A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING AND RATIFYING THE EXPENDITURE
OF FUNDS FOR ENGINEERING SERVICES PROVIDED BY PREMIERE
DESIGN SOLUTIONS, INC. RELATING TO ENGINEERING SERVICES FOR
STORMWATER DRAINAGE IMPROVEMENTS FOR NORTHEAST 7Tx
AVENUE AND TAYLOR LANE, FOR FISCAL YEAR 2015-2016,
INCLUSIVE OF EXISTING PURCHASES THAT EXCEED AN ANNUAL
VENDOR TOTAL AMOUNT OF TWENTY FIVE THOUSAND DOLLARS
($25,000.00); AUTHORIZING SUCH PURCHASES WITHOUT
COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT FOR BIDS
IN AN AMOUNT NOT TO EXCEED FIFTEEN THOUSAND SIX HUNDRED
DOLLARS ($15,600.00); PROVIDING FOR FUNDING; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and
materials for the City government in amounts in excess of the established monetary threshold
without competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the City Commission; and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
"Monetary thresholds for certain purchases and payment disbursement authorizations",
Subsection(a), sets the monetary threshold at$25,000.00 for a vendor each fiscal year; and
WHEREAS, the Public Services Department purchased engineering services related to
Taylor Lane during the current fiscal year, which services will now exceed the annual Twenty
Five Thousand Dollar ($25,000.00) City purchase threshold for a single vendor and now requires
City Commission approval; and
WHEREAS, the Public Services Director has determined that the engineering services can
be obtained at the least cost to the City, without competitive bidding and without advertisement
for bids from Premiere Design Solutions, Inc.; and
WHEREAS, the Public Services Director utilized Premiere Design Solutions, Inc. for the
engineering services related to Taylor Lane drainage improvements; and
WHEREAS, the Public Services Director is seeking approval to ratify a contract with
Premiere Design Solutions, Inc. in an amount not to exceed Fifteen Thousand Six Hundred
Dollars ($15,600.00) attached as Exhibit "A" which is made a part of and incorporated into this
Resolution by this reference; and
WHEREAS, the Public Services Director is seeking to ratify expenses related to that
contract in the amount of Nine Thousand Six Hundred Dollars ($9,600.00) which will bring the
annual vendor total to Thirty Two Thousand Seven Hundred Seventy One Dollars and Nineteen
Cents ($32,771.19) for Fiscal Year 2015-2016 exceeding the annual Twenty Five Thousand
Dollars ($25,000.00)purchase threshold for a single vendor;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2. That the City Commission approves and ratifies a contract with Premiere
Design Solutions, Inc. in an amount not to exceed Fifteen Thousand Six Hundred Dollars
($15,600.00).
Section 3. That the City Commission authorizes and ratifies expenses in the amount of
Nine Thousand Six Hundred Dollars ($9,600.00) for services provided by Premiere Design
Solutions which now exceeds the annual amount of Twenty Five Thousand Dollars ($25,000.00)
purchase threshold for a single vendor.
Section 4. That funding for the $15,600.00 is available and appropriated in the Taylor
Lane Drainage Project Account Number 403-38-30-538-63-10 which has a current remaining
project balance of Five Hundred Seventy Two Thousand Six Hundred Fifty Dollars
($572,650.00).
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall become effective upon its passage and adoption.

Taylor Lane Drainage Connection Through Derecktor Boatyard

Dear Mr. Navarro:
Premiere Design Solutions, Inc. (PDS) is pleased to submit this proposal to the City of
Dania Beach (Client), to provide professional engineering services for the proposed
drainage improvements intended for Taylor Lane, and extending through the Derecktor
Boatyard.The project is bounded on the north side by Taylor Lane, Derecktor Boatyard
to the south,MarineMax to the west and by Powell Brothers on the east side.
It is our understanding from our conversation with the Client on December 16, 2015
that improvements are intended along Taylor Lane and within the Derecktor Boatyard
property. PDS will develop engineering plans to be utilized for the construction of the
improvements.

SCOPE OF SERVICES
In order to meet the Client's need for this project, PDS will need to complete the
following tasks:
Task 1—Sketch and Legal Description for MarineMax Parcel-$800(Lump Sum)
PDS shall prepare a sketch and legal description for the proposed easement within the
MarineMax property on the north side of Taylor Lane adjacent to the 5th Avenue right
way owned by the City of Dania Beach. Based upon the previously approved plans
locating the proposed 5th Avenue roadway, PDS shall prepare a sketch and legal
description intended to be part of the easement document (prepared by the City). PDS
shall coordinate the preparation of the sketch and legal description and address any
comments that the City would have.

Task 2—Sketch and Legal Description for Derecktor Parcel-$1,000(Lump Sum)
PDS shall prepare a sketch and legal description for the proposed easement within the
Derecktor property on the south side of Taylor Lane. Based upon our discussions with
the City staff, the City intends to connect to the existing Derecktor drainage system in
order to provide a drainage outfall for the Taylor Lane Drainage System. The easement
will extend from the Taylor Lane right of way and include drainage piping up to the
existing outfall into the canal waterway. PDS shall prepare a sketch and legal description
intended to be part of the easement document (prepared by the City). PDS shall
coordinate the preparation of the sketch and legal description and address any
comments that the City would have.
Task 3—Topographic Survey of Derecktor Parcel-$800(Lump Sum)
PDS shall prepare a topographic survey of the Derecktor parcel.The survey shall include
the areas specifically mentioned in the meeting on December 16, 2015 and shall include
the areas on the south and west sides of the existing Derecktor dock Inlet where the
stormwater currently discharges. The area to be surveyed is roughly 500' by 75'. If
additional areas are needed as a result of the drainage analysis,this survey work will be
billed on an hourly basis.
Task 4—Schematic Plan& Feasibility Analysis-$2,000(Lump Sum)
PDS shall attempt to obtain copies of the existing permits(if available)for the Derecktor
Boatyard in conjunction with analyzing the topographic information collected, A
schematic drawing shall be prepared for the purposes of meeting with the
governmental agencies. PDS shall analyze the survey data and permit information to
determine impacts to the Derecktor site and if any upgrades will need to be made to
their system.
PDS shall meet with the governmental agencies (Broward County Department of
Planning and Environmental Protection -Drainage) having jurisdiction over this property
for drainage and shall discuss the proposal of providing a discharge for Taylor Lane.This
meeting shall be the basis for preparing the engineering plans for the proposed
discharge.
As mentioned in previous discussions with the City, PDS will require assistance from the
City staff to obtain approval for the proposed outfall. Current Broward County codes do
not allow for an outfall for Taylor Lane since historical flows into an outfall basin cannot
be proven.
Task 5—Engineering Plans-$5,000(Lump Sum)
PDS shall prepare engineering plans depicting the proposed outfall from the Taylor Lane
Drainage System through the Derecktor property. Based upon preliminary discussions,
the drainage connection will occur on the west side of the Derecktor property and will
extend to the existing outfall.The drainage connection to the Derecktor system will be a

controlled discharge so as to not impact the Derecktor drainage system and also to
meet drainage code requirements regarding water quality.
Task 6—Engineering Permitting-$2,500(Lump Sum)
PDS shall submit a permit application to Broward County Department of Planning and
Environmental Protection (BCDPEP)for approval. PDS shall address comments provided
during the BCDPEP review and will resubmit as needed accordingly.
As mentioned in previous discussions with the City, PDS will require assistance from the
City staff to obtain approval for the proposed outfall. Current Broward County codes do

Task 7—Engineering Services During Construction-$3,000(Allowance)
PDS shall provide the following engineering services during construction for the
completion and close-out of the construction of the drainage system through Derecktor
property: f
➢ Response to RFI's
➢ Provide consultation and advice to the owner
➢ Participate in inspections and prepare punch list for substantial and final
acceptance
➢ As-Built Review
➢ Final Certification and Closeout
Reimbursable Expenses
PDS has provided an estimate for reimbursable expenses including but not limited to
mileage, plan reproduction, etc. The Client will only be billed for expenses incurred. In
the event the estimated amount will be exceeded PDS will notify the Client.
PROPOSED COST OF SERVICES
PDS can complete the tasks as described in the scope of services for a lump sum
contract of$12,100.00 and an allowance of$3,000 for task 7. In addition, PDS estimates
an allowance of$500 for reimbursable expenses.
PROPOSED TIME SCHEDULE
PDS estimates completion time for the tasks to be approximately two (2) months.

Contract Terms and Agreements
1. This contract agreement is for a lump sum fee plus reimbursable expenses. Any
work performed outside of the scope of work outlined in this proposal will be
billed based in the hourly rates provided herein.
2. All permit fees are paid by the Client. Permit fees paid directly by PDS will be
invoiced to the Client at cost plus an 18%finance charge.
3. Invoices are due net 30 days from invoice date.
4. Any invoices past due more than 30 days will accrue a 1.5% interest per month
fee.
5. Client agrees to pay expenses incurred by PDS including telephone calls,
telegrams, shipping and postage, plan reproduction and written document
reproduction.
