DANIA BEACH CITY COMMISSION
TUESDAY, AUGUST 22, 2017 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor James called the meeting to order at 7:00 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
Mayor James brought forward a presentation given by Cima Georgevich and Scott Pritchard,
Redline Media Group,to provide the Commission an update on the rebranding initiatives.
Mr. Georgevich noted they want a follow-up workshop during the last week in September or the
first week in October to present the three final concepts.
3.1 Presentation to Collins Elementary School for achieving an "A" Rating for School
Year 2016-2017 - Mayor James
Mayor James and the City Commission presented an award to Dr. Tracy Jackson, Principal of
Collins Elementary.
Mayor James wants the City to contribute funds to the school's pizza party.
3.2 BSO Fire Rescue presentation of the Commission on Fire Accreditation International
(CFAI)plaque for Re-accreditation recognition
Assistant Chief Gregory Holness, Division Chief Eric Busenbarrick and Battalion Chief Sean
Brown, BSO Fire Rescue, presented the Commission on Fire Accreditation International (CFAI)
plaque for Re-accreditation recognition. This accreditation is a comprehensive self-assessment
and quality improvement model that enables organizations to examine past, current, and future
service levels and internal performance and compare them to current research and industry best
practices. The CFAI accreditation program has allowed BSO Fire Rescue Services to determine
community risk and safety needs as well as evaluate the performance of the department.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Carole Morris, 131 SE 3rd Avenue, Friends of the Library, requested the Commission approve
their grant request.
Leroy Green, 326 SW 16 Street, complained that it took over 30 minutes for an ambulance to
respond to his emergency call. He spoke of a house in his neighborhood that has trash and rats.
He also noted the police are doing a good job, and the alleyway behind his house needs a speed
hump because people are speeding.
Commissioner Grace directed Community Development Director LaFerrier to address Mr.
Green's complaints for the house in his neighborhood.
Commissioner Brandimarte questioned if the property was being used as a Sober House.
Mayor James noted 30 minutes is too long to wait for fire rescue; it is a matter of life and death.
Teddy Bohanan, 312 SW 15 Street, said there are no police in her area, there is a Section 8 house
that needs to be investigated, and her neighborhood is disgusting and full of drugs.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, addressed recent crimes that have been mentioned
in the media. He noted they completed their beach summer operational plan.
Commissioner Grace reported there is a car selling liquor out of the trunk during the Bears
games.
Sean Brown, Battalion Chief, BSO Fire Rescue, spoke of a marine rescue involving two divers
that occurred during lobster mini season at Dania Beach. He also spoke of the Red Cross

City Attorney Ansbro read the title of Resolution#2017-088.
Mayor James questioned how much money we are saving and the pro-rating of some of the
items.
Nicki Satterfield, Director of Finance, explained the CAFR is the ultimate responsibility of the
City. A year ago, we purchased in-house software that allows us to do the compilation; we
negotiated with HCT for a reduced rate since we were taking on the lion share of the CAFR
preparation. Special audit rates were increased in order to compensate for the reduction. She
noted there is not an issue with the contract, but if we want to keep the same differential as last
year between the negotiated and what the proposed increase would be for this year, it would be
an extra$1,000.00 increase in the agenda item.
Commissioner Grace motioned to adopt Resolution #2017-088, with an increase to

judicial hearing and swore-in those who would speak. He asked the Commission to disclose any

10. Discussion and Possible Action
10.1 Renewal of Agreement with Anne Castro Strategies, P.A., for the purpose of assisting
the City in matters related to the Fort Lauderdale-Hollywood International Airport -
Commissioner Salvino
Commissioner Salvino provided a history of why the City originally hired Anne Castro. He
noted if we do not contract with her again, the responsibility will fall on Community
Development Director Marc LaFerrier.
Zachary Lynch, 4510 SW 27 Avenue, spoke in favor of renewing the contract. He also
complained that there are no streetlights on his street.
Donna Peplin, 3397 SW 44 Court, presented a handout which is attached to and incorporated
into these minutes, and spoke in favor of renewing the contract. She suggested the Commission
renew the agreement for an additional three years.
Cathy David, 4381 SW 34 Lane, spoke in favor of renewing the contract.
Randy Wright, 4391 SW 34 Lane, spoke in favor of renewing the contract.
Sharon Dunham, 817 NW 8 Avenue, spoke in favor of renewing the contract.
Lori Lewellen, 4541 SW 27 Terrace, spoke in favor of renewing the contract. She noted this has
nothing to do with Anne Castro, it has to do with the residents of Dania Beach.
Pat Wright, 4391 SW 34 Lane, spoke in favor of renewing the contract.

Gary Luedtke, 4461 SW 34 Drive, was not present but had provided photos for distribution to the
Commission.
Rae Sandler, 1433 Argonaut Isle, spoke in favor of renewing the contract with Anne Castro.
Commissioner Grace acknowledged the photos received from Mr. Luedtke. She credited Anne
Castro and Walter Duke for the agreement with Broward County in 2010. She noted the
Commission hired Ron Book and that is the way she will go.
Commissioner Brandimarte noted the contract with Ron Book is for $50,000.00, and includes
airport issues. She stated the City has never abandoned the residents. She said there is a new
person representing the airport who is nicer than Kent George, and introduced Mark Gambrel,
Deputy Director of the Airport. She noted Anne Castro is not here tonight, and she has moved to
Ft. Lauderdale. Commissioner Brandimarte also noted she and the City have not received any
calls from Melaleuca Gardens.
Mayor James said she personally takes offense to the comments made tonight. Anne Castro is
not the only person who fought for the community, all members of the Commission fought. Her
understanding is that we lost in litigation but settled for $100,000,000.00. She confirmed that
Director of Community Development LaFerrier can handle all calls regarding the airport. She
said the airport program is going well now, and Mr. Book needs to retain Ms. Castro if he cannot
handle the matter. She noted the residents have no leverage since the settlement agreement as
the airport cannot be sued. She will not be bullied, and she will do what she feels is best for the
residents.
Commissioner Salvino asked the City Manager to clarify what Mr. Book does for the City.
City Attorney Ansbro read the engagement letter from Mr. Book for lobbying services.
The Commissioners and Mr. Gambrel noted they have not been in contact with Ron Book.
Mark Gambrel, Contract Administrator, Broward County Aviation Department, noted he took
over the position on June 23rd. As of today, they have 99 closings; 660 homes are complete and
another 40 homes will be completed by the end of October; and 488 homes are fully designed
and need to go to procurement for bid. There are some homes that need to be re-tested.
Regarding sales assistance, there are 424 homes in the process, with 96 closings, and 29 are
ready to go into closing. His goal is to get this done by June 2019. He noted Anne Castro is the
Chair for the Part 150 study coordination committee, and he will provide contact information for
his office. He added it takes 60-180 days to go to closing.
Vice-Mayor Harris feels this is a project in the works, and the new people may not be versed.
You need to see the project through, so if it is a question of money for the contract, if you have
someone with the depth of knowledge and familiarity, then you do not change horses in the
middle of the stream. If he was in the affected area, he would like someone on his side who
could tell him who to talk to in order to get the work done.

11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte said she will make a report on the League of Cities conference at the
next meeting.
11.2 Commissioner Grace
Commissioner Grace apologized for not attending the FLC Conference, but she had prior matters
happening and thought it was more important to be with family.
Commissioner Grace noted one department is going through some down time, and is upset at
how their department is being run. We have to make sure that we do things that are right. It is
Public Works now; it was Community Development prior to this. The City Manager needs to
talk to the Department Head and see what is going on. City Manager Baldwin confirmed he will
address the issue.
Commissioner Grace thanked everyone for their donations for the book bag giveaway at the
PATCH.
Commissioner Grace noted all the donations are in for the trip for 50 kids to go to the Hurricanes
football game at the Dolphins Hard Rock Stadium.
11.3 Commissioner Salvino
Commissioner Salvino noted sports programs are starting up again at Frost Park, and assistance
is needed.
11.4 Vice-Mayor Harris
Vice-Mayor Harris spoke of the FLC Conference and noted it was interesting.
11.5 Mayor James
Mayor James noted the FLC Conference was overwhelming to a degree, but she saw various
companies that she would be interested in working with in bringing some ideas for the City.

Mayor James commented she has numerous questions on Air BNB and the issue with the
daycare; she has never heard the resolution to this.
Mayor James wants to make sure we stay on top of the Tropical Acres agreement with the new
development. She does not want any construction until there is an agreement.
City Attorney Ansbro noted they are committed to do whatever they can to make a deal with the
owner, but there is no obligation for an agreement; you cannot make people agree on something.
Mayor James noted her vote was to be a community player and they were to come to an
agreement in order for her to agree to the zoning changes.

12.1 Airport Advisory Board
Commissioner Brandimarte reappointed Randy Wright and Gary Luedtke.
Commissioner Grace reappointed Bruce Hannover and Keith Roberts.
Commissioner Salvino reappointed Dean Harley.
Vice-Mayor Harris reappointed Micheline Peacock and asked Linda Barber if she was interested.

12.2 Green Advisory Board—no appointments
Commissioner Grace motioned to approve the appointments; seconded by Vice-Mayor
Harris. The motion carried unanimously.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin commented Hollywood is willing to discuss water issues at the Piccolo
Well Field, with the possibility they could assign some of their water allocation to Dania Beach.
Additionally,they are interested in doing a joint project on JA Ely Boulevard.
City Manager Baldwin noted the Commission was provided the letter from the School Board on
Olsen School; it can be discussed at the budget workshop.
City Manager Baldwin also noted we are looking at having an Employee Appreciation Day
Picnic at the Marina during work hours at a cost of$2,300.00.
