Call to Order/Roll Call Mayor James called the meeting to order at 7:02 p.m. Present: Mayor: Tamara James Vice-Mayor: Bill Harris Commissioners: Chickie Brandimarte Bobbie H. Grace Marco A. Salvino, Sr. Assistant City Manager: Colin Donnelly City Attorney: Thomas Ansbro City Clerk: Thomas Schneider 2. Moment of Silence and Pledge of Allegiance Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Presentation by Walmart Neighborhood Pharmacy - Requested by Vice-Mayor Harris AJ and Alex, Walmart Neighborhood Pharmacy, provided a public service announcement about services they offer to the community, including flu shots. 3.2 Recognition of Dania Beach Dolphins Cheerleaders—Mayor James Mayor James recognized the Dania Beach Dolphins cheerleading team, winners of the cheerleading competition, and thanked the coaches, parents and all the volunteers. She noted their plaque is on the way. 3.3 Presentation to Dania Elementary School for achieving an "A" Rating for School Year 2017-2018 - Mayor James Mayor James and the City Commission presented an award to Dr. Lewis Jackson, Principal of Dania Elementary. 3.4 Presentation by Craig Valentine, Gangrel's Wrestling, of fundraising results for Breast Cancer Awareness Month. Mr. Valentine noted $2,889.30 was raised and sent directly to the Breast Cancer Research Foundation. December 16'h is their 2nd Annual Toy Drive in Dania Beach, and he noted they need help in transporting the children to the facility. February 23rd will be their first taped television show, which will be held at the Casino, and he will donate 100 tickets to the Commission to give to children to attend. He presented Commissioner Grace with the same award that was given to the first four students who graduated from their wrestling school. Jessica Lizana, Dania Beach Women's' Club, presented Commissioner Grace with a lifetime key to their clubhouse. Commissioner Brandimarte commented that the National Council of Negro Women, Inc. had their 2nd Annual Awards Gala where Commissioner Grace was presented with the Civil Service Achievement Award. She spoke of the event and displayed the plaque presented to Commissioner Grace. Commissioner Grace thanked everyone for the honor and privilege of serving the City of Dania Beach as Mayor, Vice-Mayor, and City Commissioner. 3.5 Special Event request for the City of Dania Beach Holiday Tree Lighting Event to be held at 100 W Dania Beach Boulevard on November 29, 2018 from 6:00 p.m. - 9:00 p.m. Commissioner Grace motioned to approve the Special Event request for the holiday tree lighting event; seconded by Commissioner Salvino. The motion carried unanimously. 3.6 Special Event request from Blue Ridge Tree Farm to allow Holiday Tree sales from November 14, 2018 - December 30, 2018, at 4650 SW 30 Avenue, from 10:00 a.m. - 10:00 p.m. daily Commissioner Grace motioned to approve the Special Event request for Blue Ridge Tree Farm's holiday tree sales; seconded by Commissioner Salvino. The motion carried unanimously. 3.7 Special Event request from the Tamara James Foundation for a Thanksgiving Drive to be held at the PATCH, 1201 W Dania Beach Boulevard, on November 20, 2018 from 5:00 p.m. - 7:00 p.m. Assistant City Manager Donnelly noted the request came in late and there is no backup in the agenda packet. Minutes of Regular Meeting 2 Dania Beach City Commission Tuesday,November 13,2018—7:00 p.m. Eric Brown, Director of Parks & Recreation, noted his department needs an application on file by tomorrow and we will move forward with the request. Mayor James noted they are asking for the rental fees for the PATCH to be waived. Commissioner Grace motioned to approve the Special Event request for the Tamara James Foundation Thanksgiving Drive, including waiver of rental fees for the PATCH; seconded by Commissioner Brandimarte. The motion carried unanimously. 4. Proclamations There were no proclamations at this meeting. 5. Citizen Comments Colynn Mae Jones, 22 NW 14th Avenue, asked when the NW lst Street bridge would be reopened. Brad Kaine, Director of Public Works, explained the contractor just began work and should be done by the end of December. The bridge should be reopened at the first of the year. Reverend Paul Wiggins, 215 NW 5th Avenue, pastor of Greater Mount Zion church, spoke about his excitement for the CRA Affordable Housing Program and requested the Commission approve conveyance of the additional City parcels to the CRA. Jim Silverdale, Lions Club, 501 SW 4th Avenue, thanked Commissioners Grace and Salvino for their service to the community. Pat Wright, 4391 SW 34 Lane, spoke of the DaniaBroward Home Buyers' Assistance Program and questioned whether Dania Beach's portion would be a gift. She also questioned the City giving parcels to the CRA, and said there are too many questions that need to be worked out. Mayor James addressed Ms. Wright's comments. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, reported on recent criminal activity in the City. He thanked everyone for coming out to the Fall Festival and National Night Out event. He thanked Commissioners Grace and Salvino for their hard work. 7. Bids and Requests for Proposals 8.1 RESOLUTION#2018-165 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AWARDING A BID RELATED TO REQUEST FOR PROPOSAL (RFP NO. 18-016) TO RAZORBACK LLC FOR WATER TANK PAINTING SERVICES PERTAINING TO CITY REBRANDING EFFORTS IN AN AMOUNT NOT TO EXCEED FIFTY-FIVE THOUSAND DOLLARS ($55,000.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2018-165. Commissioner Salvino motioned to adopt Resolution #2018-165; seconded by Commissioner Grace. The motion carried unanimously. 8.2 RESOLUTION#2018-166 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A FINANCIAL STATEMENT AUDIT ENGAGEMENT LETTER WITH , FOR PROFESSIONAL AUDITING SERVICES, UNDER REQUEST FOR PROPOSAL NO. 18-017; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2018-166, and explained the process required under State law to be followed due to the fact an Audit Selection Committee was utilized for the RFP. He noted if the top ranked firm is not selected, a reason must be given. Vice-Mayor Harris noted the company that was recommended is an out of town firm and he would rather have someone local that can be available at a moment's notice and that has the Minutes of Regular Meeting 5 Dania Beach City Commission Tuesday,November 13,2018—7:00 p.m. institutional knowledge of our accounting systems. Also, there will be additional expenses involved with a company from out of town. Commissioner Grace agreed and said she feels comfortable picking someone local. She has been very comfortable over the last five years with the firm that we have had. Mayor James noted her reason for declining the first choice and most of the others is the transition going on with elected officials and with the numerous retirements of directors and changes in City management in the next few years. She wants to keep something constant here; a firm that would be driving here does not cut it for her. Vice-Mayor Harris motioned to adopt Resolution #2018-166, as amended, to recommend HCT Certified Public Accountants and Consultants, LLC for a three-year term, with two one-year renewals; seconded by Commissioner Grace. Public Hearings and Site Plans 9.1 RESOLUTION#2018-145 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE VARIANCE REQUEST (VA-59-18) SUBMITTED BY POP FLORIDA PROPERTIES, LLC (dba POPEYE'S) FOR PROPERTY LOCATED AT 506 SOUTH FEDERAL WAY, IN THE CITY OF DANIA BEACH, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A", A COPY OF WHICH IS ATTACHED TO THIS RESOLUTION; PROVIDING FOR CONFLICTS; AND FURTHER, PROVIDING FOR AN EFFECTIVE DATE. (Continued from September 25,2018,October 9,2018 and October 23,2018) CityAttorney Ansbro read the title of Resolution #2018-145 and advised this item was a quasi- judicial Y � q judicial hearing and swore-in those who would speak. He asked the Commission to disclose any communication they had on this matter. Marc LaFerrier, Director of Community Development, gave a brief presentation, and noted they have a new contractor and site work has begun on the property. Commissioner Grace asked when the project would be completed. Community Development Director LaFerrier responded in January. Mayor James opened the Public Hearing. Seeing as there was no one to speak in favor or opposition, she closed the Public Hearing. Discussion and Possible Action 10.1 RESOLUTION NO. 2018-158 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA AUTHORIZING THE CONVEYANCE OF TWELVE(12)PARCELS OF CITY-OWNED LAND("PROPERTY") WITHIN THE DANIA BEACH COMMUNITY REDEVELOPMENT AREA AT A PRICE OF TEN DOLLARS ($10.00)PER PARCEL TO THE DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY("CRA")FOR THE PURPOSE OF USING THE PROPERTY TO FACILITATE SINGLE-FAMILY HOUSING DEVELOPMENT IN THE COMMUNITY REDEVELOPMENT AREA; AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE DEEDS AND RELATED DOCUMENTS FOR EACH PARCEL FOR THIS PURPOSE; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. (Continued from October 23,2018) City Attorney Ansbro read the title of Resolution#2018-158. Vice-Mayor Harris suggested we delay action on this until the new Commission is seated. Additionally, the County Affordable Housing Trust Fund on the ballot passed; he has a meeting tomorrow with County Commissioner Ryan and Ralph Stone regarding allocation of funds and parameters for our program. This information is critical, so we should defer this to December 11, 2018 when we have a new mayor and vice-mayor. Commissioner Grace addressed concerns expressed by a resident earlier in the meeting. She appreciates wanting to wait for the new Commission. Vice-Mayor Harris questioned the loss of$350,000.00 we budgeted for if Amendment 1 passed, which it did not. Nicki Satterfield Director of Finance responded there is no excess this ear, but next year we > P Y � Y will not face an additional reduction. Vice-Mayor Harris asked about establishing an Affordable Housing Trust Fund. Y g g Finance Director Satterfield said that can be done by the City Commission establishing the guidelines for the Trust Fund funding source and expenditures. Rickelle Williams CRA Executive Director, noted creation of a trust fund would require an ordinance with two readings. Minutes of Regular Meeting 7 Dania Beach City Commission Tuesday,November 13,2018—7:00 p.m. Vice-Mayor Harris said he would follow up with the Commission once he receives additional information from Commissioner Ryan and the Broward County Affordable Housing Trust; hopefully we will have the advantage of sizeable dollars from the County. Mayor James asked if there was a date our trust fund would be set up. Director Williams said the study would need to be completed to establish linkage fees, which will not be until the end of the year. The Ordinance could not be brought before the Commission before January 2019. Mayor James noted she does not have a problem with the newly elected officials being involved in the decision making; she just wants to be sure we are doing what is in the CRA Plan. She addressed all of the development occurring in the CRA area and uplifting the slum and blighted areas, which will uplift the entire City. Commissioner Grace spoke about the CRA housing assistance program and noted she definitely favors helping first time homebuyers in order to make all of the empty lots in the CRA into a nice community. At the same time, we have discussed upgrading the homes adjacent to the new homes. Vice-Mayor Harris noted as chairman of the Broward League of Cities Affordable Housing Task Force, he will do everything he can to get all of the information back to the Commission. He will meet as soon as possible with the Broward County Affordable Housing Trust Fund and also bring back that information to the City. Commissioner Grace motioned to continue Resolution #2018-158, until the December 11, 2018 City Commission meeting at 7:00 p.m.; seconded by Commissioner Brandimarte. The motion carried unanimously. 10.2 Charitable donation funding requests - Commissioner Grace Commissioner Grace noted she likes the list Assistant City Manager Donnelly gave her and spoke about the various organizations. Her recommendations were to take $1,300.00 of last year's donation amount to ADRC and give it to For the Love of our Nation Corp. Mayor James said this Commission has not funded anything for our schools for mentoring, bulling, and social skills programs. She would like to assist the schools with the cuts we make to others. We have three schools here and two high schools in other cities, as well as Bethune, that Dania Beach children attend. Commissioner Brandimarte questioned if we could add to the total amount appropriated instead of cutting back on some donations. Commissioner Grace said we can keep it the way it is, and give $2,000.00 to each school and $2,000.00 to For the Love of our Nation. She listed the schools as follows: Collins Elementary, Minutes of Regular Meeting 8 Dania Beach City Commission Tuesday,November 13,2018—7:00 p.m. Dania Elementary, Olsen Middle, South Broward High, Attucks Middle, Bethune Elementary, and Hollywood Hills High. Assistant City Manager Donnelly noted the money that would have gone to BRHPC would be given to the successor agency, plus the additional money that went to St. Luke's Lodge. Commissioner Grace asked what the additional amount is so far. Assistant City Manager Donnelly responded $2,000.00 per school equals $10,000.00, plus the $2,000.00 to For the Love our Nation, would be $12,000.00, which would come from the Commission contingency account. Commissioner Grace motioned to approve the charitable donations; seconded by Commissioner Brandimarte. The motion carried unanimously. Commissioner Grace acknowledged the Gracefully Aging group in the audience. 10.3 FY2019 Approved positions for Parks and Recreation Eric Brown, Director of Parks and Recreation, noted after surveying the City, he feels the three part-time park ranger positions approved by the Commission would be best utilized by putting a park custodian in each one of our community centers. He proposes three part-time park custodians and at mid-year, we will come back and add a 4th position after we have surveyed where the Parks and Recreation Department is headed. He noted we need to have an in-house program for maintenance, and he will bring the park ranger positions back at a later time. Commissioner Brandimarte asked if we are allowed to rent out our parks to people to make money off of them. She is getting phone calls about an event held at IT Parker called Dania After Work. Parks and Recreation Director Brown responded it is a legitimate building facility rental based on our policy. He will gather more information to discuss this later. Vice Mayor Harris inquired how far out the Friday nights are reserved. Parks and Recreation Director Brown stated he will get back with the information, and noted all of our building rentals are based on first come, first serve. Commissioner Harris motioned to approve the three part-time custodial positions; seconded by Commissioner Grace. The motion carried unanimously. 10.4 Review and approve City Commission meeting dates for 2019 - City Clerk Mayor James requested this item be considered at the December 11, 2018 meeting. Minutes of Regular Meeting 9 Dania Beach City Commission Tuesday,November 13,2018—7:00 p.m. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte expressed condolences at the passing of Teddy Bohanan, and noted the COP program members should be sure to attend the service. 11.2 Commissioner Grace Commissioner Grace had no comments. 11.3 Commissioner Salvino Commissioner Salvino thanked the residents for allowing him to serve the City for four years. He enjoyed working with the Commission and wishes the new mayor and vice-mayor well. 11.4 Vice-Mayor Harris Vice-Mayor Harris noted it was a pleasure to serve with Commissioners Grace and Salvino, and he appreciates theirs years of dedicated service. 11.5 Mayor James Mayor James spoke of the Muffins with Mom event at Collins Elementary, the TJ Max grand opening, the groundbreaking for the TRU Hotel, the reopening of US-1, the Tamara James Foundation Thanksgiving Drive at the PATCH, the hiring event for Hobby Lobby, and the Harvest Festival on November 171h at the PATCH. Mayor James thanked Commissioners Salvino and Grace for their service and their support. 12. Appointments There were no appointments at this meeting. 13. Administrative Reports 13.1 City Manager Assistant City Manager Donnelly reported on the NW 1st Street bridge repairs and noted Dania Pointe will push back the start of their Old Griffin Road project to give us some cushion with our contractor. Minutes of Regular Meeting 10 Dania Beach City Commission Tuesday,November 13,2018—7:00 p.m. 13.2 City Attorney City Attorney Ansbro commended Commissioner Salvino for his service, in particular the idea for the holiday lighting, and Commissioner Grace for her service. 13.3 City Clerk - Reminders Monday,November 19, 2018 - 6:00 p.m. Organization Meeting Tuesday, December 11, 2018 - 5:30 p.m. CRA Board Meeting Tuesday, December 11, 2018 - 7:00 p.m. City Commission Meeting Mayor James noted she spoke with Renee Narloch, with the City Manager search firm, and she is available to meet with the Commission on Wednesday, December 12th after 12:00 p.m. or any time on Thursday, December 131h. The City Clerk will contact the Commission regarding their availability. 14.
