HomeMy WebLinkAboutMinutes of Meeting Workshop - Charter Review Board Recommendations - April 12, 2016 (2) MINUTES OF MEETING DANIA BEACH CITY COMMISSION WORKSHOP — CHARTER REVIEW BOARD RECOMMENDATIONS TUESDAY, APRIL 12, 2016 — 6:00 P.M. 1. Call to Order/Roll Call Mayor Salvino called the meeting to order at 6:00 p.m. Present: Mayor: Marco A. Salvino, Sr. Vice-Mayor: Albert C. Jones Commissioners: Chickie Brandimarte Paul A. Fetscher-arrived at 6.37p.m. Bobbie H. Grace City Manager: Robert Baldwin City Attorney: Thomas J. Ansbro City Clerk: Louise Stilson 2. Charter Review Board Recommendations City Attorney Ansbro reviewed the individual items recommended by the Charter Review Board for City Commission discussion and direction. Election of 4-Year Mayor Individuals would run for a 4-Year Mayor term. Mayor Salvino is in favor of the 4-year mayor because sometimes people would rather be a commissioner than a mayor. He does favor no term limits, and would like to have unlimited term limits. He recommended making the proposed change to a 4-year mayor, with the option for 2-year vice-mayor. Commissioner Grace commented the Charter Review Board did a fantastic job, however, she agrees with the proposal for a 4-year mayor and 2-year vice-mayor. She said we should consider doing away with term limits; even if we put it on the ballot it may not pass. Commissioner Brandimarte opposes the election of a mayor position because the person would not have an opportunity to become a commissioner if they are not elected mayor. Mayor Salvino pointed out that that is what currently happens to candidates who do not receive the highest number of votes. Vice-Mayor Jones opposes a 4-year mayor because you don't know what type of person will be elected. He commended the Charter Review Board for thinking outside of the box; however, he would like to see single member districts or seats. He said he could support a 2-year vice-mayor, and the elimination of term limits. Commissioner Grace agrees on districts. She said she will go along with just about everything the Charter Review Board recommended. Mayor Salvino requested Commission consensus for each item recommended by the Charter Review Board. There was no Commission consensus for the 4-year mayor position. Luis Rimoli, Charter Review Board Member, commented there was a lot of thought into the 4- year mayor term. The biggest issue is the public does not know they are voting for a mayor,they think they are only voting for commissioners; we should give the citizens a right to be able to choose. The Board also discussed districts,but thought the city was too small. As to term limits, let the voters decide what to do. Vice-Mayor Jones said he would support a 2-year mayor, and run for it every 2 years. Commissioner Grace said other small cities are doing districts and doing away with term limits. Mayor Salvino informed the Commission that if we can't come to majority consensus, we will have to wait until we have 5 Commissioners present. • 4-year Mayor—Table until 5 Commissioners present • Highest vote-getter become vice-mayor for a 2-year term—Yes • Eliminate term limits—Yes Mayor Salvino pointed out that the 2-year vice-mayor cannot happen unless we go with the proposed change to the 4-year mayor. • Vacancies—City Commission—Yes to all 3 sections • Vacancies—Mayor—Table • Commission and Mayor Absences - Commissioner Fetscher arrived at 6:37 p.m. There was a Commission consensus on the proposal for vacancies and absences. Mayor Salvino asked Mr. Rimoli to address the Commission on the 4-year mayor proposal. Mr. Rimoli explained the Charter Review Board's reasoning to Commissioner Fetscher. Minutes of Meeting 2 Dania Beach City Commission Workshop—Charter Review Board Recommendations Tuesday,April 12,2016—6:00 p.m. Mayor Salvino requested the Commission place the 4-year mayor term on the ballot and allow the people to make the choice. Commissioner Fetscher recommended we stay with the status quo. Mayor Salvino said this eliminates the proposal for a 2-year vice-mayor. City Attorney Anbro noted we could still have a question for the second highest vote-getter to become vice-mayor for two years. There was Commission consensus for the second highest vote-getter to become vice-mayor for two years. • Miscellaneous Provisions - Table until next meeting The Commission set another workshop for April 26, 2016 at 5:00 p.m. 3.
