A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
APPLY FOR GRANT FUNDING IN THE AMOUNT OF $290,000.00
THROUGH THE BROWARD COUNTY BOARD OF COUNTY
COMMISSIONERS' BROWARD REDEVELOPMENT PROGRAM (BRP) FOR
PUBLIC IMPROVEMENTS RELATED TO AN OASIS PROGRAM
NEIGHBORHOOD IMPROVEMENT PROJECT AS A BENEFICIAL USE OF
PUBLIC FUNDS TO ALLEVIATE CONDITIONS OF BLIGHT AND THAT
SUPPORTS ECONOMIC DEVELOPMENT AND WILL HAVE A POSITIVE
IMPACT UPON CITY REDEVELOPMENT; PROVIDING FOR CONFLICTS;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Broward County Board of County Commissioners have announced a
funding opportunity through the Broward Redevelopment Program (BRP) for local governments
for projects in designated Community Redevelopment Areas, created pursuant to Chapter 163,
Part III, Community Redevelopment Act, Florida Statutes, that do not receive Tax Increment;
and
WHEREAS, on June 13, 2017, Broward County announced a third funding cycle for the
Broward Redevelopment Program (BRP) and applications are due September 8, 2017, and a total
of Eight Million Five Hundred Thousand Dollars ($8,500,000.00) is available for cities to submit
competitive applications; and
WHEREAS, the BRP application requires an official form of support from the City
Commission; and
WHEREAS, the City Commission of the City of Dania Beach, Florida deems the City's
Oasis Program neighborhood improvement Projects to be of significant benefit to the economic
condition of the City and its residents, as well as fostering neighborhood pride with the goals of
alleviation of blighting conditions, reduced crime and increased home ownership; and
WHEREAS, the City has completed eleven (11) Oasis Projects and has undertaken two
(2) additional Oasis Projects, and now proposes an additional Oasis Project to be undertaken with
the support of the Broward Redevelopment Program (BRP) and located within the Dania Beach
Community Redevelopment Agency ("CRA") 2009 expansion area, an area of the CRA that has
not yet benefited from participation in the Broward Capital Program (BCP) or the Broward
Redevelopment Program (BRP), and which project includes Southeast 13 Terrace, Southeast 13
Street and Southeast 14 Street between Federal Highway and Southeast Second Avenue in the
City; and
WHEREAS, the total project cost is estimated at Three Hundred Thirty-three Thousand
Dollars ($333,500.00), including the non-cash contribution of FAU Civil Engineering student
engineering and design work, and the City of Dania Beach staff management and
implementation, and cash match for project management; and
WHEREAS, the City of Dania Beach BRP application for grant funding will be
requesting Two Hundred Ninety Thousand Dollars ($290,000.00); and
WHEREAS, this Oasis Project will include public improvements and infrastructure that
will benefit the community at large through enhanced access to transit, environmental
sustainability and the removal of blighting conditions; and
WHEREAS, this Oasis Project will also provide economic development opportunities to
include support of local companies,job training through use of Florida Atlantic University Civil
Engineering students in Project planning and design, and business attraction through the
alleviation of blighting conditions at the southern gateway to the City; and
WHEREAS, the City Commission of the City of Dania Beach deems public improvements
and infrastructure funding to be a beneficial use of public funds;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the foregoing "Whereas" clauses are ratified and confirmed to be true
and correct and they are made a part of and are incorporated into this Resolution by this
reference.
Section 2. That the City Commission supports and authorizes the proper City
Officials to submit an application to the Broward County Redevelopment Program (BRP) for
public improvements and infrastructure related to the Oasis Project, identified above for grant
funding in the amount of Two Hundred Ninety Thousand Dollars ($290,000.00) for the identified
Oasis Project on Southeast 13 Terrace, Southeast 13 Street and Southeast 14 Street between
Federal Highway and Southeast Second Avenue in the City.

Section 3. That the City Commission finds this application to be a beneficial use of
public funds and the City Commission supports economic development opportunities and other
benefits outlined above, which will have a positive impact on the community.
Section 4. That the City Manager and City Attorney are authorized to make minor
revisions to any Agreement relating to the BRP application as are deemed necessary and proper
for the best interests of the City.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.
