HomeMy WebLinkAboutR-2017-152 Supports the Tri-Rail Coastal Link (TRCL) Commuter Rail Service to Provide for the Extension of the Passenger Rail Service from NE Miami-Dade County into SE Broward County RESOLUTION NO. 2017-152 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, SUPPORTING THE TRI-RAIL COASTAL LINK (TRCL) COMMUTER RAIL SERVICE AND EXPRESSING A COMMITMENT TO WORK WITH REPRESENTATIVES OF FLORIDA EAST COAST INDUSTRIES AND ITS AFFILIATES, THE FLORIDA DEPARTMENT OF TRANSPORTATION, BROWARD COUNTY, THE BROWARD METROPOLITAN PLANNING ORGANIZATION, AND THE SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY TO DEVELOP A COST EFFECTIVE RAIL SYSTEM WITH A SOUND FINANCIAL PLAN TO PROVIDE FOR CAPITAL AND OPERATING COSTS FOR THE EXTENSION OF THE PASSENGER RAIL SERVICE FROM NORTHEAST MIAMI-DADE COUNTY INTO SOUTHEAST BROWARD COUNTY; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Florida East Coast (FEC) Railway historically operated passenger rail service along Florida's east coast, and many South Florida municipalities developed around its passenger stations; and WHEREAS, large portions of the South Florida region's population and businesses are concentrated within those municipalities where roadway traffic congestion is now degrading the quality of their residents' lives and stifling the growth of trade and commerce; and WHEREAS, commuter rail service would help mitigate the worsening traffic congestion, improve air quality and reduce fuel consumption in an environmentally sustainable manner; and WHEREAS, the cities of southeast Broward County — namely Dania Beach, Hallandale Beach, and Hollywood are actively redeveloping their downtown centers which straddle the rail corridor and desire transit oriented development (TOD), which generally accompanies rail stations; and WHEREAS,the representatives of Dania Beach, Hallandale Beach, and Hollywood have discussed and will continue to coordinate mobility improvements needed to alleviate traffic in the area; and WHEREAS, commuter rail service would provide jobs, expand the tax base and increase revenues to strengthen the local and regional economies while providing improved access to job opportunities and greater mobility for the transit dependent members of the community; and WHEREAS, Miami-Dade County's agencies have significantly advanced their participation level and commitment to funding for this project to move forward in Miami-Dade County and it is now incumbent upon the various agencies in Broward County to develop cost feasible plans to, at a minimum, bring the service into southeast Broward County; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "WHEREAS" clauses are ratified and confirmed as being true and correct, and they are made a specific part of this Resolution. Section 2. That the City Commission of the City of Dania Beach, Florida supports: A. the Tri-Rail Coastal Link (TRCL) Commuter Rail Service and expresses a commitment to work with representatives of Florida East Coast Industries and its affiliates, Broward County, the Broward Metropolitan Planning Organization, the Florida Department of Transportation and the South Florida Regional Transportation Authority to develop a cost effective system with a sound financial plan providing for capital and operating costs for railroad service; and B. the continued joint coordination with the Cities of Hollywood/Hallandale Beach/Dania Beach as well as the Broward Metropolitan Planning Organization as it relates to mobility planning for southeast Broward and requests the MPO to initiate a planning process for this purpose; and C. the City of Hollywood as the lead applicant for an MPO initialed study of mobility improvement in southeast Broward County. Section 3. That the City Manager of the City of Dania Beach is authorized to do all things necessary to carry out the aims of this Resolution. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall become effective immediately upon its passage and adoption by the City Commission. Section 6. That the City Commission directs the City Clerk to transmit an executed copy of this resolution to the Cities of Fort Lauderdale, Hollywood and Hallandale Beach, and to Broward County Commission and to the Broward Metropolitan Planning Organization. 2 RESOLUTION#2017-152 Section 7. That this Resolution shall become effective upon its passage and adoption. PASSED and ADOPTED on December 11, 2017.
