HomeMy WebLinkAboutR-2018-181 City Authorizing to Execute Agreements With Advanced Multi Sign Corp. & Don Bell Signs LLC for Signage Production & Replacement for City Rebranding Efforts Related to RFQ NO. 18-013 RESOLUTION NO.2018-181 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AGREEMENTS WITH ADVANCED MULTI SIGN CORP. AND DON BELL SIGNS LLC FOR SIGNAGE PRODUCTION AND REPLACEMENT FOR CITY REBRANDING EFFORTS RELATED TO CITY REQUEST FOR QUALIFICATIONS (RFQ) NO. 18-013; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission approved a new City logo and slogan at the November 14 2017 CityCommission meetin • and g� WHEREAS, at the January 9, 2018 Community Redevelopment Agency (CRA) Board meeting, the CRA Board, whose members also serve as members of the City Commission, requested that the CRA assume responsibility for the rebranding initiative; and WHEREAS, on February 26, 2018, the CRA Board conducted a workshop to discuss the rebranding concepts and implementation plan, budget and also discussed a desire to promptly implement the rebranding initiative; and WHEREAS, at the February 27, 2018 City Commission meeting, the City Commission adopted Resolution No. 2018-031, approving a new logo, seal, tagline, brand statement, brand standards and rebranding plan; and WHEREAS, at the March 27, 2018 City Commission meeting, the City Commission adopted Resolution No. 2018-043 authorizing funding to implement the rebranding initiative; and WHEREAS, on June 12, 2018, the City Commission adopted Resolution No. 2018-079 authorizing the advertisement for a capital improvement project to produce and create signage as part of the Rebranding Initiative; and WHEREAS, the City posted and advertised Request for Qualifications ("RFQ") No. 18- 013 on the City of Dania Beach's website, Demand Star and in the Sun-Sentinel newspaper on October 4, 2018; and WHEREAS, a non-mandatory pre-bid meeting was conducted on October 17, 2018 at 10:00 a.m. at City Hall; and WHEREAS,the bid opening was held on Friday,November 2, 2018 at 10:30 a.m.; and WHEREAS, four(4)bidders submitted their respective qualifications; and WHEREAS, the Selection Committee held a review meeting on November 7, 2018 at 11:00 a.m. at City Hall to evaluate the four(4) submittals received; and WHEREAS, the Selection Committee found two (2) of the four respondents, Advanced Multi Sign Corp. and Don Bell Signs LLC, to be qualified and responsive, each having the capacity to provide signage production and replacement services for City rebranding efforts; and WHEREAS, the Selection Committee recommends two (2) qualified consultants as presented in the attached Ranking Sheets, referred to as Exhibit "A" and incorporated by this reference; and WHEREAS, the City will enter into a "continuing contract" with each company allowing the City to terminate any contract after notice; and WHEREAS, funding is proposed in the Promotional Activities Branding Initiative Account No. 001-18-00-519-48-15; NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the above "Whereas" clauses are ratified and confirmed as being true and correct, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City determined that Advanced Multi Sign Corp. and Don Bell Signs LLC are qualified to perform services under RFQ No. 18-013 "Signage Production and Replacement for City Rebranding Efforts." Section 3. That the proper City officials are authorized to execute continuing services agreements between the City of Dania Beach and the qualified firms, Advanced Multi Sign Corp. and Don Bell Signs LLC, which are listed in Exhibit"A". Section 4. That the City Manager, CRA Executive Director and CRA Attorney are authorized to make minor revisions to such contract documents that are deemed necessary and proper for the best interest of the City. Section 5. That funding is planned and appropriated in the Promotional Activities Branding Initiative Account No. 001-18-00-519-48-15. Section 6. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 7. That this Resolution shall be in full force and take effect immediately upon its passage and adoption. 2 RESOLUTION#2018-181 PASSED AND ADOPTED on December 11, 2018.
