DANIA BEACH CITY COMMISSION
TUESDAY, JULY 26, 2016 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Salvino called the meeting to order at 7:03 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor Salvino called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Certificate of Recognition for Scholastic Achievement from the Hollywood Florida
Scholarship Foundation presented to Nicole Romer and Brigitta Pakler — Pat
Chukerman—Mayor Salvino
Pat Chukerman and Brigitta Pakler were not present.
3.2 Oasis Presentation—Frank Schnidman
Dr. Frank Schnidman provided an overview of the PowerPoint presentation that was included in
the agenda backup.
Vice-Mayor Jones thought the County should want to fund these projects because they benefit
the communities.
Dr. Schnidman observed that the CRA is TIF-less, and the Broward County Redevelopment
program should be able to provide funding since the Oasis program fits all of the criteria. The
City can propose and enter into a partnership to go beyond the success of Oasis X.
Vice-Mayor Jones commented the Oasis program could be utilized throughout Broward County
and we need to do something with the County.
3.3 Special Event request from St. Ruth Missionary Baptist Church for a "Community
Picnic" on August 21, 2016, from 12:00 p.m. —5:00 p.m., at C. W. Thomas Park
Commissioner Grace motioned to approve the Special Event request for St. Ruth
Missionary Baptist Church; seconded by Vice-Mayor Jones. The motion carried
unanimously.
4. Proclamations
4.1 Sage-Lyrae Symonette—Commissioner Grace
Commissioner Grace read the recognition for Sage-Lynae Symonette.
4.2 Pastor Gregory Pope—Vice-Mayor Jones
Vice-Mayor Jones read the recognition for Reverend Dr. Gregory Bernard Pope of First Bethel
Baptist Church.
5. Citizen Comments
City Attorney Ansbro noted the Calm Plat is being withdrawn and will not be brought back until
September. It would be inappropriate under the law to take comments tonight.
Paul Handerhan, 2900 East Oakland Park Boulevard, Ft. Lauderdale, Vice-President of FAIR,
spoke in favor of Item#7.10, Resolution#2016-101, for the PACE program.
Ovrill Dwyer, 618 W 24th Avenue, Hollywood, co-founder of For the Love of Our Nation
Organization, spoke of the gardening, coding, and golf programs in Dania Beach.
Commissioner Grace noted she asked Interim CRA Director Bach if she has funding to help
children be a part of this; if not, Dania Beach residents will help to raise the $2,500.00 for
transportation.
Commissioner Brandimarte commented Parks and Recreation Director Felicetty has City buses
that could be used for transportation.
Tamara James, 255 NW Tamara James Avenue, noted the Tamara James Foundation is 10 years
old. The Tamara James Day will be this Saturday, which is a back to school event.
Douglas Edward, 75 Gulfstream Road, expressed his concern on the development along Dania
Beach Boulevard.

Dania Beach City Commission
Tuesday,July 26,2016—7:00 p.m.
Osvaldo "Rick" Romero, 75 Gulfstream Road, 4106B, requested review of Section 720-20 of
Chapter 28 of the Land Development Code, which was amended in March 2016, and relates to
the duties of the Planning & Zoning Board.
Linda LaRosa, 85 Gulfstream Road, noted she has lived in Dania Beach for 16 years, and moved
here because of our mission statement. She spoke of development and said the Commission
needs to listen to the voices of the residents; not just the developers.
Linda Barber, 75 Gulfstream Road, 4305, distributed an email she sent to the Commissioners.
She said she is a 13-year resident, and wants more responsible development, not high rises.
Veronica Larkins, 211 NW 12ffi Avenue, stated she was run over by someone at the Dania Beach
Grill and BSO Deputies were very responsive.
Tom Smitha, 85 Gulfstream Road, #212A, said we need to consider the impact development has
on the residents and the City.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, thanked Ms. Larkins for recognizing his deputies.
He noted the residents are using the "if you see something, say something" effectively, the gun
buyback scheduled for this weekend has been cancelled, National Night Out will be at Frost
Park, and door hangers will be distributed through the neighborhoods regarding loud noise.
Vice-Mayor Jones voiced complaints from residents: neighborhoods want to see more
community policing or have officers out of their cars, and the Smith store has drug activity. He
wants to see the camera put in place, and noted it is not our City; the activity comes from the city
across the street. He also wants a camera at Chester Byrd Park.
Commissioner Grace said the grocery store has activities occurring that are of concern; we need
to work with Hollywood.
Mayor Salvino noted there are Uber and Lyft drivers all over Taylor Road and Melaleuca
Gardens, and he asked residents to be aware of what is going on. He wants the officers to be safe
in light of recent events regarding police.
Lieutenant Dan Suarez, BSO Fire Rescue, reported on multiple injuries from fireworks during
the 4th of July. He noted Joe Fernandez was sworn-in today as the new Fire Chief. He also
provided some back to school safety tips.

Vice-Mayor Jones asked if this is enough money for the program.
Brad Kaine, Director of Public Services, noted the $85,000.00 will take us through the rest of the
fiscal year, and the program is now current.
Vice-Mayor Jones motioned to adopt Resolution #2016-100; seconded by Commissioner
Grace. The motion carried unanimously.

Corinne Lajoie, Principal City Planner, was available to answer questions.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Commissioner Grace motioned to adopt Ordinance #2016-013, on second reading;
seconded by Vice-Mayor Jones. The motion carried unanimously.

City Attorney Ansbro read the title of Resolution#2016-103, and noted the applicant requested a

Vice-Mayor Jones motioned to continue Resolution #2016-103 until the September 13, 2016
City Commission meeting at 7:00 p.m.; seconded by Commissioner Grace. The motion
carried unanimously.
City Attorney Ansbro advised the remaining item was a quasi-judicial hearing and swore-in
those who would speak. He asked the Commission to disclose any communication they had on
this matter.

City Attorney Ansbro read the title of Resolution#2016-104.
Corinne Lajoie, Principal City Planner, gave an overview of the variance request for temporary
construction signs.
Mayor Salvino opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, he closed the Public Hearing.
Commissioner Grace motioned to adopt Resolution #2016-104; seconded by Vice-Mayor
Jones. The motion carried unanimously.

speaker shall be limited to 3 minutes for his or her comments. Persons desiring to speak during the citizen comment period shall
