Call to Order/Roll Call Chairman Salvino called the meeting to order at 6:00 p.m. Present: Chairman: Marco A. Salvino, Sr. Vice-Chairman: Albert C. Jones Arrived at 6:02 p.m. Board Members: Chickie Brandimarte Paul Fetscher Bobbie H. Grace Executive Director: Rachel Bach City Attorney: Thomas Ansbro CRA Secretary: Louise Stilson 2. Citizen Comments There were no citizen comments at this meeting. 3. Administrative Reports Vice-Chairman Jones arrived at 6:02 p.m. 3.1 Presentation of Florida Festivals and Events Association (FFEA) Sunsational Awards by FFEA Board Member and Event Director of the Winterfest Boat Parade, Ms. Dawn Read Dawn Read, FFEA Board Member, presented eleven awards to the CRA Board; three for the PATCH and eight for the 2016 Arts & Seafood Celebration. 4. Presentations 4.1 Presentation on the Dania Beach PATCH and the PATCH Collaborative by: Teina M. Phillips, MPA Broward Regional Health Planning Council Transforming Our Community's Health: TOUCH Program Director Teina Phillips, MPA, TOUCH Director, Broward Regional Health Planning Council, gave a presentation, which is attached to and incorporated into these minutes. She spoke about what happened at the PATCH this year and what will happen next year. Board Member Grace wants to insure that we are planting in-season, and would like a chart available on the website to show what and when we are planting. She also wants us to reach out to the High Schools for volunteer hours through community service hours. Vice-Chairman Jones is concerned with buyers, revenues and grants, and getting the community more involved. 5. Consent Agenda Items Removed from Consent Agenda: #5.4 5.1 Minutes: Approve Minutes of July 26, 2016 CRA Board Meeting 5.2 Travel Requests: None 5.3 Approve Work Authorization for Redevelopment Management Associates, LLC, for the analysis and creation of the Dania Beach CRA Finance and Implementation Plan, in an amount not to exceed $6,600.00 (Continued from July 26, 2016) Board Member Grace motioned to approve the Consent Agenda,with the exception of Item #5.4; seconded by Board Member Brandimarte. The motion carried unanimously. 5.4 RESOLUTION NO. 2016-CRA-005 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY (CRA) OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CRA OFFICIALS TO EXECUTE THE FIRST OF THREE OPTIONAL RENEWALS OF AN EXISTING AGREEMENT FOR A ONE (1) YEAR PERIOD WITH STANDING OVATIONS LLC, A FLORIDA LIMITED LIABILITY COMPANY RELATING TO CONSULTING AND PRODUCTION SERVICES IN CONNECTION WITH THE 2017 ARTS AND SEAFOOD CELEBRATION; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. (Continued from July 26,2016) City Attorney Ansbro read the title of Resolution#2016-CRA-005. Board Member Grace noted she was hoping to entice a local business. She will not vote in favor and said we have time to go out and look for another agency. Director Bach confirmed that we went out to bid last year and the previous year. This vendor had the lowest price. Vice-Chairman Jones also would like to go out to bid, but will support this vendor this year. Chairman Salvino noted the requirements eliminated a lot of firms to submit a bid. Next year we should discuss why those credentials were required to bid. Minutes of Regular Meeting 2 Dania Beach Community Redevelopment Agency Tuesday,August 23,2016—6:00 p.m. Vice-Chairman Jones motioned to approve Resolution #2016-CRA-005, and simultaneously go out to bid. The motion died for lack of a second. Chairman Salvino motioned to approve Resolution #2016-CRA-005; seconded by Board Member Brandimarte. The motion carried on the following 4-1 Roll Call vote: Board Member Brandimarte Yes Vice-Chairman Jones Yes Board Member Fetscher Yes Chairman Salvino Yes Board Member Grace No 6. Proposals and Bids There were no proposals on this agenda. 7. Discussion and Possible Action 7.1 CRA 2017 Budget Discussions Director Bach reviewed the budget proposal, which is attached to and incorporated into these minutes. Board Member Brandimarte questioned how the CRA was reaching out to the real owners of the properties in downtown, as opposed to the property managers. Director Bach responded we are reaching out to the property owners who are local, and also working with Code. Vice-Chairman Jones asked if and how the funding for the Columbus Project could be utilized in our budget. Director Bach said she is exploring the idea that if we can come up with a project to replace the 82 parking spaces, we can hold onto the funding rather than turning it back to the County. Kim Briesemeister, RMA, noted that at the ICSC level, Dania Beach is a hot spot and a good place to invest. Director Bach noted the RFQ for the City Center development is with the City Attorney for review; after review, it will be brought to the Board for approval. 8. Board Member Comments Minutes of Regular Meeting 3 Dania Beach Community Redevelopment Agency Tuesday,August 23,2016—6:00 p.m. Director Bach responded to Board Member Grace that Broward County is reviewing the documentation for the loan to grant. Vice-Chairman Jones suggested we utilize Ron Book to move this forward so that it will be forgiven. Director Bach does not think it has escalated to that level; we have not had projects to submit to them until now. If we have not received a response by the end of the calendar year, then we might want to kick it up a notch. Chairman Salvino thinks we need to review the requirements for the Arts & Seafood Celebration RFQ and the CRA should bring them to the Board within the next 60 days. Perhaps the requirements are too extensive that some of the local businesses cannot participate. He also noted the City Center RFQ should be reconsidered because we just remodeled a part of City Hall, and questioned RFQ expenditures to date. Ms. Briesemeister said only $1,300.00 has been spent so far; the expensive part will come when the bid is issued and responses are submitted. Mayor Salvino felt there is an opportunity for us to help raise money for the Seafood Festival. 9.
