MINUTES OF REGULAR MEETING DANIA BEACH CITY COMMISSION TUESDAY, JANUARY 10, 2017 - 7:00 P.M. 1. Call to Order/Roll Call Mayor James called the meeting to order at 7:00 p.m. Present: Mayor: Tamara James Vice-Mayor: Bill Harris Commissioners: Chickie Brandimarte Bobbie H. Grace Marco A. Salvino, Sr. Asst. City Manager: Colin Donnelly City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Moment of Silence and Pledge of Allegiance Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Special Event request from the MLK Charitable Corporation to have various MLK activities throughout the City between January 14-16, 2017. The applicant is requesting the following: Special Event fee waiver of $150.00; Port-o-lets for CW Thomas Park; BSO Police Escort Detail for the parade; and BSO Security Detail at C.W. Thomas Park for the festivities. Commissioner Grace motioned to approve the Special Event request for the MLK Charitable Corporation,including the fee waiver; seconded by Commissioner Salvino. Mayor James questioned why she had not been approached to participate in the event. Commissioner Grace provided information on how it should be handled through the committee. Carolyn Jones explained cars are not provided for the parade, and information was provided via email and the website. The motion carried unanimously. 4. Proclamations 4.1 Dr. Martin Luther King, Jr. Day—Carolyn Jones Mayor James read the proclamation and presented it to Carolyn Jones, Director of the MLK Charitable Corporation, who invited everyone to participate in the MLK events. 4.2 R.O.Y.A.L.T.Y. Day - Mayor James Mayor James read the proclamation and presented it to Ms. Jabrina Thompson, founder of R.O.Y.A.L.T.Y. 5. Citizen Comments Gary Luedtke, 4461 SW 34 Drive, member of the Dania Beach Airport Advisory Board, and the Airport's Noise Abatement Committee, noted he has been appointed to be a member of the Part 150 Study. He distributed information to the Commission which is attached to and incorporated into these minutes. Linda Wilson, President, Friends of the Dania Beach Paul DeMaio Library, thanked the Commission for their support over the past few years. She provided an update on January events. Tom Smitha, 85 Gulfstream Road, #212A, spoke of rising sea levels, King Tide, and development. Douglas Edwards, 75 Gulfstream Road, also spoke of sea level rise. Veronica Larkins, 211 NW 12th Avenue, thanked the Commission, BSO, and citizens for their donations toward the funerals of the two boys killed recently. Linda Barber, 75 Gulfstream Road, #305, presented additional petition signatures against the Calm project. Sharon Higgs, 1115 W Dania Beach Boulevard, Unit C, complained about maintenance fees at the Saratoga Apartments. Tamora Brown, 1125 W Dania Beach Boulevard, Apt. C, expressed her concerns with the management of the Saratoga Apartments and the maintenance fees. She indicated that the units are infested with cockroaches,bedbugs and mold. Commissioner Grace noted she reached out to the County Commissioners today and Ms. Brown should be receiving a phone call. We need to work together to make the Housing Authority one that we will all be proud of. Minutes of Regular Meeting 2 Dania Beach City Commission Tuesday,January 10,2017—7:00 p.m. Commissioner Brandimarte commented tenants should not have to say they are afraid of anything. She spoke of the request made to the Commission by the executive director of the Housing Authority for a loan to build units and her concerns about where residents would go during construction and their re-admission after. Mayor James recommended the residents attend the Housing Authority Board meetings and speak to the board. Aumonica Kelsey, 1125 W Dania Beach Boulevard, Apt. D, noted her problem is that she has to pay for wear and tear of the appliances at the Saratoga Apartments. Jackie Cenofani, 321 SE 3rd Street, #606, spoke of vehicle break-ins at the Meadowbrook Apartments. She questioned who was in charge of BSO and who tells them how many times to patrol. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, noted they made an arrest at Meadowbrook about an hour ago. They patrol regularly; however, they cannot be everywhere at the same time. Vice-Mayor Harris suggested a Driveway Initiative be held at Meadowbrook. Captain Marks provided statistics on crime, and recognized the officers involved in preventing another possible shooting during the services for Rasheed Cunningham, Jr. Commissioner Grace applauded BSO for their timely response to the Fort Lauderdale- Hollywood International Airport incident, and for their actions in the recent shootings in the City. Lieutenant Dan Suarez, BSO Fire Rescue, discussed how the recent shooting at the Fort Lauderdale-Hollywood International Airport impacted the department. This week has been proclaimed First Responders Week by the Governor. 7. Minutes of Regular Meeting 6 Dania Beach City Commission Tuesday,January 10,2017—7:00 p.m. Commissioner Grace motioned to continue Resolution #2017-002 until the January 24, 2017 City Commission meeting at 7:00 p.m.; seconded by Vice-Mayor Harris. Discussion and Possible Action 10.1 SE Drainage Project Phase II Recommendations—City Manager Baldwin Brad Kaine, Director of Public Services, reviewed his memo that was included in the agenda packet. Colin Donnelly, Assistant City Manager, noted that our idea is to stay within budget and to get a good project for what we have budgeted. There are a lot of stormwater needs in the Southeast and our intention is to create a roadmap to move forward to address those stormwater issues. 10.2 Proposed Oasis Program Projects—City Manager Baldwin Colin Donnelly, Assistant City Manager, reviewed the memo that was included in the agenda packet and requested the preferences of the Commission for the two projects for this year. Commissioner Grace noted Hollywood has paved their side of JA Ely Boulevard; she wants us to do our side and wants this to be the first part of the project. Additionally, the entire two blocks of NW 8u'Avenue need to be done, not just a portion. Assistant City Manager Donnelly commented that whether or not this is done under an Oasis Project, the Public Services Department is working on the 3rd phase of street paving for this year and he will check with them. Commissioner Salvino noted Hollywood would be interested in co-opping a joint Oasis project, perhaps JA Ely Boulevard. He also noted pavers in the circle nearest to Dania Elementary have been marked up with spray paint. Mayor James said she is not in favor of making improvements to JA Ely Boulevard near Smith Store, because they always trash their area. Assistant City Manager Donnelly noted JA Ely Boulevard can be addressed through the paving program, and reviewed the process followed for Oasis projects. We work with the community because the projects are more than beautification; they are crime prevention through improving the right-of-way in the hope that people take care of those community assets the City puts in. Minutes of Regular Meeting 7 Dania Beach City Commission Tuesday,January 10,2017—7:00 p.m. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte had no comments. 11.2 Commissioner Grace Commissioner Grace noted she is not happy with a lot of departments, and we need to get rid of some department heads. She will be talking to the City Manager to vendor out some of the departments because they are useless. If the City Manager cannot keep it in compliance, maybe at the next meeting we need to give him an unfavorable review of his performance. 11.3 Commissioner Salvino Commissioner Salvino had no comments. 11.4 Vice-Mayor Harris Vice-Mayor Harris said he has been invited to the MPO retreat this Thursday, and asked the Commission if he could attend. Commissioner Salvino recommended that Vice-Mayor Harris take over his appointment on the MPO. 11.5 Mayor James Mayor James thanked staff for helping her organize the press conference during the week of Christmas. She said her only issue is this room is only filled with reporters when there is something negative. 12. Appointments Commissioner Salvino motioned to appoint Vice-Mayor Harris to the MPO; seconded by Commissioner Grace.
