Call to Order/Roll Call Mayor James called the meeting to order at 7:00 p.m. Present: Mayor: Tamara James Vice-Mayor: Bill Harris Commissioners: Chickie Brandimarte Bobbie H. Grace Marco A. Salvino, Sr. City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Moment of Silence and Pledge of Allegiance Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Special event request from the City of Dania Beach and the Dania Beach Lions Club for the "llth Annual Dania Beach Vintage Motorcycle Show" on January 28, 2017, to be held at Frost Park from 10:00 am— 5:00 pm. The applicant is requesting to use City barricades and cones, and assistance from the City to set-up and mark Frost Park field. Commissioner Grace motioned to approve the Special Event request for the IIth Annual Dania Beach Vintage Motorcycle Show; seconded by Commissioner Salvino. The motion carried unanimously. 3.2 Special event request by Blueridge Tree Farm to allow Christmas tree sales from November 16, 2016 —December 25, 2016 at 4650 SW 30 Avenue, from 10:00 a.m. - 10:00 p.m. daily Commissioner Grace motioned to approve the Special Event request for Blueridge Tree Farm's Christmas tree sales; seconded by Commissioner Salvino. The motion carried unanimously. 3.3 Special event request from the City of Dania Beach for a "Holiday Tree Lighting" event on December 1, 2016, to be held at 100 W. Dania Beach Boulevard, from 6:00 P.M. —9:00 P.M. Commissioner Grace motioned to approve the Special Event request for the City's Holiday Tree Lighting; seconded by Commissioner Salvino. The motion carried unanimously. 3.4 Request from the South Broward Hospital District, d/b/a Memorial Healthcare Systems, for a temporary parking use to allow 310 overflow employee and staff vehicles to park at St. Maurice Church, 2851 Stirling Road, until June 30, 2017. City Attorney Ansbro noted this is a temporary use request, not a special event. Commissioner Grace asked if this would create a traffic concern. Marc LaFerrier, Director of Community Development, explained the use has been in effect for nearly a month and care is being taken regarding how and when traffic is routed in and out; there have been no concerns from, nor delays to,the neighborhood. Shane Strum and Bill Sims, Memorial Healthcare Systems, noted the parking would be temporary during the construction of a new parking garage. Construction has already started and they are on schedule for completion by July lst Commissioner Brandimarte questioned if we should tie this use to a date certain. Commissioner Salvino asked if this could be terminated earlier if problems arise. Commissioner Brandimarte motioned to approve Memorial Healthcare Systems' request for temporary parking at St. Maurice Church until July 1, 2017, provided that it may be brought back to the Commission if problems arise and are not cured after notice is given; seconded by Vice-Mayor Harris. Proclamations There were no proclamations at this meeting. 5. Citizen Comments Veronica Larkins, 211 NW 12th Avenue, provided an update on the Dania Bears. Minutes of Regular Meeting 2 Dania Beach City Commission Monday,November 21,2016—7:00 p.m. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, noted they gave out turkeys today and will distribute more tomorrow. He reported on recent arrests and criminal activity. Captain Marks recognized the two Deputies of the Month: Deputies Paigo and Perez. Lieutenant Dan Suarez, BSO Fire Rescue, reported on their new arson dog, K-9 Ronan. He also provided information on the Motorcycle Medics that Commissioner Salvino asked about at the last meeting, and on Thanksgiving safety. 7. City Attorney Ansbro read the title of Resolution#2016-154. Commissioner Grace said she needs to know where the benches will be located. Brad Kaine, Director of Public Services, noted he could provide a list. City Manager Baldwin added there will be a presentation later in the meeting on the new bus shelters. Public Hearings and Site Plans City Attorney Ansbro advised the remaining items were quasi-judicial hearings and swore-in those who would speak. He asked the Commission to disclose any communication they had on these matters. 9.1 RESOLUTION#2016-157 Continued until 1211312016 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE VARIANCE REQUESTS SUBMITTED UNDER APPLICATION NUMBER VA-92-16 BY TOWNHOUSE EAST CONDOMINIUM ASSOCIATION, INC. FOR THE PROPERTY LOCATED AT 450 SOUTHEAST 7Tx STREET IN THE CITY OF DANIA BEACH, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A"; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2016-157, and noted the applicant requested a continuance until the December 131h City Commission meeting. Mayor James opened the Public Hearing. Seeing as there was no one to speak in favor or opposition, she closed the Public Hearing. Commissioner Grace motioned to adopt Resolution #2016-158; seconded by Commissioner Salvino. FOR PROPERTY GENERALLY LOCATED ON VACANT PROPERTY ON THE WEST SIDE OF SW 25 AVENUE, SOUTH OF GRIFFIN ROAD IN THE CITY OF DANIA BEACH, FLORIDA AS LEGALLY DESCRIBED IN EXHIBIT"A";PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2016-159. Corinne Lajoie, Principal City Planner, described the plat note amendment. Commissioner Grace asked if the adjacent property owners had been contacted. Ms. Lajoie responded in the affirmative. Commissioner Salvino questioned the difference in size between the formerly planned townhomes and the proposed single family homes. Steven Wherry, Attorney representing the applicant, noted he does not know if the homes will be one or two stories. Mayor James opened the Public Hearing. Tammy Kohlmeier, 5056 SW 24 Avenue, expressed concerns about how traffic will be diverted, and how it will affect their new sewer systems. Attorney Wherry responded the traffic would not be changed by virtue of this request. The City will have more opportunity to scrutinize the impacts at site plan approval. Commissioner Grace noted she will motion to approve this provided the traffic issue is addressed at site plan, as well as whether the homes will be one or two stories. John Migoni, 5000 SW 24 Avenue, expressed similar concerns, and noted there have been multiple removals and burnouts of trees for termites. He is concerned that property values may be devalued with the construction. Minutes of Regular Meeting 6 Dania Beach City Commission Monday,November 21,2016—7:00 p.m. Larry Lawson, 5001 SW 24 Avenue, noted that 25th Avenue is not wide enough for two cars, and questioned why there has not been a stop sign at Griffin Road for two years. He suggested not tearing down the oak trees, and making it a doggy park. He said the City needs to purchase the land and make it something for the people. Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public Hearing. Commissioner Salvino motioned to adopt Resolution #2016-159; seconded by Commissioner Grace,with the understanding the developer will have all of the information that we need for the residents who have spoken at this hearing and also the comments that were made about the oak trees and the turn lanes at Tropical Acres to make sure that they have safety nets for the homes that are already there. Commissioner Salvino noted that if they do not make any changes from what was approved in 2008, the Commission cannot stop them. We need to be aware of this in light of making any restrictions now. Commissioner Grace commented the intent is not to try to make any restrictions, but we want to make sure everybody is covered and treated fairly so it will be a project everybody can live with. Commissioner Brandimarte felt the Commission needs more information, but we should move ahead. City Attorney Ansbro read the title of Resolution#2016-160. Corinne Lajoie, Principal City Planner, provided an overview of the site plan for Phase 2 of the development. Minutes of Regular Meeting 7 Dania Beach City Commission Monday,November 21,2016—7:00 p.m. Commissioner Salvino motioned to adopt Resolution #2016-160; seconded by Vice-Mayor Harris. Discussion and Possible Action 10.1 Review and approve City Commission meeting dates for 2017—City Clerk The Commission cancelled the April 11, 2017 meeting. The Commission changed the December 12, 2017 meeting date to Monday, December 11, 2017. The Commission cancelled the December 26, 2017 meeting. 10.2 Bus Shelter Options—Colin Donnelly, Assistant City Manager Fred Bloetscher, PUMPS, reviewed the three options that were provided in the agenda backup. He noted staff is recommending the kaleidoscope model. City Attorney Ansbro questioned if the roof could be made wider for the kaleidoscope model. Mr. Bloetscher noted we could look into it. Commissioner Grace said she does not like the kaleidoscope model. She would prefer the Davie model, which is larger, although it would not fit at CW Thomas Park. She would like to see something fancier than the Tamarac model. Mr. Bloetscher noted not all the shelters need to be the same; we could mix them up. We could also research other options that are under contract. Commissioner Salvino noted we need to work on the shade with the canopies. The bench should be broken into seats which would discourage the homeless from sleeping on them. Vice-Mayor Harris noted some of the shelters are in disrepair, so we need something more functional, with some solar lighting, and with adequate trash disposal. He would like more options. Commissioner Salvino suggested that the Creative Arts Council Advisory Board could be tasked with designing the benches and shelters. He felt going out for bid may perhaps be less than using a piggyback contract. City Manager Baldwin noted there is $100,000.00 budgeted this year, and confirmed the Commission is in agreement with the three locations discussed. Minutes of Regular Meeting 8 Dania Beach City Commission Monday,November 21,2016—7:00 p.m. Mayor James suggested adding advertisement to the shelters to provide revenue. Addendum 10.3 Employee Holiday Party—Commissioner Grace Commissioner Grace noted the employees have not had a holiday party for many years. She wants to plan for a total of 200 employees. She asked the Commission for their support, so that she can plan with Parks &Recreation Director Felicetty. Commissioner Salvino questioned using taxpayer money for a party. He does not agree with the timeframe, and feels it should be 5:00 p.m. —8:00 p.m.; we should not shut down City Hall or the parks, as proposed in the backup. Commissioner Grace noted this would be an incentive for the employees who take care of us, and she wants to use IT Parker or the Atrium, and have it from 5:30 p.m. to 7:30 p.m. Mayor James said she wants real food, not just light refreshments and chocolates. The Commission consensus was that Commissioner Grace is to set up and run the party. Pat Tyra, 2912 SW 54 Street, suggested it be called a holiday party. City Manager Baldwin confirmed the $5,000.00 funding for the party will come from Commission contingency. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte noted she will no longer be attending the Police & Fire Pension Board meetings. She suggested a person from Finance be a member of the board, not a Commissioner. City Attorney Ansbro noted the GE Pension Board requires a commissioner on the board; the Police & Fire Pension Board does not. He is researching if a Finance employee would be able to be a Commission appointee; he will look into changing both boards. Commissioner Brandimarte thanked her support team and her husband for their support during the election. 11.2 Commissioner Grace Minutes of Regular Meeting 9 Dania Beach City Commission Monday,November 21,2016—7:00 p.m. Commissioner Grace noted Team Grace made two lots beautiful, and cut lawns for four seniors. She also noted over 1500 turkeys have been given out by various organizations throughout the City. 11.3 Commissioner Salvino Commissioner Salvino welcomed Tamara James as the new mayor and Bill Harris as the vice- mayor, and said he will do everything he can to support them. Commissioner Salvino noted he will make his board appointments in December. Commissioner Salvino reminded everyone of the Holiday Tree Lighting on December 1 St 11.4 Vice-Mayor Harris Vice-Mayor Harris thanked his support team during the election. 11.5 Mayor James Mayor James congratulated the Dania Bears on four teams making it to the Super Bowl. She thanked all the organizations that have given for the Thanksgiving Holiday. This is a new start and she is excited for what this team can accomplish. Mayor James questioned the parking arrangements for the local businesses that use the parking garage. City Manager Baldwin noted the employees buy permits and it has been a Commission policy to try to get revenue from the garage because of the cost to build it. Mayor James thanked her family for being here and supporting her through this campaign. 12. Appointments Mayor James questioned the need for three members for the Airport and Marine Advisory Boards since many times there is not a quorum present at the meetings. City Attorney Ansbro noted a resolution would be needed to make changes to the boards. Commissioner Salvino feels it is important to have three members on the Marine Advisory Board because we have one of the largest marine industries around. It is important that the Commission remove members who miss meetings and replace them with others who would be interested in serving. Clive Taylor, Marine Advisory Board Chairman, noted the by-laws are clear regarding absences, and he will keep records and notify the City Clerk. Minutes of Regular Meeting 10 Dania Beach City Commission Monday,November 21,2016—7:00 p.m. Commissioner Salvino suggested we require the board chairpersons to report to the Commission on a regular basis. Mr. Taylor suggested reporting quarterly. 12.1 Airport Advisory Board Commissioner Brandimarte appointed: Randy Wright Commissioner Grace appointed: Keith Roberts, Bruce Hannover, Oswaldo "Rick"Romero 12.2 Creative Arts Council Advisory Board Mayor James appointed: Joan Gringer 12.3 Education Advisory Board Commissioner Salvino appointed: Bonnie Carlton Mayor James appointed: Sabrina Wilson and Kayla Gardner 12.4 General Employees Pension Board—no appointments 12.5 Grant Advisory Board—no appointments 12.6 Green Advisory Board Vice-Mayor Harris appointed: Pat Chukerman 12.7 Marine Advisory Board Commissioner Grace appointed: Clive Taylor Commissioner Salvino: Antony Thackman 12.8 Nuisance Abatement Board The Commission discussed the need for this board. City Attorney Ansbro gave a brief background of the board and suggested it be suspended. 12.9 Parks, Recreation and Community Affairs Advisory Board Commissioner Grace appointed: Veronica Larkins, A.
