A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
USE AVAILABLE PRICING PROVIDED UNDER THE CITY OF DANIA
BEACH INVITATION TO BID ("ITB") NO. 17-004 FOR A CITYWIDE
SOLAR LIGHT INSTALLATION PROJECT WITH SAGARIS CORP IN AN
AMOUNT NOT TO EXCEED ONE HUNDRED FORTY ONE THOUSAND
DOLLARS ($141,000.00); PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, advertisements for bids were placed in local newspapers in June, 2017 for
an Invitation to Bid (ITB No. 17-004) for the OASIS XII Neighborhood Improvement Project;
and
WHEREAS, a mandatory pre-bid meeting was held on Monday, July 17, 2017 at 10:00
a.m. with six contractors in attendance; and
WHEREAS, the City of Dania Beach opened the bids for the OASIS XII Neighborhood
Improvement Project on Friday, August 4, 2017; and
WHEREAS,there were two bidders as follows:
DP Development of the Treasure Coast, LLC; and
Sagaris Corp.; and
WHEREAS, the apparent lowest bidder, DP Development of the Treasure Coast had two
minor defects in its bid and a major defect in its unit prices which caused its bid to be non-
responsive; and
WHEREAS, the bid review committee met on August 16, 2017 and recommended award
to Sagaris Corp.; and
WHEREAS, the City Commission awarded the contract to Sagaris Corp on August 22,
2017 via Resolution 2017-096; and
WHEREAS, the Public Services Department is requesting approval to use the pricing
provided in the Sagaris contract ITB-17-004, for the installation of(15) fifteen city-wide solar
lights in an amount not to exceed One Hundred Forty One Thousand Dollars ($141,000.00); the
solar lights will be placed in the following locations:
1. SW 44th Terrace and SW 49th Court
2. City Hall Parking Lot 1
3. City Hall Parking Lot 2
4. City Hall Parking Lot 3
5. City Hall Parking Lot 4
6. Bus Shelter—Dania Beach Blvd—City Hall bus shelter
7. 100 Block NW 8th Ave
8. 200 Block NW 8th Ave
9. C.W. Thomas Park Bus Shelter
10. 202 NE 1 St Ct
11. 2780 SW 47th St.
12. 5099 SW 28' Ave
13. 4500 SW 25th Terr.
14. 2733 SW 46th St.
15. Alley 348 S Federal Hwy.; and
WHEREAS,the City Commission approved funding for dumpster enclosures for various
park locations and the project currently has a remaining balance of One Hundred Forty One
Thousand Dollars ($141,000.00); with the anticipation of preparation of a Parks and Recreation
Master Plan, the Public Services Department recommends postponing the dumpster enclosures
project; and
WHEREAS, the Public Services Department recommends a transfer of funds from the
Capital Dumpster Enclosure Account No# 301-39-04-539-63-10 to the Capital Project Solar
Lighting Project Account No. 301-39-54-541-63-10 to provide funding for a City-wide Solar
Light Project in an amount not to exceed One Hundred Forty One Thousand Dollars
($141,000.00);
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH,FLORIDA:
Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2. That the City Commission authorizes the use of the pricing provided by
Sagaris Contract under the City ITB-17-004 for the installation of solar lights throughout the
City in an amount not exceed One Hundred Forty One Thousand Dollars ($141,000.00).
Section 3. That the proper City officials are authorized to execute an agreement with
Sagaris Corp. provided that the City Manager and City Attorney are authorized to make minor
revisions to such documents that are deemed necessary and proper for the best interest of the
City.

Section 4. That funding for installation of solar lights will be transferred from the
Capital Project Dumpster Enclosure Account No. 301-39-04-539-63-10 to the Capital Projects
Solar Lighting Project 2018 Account No. 301-39-54-541-63-10 in the amount of One Hundred
Forty One Thousand Dollars ($141,000.00) resulting in the closing of the Dumpster Enclosure
Capital Project Account.
Section 5. That all resolutions or parts of Resolutions in conflict with any of the
provisions of this Resolution are repealed.
Section 6. That this Resolution shall become effective immediately upon its passage
and adoption.

OASIS XII- Bid 17-004
Good Morning,
Per our conversation, this is a summary of the OASIS XII bid for the City of Dania Beach. The plans and
specifications were developed by the City, FAU students and PUMPS, Inc. The bids were advertised in
June, 2017, and a mandatory pre-bid conference was held on July 17. The bids were received on August
4, 2017. The City received two responses. The lowest apparent bidder, DPDevelopment of the Treasure
Coast had two minor defects in the bid and a major defect in the bid sheet.
Therefore I recommend awarding the contract to Sagaris Construction. Also the costs were slightly over
budget. I will delete the mailboxes. The permit fees will not be used. The alternates bids push the City
over budget so unless those are funded separately, they should not be included (solar lights can come
next year). The bid documentation is attached.
This is a CDBG project that has a completion date of December 2017, so an extension may be needed.
