HomeMy WebLinkAboutR-2018-154 City Authorizing City Manager To Apply For The 2019 Complete Streets & Other Localized Initiatives Grant Program Under A Joint Application W/ City Of Hollywood For Improvements RESOLUTION NO. 2018-154 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 2019 COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES GRANT PROGRAM UNDER A JOINT APPLICATION WITH THE CITY OF HOLLYWOOD FOR IMPROVEMENTS OF A PORTION OF JA ELY BOULEVARD LOCATED BETWEEN STIRLING ROAD AND SHERIDAN STREET WITHIN THE DANIA BEACH MUNICIPAL BOUNDARIES; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Complete Streets and Other Localized Initiatives Grant Program ("CSLIP") is administered by the Broward County Metropolitan Planning Organization (the "MPO"); and WHEREAS, the Broward MPO CSLIP program provides funding for the design and construction of small transportation projects that will improve mobility and safety for all transportation users; and WHEREAS, the City of Dania Beach and the City of Hollywood (the "Cities") will be submitting an application for the 2019 CSLIP with a request for a CSLIP project along a portion of JA Ely Boulevard located between Stirling Road and Sheridan Street, (the "Project"); and WHEREAS, the grant related transportation project was presented to the Dania Beach City Commission at its October 23, 2018 meeting and to the Hollywood City Commission; and WHEREAS, a community meeting was held to inform the public of the Project and receive comments from citizens; and WHEREAS, the Project is supported by the City of Dania Beach and the City of Hollywood and the proposed improvements to JA Ely Boulevard are described to include paving, drainage, sidewalks, bike lanes, crosswalks, pedestrian lighting, disability ramps, pavement markings and signage; and WHEREAS,the Cities own, operate and maintain JA Ely Boulevard; and WHEREAS, the CSLIP does not require a City match; however, the Cities will be responsible for any construction costs exceeding the CSLIP cap; and WHEREAS, the Cities are responsible for all operations and maintenance costs or additional enhancements after the Project is completed; and WHEREAS, the City of Dania Beach endorses Florida Department of Transportation (FDOT) delivering the Project on the City's behalf, fully administering the design and construction phases of the Project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing "Whereas" clauses are made a part of and incorporated into this Resolution by this reference. Section 2. That the request to submit the 2019 CSLIP application for the Project submitted by the City of Dania Beach and the City of Hollywood, Florida to the Broward County MPO, is approved and the City endorses the Project and seeks funding for it from the Broward MPO CSLIP Program. Section 3. That the City Manager and City Attorney are authorized to make minor revisions to the application as are deemed necessary and proper for the best interests of the City and grant eligibility. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on October 23, 2018.
