A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH,FLORIDA,APPROVING THE APPROPRIATION AND USE OF SLOT
MACHINE REVENUES DERIVED FROM THE DANIA JAI ALAI
DESIGNATED ACCOUNT IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED SIXTY EIGHT THOUSAND EIGHT HUNDRED THIRTY FOUR
DOLLARS ($168,834.00) FOR ADDITIONAL POLICE SERVICES TO BE
PROVIDED BY THE BROWARD SHERIFF'S OFFICE THROUGH SEPTEMBER
30, 2017; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS,the Charter of the City of Dania Beach,Part III,Article 3,Section 4,Subsection
authorizes the City Manager to purchase supplies,services,equipment and materials for the City
government in amounts in excess of the established monetary threshold without competitive bidding
and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by
the City Commission and if such purchases are made pursuant to a competitive bid obtained within
the last eighteen(18)months by other government agencies such as the Federal Government,State of
Florida or a Florida municipality or county; and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
"Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection
(a), sets the monetary threshold or limitation at$25,000.00; and
WHEREAS, the Dania Beach Casino re-opened in February 2014 after a closure for a
limited time; and
WHEREAS, the City, pursuant to a January 25, 2005 agreement executed by Broward
County and the operators of the Dania Jai Alai facility,receives revenues based upon percentages of
slot machine revenues derived from operations at the casino; and
WHEREAS, the City Commission via Resolution 2007-088, a copy which is attached as
Exhibit"A",established a designated account to earmark such revenues until February,2019 to pay
for costs associated with the impacts arising from the redevelopment of the property including but
not limited to public safety,traffic control, and traffic calming; and
WHEREAS, the Broward Sheriff's Office has experienced an 8.5% increase in calls for
service from 2014 to 2016 and is requesting that the City provide additional police staffing,a copy of
that request is attached as Exhibit`B"; and
WHEREAS,the City had planned for additional Sheriff deputies in the FY 2016-17 budget,
but withheld funding pending a Justice Department"COPS" grant application; and
WHEREAS,the City's July 2016 "COPS" Grant application was not awarded; and
WHEREAS, the City Manager has reviewed the Broward Sheriff's Office request and
estimates annual casino revenues at approximately Three Hundred Sixty Thousand Dollars
($360,000.00)per year and therefore recommends funding for two (2) additional law enforcement
deputies and upgrading of four (4) existing Community Service Aides to Community Service
Investigative Aides at an estimated annual cost of Three Hundred Thirty Seven Thousand Six
Hundred Sixty Six Dollars ($337,666.00) and requests that annual casino revenues be designated
each year towards this purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the above "Whereas" clauses are approved, made a part of and
incorporated into this Resolution by this reference.
Section 2. That the proper City officials are authorized to execute an amendment to the
Broward Sheriff's Office Agreement for Police Services to reflect the additional personnel and staff
upgrades identified above.
Section 3. That the City Manager and City Attorney are authorized to make minor
revisions to the Amendment as are deemed necessary and proper and in the best interests of the City.
Section 4. That funds for this expenditure for the remaining fiscal year 2017 shall be
made available and appropriated from the General Fund Dania Jai Alai Designated Account#001-
271-10-00 in an amount not to exceed One Hundred Sixty Eight Thousand Eight Hundred Thirty
Four Dollars ($168,834.00).
Section 5. That the City Commission authorizes the use of slot machine revenues derived
from the operations at the Dania Jai Alai for the ongoing continued funding of the additional and
upgraded positions until such time as the designated account expires in February, 2019.
Section 6. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.

Section 7. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

A RESOLUTION OF THE CITY OF DANIA BEACH,FLORIDA,DIRECTING
THE ESTABLISHMENT BY THE CITY FINANCE DIRECTOR OF A
DESIGNATED ACCOUNT IN CONNECTION WITH THE RECEIPT OF
REVENUE TO BE DERIVED FROM THE "DANIA JAI ALAI"
PARIMUTUEL OPERATION, TO BE REDEVELOPED AT THE SITE
KNOWN AS "DANIA JAI ALAI", SUBJECT TO CERTAIN CONDITIONS;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, pursuant to a January 25, 2005 Agreement executed by Broward County
and the Aragon Group, Inc. ("Aragon") d/b/a Dania Jai Alai, a division of the Aragon Group,
Inc., and Summersport Enterprises, LLP ("Summersport"), the City will receive revenue based
upon percentages of slot machines' revenue derived from operations at the Dania Jai Alai site
which site is now owned and will be redeveloped and operated by Boyd Gaming, Inc.; and
WHEREAS, it is the intent of the City Commission that such revenue be earmarked to
pay for costs associated with impacts arising from the redeveloped property, including but not
limited to,the need for increased police and fire protection, emergency responses, traffic control
and traffic calming measures, for a minimum period of five (5) years, and that a special
"designated account"will be established to account for any additional revenue received from the
pari-mutuel operation. This will give the City an opportunity to identify the costs of such
impacts and to ensure that funding will be available to address them and mitigate them;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That a reserve fund shall be established by the City Finance Director,to be
known as the"Dania Jai Alai Designated Account",to be funded from revenue derived from slot
machines to be paid to the City by the current property owner, Boyd Gaming, Inc., pursuant to
the Agreement between Broward County and the Aragon Group, Inc., d/b/a Dania Jai Alai, a
division of the Aragon Group, Inc., and Summersport Enterprises, LLP; Boyd Gaming, Inc. is
the successor to Aragon and Summpersport and is the current party in interest.
Section 2. That the City Commission has determined that such fund shall be in
existence for a period of five(5) years from the date such revenue is first received by the City.
Section 3. That the Designated Account shall not be altered or this Resolution amended,
as to the existence of the Account and the use of its revenue, unless approved by the vote of four
(4)members of the City Commission.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

Subject: Personnel Request for Dania Beach
Personnel Request
Over the last year, the City of Dania Beach has experienced enormous amounts of growth.
From hotels and condos to shopping plazas, restaurants and casinos. With this growth comes
more vehicular and pedestrian traffic as well as additional visitors traveling to and through
Dania Beach. Additionally, with the increases above comes more calls for service and crime.
From 2014 to 2016 calls for service have increased 8.5%.
1 respectfully request to add six law enforcement deputy sheriffs to the Dania Beach District.
The approximate cost for a fully outfitted deputy (Including equipment) is$163,189.00 per
year. This would total $979,134.00.
1 also respectfully request to add three Community Service Investigative Aides (CSIA). We
currently have one CSIA in Dania Beach and four Community Service Aides (CSA). The
difference between the two classifications is that a CSIA is trained to respond to and handle
traffic crashes, parking complaints, crime scene processing, non-violent offenses and code
enforcement type issues. In 2016, Dania Beach BSO responded to around 37,487 calls for
service. Out of those calls, approximately 5,763 could have been handled by a CSIA, thus
freeing up law enforcement to proactively patrol and respond to more serious calls. The cost
for a fully equipped CSIA is approximately$111,705.00 per year. The cost for a fully equipped
CSA is approximately$108,883.00. The cost to add 3 CSIA's would be around $333,115.00, and
to reclassify our remaining four CSA positions to CSIA's would cost approximately$11,288.00.
By doing this, we would have a total of eight CSIA's that would work two shifts and have seven
day a week coverage. Our deputies would then have more time to focus on more serious calls
for service and crime prevention. This would also provide for a more rapid response to calls for
service. The approximate total for everything requested is$1,323,537.00,
