DANIA BEACH CITY COMMISSION
MONDAY, DECEMBER 11, 2017 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor James called the meeting to order at 7:00 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Dania Beach Marina Restroom Renovation Design - Public Services and Cartaya and
Associates Architects, P.A.
Teen Woon, Cartaya & Associates Architects, presented two options for the Commission to
choose from.
Mayor James chose#1.
Commissioner Grace chose#1, and said we need something more modern for the marker.
Commissioner Brandimarte chose #1.
Commissioner Salvino chose#1.
Vice-Mayor Harris chose #1.
4. Proclamations
4.1 Proclamation of anti-violence and memorial of Christopher Jordan and Rasheed
Cunningham, Jr. - Mayor James
Mayor James presented the proclamation to the families of Christopher Jordan and Rasheed
Cunningham, Jr.
5. Citizen Comments
Antonio Arciere, 2601 SW 58 Manor, questioned why there are only two people working on
maintenance for the City. City Manager Baldwin responded there are more than two people.
Mayor James said she will have the Public Works Director call Mr. Arciere. Mr. Arciere noted
they have problems with lights being replaced.
Karen Fernander, 27 SW 7 Avenue, voiced her opinion on the variance for property located at
SW 1st Street and SW 8"'Avenue (Item#9.1)
Patricia Tyra, 2912 SW 54 Street, spoke of solar lights that do not work, and City Hall tree safety
with the electrical cord that runs to the parking garage.
6. Public Safety Reports
BSO Lieutenant Darryl Stallings addressed the issues of vehicle burglaries, theft, panhandling
and homelessness. He also reported on officers who will be recognized this week.

INSTALLATION OF COMMUNITY BUS SHELTERS IN AN AMOUNT NOT TO EXCEED SEVENTY

City Attorney Ansbro advised the remaining items, except #9.5, 49.6, and 49.7, were quasi-
judicial hearings and swore-in those who would speak. He asked the Commission to disclose
any communication they had on these matters.

PROPERTY GENERALLY LOCATED NORTH OF STIRLING ROAD, SOUTH OF SW 1ST STREET, EAST

City Attorney Ansbro read the title of Ordinance#2017-037.
Corinne Lajoie, Planning & Zoning Manager, provided an overview of the rezoning request.
Dennis Mele, on behalf of the applicant, addressed the 11 uses that will be included in the
Restrictive Covenants. They would be willing to remove #2 and #8 from the list. The
development will consist of an Aldi Grocery Store,retail development and self-storage units.
Mayor James opened the Public Hearing.
Steven Jones, Jr., 4930 SW 29 Way, questioned how many jobs will be created with the
development.
Veronica Larkins, 211 NW 12 Avenue, questioned if we could relocate some of the trees that
were damaged in the hurricane to the beach.
Eddie Henderson, 761 Stirling Road, expressed opposition to the 5-story self-storage building in
his neighborhood.
Emmanuel George, 17 NE 2nd Avenue, said he favors the Aldi's only if they employ teenagers
and young adults from the neighborhood, and is against the self-storage unit.
Rodney Collins, 24 SW 5 Avenue, opposed the rezoning for several reasons.
Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public
Hearing.
Attorney Mele responded to issues raised by the public. The self-storage unit does not employ a
lot of people; the bulk of the employment will be Aldi's and the retail. They always make an
effort to offer jobs to people who live close to the site. He addressed the current zoning district,
restrictive covenants, and the need for self-storage units.
Rodney Collins, 24 SW 5 Avenue, addressed the self-storage and zoning issues raised.
Emmanuel George, 17 NE 2nd Avenue, questioned whether there is a plan for hiring from the
community, and if not, he is completely opposed to the development.
Eddie Henderson, 761 Stirling Road, stated it comes down to residential versus industrial.

Commissioner Grace noted she had asked the City Manager and City Attorney for a partnership
agreement with new development for hiring Dania Beach residents first. She added we have
always asked every developer coming into the City to have a hiring workshop for our residents.
She spoke of the opposition to previous proposals, and noted in the long-run these developments
will make the City stronger and better. She understands the residents' concerns, but the
Commission has to make sure they are doing everything for the residents and also for the growth
of Dania Beach. She feels there is not a problem with the proposed grocery store and storage.
Commissioner Brandimarte noted we have to do what benefits everybody, and spoke of the
importance of development and growth in the City.
Mayor James noted the concerns of the residents are valid concerns, and she is not prepared to
vote on this matter. City Attorney Ansbro clarified that she cannot abstain from voting on this
matter.
Commissioner Grace motioned to adopt Ordinance #2017-037, on second reading;

City Attorney Ansbro read the title of Ordinance #2017-038, Resolution #2018-001 and
Resolution 42018-002, as they involve the same property. He noted the applicant requested a
continuance until the January 9, 2018 City Commission meeting.
Mayor James opened the Public Hearings.
Dennis McGowan, 5551 SW 40th Avenue, spoke against the development as proposed; it should
remain single family homes.
Monica Sorg, 3920 SW 56 Court, spoke against the development. She requested speed bumps be
installed on 40th Avenue.
David Sorg, 3920 SW 56 Court, spoke against the development.
Steve Goldberg, 4010 SW 54 Court, said he offered his property to the developer in exchange for
a home in the development in order to ease the traffic issue on Lucky Street. If they are
disingenuous, he is against their project.
Lisa Stevens, 3860 SW 56 Court, spoke against the development.
Steve Goldberg, 4010 SW 54 Court, added he wanted it on the record that his house is on a
sinkhole.
Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public
Hearings.
Commissioner Grace motioned to continue Ordinance #2017-038, on second reading, until
the January 9, 2018 City Commission meeting at 7:00 p.m.; seconded by Vice-Mayor
Harris. The motion carried unanimously.
Commissioner Salvino motioned to continue Resolution #2018-001 until the January 9,
2018 City Commission meeting at 7:00 p.m.; seconded by Commissioner Grace. The
motion carried unanimously.
Commissioner Salvino motioned to continue Resolution #2018-002 until the January 9,
2018 City Commission meeting at 7:00 p.m.; seconded by Commissioner Grace. The
motion carried unanimously.

Jim Brady, representing the applicant, noted the zoning change would bring very valuable
businesses to the site (Mack Trucks and Penske Truck Rental).
Mayor James opened the Public Hearing.
Emerson Allsworth, representing a developer in the area, spoke in favor of the proposal.
Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public
Hearing.

City Attorney Ansbro read the title of Resolution#2017-156.
Corinne Lajoie, Planning &Zoning Manager, explained the plat note amendment.
Rahil Sanghvi, applicant, noted they want to develop an Avid Hotel on the site, which is under
the umbrella of IHG Hotels.
Mayor James opened the Public Hearing.
Ms. Tripoli, 4960 Sabal Palm Drive, Tamarac, representing a business, questioned how traffic
would be addressed.
Planning & Zoning Manager Lajoie noted traffic will be addressed when the site plan is
submitted.
Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public
Hearing.

10. Discussion and Possible Action
10.1 Athletic Director
City Manager Baldwin asked the Commission to approve the proposed job description.
Commissioner Grace noted her concern is for a person who can implement programs for our
parks and children. She is not sure the person needs to have a degree; it needs to be an on-hands
person. She would like to remove the requirement for the Bachelor's Degree.
Mayor James and Commissioner Salvino concurred.
Kristin Milligan, Acting Human Resources/Risk Manager, noted we can post the position
tomorrow.
10.2 Comprehensive 10-Year Master Plan for Parks and Recreation Department

City Manager Baldwin noted this is funded in the current budget.
Mark Felicetty, Director of Parks and Recreation, noted this is to develop a well-defined, long-
range vision to bring us into the next 5-10 years. If the Commission approves, we could bring
this forward for bidding in January.
Mayor James noted there may be a possibility to build a community center at Frost Park, and
questioned how this could be included.
Director Felicetty responded that is why we would hire consultant services; they can identify
these possibilities. He noted the consultant would also develop a 10-year Capital Improvement
Plan.
Commissioner Brandimarte motioned to move forward with the 10-Year Master Plan for
Parks and Recreation; seconded by Vice-Mayor Harris. The motion carried on the
following 5-0 Roll Call vote:

11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte offered her condolences to Commissioner Grace on the passing of
her father.
11.2 Commissioner Grace
Commissioner Grace noted this is not an easy job and you have to be dedicated to do it.
Commissioner Grace addressed the list of charitable contribution requests. She wants the
Commission to narrow it down to the $35,000.00 budget.
Colin Donnelly, Assistant City Manager, noted that when Commissioner Grace made her
suggestions it included organizations that had not submitted requests and exceeded the
$35,000.00 amount.
Commissioner Grace suggested not bringing this to the Parks and Recreation Board, and
Assistant City Manager Donnelly will make the appropriate adjustments.
Commissioner Salvino motioned to approve the recommendations of Commissioner Grace
as modified by Assistant City Manager Donnelly; seconded by Commissioner Brandimarte.
The motion carried unanimously.

Commissioner Grace said she wants another Oasis project before she leaves the Commission.
City Manager Baldwin noted it is in this year's budget.
Commissioner Grace spoke of upcoming Christmas events.
11.3 Commissioner Salvino
Commissioner Salvino offered his condolences to Commissioner Grace on the passing of her
father.
Commissioner Salvino commended Commissioner Grace for being very organized in her efforts
in the food giveaways for Thanksgiving.
Commissioner Salvino spoke of Jackie Beauzil's memorial service.
Commissioner Salvino also spoke of community events.
11.4 Vice-Mayor Harris
Vice-Mayor Harris mentioned that maybe we could look at installing a metal detector and
security checks at City Hall.
Vice-Mayor Harris noted he will discuss the stop sign at NW 1 st and Bryan Road with the MPO
at an upcoming meeting.
Vice-Mayor Harris spoke of the renovation of the Commission conference room.
Vice-Mayor Harris also spoke of the League of Cities conference in Orlando last week.
11.5 Mayor James
Mayor James offered her condolences to Commissioner Grace on the passing of her father.
Mayor James asked Commissioner Grace if she would accept being one of the Grand Marshalls
for the MLK Parade. Commissioner Grace said she would be delighted.
Mayor James spoke of recent Food Drives and giveaways, and thanked everyone who
participated.
Mayor James commented on Jackie Beauzil's memorial service; these are tremendous shoes to
be filled and she will be interested in how that process goes.
Mayor James spoke of the Christmas Tree Lighting and noted we need better outdoor lighting at
City Hall.

event next year.
Mayor James said she is looking at options for City Hall, and will bring more information to the

Mayor James appointed David Simonetta, who is currently an alternate on the Board and wants

Salvino. The motion carried unanimously.
Commissioner Salvino requested an attendance report for all the boards prior to the next

Commission meeting during the period set aside for"Citizen Comments." A thirty(30)minute"Citizen Comments"period shall
be designated on the agenda for citizens and interested persons to speak on matters not scheduled on that day's agenda. Each
speaker shall be limited to 3 minutes for his or her comments. Persons desiring to speak during the citizen comment period shall
inform the City Clerk immediately prior to the beginning of the meeting of their intention to speak. If more than 10 speakers
express a desire to speak,the Commission shall determine on a meeting by meeting basis whether to(a)extend the time allotted
for citizen comments to accommodate all speakers,or(b)whether to limit the number of speakers or amount of time per speaker.
A speaker's time shall not be transferable to another speaker.
