HomeMy WebLinkAboutR-2017-101 Urges Members of Federal & State of Florida Government to Oppose President Trump's Ban on Transgender People Serving in the Military RESOLUTION NO. 2017-101 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA,URGING ALL MEMBERS OF THE FEDERAL AND STATE OF FLORIDA GOVERNMENT TO OPPOSE PRESIDENT TRUMP'S BAN ON TRANSGENDER PEOPLE SERVING IN THE MILITARY; TO ENACT ANY AND ALL LEGISLATION, RULES, REGULATIONS AND POLICIES TO OPPOSE PRESIDENT TRUMP'S BAN ON TRANSGENDER PEOPLE SERVING IN THE MILITARY; PROVIDING FOR CONFLICTS; FURTHER,PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on July 26, 2017, President Trump issued via Twitter a ban on transgender people serving in the military; and WHEREAS,the City Commission of the City of Dania Beach opposes any policy, law or regulation that is discriminatory; and WHEREAS,a 2016 Rand Corp study commissioned by the Defense Department concluded that letting transgender people serve openly would have a"minimal impact"on readiness and health care costs; and WHEREAS, Representative Dan Kildee, D-Michigan, the vice-chair of the congressional LGBT caucus,called President Trump's decision a"slap in the face to the thousands of transgender Americans already serving in the military"and said it"undermines our military's readiness."Rep. Kildee stated further "(a)nyone who is willing to put on the uniform of the United States and risk their life in service to our country should be celebrated as patriots,regardless of their gender identity. This short-sighted and discriminatory policy will make America less safe"; and WHEREAS, on August 1, 2017, fifty-six retired U.S. generals, admirals and other senior officers voiced opposition to President Trump's announcement of a ban on transgender military service, saying it would be disruptive and degrade readiness and deprive the military of talent or force members to live a lie; and WHEREAS,the link between strong anti-discrimination laws and the ability to draw the best and the brightest is the reason that 84 percent of the nation's largest companies have adopted comprehensive anti-discrimination policies that include sexual orientation and gender identity;and WHEREAS,the City Commission believes the opposition of President Trump's ban is in the best interests of the residents and businesses of the City of Dania Beach,the State of Florida and the Unites States of America. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. The foregoing"Whereas"clauses are ratified and confirmed as being true and correct, and they are made a specific part of and incorporated into this Resolution by this reference. Section 2. The City Commission of the City of Dania Beach urges all members of the Federal and State Governments oppose President Trump's ban on transgender people serving in the military and to enact any and all legislation, rules, regulations and policies to oppose President Trump's ban on transgender people serving in the military. Section 3. The City Commission of the City of Dania Beach formally requests that President Trump reconsider his policy decision, and return to the previous position of the United States, and permit all qualified and patriotic members of the LGBT community to serve openly without discrimination. Section 4. The City Commission further directs City Administration to transmit a certified copy of this Resolution to the National League of Cities,the Florida League of Cities,the Broward League of Cities,the Broward Legislative Delegation,the U.S. Congressional Delegation for Florida, President Trump, the White House and any other interested parties. Section 5. That all resolutions or parts of resolutions in conflict with any portion of the provisions in this Resolution are repealed to the extent of such conflict. Section 6. This Resolution shall be in force and take effect immediately upon passage and adoption. PASSED AND ADOPTED on September 12, 2017.
