HomeMy WebLinkAboutR-2017-009 Requests Advance Approval for Advertisement of a ''RFP'' for the Capital Purchase of a Supervisory Control and Data Acquisition (''SCADA'') System for City Sewer Pump Stations RESOLUTION NO. 2017-009 A RESOLUTION OF THE CITY COMMISSION OF THE CITY DANIA BEACH, FLORIDA REQUESTING ADVANCE APPROVAL FROM THE CITY COMMISSION FOR ADVERTISEMENT OF A REQUEST FOR PROPOSAL ("RFP") FOR THE CAPITAL PURCHASE OF A SUPERVISORY CONTROL AND DATA ACQUISITION ("SCADA") SYSTEM FOR CITY SEWER PUMP STATIONS AND FURTHER AUTHORIZING THE CITY MANAGER TO PREPARE AND ISSUE THE RFP FOR DESIGN-BUILD SERVICES; PROVIDING FOR CONFLICTS; FURTHER PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 2-16 of the City Code of Ordinances provides that all City Departments, Divisions and City Staff, prior to placing an item on a City Commission agenda for formal City Commission approval for competitive bidding or for waiver of bidding, shall obtain advance City Commission conceptual approval by Resolution of any proposed capital project or capital purchase appropriated in the City Budget approved by the City Commission when bidding would otherwise be required, and the Resolution shall also identify all sources of planned funding, including appropriations of available cash balances, loans and grants; and WHEREAS,the Director of Public Services and the City Engineer/Deputy Director have determined it is necessary to issue a Request for Proposals ("RFP") to solicit competitive design- build proposals from qualified firms for the capital purchase of a SCADA System; and WHEREAS, the City is currently in need of a SCADA system for sewer and pump stations to enable staff to remotely monitor and address utility infrastructure in a more reliable and effective manner; and WHEREAS, funding in the amount of $500,000.00 has been appropriated in the FY 2016-2017 Sewer Fund Machinery and Equipment Budget; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "WHEREAS" clauses are true, correct and are ratified and confirmed by the City Commission. Section 2. That funding is planned and appropriated in the FY 2016-2017 budget in the Sewer Fund Machinery and Equipment Account Number 402-35-02-535-64-30 in the amount of$500,000.00. Section 3. That the City Commission authorizes the City Manager to issue a Request for Proposal (RFP) to solicit competitive design-build proposals from qualified firms for the capital purchase of a SCADA System for City sewer and stormwater pump stations. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in full force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on February 14, 2017.
