TUESDAY, OCTOBER 24, 2017 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor James called the meeting to order at 7:00 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Rebuilding Together Dania Beach Oasis - Robin Martin, Executive Director,
Rebuilding Together Broward
Robin Martin, Executive Director, Rebuilding Together Broward County, gave a PowerPoint
presentation which was included in the agenda packet. They will be partnering with the City of
Dania Beach for an Oasis Event to paint and landscape homes and the American Legion Post in
the Oasis 10 area(NW 10 Court) on Saturday November 11, 2017.
3.2 Special Event request from Ragnar Relay South Beach to hold a relay starting in
Melbourne Beach, Florida to South Miami Beach, Florida, on November 12, 2017
from 6:00 a.m. - 2:00 p.m.
Commissioner Grace motioned to approve the Special Event request for Ragnar Relay
South Beach; seconded by Commissioner Brandimarte. The motion carried unanimously.
Danny Vinson, General Manager, Bass Pro Shops Outdoor World, LLC, said they would like to
hold an Outdoor Boat Display and Owners Event at 300 Gulfstream Way on November 3, 2017
from 6:00 p.m. — 8:30 p.m. He noted their corporate office failed to meet the application
deadline and requested the Commission's approval of the event.
City Manager Baldwin noted the application would need to be reviewed by staff, and Bass Pro
Shops would have to agree to fulfill whatever obligations we have for the event.
Commissioner Grace motioned to approve the Special Event request for Bass Pro Shops
Outdoor Boat Display and Owners Event with the stipulation that if there are any
problems, the applicant will be required to resolve them; seconded by Commissioner
Salvino. The motion carried unanimously.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Robert Banks, 3831 SW 56 Street, spoke of his concerns regarding development and traffic
safety on 40th Avenue between Stirling and Griffin Roads.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on recent crime in the area. He noted
Parks & Recreation's Halloween Fall Festival and BSO's National Night Out would be held at
CW Thomas Park on October 31St. He also noted the Crime Prevention Unit received the Crime
Prevention Unit of the Year Award. He encouraged the public to call the non-emergency line if
they observe ordinance violations.
Sean Brown, Battalion Chief, BSO Fire Rescue, spoke of BSO's Operation Safe Halloween and
reviewed safety tips for children.

City Attorney Ansbro read the title of Resolution #2017-135, and noted it was a quasi-judicial
hearing and swore-in those who would speak. He asked the Commission to disclose any
communication they had on this matter.
Mayor James, Vice-Mayor Harris, and Commissioners Grace and Salvino noted they had been
contacted by the developer.
Corinne Lajoie, Planning & Zoning Manager, gave an overview of the requested site plan,
associated design variations, variances and exception, and use of height incentive.
Nectaria M. Chakas, Lochrie & Chakas, on behalf of the applicant, reviewed the proposed
development. She addressed the concern raised at a public participation meeting regarding the
parking lifts in the offsite lot, which have been removed from their original plan. She noted they
are proposing to rent parking spaces in the City garage, which would come to the Commission at
a later date. She also addressed proposed streetscape plans.
Commissioner Brandimarte noted she had phone calls about the lift; the parking seems like it is
going to be a huge problem. She questioned the attendance at the community meeting.
Attorney Chakas responded no cars would be stacked by lifts; all parking would be by valet. She
explained the drive aisles and addressed the notices mailed for the community meeting.
Commissioner Grace questioned use of the City parking garage, lighting of the proposed onsite
parking and retail space.
Marc LaFerrier, Community Development Director, noted there are 440 spaces in our parking
garage; 200 are reserved for City Hall and library. He noted as we grow, we will have to go to
the County to renegotiate the reserved spaces downward and if necessary, add additional floors
to the garage. There is also an opportunity to provide on-street parking on lst Avenue.
Vice-Mayor Harris commented he did not think traffic and parking would be a huge problem
with hotels within a mile from the airport as travelers likely would not go to the trouble of
renting cars. If we do have a parking problem, that means we are successful.

Commissioner Grace asked about the proposed palm trees and if there was a problem with using
eight colors.
Attorney Chakas confirmed the parking lot lighting would comply with City code and they are
unsure who the tenant of the retail space will be.
Community Development Director LaFerrier responded the palm trees are satisfactory and the
use of different colors and textures for the walls is becoming more common now, though our
code never anticipated it.
Commissioner Salvino questioned why we couldn't ask the County now for more money to add
two more floors to the parking garage. This could be done by the time the hotel is complete and
the developer would not need an offsite parking lot.
City Manager Baldwin said an analysis would have to be done to see if additional floors are
wanted.
Vice-Mayor Harris said he supports this project because it is a nationally recognized brand hotel
and would be an opportunity for us to showcase a state of the art development.
Attorney Chakas clarified the building would not be LEED certified, but there are elements that
will be energy efficient.
Mayor James mentioned the proposed cafe and asked whether there could be tables placed
outside.
Attorney Chakas responded they would be willing to do that.
Mayor James opened the Public Hearing.
Chander Gupta, 149 East Dania Beach Boulevard, commented he is concerned about the project
insofar as the parking, and felt the property is too small to have everything they are proposing.
Charlotte Sloboda, 2905 Lakeshore Drive, commented people staying at this hotel would not be
driving by car and needing parking spaces; instead they will be taking a taxi or Uber.
Commissioner Salvino said he wants to be sure the hotel does not sell spaces if they do not
utilize all their spots in the lot.
Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public
Hearing.
Planning & Zoning Manager Lajoie clarified the Commission's desire to add as conditions of
approval the provision of tables and chairs on the sidewalk adjacent to the building and the
parking provided must be for the use of the hotel only.

10. Discussion and Possible Action
10.1 Discussion of Draft List of Proposed MPO Projects - Marc LaFerrier, Director of
Community Development
Community Development Director LaFerrier gave a presentation, which is attached to and
incorporated into these minutes. He noted staff will finalize the list of proposed MPO
transportation projects along with a resolution for the November 14, 2017 City Commission
meeting. The approved list and resolution will be transmitted to the Broward MPO for
consideration during their annual update of MPO plans, programs,projects and grants.
He also spoke of undertaking a transportation mobility plan, which will involve public
participation, data and analysis.
10.2 Permit Regulations - Mayor James
Mayor James said she noticed the time between submitting applications for approval and the
developer getting permits to do the actual work ends up with projects that never get built. She
wants to make our regulations stricter as contractors find ways to do minimal work just to keep
their projects alive. The Commission should look at this; we should set a time for permit
approvals upon submittal. Contractors continue to submit things so they can be grandfathered in.
We change the code and regulations, but we cannot do anything about the developments that are
grandfathered in.
Marc LaFerrier, Community Development Director, noted permitting is regulated by the State
building code. We would have to look into a local ordinance that could be done that would
affect how a developer proceeds with their project but that does not conflict with the building
code. Staff will look into the issue and see whether there is another mechanism to change the
timeframes.
Commissioner Brandimarte noted this is the second go-around with this issue.
Community Development Director LaFerrier noted we should not be too frustrated as things
have changed and evolved here; the market is good now and developers are coming. He spoke
of the Governor's executive orders extending development timeframes.

Mayor James wants to keep giving them fines to get their attention, and we need to encourage
them if there is a way to do so.
City Attorney Ansbro confirmed that developers have 18 months from the time of Commission
approval in which to file a complete building permit application and construction drawings,
absent any executive order from the Governor.
Commissioner Salvino felt we should not make it as easy for developers as we do.
Vice-Mayor Harris noted home rule is a major topic at the Leagues conferences.
11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte spoke of the special service for leaders at the Lighthouse
Community Center.
11.2 Commissioner Grace
Commissioner Grace had no comments.
11.3 Commissioner Salvino
Commissioner Salvino had no comments.
11.4 Vice-Mayor Harris
Vice-Mayor Harris spoke of the Greater Ft. Lauderdale Alliance event and the Mayor's Gala.
Vice-Mayor Harris commented we need to follow up on bus stops, class and pay study, stop sign
at NW 1st Street and Bryan, and color samples for the Commission office.
Colin Donnelly,Assistant City Manager, said he is working on the color board and samples. The
mailboxes will be relocated to the Code area, and he reviewed the concept for the renovations.
He noted the office could use a facelift regardless of future plans for City Hall.
Vice-Mayor Harris spoke of the upcoming event in December at the Gallery of Amazing Things
as part of Art Week and Art Basel. He asked whether the City could promote the event through
our website and other ways. He noted we should also be a part of and promote Business and the
Arts, which is a very energized art community in central Broward.
11.5 Mayor James
Mayor James spoke of attending the FRA conference.

Mayor James questioned why the Christmas tree lighting is in November. Mark Felicetty,
Director of Parks & Recreation, said it is the Thursday following Thanksgiving (November 30tn
this year).
Mayor James raised the issue of City Hall security. She has been made aware of certain things
that are very disturbing and wants to implement stricter security. She will include in tomorrow's
City Hall discussion relocating BSO to City Hall. People should have to sign in with their ID,
and we need a police presence here.
Mayor James asked if we have a program for recognizing employees. City Manager Baldwin
responded we give plaques for years of service at employee socials; recognition could also be
given at a Commission meeting as well. Mayor James asked if the Commission could be invited
to the socials.
Mayor James asked if the Commission wanted to discuss any items on the Workshop agenda in
order to shorten it.
Christmas Tree Decorations: Commissioner Salvino said he brought up having schools
participate in Christmas tree decorations, specifically to make boxes. He noted he will work
with the School Board to send out letters.
Street Renaming and Co-Designation Policy: Assistant City Manager Donnelly said in response
to the discussion at the last meeting, the co-designation policy has not changed. With the
renaming a street, instead of having a notarized signature on the petition, we can design an
attestation form that the person signs that they are the property owner and approve of the
renaming.
Commissioner Grace said we should go a step farther to make sure they are residents by
requiring a voter registration card in order to sign the petition.
Commissioner Brandimarte does not care for renaming streets and suggests a thorough
investigation be done on the person the street is being named after.
Assistant City Manager Donnelly noted the point of it going to the P&Z Board is so there is
public notice given to residents; it would be the same type of notice given for a variance request.
This should be a public process.
The Commission agreed with requiring a person signing a petition to provide a voter registration
number and to be a Dania Beach resident.
Assistant City Manager Donnelly said the policy would be rewritten.
City Hall: Commissioner Salvino said he thought the Commission should just say yes and give
direction to the City Manager to start getting an idea of costs and what we can do to renovate
City Hall.

Mayor James noted that is all she wanted, was to decide that yes, we are okay with finally
making a decision to move forward with renovating City Hall.
The Commission consensus was to move forward with renovations.
City Manager Baldwin noted he will bring a recommendation on how we go about doing a plan.
Mayor James stated a Dania Beach Housing Authority appointment expires October 3 1" and she
would like to make an appointment tonight to fill the expiring term.
Discussion was held regarding appointments to the Housing Authority. City Attorney Ansbro
noted he would provide additional information at the next meeting.
Mayor James appointed Ivie Cure to the Dania Beach Housing Authority to take Tiffany
Carlisle's place.
Commissioner Grace motioned to approve the appointment; seconded by Commissioner
Brandimarte. The motion carried unanimously.
12. Appointments
12.1 Airport Advisory Board
Commissioner Salvino appointed Rick Thomas to replace Chris Christianson.
12.2 Green Advisory Board
The Commission appointed David Simonetta as an alternate member.
Commissioner Grace motioned to approve the appointments; seconded by Commissioner
Brandimarte. The motion carried unanimously.
