HomeMy WebLinkAboutR-2018-105 Authorizing City To Execute Agreement With Martin-Gold Coast, LLC, For City-Wde Maintenance Of Bus Shelters Effective August 1, 2018, Ending September 30, 2021, In Annual Amt ($56,400.00) RESOLUTION NO. 2018-105 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT WITH MARTIN-GOLD COAST, LLC, FOR CITY-WIDE MAINTENANCE OF BUS SHELTERS EFFECTIVE AUGUST 1, 2018 AND ENDING SEPTEMBER 30, 2021, IN AN ANNUAL AMOUNT OF FIFTY SIX THOUSAND FOUR HUNDRED DOLLARS ($56,400.00), WHICH EXCEEDS THE ANNUAL VENDOR TOTAL AMOUNT OF TWENTY FIVE THOUSAND DOLLARS ($25,000.00), WITHOUT COMPETITIVE BIDDING AND AUTHORIZE SUCH SERVICES THAT ARE TO BE PAID FROM WITHIN THE PUBLIC SERVICES DEPARTMENT APPROVED ANNUAL BUDGET APPROPRIATIONS; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, "Monetary thresholds for certain purchases and payment disbursement authorizations", Subsection (a), sets the monetary threshold at Twenty Five Thousand Dollars ($25,000.00) for a vendor each fiscal year; and WHEREAS, the Public Services Department is seeking City Commission approval to authorize execution of an agreement with Martin-Gold Coast, LLC, for maintenance of City-wide bus shelters; and WHEREAS, Martin-Gold Coast, LLC, will perform routine maintenance of all benches, shelters and trash cans, including up to fifty-five (55) benches and trash cans and up to twenty (20) shelters; and WHEREAS, the Public Services Department has determined that maintenance of City- wide bus shelters can be obtained at the least cost to the City through Martin-Gold Coast, LLC, and the Department obtained a proposal in the annual amount of Fifty Six Thousand Four Hundred Dollars ($56,400.00), a copy which is attached as Exhibit"A"; and WHEREAS, the Public Services Department is seeking approval to enter into a three (3) year agreement with two (2) optional two (2) year renewals in an amount that will exceed Twenty Five Thousand ($25,000.00) each year the agreement is in place, providing funding is available and appropriated in the current budget year; and WHEREAS,the Public Services Department is also seeking approval for a one-time initial refurbishment of bus benches, trash cans and shelters to bring current amenities up to date in an amount not to exceed Eighteen Thousand Dollars ($18,000.00), which is exclusive of the annual contract cost of Fifty Six Thousand Four Hundred Dollars ($56,400.00); NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above "WHEREAS" clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the proper City officials are authorized to execute an agreement with Martin-Gold Coast, LLC, a registered corporation in Florida and a single source leading industry leader that will provide bus shelters maintenance services at various bus transit locations within the City. Section 3. That the City Manager and City Attorney are authorized to make minor revisions to such documents as are deemed necessary and proper for the best interests of the City. Section 4. That funding is available and appropriated in the Public Services Grounds Maintenance Account#001-39-06-541-46-50. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED 24, 2018. S CITY ATTO EY 2 RESOLUTION#2018-105 t _ __- DANIA BEACH TRANSIT AMENITY PROGRAM REFURBISHMET PROPOSAL Bus Benches Background Currently there are: - 11 benches with cans (BCT) - 14 city cans (trash cans only) - 8 cans &22 benches at park& other recreational facilities Total cans and total benches 4 33 +22 =55 units For clarification, city only cans (14) are concrete with dome tops. Bench cans (11) are black metal. Park& other recreational facilities (8) are metal cans & (22) wooden slat benches. Cost Proposal Initial refurbishment of above includes power wash of a 10 X 10 area pad, paint tops for uniformity,tighten and replace bolts for safety. TOTAL —> $3,000.00 Bus Shelters Back-ground Currently there are 10 existing city shelters that need refurbishment. All map cases are permanently damaged and need replacement. We recommend using glass instead of plexiglass because plexiglass is irreparably damaged with graffiti in addition to being twice as expensive than glass to replace. Five (5) times per week Routine maintenance of all benches, shelters, and trash cans including up to 55 benches/ trash cans and up to 20 shelters** ** 10 existing shelters & 10 new shelters COST PROPOSAL 4 $56,400/year In closing,please note once refurbishment is completed and city has inspected, routine repairs for damaged or vandalized benches/shelters that require parts will be provided at cost of parts; plus 12%.
