimarte asked if there are any problems with the neighbors regarding the
dumpster setback. Principal City Planner Lajoie responded notices were mailed to surrounding
property owners and only one person attempted to contact her.

Mayor Salvino felt perhaps there could have been a better job done with the landscaping.
Principal City Planner Lajoie noted that where the applicant can exceed the landscape
requirements,they are doing so.
Vice-Mayor Jones commented he looked at the current condition of the site, and he supports
what is being proposed.
Mayor Salvino opened the Public Hearing.
Steve Sexton, 4611 SW 44t`Avenue, spoke in support of the project.
Leigh Kerr, Land Planning Consultant on behalf of the applicant, gave an overview of the
requests. He noted two community outreach attempts were made and no one attended.
Seeing as there was no one else to speak in favor or opposition, Mayor Salvino closed the Public
Hearing.
Commissioner Jones motioned to adopt Resolution #2016-023; seconded by Commissioner
Grace. The motion carried unanimously.
10. Discussion and Possible Action
10.1 Discussion of Charter Review Board Recommendations—Mayor Salvino
Mayor Salvino suggested we set up a Commission workshop to discuss the recommendations
and determine what should be put on the November ballot.
City Attorney Ansbro explained the ballot questions need to go to referendum in November and
have to be submitted by June I". He said the questions first need to be adopted by ordinance,
which requires two public hearings, and he provided the preferred and drop dead dates for those
hearings.
Discussion ensued regarding a date and time to hold a Commission workshop.
The Commission agreed to hold a workshop at 6:00 p.m. on April 12a'.
11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte had no comments.
11.2 Commissioner Fetscher

Commissioner Fetscher noted the curriculum at all the schools includes CPR, so all Dania Beach
students receive that training. He suggested contacting the schools, which he is willing to do,
and have the parents invited in to get the same type of instruction.
Commissioner Fetscher felt there is a need to further scrutinize special event fee waiver requests
because he has heard we are not up to full strength with police protection and fire rescue
manpower; we need to address those issues first before more giveaways are approved.
11.3 Commissioner Grace
Commissioner Grace spoke of the Hurricane roller coaster demolition event, bike safety month at
CW Thomas Park, the event at the PATCH, and the JM Family African American Achievers
Award.
Commissioner Grace also spoke of recent and upcoming community events.
11.4 Vice-Mayor Jones
Vice-Mayor Jones had no comments.
11.5 Mayor Salvino
Mayor Salvino acknowledged Staged Right Events for the job they did with the roller coaster
demolition event.
12. Appointments
12.1 Broward League of Cities 2016-2017 Board of Director Appointment
Vice-Mayor Jones noted that he would like to remain as the City's appointee.
Mayor Salvino motioned to appoint Vice-Mayor Jones as Director to the Broward League
of Cities Board; seconded by Commissioner Grace. The motion carried unanimously.
12.2 General Employees Pension Board
1 Commission appointment to fill position through March 22, 2017
Vice-Mayor Jones motioned to appoint Commissioner Fetscher as the Commission
representative; seconded by Mayor Salvino. The motion carried unanimously.
City Manager Baldwin noted the City Attorney is looking at the possibility of not having the
Commission members sit on the pension boards, and instead putting someone from Finance on
the boards.

Commissioner Grace motioned to appoint Luis Rimoli as the Commission appointment to
fill the position through March 22, 2017; seconded by Vice-Mayor Jones. The motion
carried unanimously.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin said there will be numerous items on the next agenda, including
authorization to bid the Southeast Stormwater project.
City Manager Baldwin noted we have been working with FAU to get additional parking at the
beach during the beach restoration project.
Mayor Salvino commented that as the beach grows, it would be wonderful if FAU would share
their space and we could come up with funding for a parking garage.
City Manager Baldwin noted the mold remediation at Public Services and at the 803 Building is
complete.
13.2 City Attorney
City Attorney Ansbro had no additional comments.

Comments by Dania Beach citizens or interested parties that are not part of the regular printed agenda may be made during each
Commission meeting during the period set aside for"Citizen Comments." A thirty(30)minute"Citizen Comments"period shall
be designated on the agenda for citizens and interested persons to speak on matters not scheduled on that day's agenda. Each
speaker shall be limited to 3 minutes for his or her comments. Persons desiring to speak during the citizen comment period shall
inform the City Clerk immediately prior to the beginning of the meeting of their intention to speak. If more than 10 speakers
express a desire to speak,the Commission shall determine on a meeting by meeting basis whether to(a)extend the time allotted
for citizen comments to accommodate all speakers,or(b)whether to limit the number of speakers or amount of time per speaker.
