1. Call to Order/Roll Call
Chairman James called the meeting to order at 5:30 p.m.

2. Citizen Comments
Crag Charne Valentine, 321 E Sheridan Street, spoke of upcoming community events through
his firm, Gangrel's Wrestling.
3. Administrative Reports
Director Williams provided an update on several projects, which is attached to and included in
these minutes. She also provided a flier for the PATCH St. Patrick's Day event on March 17,
2018.
3.1 Grand Re-Opening: TNT Fireworks
Director Williams reviewed the flier included in the agenda packet.
3.2 Arts & Seafood Celebration Update
Director Williams reviewed the memo included in the agenda packet.
Board Member Grace noted she has received some dissatisfaction about the $650 for a booth,
plus 20%. Dania vendors are dropping out because of the connection with how the tickets will
work. She is really upset because the Lions Club will not participate. We need to sit down with
one last workshop before finalizing the event. We also have a lot of artists who are not
participating because they have not made money in past years. We have to keep these people as
part of the Arts & Seafood Festival; if not, what are we doing.
Director Williams responded we have some hometown companies that are offered a discounted
rate for their spot. She explained how the deposit is part of the 20%, not in addition to the 20%.
The ticket sale is a way to insure how much our portion of the sale is. All tickets must be turned
in to the concessionaire at the end of both days.
Kathleen Weekes, Office Manager, clarified the cost for food vendors, and the ticket process.
Director Williams noted the Lions Club said they were not able to participate for two days,
which is why they are not participating.
Board Member Salvino suggested Director Williams provide a written memo explaining how the
process works.
Board Member Grace felt a workshop is not necessary if we keep these people in the loop.
4. Presentations
4.1 Art&Antiques on the Ave.: Downtown Art Walk Summer Series
Director Williams distributed a Letter of Intent from Atlantic Studios, which is attached to and
incorporated into these minutes.
Christian Gaidry, President, Atlantic Studios, presented a PowerPoint overview of his firm and
their accomplishments.
Board Member Brandimarte does not want to be known as Art & Antique; this should be upbeat.
People do not buy arts and antiques in Dania Beach; they do it in Ft. Lauderdale. She wants the
Mayor to come up with a different name.
Chairman James suggested we could possibly workshop this.
Board Member Salvino noted parking will be an issue; the garage is mostly rented out.
Mr. Gaidry said Sun Trolley and off-site parking could be provided.
Board Member Grace is also cautious of the name of the event.
Director Williams added that the Morrison Hotel is interested in the event. Currently, there is a
City ordinance restricting more than four recurring events in a calendar year, which would need
to be waived for this event if it does well and goes beyond the initial four months. We will reach
out to local vendors, and will look at changing the name to make it catchier. The Creative Arts
Council Advisory Board wants to make it uniquely Dania. Regarding parking, the agreement
with Broward County requires that we have at least 200 spaces available for the public. As we
hopefully get bigger, we can look at addressing the parking concerns.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE DANIA BEACH COMMUNITY
REDEVELOPMENT AGENCY ("CRA") OF THE CITY OF DANIA BEACH, FLORIDA APPROVING THE
ANNUAL CRA REPORT FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2017; PROVIDING FOR
CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
Board Member Salvino motioned to approve the Consent Agenda; seconded by Board
Member Grace. The motion carried unanimously.
6. Proposals and Bids
There were no proposals on this agenda.
7. Discussion and Possible Action
7.1 Commercial Property Improvement Grant Program
Director Williams requested the process be changed to add a window for application submission
so that purchase orders are cut in the same fiscal year as applications are received. This would
help us organize our budget and to get more business participation in the program.
Board Member Salvino suggested a 90-day application period.
Chairman James thought 90 days was too short, and recommended four or five months.
Vice-Chairman Harris recommended the 90-day process.
The Board consensus was for a 4-month application period beginning October 1 st
7.2 City Center Redevelopment Charrette

Director Williams recommended we use available funds to schedule a charrette to determine
what we would like to see at the City Hall site.
Board Member Grace does not want to spend any more money on the City Hall building. It is
time for a new building.
Chairman James has been speaking to Director Williams to find options that do not cost us any
money. She favors bringing our first responders who are out west back to the City Hall site, and
using that building for a fire station.
Board Member Salvino suggested Director Williams bring back ideas to the Board and the Board
will bring their ideas to her.
Board Member Brandimarte noted we have three big ticket items we have been talking about. A
big ticket item like City Hall cannot be taken out of the General Fund without raising taxes; a
GO Bond should be put out for a vote by the residents.
Director Williams will get some proposals and timeline for a charrette.

9. Information Items
9.1 Legislative Brief: Community Redevelopment Agencies
Director Williams advised the Legislature did not pass any of the proposed items. She would
like us to be more engaged should any of these items come back up in the next session.

Re: Administrative Report
1. Re-Branding Initiative
City Administration and departments have met to discuss Phase 1 items including website, social media,
email signature, ID badges, business cards, uniform policy, brand training, internal communications,
departmental forms,vehicles, promotional items, roadway signage, and commission signs.
- Funding resolution will be presented at March 27, 2018 City Commission Meeting.
- Additional funding for roadway signage will be presented at March 27, 2018 City Commission
Meeting.
- Employee ID badge photos are being taken this week.
- Business cards will be ordered for every applicable staff member by March 30, 2018.
- Website initial changes and social media will be completed by March 30, 2018.
- Commission chamber seal sign has been ordered.
2. Broward County Loan-to-Grant Conversion (attached)
On March 9, 2018,the CRA received a letter from Broward County approving three (3) loan-to-grant
conversions in the amount of two million eight hundred forty-two thousand eight dollars ($2,842,008.00).
This includes a surplus of Ninety four thousand eighteen dollars($94,018.00)that will be applied to the
loan-to-grant conversion of the remaining balance of$2,590,909.
3. Broward Redevelopment Program Grant:Application for Public Improvements at the Trion
• Oral presentation to the evaluation committee was given on January 25, 2018.
• Evaluation and scoring took place on February 5, 2018.
• The Evaluation Committee motioned to recommend the Dania Beach project for award at$1 Million.
• Broward County previously mentioned their intent to present an agenda item in April 2018 but has
since cancelled that projection without rescheduling a date.
4. Property Conveyance from City to CRA&Housing Program/Policy
Corrective recorded Quit Claim Deeds for the six lots were transmitted to the CRA on February 28, 2018.
The CRA has and continues to meet with potential development partners.A formal housing program will
be developed and presented to the CRA Board in May 2018.

5. Transportation Alternatives Program FY 19 Grant:CRA Multi-Modal Enhancements Project
• This project includes, but is not limited to,the installation and maintenance of special
traffic signs, stamped asphalt, raised intersections, blinker signs, and related pavement
markings and signings at various locations within the CRA.
• 90% plans have been accepted by Broward County Traffic Engineering Division and were submitted to
Florida Department of Transportation (FDOT) in January 2018 for comment.
• Constructability Phase plan was submitted on March 12, 2018. Comments are being addressed with
assistance of legal counsel.
• Once plans reach 100%completion, FDOT will bid the project and a timeline will be established.
6. Commercial Property Improvement Grant Program(Business Fagade Grants)
• Dockers($20,000) Completed—Grand Reopening (April 19, 2018)
• Rainbow Realty($10,000) Completed—Grand Reopening (TBD)
• Barbie Jo's($12,250) Construction has not begun
• Bake Shack($20,000) Construction has not begun
7. Art Walk:Art and Antiques on the Avenue
Plans have transitioned to a June 2018 start date for a Summer Series following the Arts and Seafood
Celebration.Atlantic Studios has been selected as the event producer.Special event permit application
will be submitted closer to the event.

RE: Broward County Redevelopment Capital Program ("RCP") —loan-to-grant conversion of three (3)
Loans; Parcel 109 Acquisition ($2,334,200), New Parking Garage/Security System ($140,000), and New
Parking Garage/Gate-Arm Entry System($273,790)
Dear Ms.Williams:
Broward County (the "County") has received your February 1, 2017 and subsequent October 24, 2017 letters
and application (together, the "Request for Conversion") requesting full, loan-to-grant conversions of three(3)
RCP loans. All three loans(the"Loan")were issued by the County to the City of Dania Beach("Dania Beach")
and the Dania Beach Community Redevelopment Agency(the"Dania Beach CRA").
As explained below, the County hereby approves your Request for Conversion subject to the terms and
conditions stated herein.
The first Loan, Parcel 109 Acquisition, was for the reimbursement of costs for associated with acquisition of
land known as Parcel 109.As you are aware,the County, Dania Beach and the Dania Beach CRA entered into
the Loan Agreement dated March 24, 2009, as amended by the First Amendment to Loan Agreement dated
February 22, 2011, and the Second Amendment to Loan Agreement dated March 4, 2014, (collectively, the
"Loan Agreement"), pursuant to which the County made a$2,334,200.00 Loan to Dania Beach and the Dania
Beach CRA for the acquisition of Parcel 109. Pursuant to the Second Amendment to Loan Agreement,
principal and accrued interest payments are scheduled to begin on March 31,2018.
The second Loan,New Parking Garage/Security System, was for a security system as part of a parking garage
in support of new private redevelopment adjacent to the Dania Beach City Hall and Library.As you are aware,
the County, Dania Beach and the Dania Beach CRA entered into the Loan Agreement dated September 28,
2010, as amended by the First Amendment to Loan Agreement dated February 8, 2011, and the Second
Amendment to Loan Agreement dated March 4,2014,(collectively,the"Loan Agreement"), pursuant to which
the County made a$140,000.00 Loan to Dania Beach and the Dania Beach CRA for a security system as part of
a new parking garage. Pursuant to the Second Amendment to Loan Agreement, principal and accrued interest
payments are scheduled to begin on September 30,2019.
The third Loan requested for a full conversion, New Parking Garage/Gate-Arm Entry, was for gate-arm entry
system as part of the new parking garage. As you are aware, the County, Dania Beach and the Dania Beach
CRA entered into the Loan Agreement dated September 25, 2013, and as amended by the First Amendment to

Loan Agreement dated March 4, 2014, (collectively, the "Loan Agreement"), pursuant to which the County
made a $273,790.00 Loan to Dania Beach and the Dania Beach CRA for the gate-arm entry system as part of
the new parking garage. Pursuant to the Second Amendment to Loan Agreement, principal and accrued interest
payments are scheduled to begin on August 31,2022.
The County has reviewed the materials submitted with the Request for Conversion to determine compliance
with the requirements of the Interlocal Agreement dated April 20, 2004, by and among the County, Dania
Beach, and the Dania Beach CRA, as amended by the First Amendment to Dania Beach Interlocal Agreement
dated February 21, 2006,the Second Amendment to Dania Beach Interlocal Agreement dated March 19, 2009,
the Third Amendment to Dania Beach Interlocal Agreement dated March 24, 2009, the Fourth Amendment to
Dania Beach Interlocal Agreement dated September 28, 2010, the Fifth Amendment to Dania Beach Interlocal
Agreement dated February 22, 2011, the Sixth Amendment to Dania Beach Interlocal Agreement also dated
February 22, 2011, and the Seventh Amendment to Dania Beach Interlocal Agreement dated March 1, 2011
(collectively,the"Interlocal Agreement"),and has determined that Dania Beach and the Dania Beach CRA are
in compliance with the terms of the Interlocal Agreement regarding loan-to-grant conversions. In specific,
pursuant to Section 4.7 of the Interlocal Agreement, the County's share of the revenue generated by the net
increase in the tax base within the Dania Beach Community Redevelopment Area boundaries over 20 years due
to specific private redevelopment projects has been calculated at$2,842,008.00 which is an amount greater than
the sum of the three (3) loan balances, which total $2,747,990.00. Accordingly, the County hereby approves
three(3)loan-to-grant conversions of the full Loan balances detailed above.
As a result of the conversion,a surplus of$94,018.00 in conversion dollars is available to be applied to the last,
outstanding RCP loan of$2,590,909, which was for the construction of a new, 190-space parking garage. The
County will apply this surplus balance to the next Request for a Loan-to-Grant Conversion by Dania Beach and
the Dania Beach CRA.

80-100 antique,collectible and vintage dealers in a
modern retro event setting.City-Wide Market is a travelling
event,popping up in locations in Pompano Beach,Fort
Lauderdale and Coral Springs.Past versions have included
up to 400 vendor booths in a single event.Currently
featured at the historic Fort Lauderdale Woman's Club and
Stranahan Park.
Event draws an average of 2000 attendees,per day.
With Gaidry's history in family owned vintage shops and
boutiques,and Weiner's passion for all things vintage,
City-Wide Market was born from their desire to bring an
old school,traditional,metropolitan style vintage market
to the South Florida area.
City-Wide Market has garnered significant local press,
landing on the front page of Sun-Sentinel,and remains a
favorite amongst dealers and shoppers.

Food In Motion is an after-dark green market,featuring 15
food trucks,over 50 artisan food and handmade vendors,
fresh local fare,on-site dining,a craft beer&cocktail
garden,ctivities and a free beer happy hour.
This event has been sponsored in part by the NPF CRA.
Event draws over 4000 attendees.
Food In Motion has activated Peter Feldman Park,a once
.. under-utilized public amenity.The monthly food event
has garnered so much attention,it has been included as a
selling point for nearby listings on the MILS.

Of"list on New Times.

Live music,raffle giveaways,DIY activities,gift bags for
the first 100 attendees,and demo's included amongst
event activities.
Event draws over 1000 attendees.
W1911111111111111 Indie Craft Bazaar was the first indie craft fair in Broward
County,and remains the largest of it's kind in South
Florida.
ICB has earned regional and national press,including a
feature on Channel 10 News,many Sun-Sentinel and
other newspaper articles,inclusion on MSN,inclusion in
Nylon Magazine and other major media platforms.

Atlantic Studios,Inc.was contracted with the Margate CRA
to conceptualize and produce an event that features:local
Margate businesses,artists&vendors,food trucks,live music

"Margate Under The Moon"was developed,sponsored by the
MCRA,as an event series running August-November.
The event draws 3,000-5,000 attendees per event.
y � In 201 5,"MUM"became a highly anticpated event,activating
` the NW corner of Margate Blvd and 441;a large patch of land
that will soon be developed into a downtown corridor.
Out of over 150 applicants,MUM was selected the
Promotions Winner at the 2017 Redevelopment Association
i Awards.

What originally began as a fundraiser for a on-profit,community
garden project,quickly escalated into a popular,large scale
bi-annual festival.Night Owl Market features a central live music
MainStage,over 100 small,local,and handmade businesses and
artists,interactive activities,20 food trucks,and free beer.

Event draws an average of 15,000 attendees.
Finding success at Night Owl Market,several businesses have
opened up permanent,brick and mortar shops within Flagler
Village.
Home Depot donated over$10,000 worth of materials at this
past Night Owl Market,which were used to create 75 Certified
Wildlife Habitats.With the completion of these final habitats,
the City of Fort Lauderdale earned the title Community Wildlife
Habitat;a designation over 2 years in the making.
Night Owl Market Street Festival has earned much press,and
has been included in developers presentations on Flagler Village.

strings lights throughout the park and it's 80+trees for the
duration of the holiday season.

SOUNDS AT SUNDOWN

Sounds at Sundown is a concert series sponsored by the
Margate Parks and Recreation department,with an 18 year
history.Atlantic Studios,Inc.was contracted with the City
of Margate to help improve event attendance,and add
additional music and amenities to the lineup.
• In 2015,Atlantic Studios effectively lengthened the event
hours,booked new talent to add to the mix,added a
vendor lineup,DIY activities,and organized food truck
particpation.Additionally,Atlantic Studios manages the
audio for stage performances.
Event attendance and participation has dramatically
increased since Atlantic Studios particpation.
