HomeMy WebLinkAbout2018-09-07 Special Meeting City Commissioner Minutes City Manager Selection MINUTES OF SPECIAL MEETING DANIA BEACH CITY COMMISSION CITY MANAGER SELECTION FRIDAY, SEPTEMBER 7, 2018 - 2:00 P.M. 1. Call to Order/Roll Call Mayor James called the meeting to order at 2:00 p.m. Present: Mayor: Tamara James Vice-Mayor: Bill Harris Commissioners: Chickie Brandimarte Bobbie H. Grace Marco A. Salvino, Sr. City Attorney: Thomas J. Ansbro City Clerk: Thomas Schneider 2. Discussion and Possible Action Renee Narloch, of the search firm S. Renee Narloch & Associates, gave an update on the process; three candidates are still interested in the position. She reviewed the options available today. Commissioner Grace noted the selection process has been long; however, she is not at the point of voting for any of the candidates at this time. She would like Ms. Narloch to go back out to recruit other candidates, as she was disappointed with the previous process. Commissioner Salvino asked if Ms. Narloch would like the Commission to vote and she responded they could. Mayor James questioned that if Ms. Narloch went back out, if she is sure it could not be done by the time of the election. Only since she has served on the Commission, she understands what to look for in a City Manager. A newly elected commissioner would not know either. Ms. Narloch commented that was a good point, but for the new City Manager coming in it is probably best it be done after the new Commission is seated because they could look at the possibility of having a commissioner who did not vote for them or was not in support of them. That is not ideal for a City Manager. She noted we are running up against time closely with recruiting, records checking, and coming to an agreement of terms, and she does not realistically see all of that happening prior to the election. Commissioner Brandimarte noted she is in favor of the new Commission voting on this. She would like to take a straw vote today to see where we stand, but this is not going to happen until the new Commission is seated. She felt that none of the candidates have four votes. Commissioner Grace agreed; there is no urgency to do this before the election cycle. Vice-Mayor Harris also agreed; considering the timing and the candidates and what we have seen so far, we should delay a decision and go back out. Mayor James noted there are two Commissioners who would not vote for any of the current candidates. Ms. Narloch responded she has the direction from the Commission, and she would like to contact them by telephone to address what they are looking for. Mayor James questioned if Ms. Narloch would recommend any of the current candidates back to the Commission. Ms. Narloch said if it is opened back up, anyone can apply, even the three candidates. They likely will not apply. Commissioner Brandimarte noted she supports someone today. Ms. Narloch explained the process she will take; the three are not precluded from going forward. Mayor James felt it could be a waste of time. Ms. Narloch explained the past process and how it would work again. Mayor James commented she would like to put rules into place. Whoever applies, applies; whoever does not apply, does not. The Commission should not be able to add people to the list. Commissioner Grace agreed that we need to have rules and regulations; she would never add someone again. Ms. Narloch noted we will get this right. Vice-Mayor Harris asked if Ms. Narloch could get the recruitment back out on Monday, and the candidate pool may be very different since the last round. Ms. Narloch noted the process is not a waste of time; she will do whatever it takes to come up with a nice blend of candidates who will fit in the culture here. She now has more clarification. We want to get this done before the holidays, early to mid-November; she hopes to have interviews likely before Thanksgiving. Minutes of Special Meeting 2 Dania Beach City Commission City Manager Selection Friday, September 7,2018—2:00 p.m. Commissioner Grace said we need the best of the best with everything we have going on now. This job is the top job and we need a person in place who will work very well with everyone. Commissioner Brandimarte questioned how many applications were from women. Ms. Narloch said the percentage of women who serve as City Manager is small; however, the International City/County Management Association promotes women in government. She promised she would make a concerted effort to bring diversity to the Commission this time. Vice-Mayor Harris questioned Ms. Narloch's contract since we are going back out. Ms. Narloch said there should be no change; the level of service would not change because of this. Mayor James asked about scheduling another meeting in the process. Ms. Narloch responded mid-December would probably be when the Commission meets on this again. 3.
