DANIA BEACH CITY COMMISSION
TUESDAY, FEBRUARY 27, 2018 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor James called the meeting to order at 7:00 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor James called for a moment of silence for the victims of the Marjory Stoneman Douglas
High School tragedy, followed by the Pledge of Allegiance to the United States Flag.
3. Presentations and Special Event Approvals
3.1 Employee Recognition - Commissioner Salvino
Commissioner Salvino presented Certificates of Recognition to Stanley Johnson and Leroy
Walters for their outstanding service and dedication to the City.
3.2 Special Event request from Divers Cove for the 7th Annual Beach and Pier Cleanup
to be held on June 2, 2018, at 300 North Beach Road from 7:00 a.m. — 12:00 p.m.
Commissioner Grace motioned to approve the Special Event request for the 7th Annual
Beach and Pier Cleanup; seconded by Commissioner Salvino. The motion carried
unanimously.
4. Proclamations
4.1 Eating Disorders Awareness Week - Sharon Glynn, Director of Operations, The
Alliance for Eating Disorders Awareness
Mayor James read the Eating Disorders Awareness Week Proclamation and presented it to Dr.
Bhritanie Jardine from The Alliance for Eating Disorders Awareness.
Dr. Jardine thanked the Commission for their support and spoke of their annual walk on March
3rd
4.2 Black History Month- Commissioner Grace
Mayor James read the Black History Month Proclamation and presented it to Commissioner
Grace.
5. Citizen Comments
Kendra Wright, 22 SW 6 Avenue, noted she lives in a hostile environment and unsafe
neighborhood.
Commissioner Grace recommended Ms. Wright speak to Marc LaFerrier, Director of
Community Development, for the code violations. She will also speak to BSO Chief Marks
about the issue with the officer.
Veronica Larkins, 211 NW 12th Avenue, advised the Florida Youth Camp will be held July 22-
28.
6. Public Safety Reports
Lieutenant Darryl Stallings, Broward Sheriff's Office, advised that BSO will take a road patrol
deputy to cover a school resource officer to insure that all the schools are covered. They are also
looking for additional deputies who would like to be school resource officers.
He noted a lot of threats have been coming in since the Marjory Stoneman Douglas tragedy. He
further spoke of criminal activity in the City, and noted an upcoming Driveway Initiative.
Lieutenant Stallings introduced Lieutenant Jason Taralla and Sargent Perez.
Sean Brown, Battalion Chief, BSO Fire Rescue, was available to answer questions.

PLANNING, BROWARD COUNTY, FLORIDA"; PROVIDING FOR AUTHORIZATION FOR THE CITY
MANAGER TO ENTER INTO THE AGREEMENT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING
FOR AN EFFECTIVE DATE.

7.5 RESOLUTION#2018-031
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA APPROVING
AND ADOPTING THE NEW LOGO DESIGN, SEAL, TAGLINE, BRAND STATEMENT, BRAND
STANDARDS AND REBRANDING PLAN FOR THE CITY OF DANIA BEACH AND AUTHORIZING THE
CITY MANAGER TO TAKE ALL NECESSARY STEPS TO IMPLEMENT THE BRANDING PHASES;
PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
Commissioner Grace motioned to adopt the Consent Agenda, with the addition of Item
47.5, and with the exception of Item #7.3; seconded by Commissioner Salvino. The motion
carried unanimously.
7.3 RESOLUTION#2018-029
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA, CALLING ON
THE STATE OF FLORIDA, GOVERNOR RICK SCOTT, PRESIDENT DONALD TRUMP, AND THE
FEDERAL GOVERNMENT TO REDUCE GUN VIOLENCE IN AMERICA AND HELP PREVENT FUTURE
SHOOTINGS BY REQUIRING A BACKGROUND CHECK FOR EVERY FIREARM SALE; SUPPORTING
THE PASSAGE OF A RED FLAG LAW; SUPPORTING RAISING THE AGE FOR THE LEGAL PURCHASE
OF FIREARMS, MAGAZINES AND AMMUNITION TO 21; SUPPORTING THE PASSAGE OF
LEGISLATION THAT WOULD KEEP MILITARY-STYLE WEAPONS AND HIGH-CAPACITY MAGAZINES
AWAY FROM OUR SCHOOLS; AUTHORIZING THE CITY CLERK TO TRANSMIT THIS RESOLUTION;
PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution#2018-029.
Commissioner Brandimarte noted that she supports most of the items in the resolution; however,
she does not support all of the items and therefore cannot vote for this resolution as written.
City Attorney Ansbro explained how the state statute works regarding local law, and noted this
resolution does not place the Commission at risk for the $5,000 fine or removal from office.

Commissioner Salvino noted he is uncomfortable and would like to research it further before
making a vote.
Mayor James said this is not to restrict anyone from having a gun; it is to protect our children.
Commissioner Grace noted she is in support of the resolution as written.
Commissioner Brandimarte motioned to continue Resolution #2018-029 until the March
13, 2017 City Commission meeting; seconded by Commissioner Salvino. The motion failed
on the following 2-3 Roll Call vote:

ENTITLED "ANGLE PARKING, BACKING PROHIBITED", DIVISION 2, ENTITLED "ENFORCEMENT",
SECTION 25-79, ENTITLED "FINES", TO UPDATE, CLARIFY, AND REVISE SUCH SECTION; AND

City Attorney Ansbro read the title of Ordinance #2018-004.
Marc LaFerrier, Director of Community Development, provided an overview of the code
amendment.

Mayor James opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, she closed the Public Hearing.
Commissioner Salvino motioned to adopt Ordinance #2018-004, on second reading;
seconded by Commissioner Grace. The motion carried on the following 5-0 Roll Call vote:

9.2 ORDINANCE 42018-006

ENGINEERING GROUP, LLC ON BEHALF OF THE PROPERTY OWNER, GRIFFIN 3100, LLC, FOR
PROPERTY GENERALLY LOCATED ON THE NORTHEAST CORNER OF THE INTERSECTION OF
GRIFFIN ROAD AND SW 32ND AVENUE WITHIN THE CITY OF DANIA BEACH, FLORIDA, AS

City Attorney Ansbro read the title of Ordinance#2018-006.

10. Discussion and Possible Action
10.1 Broward County 2018 Pioneer Day Nomination- City Manager Baldwin
City Manager Baldwin noted the Broward Historical Preservation Board is seeking nominations.
Commissioner Grace suggested Eugenia Byrd for the Pioneer Award.
The Commission consensus was to nominate Ms. Byrd.
10.2 2018 Road Resurfacing Project - City Manager Baldwin

City Manager Baldwin requested approval of the proposed plan.
Commissioner Grace asked the City Manager to take the leadership role and fill all the
department head vacancies while he is still here. She has confidence in him.
The Commission consensus was for the City Manager to fill the positions of Parks and
Recreation Director and City Clerk.
Vice-Mayor Harris requested adding SE 4th Terrace to the resurfacing list.
10.3 Donation to the Chris Hixon Scholarship Fund - Mayor James
Mayor James requested that the Commission make a donation to the Chris Hixon Scholarship
Fund in memory of Chris Hixon, who was the athletic director at South Broward High School,
prior to Marjory Stoneman Douglas High School.
Commissioner Grace asked Assistant City Manager Donnelly about the Charitable Donation
Fund and if we could give $2,000-$3,000 next year.
The Commission consensus was to donate $5,000 for this fiscal year, and budget for an
additional $5,000 next year.
10.4 Selection of Executive Search Firm for City Manager Recruitment
City Manager Baldwin noted six proposals were received and all are qualified to do the job.
A brief discussion ensued.
Vice-Mayor Harris motioned to select S. Renee Narloch & Associates; seconded by Mayor
James. The motion carried unanimously.
11. Commission Comments
11.1 Commissioner Brandimarte
Commissioner Brandimarte had no comments.
11.2 Commissioner Grace
Commissioner Grace thanked everyone who participated in Black History Month.
Commissioner Grace thanked CRA Director Williams for a fantastic workshop on branding.
11.3 Commissioner Salvino

Commissioner Salvino provided community event reminders.
Commissioner Salvino noted he enjoyed attending the Black Heritage event at the BB&T Center
with Mayor James and Commissioner Grace.
11.4 Vice-Mayor Harris
Vice-Mayor Harris noted the stop sign at Bryan Road and NW 1 st Street has been approved as an
interim 4-way stop.
Vice-Mayor Harris questioned use of the parking garage gate arms for the hotel for their guests
to self-park. Community Development Director LaFerrier explained the system that will be
used.
Vice-Mayor Harris spoke of the Neighborhood Ambassador event at the Morrison Hotel.
Vice-Mayor Harris also spoke of events following the Marjory Stoneman Douglas High School
tragedy.
11.5 Mayor James
Mayor James recognized several employees who were commended by Kimco for assisting in
getting Dania Pointe up and running. She noted they are her employees of the month and
thanked Kimco for the letter.
Mayor James said the Branding Workshop was amazing and we got a lot accomplished.
Mayor James asked about extra computers and printers in storage. City Manager Baldwin said
they should be surplus and disposed of. She noted she has been looking around City Hall for
space for new employees and there is a lot of junk everywhere. Departments are expanding and
it is very cramped upstairs. She asked if we could possibly move the CRA to where Rep. Geller
is.
City Manager responded we can look at it on a temporary basis as the Commission wants to do
something with City Hall.
Rickelle Williams, CRA Director, noted their employees are all in offices. She does not think it
is ADA compliant to use the proposed area.
City Manager Baldwin concurred that the CRA needs more space, and said we will look into it.
12. Appointments
12.1 Education Advisory Board

Tuesday,February 27,2018—7:00 p.m.
Commissioner Salvino moved to reduce the number of members on the Education
Advisory Board by eliminating one appointment by the Mayor and eliminating the City
Manager appointment; seconded by Commissioner Grace. The motion carried
unanimously.
12.2 Green Advisory Board
Commissioner Salvino moved to reduce the number of members on the Green Advisory
Board by eliminating the two alternate positions; seconded by Commissioner Grace. The
motion carried unanimously.
12.3 Marine Advisory Board
The Commission requested a discussion item to reduce the number of members on the Marine
Advisory Board be placed on the next agenda.
Commissioner Salvino requested an attendance record be provided at the next meeting.
There were no appointments at this meeting.
13. Administrative Reports
13.1 City Manager
City Manager Baldwin announced the HR Director has been hired and starts on March 26.
13.2 City Attorney
City Attorney Ansbro had no comments.
