HomeMy WebLinkAbout1553019 - MINUTES - CRA MINUTES OF MEETING DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY TUESDAY, APRIL 10, 2018 - 5:30 P.M. 1. Call to Order/Roll Call Chairman James called the meeting to order at 5:30 p.m. Present: Chairman: Tamara James Vice-Chairman: Bill Harris Board Members: Chickie Brandimarte Bobbie H. Grace Marco A. Salvino, Sr. Executive Director: Rickelle Williams City Attorney: Thomas Ansbro CRA Secretary: Thomas Schneider 2. Citizen Comments There were no comments at this meeting. 3. Administrative Reports Director Williams reviewed a memo she distributed to the Board, a copy of which is attached to and incorporated in these minutes. She noted Florida International University Metropolitan Center would be conducting a community charrette for the City Center Project and they will be meeting with the Board members individually May 15-17, 2018. Director Williams also noted the cost for the Realtor Association's Annual Mayors Breakfast & Municipal Expo on May 1 lth is $25.00; she will investigate whether we could potentially sponsor a table so Board members would not be responsible for the fee. 3.1 Historic Docker's Grand Reopening Director Williams reviewed the flier included in the agenda packet. 3.2 Arts and Seafood Celebration Update Director Williams reviewed the memo included in the agenda packet. Board Member Grace asked if the new City logo would be on the tee shirts. Director Williams noted any signage that had the old logo will now have the new one. Chairman James said she spoke to Three Sons and they have been very diligent and compassionate in working with our local vendors; they are trying to do what we have asked them to do. 3.3 Community Foundation of Broward—Art of Community Grant Director Williams reviewed the memo included in the agenda packet, and noted we have not received the grant agreement yet; it will be brought to the Board when it is received. 3.4 PATCH: Earth Day Celebration Director Williams reviewed the flier included in the agenda packet. 4. Presentations There were no presentations on this agenda. 5. Consent Agenda 5.1 Minutes: Approve Minutes of the March 13, 2018 CRA Board Meeting 5.2 Travel Requests: None Board Member Grace motioned to approve the Consent Agenda; seconded by Board Member Brandimarte. The motion carried unanimously. 6. Proposals and Bids There were no proposals on this agenda. 7. Discussion and Possible Action 7.1 CRA Board Meeting Dates: July and August 2018 Director Williams noted the City Commission cancelled their first meeting in the months of July and August. She would like to reschedule the CRA Board meetings to the second Commission meeting day for those months, on July 24th and August 28th. She noted the July 24th CRA Board meeting would need to be moved to 6:00 p.m. in order to not conflict with the special budget meeting scheduled at 5:01 p.m. and the 7:00 p.m. City Commission meeting. Minutes of Regular Meeting 2 Dania Beach Community Redevelopment Agency Tuesday,April 10,2018—5:30 p.m. Board Member Salvino recommended that we go back to meeting at 6:00 p.m. unless there is a larger agenda or special request. Board Member Grace moved to reschedule the meetings in July and August to July 24, 2018 and August 28, 2018, at 6:00 p.m.; seconded by Board Member Salvino. The motion carried unanimously. 8. Board Member Comments Board Member Salvino commented he talked to Director Williams earlier about the public/private partnership for City Hall. He noted he met with Dan Patel from Choice Hotels who expressed a desire to work with us. If he is willing to meet with Director Williams, it would be something for us to listen to, since at one time no one was interested at all. Director Williams said there have been a few parties interested in developing the City Hall site; the purpose of the charrette will be to have those parties at the table. FIU will meet with Board members individually, and then there will be a series of community workshops that the development community can participate in. Chairman James asked the Board if it would be better to have the charrette before or after their vacation break. Board Member Brandimarte suggested holding it after August. Board Member Grace said she would like to get it out of the way before the break. Vice-Chairman Harris noted the weeks of July 9th and 16th would be good. Board Member Brandimarte asked about the poster art for the Arts & Seafood Celebration; she does not want the same artist to get it over and over. Chairman James referred to the Realtor Association's Mayors breakfast, and wanted to know when the shirts with the new logo will be available. She added we are supposed to have a uniform policy; at the workshop, we said each Commissioner would get four or five items. Director Williams noted G & S Apparel is the vendor and we have finalized the logo with them. Her understanding is that City Administration will be talking to the Commission about the purchase of shirts. 9. Information Items There were no items on this agenda. Community Charrette for City Center Project The CRA will engage Florida International University Metropolitan Center to conduct a community charrette focused on the development of the Downtown City Center site.The charrette will include research,analysis, best practices, competitive assessment and community engagement to determine the most feasible and appropriate avenues to redevelop the site.The Florida International University Metropolitan Center is Florida's leading urban policy and solutions center.The Center provides economic development, strategic planning, community revitalization, and performance improvement services to public, private and non-profit organizations in South Florida.The Metropolitan Center has done similar work in the cities of Pompano Beach, Deerfield Beach, Doral,and Ft. Lauderdale and has produced plans leading to catalytic redevelopment projects in South Florida including Midtown Miami. Individual meetings will be scheduled for May 15-17, 2018. 2. Rebranding Initiative City staff has been enthusiastic about the rebranding initiative. - Business cards: will be ordered for every applicable staff member by the end of the month. - Promotional Items: quotes received from three vendors. Multiple selections to be made. - Tri-Rail signs:South Florida Regional Transportation Authority replaced signs in 2015 and has not budgeted to replace them for 3-4 years.The City may pay to replace them,which will roughly cost $6,000. - Water Tank: initial quotes/estimates have come in under$20,000. - Website/Social media: Initial changes have been made. More extensive changes will be completed following an audit by Redline Media Group and return of Public Information Officer. - Construction Fence requirement Ordinance: working with City Attorney and Community Development. 3. Broward Redevelopment Program Grant:Application for Public Improvements at the Trion As mentioned in a previous email to the CRA Board,the Broward Redevelopment Program (BRP)grant that the CRA anticipated will no longer be funded. I have received confirmation that the decision is due to the Shaw farm settlement agreement. Dev Motwani,the developer, has indicated that the project will not halt and is seeking possible alternatives. 4. Housing Program and Policy A formal housing program proposal will be presented to the CRA Board on May 9, 2018. S. Commercial Property Improvement Grant Program (Business Facade Grants) • Rainbow Realty($10,000) Completed—Grand Reopening(TBD) • Barbie Jo's($12,250) Construction has not begun • Bake Shack($20,000) Construction has not begun Three property owners/business have expressed interest in the grant since the March 13th CRA Board meeting when the application deadline was established. 6. Art Walk The art walk will occur on the second Saturday of each month. More details to come in May 2018. Dates are as follows:June 9th,July 14th,August 11th and September 8th. 7.
