Call to Order/Roll Call Chairman James called the meeting to order at 6:15 p.m. Present: Chairman: Tamara James Vice-Chairman: Bill Harris Board Members: Chickie Brandimarte Bobbie H. Grace Marco A. Salvino, Sr. Executive Director: Rickelle Williams City Attorney: Thomas Ansbro CRA Secretary: Thomas Schneider 2. Citizen Comments There were no citizen comments at this meeting. 3. Administrative Reports Director Williams introduced DeAndrae Spradley, the new CRA Economic Development Manager. Director Williams reviewed the memo she distributed to the Board, which is attached to and incorporated into these minutes. Discussion ensued regarding the rebranding/airport entrance sign funding and timeline. Director Williams noted we are looking at the rebranding funding for any additional roadway signage. Chairman James questioned where funding for the other entranceway signs was supposed to have come from before the rebranding funding was established. Marc LaFerrier, Director of Community Development, explained we were going to go out to bid as a bid alternate for the other signs; we would have asked that the money be budgeted when it was brought to the Commission for approval. Discussion ensued regarding railroad crossing safety concerns and quiet zones. Director Williams noted staff would be meeting this week with FEC regarding violations and other issues on their property; however, we are responsible for the approach to the railway. We will need direction from the Board for the next fiscal year to implement the engineering plan, which the Board has already approved. Board Member Salvino thinks we should put pressure on the FEC about the overgrowth and debris in their right-of-way from Sheridan Street to Griffin Road, and landscaping from Stirling Road to Sheridan Street. Discussion ensued regarding the Arts & Seafood Celebration and the Dania After Dark events. 3.1 Dania After Dark-August 11, 2018 Director Williams reviewed the flyer in the agenda packet. 3.2 Art of Community Grant Kick-Off: August 11, 2018 Director Williams reviewed the flyer in the agenda packet. 4. Board Member Comments Vice-Chairman Harris requested something be done to soften the lighting in the atrium for the Dania After Dark events. 9. New Employee: DeAndrae Spradley began as the Economic Development Manager on Monday,July 23, 2018. 2. Community Charrette/City Center Redevelopment Next Steps: Based on the Community Charrette, a "City Center Development Action Plan"will be developed with specific operational steps to be undertaken by the City and CRA to advance the proposed City Center Development.This will be presented in August. • City/CRA Administrative Meeting will be scheduled and convened in August. • Online Survey to be developed and go live next week. • If necessary a CRA Board workshop and/or additional community meetings will be scheduled to make final determination prior to issuance of a Request for Proposals (if desired). 3. Re-Branding Initiative Updates: - Public Services(Fleet):Vehicle decals are currently being applied starting with newer vehicles. - Construction Fence Amendment:Will come before City Commission on August 24,2018 for I" Reading - Airport Entrance Sign: Project specifications are completed; will go to bid in August(see rendering). - New/Additional Apparel Vendor: Modification of the logo size has been made. - RFPs to be issued in August:Slight delays in the completion of the signage inventory has delayed issuance of the Signage Replacement and Production,Water Tank and PR Requests for Proposal. Recommendation of award will be presented in September. 4. At Home Dania Beach Program • All programs will be advertised in September and kick-off in October based on FY18-19 Budget Adoption. Roadway,Sidewalk and Landscaping Plans—W. Dania Beach Blvd. approach to FEC Railway • A Request for Written Quote (RFWQ)was issued to three (3) engineering firms currently qualified to provide continuing services under RFQ 16-004 issued by the Public Services Department on June 17, 2016.Those firms are Carnahan Proctor Cross, Calvin Giordano &Associates, and Craven Thompson &Associates.The due date for proposals is Friday,July 27, 2018. • On Thursday,July 26, 2018,there will be a meeting to discuss options for enforcement and collection of fines from the Florida East Cost Railway(FEC, City Attorney,Community Development). 6. Commercial Property Improvement Grant Program (Business Facade Grants) New marketing:Grant will be advertised in August for October through December eligibility period. • Barbie Jo's($12,250) Construction has not begun • Bake Shack($20,000) Construction has not begun 7. Arts&Seafood Celebration 2019: • New Date: March 30-31, 2019 • Request for Proposal o RFP for event production and management is currently on hold pending an alternative production/marketing opportunity.The CRA has been approached by Entercom, a publicly traded American broadcasting company and radio network based in Pennsylvania. It is the second largest radio company in the United States, owning several local stations including South Florida's KISS 99.9, 101.5 Lite FM, 102.7 Beach, and Power 96. Entercom also manages and promotes events including the Tortuga Music Festival in Ft. Lauderdale and the Craw Debauchery Food and Music Festival in Pompano Beach.As this firm does event production and marketing through wholly-owned radio stations,they may be a sole source provider.A determination will be made by the end of this week. 8. Dania After Dark • Economic Development: Event has tripled attendance in one month; Event goers are reporting patronage at local bars and restaurants. • Request for Proposal Request for Proposal for annual event production and management will be issued in early August. Recommendation of Award will be brought to the CRA Board for approval on September 11, 2018. • Temporary Use and Special Event Permit(Article 675) The text amendment required to allow for more than four(4) recurring events per calendar year will come to the City Commission for I"Reading on August 28, 2018.This will permit a Dania After Dark event twelve (12)times per year. 9. Art of Community Grant Kick-Off • Community Foundation of Broward Art of Community Grant will begin August 11, 2018 and overlap with Dania After Dark.All are invited to attend. 11. FY18-19 Budget: • Budget presentation on August 28, 2018. • Budget adoption September 11, 2018. 12.
