MINUTES OF REGULAR MEETING DANIA BEACH CITY COMMISSION TUESDAY, MAY 14, 2019 - 7:00 P.M. 1. Call to Order/Roll Call Mayor Lewellen called the meeting to order at 7:10 p.m. Present: Mayor: Lori Lewellen Vice-Mayor: Lauren Odman Commissioners: Chickie Brandimarte Bill Harris Tamara James City Manager: Ana M. Garcia, ICMA-CM City Attorney: Thomas Ansbro City Clerk: Thomas Schneider 2. Moment of Silence and Pledge of Allegiance Mayor Lewellen called for a moment of silence after the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 City Manager commendations to Public Services employees: Richard Rodriquez Donaldo Manzano Murray Steiner Gregory McNeal Frank Perez City Manager Garcia presented certificates of commendation to the employees in recognition of their outstanding contribution, service and going above and beyond the call of duty for the citizens of Dania Beach in the emergency repair of a cracked sidewalk at NW 1 st Street and US- I. 3.2 Dania Beach Chamber of Commerce update by Randie Shane Ms. Shane and Pat Chuckerman gave an overview of successful events held this year, as well as upcoming events, and reviewed the new businesses that have opened this year. Ms. Shane invited everyone to the Hurricane Expo to be held on June 1, 2019 at City Hall, and thanked the Commission for their support. 3.3 Friends of the Dania Beach Paul DeMaio Library update and 2020 Census partnership - Linda Wilson, President of Friends of the Library Ms. Wilson asked for the City's support of the Friends of the Library, which is facing a shortfall of $2,500.00 by the end of the summer, and distributed information on the programs offered. She spoke of the 2020 Census and noted this is the first year libraries will be involved; they will have a dedicated computer for the census. Mayor Lewellen asked if there was money available in the budget to assist the Friends. City Manager Garcia responded we would be able to find the money. Commissioner Brandimarte felt we should give the Friends a donation before the end of summer. Commissioner Brandimarte motioned to give a charitable donation to the Friends of the Library in the amount of $2,500.00; seconded by Commissioner James. The motion carried unanimously. 3.4 Special Event request from Broward County, Environmental Planning & Community Resilience Division, for the 34th Annual Ocean Conservancy International Coastal Cleanup to be held on September 21, 2019, at the end of North Beach Road, from 9:00 a.m. - 12:00 p.m. The applicant is requesting a fee waiver and parking passes. Commissioner Harris motioned to approve the Special Event request for the 34th Annual Ocean Conservancy International Coastal Cleanup; seconded by Commissioner James. The motion carried unanimously. 3.5 Special Event request from St. Maurice at Resurrection Catholic Church for Florida Night of Worship event to be held on May 31, 2019 at 441 NE 2nd Street, from 5:00 P.M. - 11:00 P.M. Commissioner Harris motioned to approve the Special Event request for the Florida Night of Worship event; seconded by Commissioner Brandimarte. The motion carried unanimously. 3.6 Special Event request from the Dania Beach Community Redevelopment Agency for the At Home Dania Beach Groundbreaking Ceremony to be held on May 25, 2019, at 40 NW 14th Avenue, from 10:00 a.m. - 11:30 a.m. The applicant is requesting BSO Police and Fire services. Commissioner James motioned to approve the Special Event request for the At Home Dania Beach Groundbreaking Ceremony; seconded by Commissioner Brandimarte. The motion carried unanimously. Minutes of Regular Meeting 2 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. 4. Proclamations 4.1 National Women's Lung Health Week/Turquoise Takeover Initiative - Mayor Lewellen Mayor Lewellen read the National Women's Lung Health Week/Turquoise Takeover Initiative Proclamation and presented it to Drew Haggert, American Lung Association. 4.2 Charles "Mac" McElyea Remembrance - Commissioner Brandimarte Former Mayor and Commissioner Bobbie H. Grace read the Charles "Mac" McElyea Remembrance Proclamation and presented it to family members of Mr. McElyea. 4.3 National Safe Boating Week(NSBW) - Robert M. Sherman Mayor Lewellen read the National Safe Boating Week (NSBW) Proclamation and presented it to Mr. Sherman and other officers from the USCG and CG Auxiliary. 4.4 Jewish American Heritage Month- Mayor Lewellen Mayor Lewellen read the Jewish American Heritage Month Proclamation and presented it to Lauren Alperstein from the Jewish Federation of Broward County. 5. Citizen Comments Leslie Kevles, Estates of Fort Lauderdale, spoke of response times for Fire Rescue and emphasized the need for more first responders with all of the new development coming online. Eileen Kevles Snyder, Estates of Fort Lauderdale, spoke about Airbnbs in the Estates of Fort Lauderdale and asked if there could be a moratorium placed on them. Craig Valentine, Gangrel's Wrestling Asylum, noted Daniel Puder selected Gangrel's to wrestle at a competition on June 6ffi at the African American Cultural Research Center in Miami; Dania Beach will be represented. Jose Armand, 50 SE 3 Avenue, proposed Dania Beach join other cities in celebrating National Hispanic Month in October. Patricia Tyra, 2912 SW 54 h Street, asked if the City will be putting the historic photographs back in the NW Conference Room. Vice-Mayor Odman addressed the photographs, which are currently being scanned. Minutes of Regular Meeting 3 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. Terrance McElroy, Lighthouse Community Church, spoke of a mentoring program happening at Dania Beach Elementary called Churches Adopting Schools. He noted they need volunteers to mentor and they are participating with other mentors. They are meeting with the School Board on June 10ffi to address applying the program in the School Board system. Colynn Mae Jones, 22 NW 14a' Avenue, spoke about the need for sidewalks and speed humps with the development of Saratoga Apartments and Dania Pointe; she felt the residents are being left behind. Rae Sandler, 1433 NW 8 h Street, felt the historic photographs should be exhibited in the Atrium. Charlotte Sloboda, 2905 Lakeshore Drive, spoke of the workshop meeting held on Good Friday regarding the Commission travel expense and a separate CRA travel expense. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, commented on scams targeting the elderly and credit card skimmers on gas pumps. He asked that the residents continue to email and call regarding suspicious activity, and commended deputies in the district. Chief Gregory Holness, BSO Fire Rescue, was available for questions. Commissioner James questioned whether the City of Hollywood is not allowed to service the Estates of Fort Lauderdale area. Chief Gregory Holness explained the automatic aid agreement prior to the merger and staffing issues. Commissioner James asked is this something we can revisit to enhance services to our residents. Chief Gregory Holness responded yes; by bringing back staffing and units, he felt Hollywood would build back the relationship. Commissioner Harris questioned response times and increasing fire rescue coverage. Chief Gregory Holness explained two pathways the City could consider, internal through BSO Fire or mutual aid. The ideal response time is six minutes. Commissioner Harris asked about a contingency plan for adding units, fire fighters and EMTs based on population. Chief Holness explained the methodology utilized to determine the need. Commissioner James questioned use of motor medic units. Minutes of Regular Meeting 4 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. Chief Holness responded they currently have the motor medic program; however, the unit is specialized and requires extensive training. City Manager Garcia noted she has been meeting with Chief Holness and others; we are waiting for concurrency numbers from Dania Pointe to compare the impact of activity. Public Safety is something we are extremely concerned about; we will put a game plan together for the Commission. 7. Commissioner James motioned to adopt the Consent Agenda, with the exception of Item #7.3, #7.4, #7.5, #7.6, and #7.8; seconded by Vice-Mayor Odman. The motion carried unanimously. 7.3 RESOLUTION#2019-035 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING EXECUTION BY CITY OFFICIALS OF THE 2019 AMENDMENT TO AN INTERLOCAL AGREEMENT EXISTING BETWEEN BROWARD COUNTY, FLORIDA AND THE CITY OF DANIA BEACH, FLORIDA; PROVIDING FOR DIVISION AND DISTRIBUTION OF THE PROCEEDS FROM THE BROWARD COUNTY ADDITIONAL THREE (3) CENT LOCAL OPTION GAS TAX ON MOTOR FUEL; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2019-035. Commissioner Harris commented gas tax revenues are decreasing and will continue to fall over the next few years due to hybrid, electric, and fuel efficient vehicles. It is important we share the revenue with the County. Commissioner James motioned to adopt Resolution #2019-035; seconded by Commissioner Harris. The motion carried unanimously. 7.4 RESOLUTION#2019-036 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE EXECUTION BY CITY OFFICIALS OF THE 2019 AMENDMENT TO AN INTERLOCAL AGREEMENT EXISTING BETWEEN BROWARD COUNTY, FLORIDA AND THE CITY OF DANIA BEACH, FLORIDA; PROVIDING FOR DIVISION AND DISTRIBUTION OF THE PROCEEDS FROM THE BROWARD COUNTY ADDITIONAL FIVE (5) CENT LOCAL OPTION GAS TAX ON MOTOR FUEL FOR TRANSIT; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2019-036. Commissioner Harris said the same comments from Item 7.3 apply. Commissioner Harris motioned to adopt Resolution #2019-036; seconded by Commissioner James. The motion carried unanimously. Minutes of Regular Meeting 6 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. 7.5 RESOLUTION#2019-037 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AMENDING THE CITY TRAVEL POLICY; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2019-037. Mayor Lewellen noted she received several complaints from residents about the workshop held on Good Friday, and wanted to discuss this issue tonight in order to reconsider some of the decisions made at that time. The workshop recommendation was for individual travel budgets resulting in $12,000.00 per Commissioner; added to CRA travel, which was reduced at the CRA Board meeting prior to this meeting to $6,000.00 per Board Member, totals $90,000.00 for a Commission travel budget that used to be $18,000.00. She compared the travel budgets of Hallandale Beach and Hollywood, spoke of accountability, and said she wanted the policy to reflect relevancy of travel to City business in order to provide checks and balances. She felt the Commission needed to reconsider the $12,000.00 and decrease it. Vice-Mayor Odman commented the Commission is tired of arguing and defending their requests for education. Cities all around us are increasing their budgets for travel and the insinuation that Commissioners are going on a trip is insulting. She noted in the interest of building bridges, we can discuss another number to decrease the allotment, perhaps from $12,000.00 to $10,000.00 per Commissioner per year. Mayor Lewellen stated this is a checks and balances matter that needs to explain where we are going, and what we are doing and learning. Hollywood provides only $2,500.00 per commissioner per year and Hallandale is $10,000.00 total. Tamarac is $15,000.00 per Commissioner, but they are three times larger than Dania Beach. She felt just having heard from the firefighters and of their needs, putting this much money in travel seems egregious, excessive and not necessary. Vice-Mayor Odman commented it seemed hyperbolic to say this money for travel is going to somehow make it impossible to fund things we have known for years that are necessary. In terms of keeping Commissioners accountable as far as bringing back information, she has no problem with that. Commissioner Harris motioned to continue this item until the budget workshop; seconded by Mayor Lewellen. The motion failed on the following 2-3 Roll Call vote: Commissioner Brandimarte No Vice-Mayor Odman No Commissioner Harris Yes Mayor Lewellen Yes Commissioner James No Commissioner James commented she is okay with the $10,000.00 per Commissioner. Commissioner Brandimarte commented on the travel requests for Hawaii, and noted she sees nothing wrong with continuing education. Minutes of Regular Meeting 7 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. City Attorney Ansbro noted the resolution would be amended to include the language that the resolution is adopted pursuant to Florida Statute, Section 112.061(9)(b). Vice-Mayor Odman motioned to adopt Resolution #2019-037, as amended, and to decrease the allotment per Commissioner from $12,000.00 to $10,000.00; seconded by Commissioner James. The motion carried on the following 4-1 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Odman Yes Commissioner Harris Yes Mayor Lewellen No Commissioner James Yes 7.6 RESOLUTION 92019-038 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA,PERTAINING TO EXPENSE ALLOWANCES FOR THE MAYOR AND CITY COMMISSIONERS; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2019-038. Mayor Lewellen spoke of lowering the expense allowance, noting that the increase at the budget workshop was high, and requested the Commission reconsider $7,500.00 per Commissioner as opposed to $10,000.00. Commissioner James motioned to adopt Resolution #2019-038; seconded by Vice-Mayor Odman. Commissioner Harris said it makes sense to have this amount of expense allowance for the Commission as they are City advocates. He sees the increase to be usual, reasonable, and customary for the City's size, and as population and events grow. The motion carried on the following 4-1 Roll Call vote: Commissioner Brandimarte Yes Vice-Mayor Odman Yes Commissioner Harris Yes Mayor Lewellen No Commissioner James Yes 7.8 RESOLUTION#2019-040 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 45TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE APPROXIMATE AMOUNT OF ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) TO PROVIDE FUNDING FOR WAYFINDING SIGNS IN THE DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY AREA; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. Minutes of Regular Meeting 8 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. City Attorney Ansbro read the title of Resolution#2019-040. Commissioner James commented she was not aware an application was being done for this and she needs a lot more information about it. She sees the CRA all over this application and said wayfinding signs go with our branding. This money could be used for beautifying residents' homes or down payment assistance, and she wants to bring the item back under Discussion and Possible Action so all of the Commission can agree what they want to spend the money on. City Manager Garcia noted the application requirement is for the CRA area specifically. Wayfinding signs are within the CRA Plan in order to enhance and beatify; however, the Commission drives the direction. Commissioner James said she would rather spend grant money on things that do not upset the residents or on whatever is the will of the Commission. She wants to be sure of what other opportunities we can spend CDBG monies on. City Manager Garcia noted bringing clear priorities forward strategically is key. Entryway signs enhance and can augment the rebranding plan; however, the directive of the Commission will be followed. Commissioner Brandimarte asked if this affects Oasis. City Manager Garcia responded no; the Oasis Project has a$200,000.00 appropriation. Commissioner James motioned to continue Resolution #2019-040 until the May 28, 2019 City Commission meeting at 7:00 p.m.; seconded by Commissioner Harris. City Attorney Ansbro advised the remaining items were quasi-judicial hearings and swore-in those who would speak. He asked the Commission to disclose any communication they had on these matters. Minutes of Regular Meeting 10 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. 9.3 RESOLUTION#2019-041 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE PLAT NOTE AMENDMENT DELEGATION REQUEST (DR-41-19) APPLICATION SUBMITTED BY DENNIS MELE, ESQ, ON BEHALF OF THE PROPERTY OWNER DANIA BEACH MARINA CORP. FOR PROPERTY LOCATED AT 90 N. BRYAN ROAD IN THE CITY OF DANIA BEACH, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A," A COPY OF WHICH IS ATTACHED TO THIS RESOLUTION; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2019-041. Corinne Lajoie, Planning & Zoning Manager, gave a presentation on the plat note amendment. Commissioner James asked if this amendment was requested to cover a part of the tiki bar that was not covered and whether it would expand the service area. Planning & Zoning Manager Lajoie explained through the plat note, the applicant is requesting additional commercial-use square footage. She confirmed this is not a zoning change; it is a plat amendment and the industrial component already exists. Commissioner Harris questioned if future development would have to come before the Planning and Zoning Board and the Commission. Planning & Zoning Manager Lajoie responded any redevelopment that intensifies usage would have to go before both bodies. Commissioner James noted she would like to add in the approval a condition that roll-up sides are required to be included. Attorney Dennis Mele, representing the applicant, agreed to the condition. Mayor Lewellen opened the Public Hearing. Gabriela Etchevarne, 22 NW 14 Avenue, was concerned about loud bands playing on the weekends and sound echoing. It would be a six-month pilot program and opportunity for sponsorship of the pilot program. She noted she could start working with Jason,the principal of the program, who could present it to the Commission. Commissioner James commented she is impressed and wants Legal to be sure we would not have problems with Uber or Lyft. Minutes of Regular Meeting 12 Dania Beach City Commission Tuesday,May 14,2019—7:00 p.m. City Attorney Ansbro responded it would not be a City issue, but the program would be competing with our community buses. Commissioner Brandimarte noted she would not put a child in one of these and felt they are really only for tourists in Fort Lauderdale, but we could use them for our residents. Commissioner Harris said he saw this in Miami and says yes to do it. Commissioner James felt carpooling services enhances life here; we are a growing City and we have to do something to address traffic. The program should be for residents as well as tourists. Vice-Mayor Odman added when a presentation is brought back, the Freebie Ride Program could be anything the Commission feels best serves the residents. City Manager Garcia felt it behooves us to do a transit study at some point and be ready for the penny sales tax. Mayor Lewellen commented she does not know about the company, but her concern is the City having liability; she does not know if they do background checks. She likes the idea and the unit is electric; however,there are issues to be concerned about. Vice-Mayor Odman said this would be addressed in greater detail in the presentation. The Commission consensus was to move forward with designing the pilot project and it being brought back for Commission approval. 10.2 City nickname renaming -Vice-Mayor Odman Vice-Mayor Odman gave a PowerPoint presentation, which is attached to and incorporated into these minutes. She asked the Commission which option and direction they favored. Mayor Lewellen asked City Attorney Ansbro about the first option, the original nickname and infringement issues. City Attorney Ansbro responded the original nickname would die out and the existing nickname would not be an issue. Commissioner James favored putting it out to the public to see the interest in renaming the nickname. Mayor Lewellen felt having a nickname takes away from the logo and the current tagline, Sea It. Live It. Love It. Commissioner Brandimarte noted she no longer wants Dania Beach to be known as an antique City. She gave a PowerPoint presentation on forming a Complete Count Committee which is attached to and incorporated in these minutes. Commissioner Harris said the census runs from April 2020 to September 2020, and questioned how soon we would receive the count. Vice-Mayor Odman noted she is requesting direction to work with the City Manager to bring back an augmented resolution based off what was done for the 2010 Census in order to get the Complete Count Committee formed. She added the committee should be formed such that they can answer vital questions correctly and provide knowledge to residents. The Commission consensus was to move forward with formation of a Complete Count Committee. 10.4 STEM Grant funding - Commissioner James Commissioner James spoke of doing a free summer program with SeaTech, 101 North Beach Road, and would like our grant writers to apply for multiple grants. The Commission consensus was to move forward with applying for STEM (Science, Technology, Engineering and Mathematics) grants. 10.5 Smith Store properties/vacant lots - Commissioner James Commissioner James asked that the Smith Store properties and all the other vacant lots in the CRA area be conveyed to the CRA. Mayor Lewellen felt we should wait until the Housing Forum is held on May 291h Commissioner James said one does not have anything to do with the other. These lots are in the CRA and should be deeded over to the CRA to have a consistent program; they do not all have to be dedicated for housing. Commissioner Brandimarte commented this makes sense and is what the CRA is about; this is their mission. Mayor Lewellen questioned why there is a rush; it would be better to discuss this after the Housing Forum. Vice-Mayor Odman confirmed this is just to bring the coordinator forward regarding a fishing tournament. The Commission consensus was to move forward with obtaining more information on a fishing tournament. 10.7 Consideration of termination of Dania Beach Grill month-to-month lease - City Attorney Ansbro City Attorney Ansbro spoke of the January 22"d meeting where the Commission authorized going on a month-to-month lease with the Dania Beach Grill tenant, and what has happened in the interim. He asked for the lease to be terminated and for items to be removed from the property. Mayor Lewellen spoke of Fleet Week and the sailors' and Coast Guard officers' representation in Dania Beach. The Dania Beach Library has always counted on us to fund special cultural programs for Black History month, Hispanic Heritage Woman's Month, Christmas/holiday get-togethers, kick-off & end of summer reading/learning programs. Our "outreach" program continues. We give/offer books at low cost to the Patch Organic Garden attendees. We publicize the many assets our library offers our community to all. We donate school supplies/books to day care facilities & schools. All Broward County libraries will be supporting the 2020 census. Many library patrons have no home internet access. Library staff & volunteers will be able to assist less-experienced computer users with completing the census form. The library will have a computer mostly dedicated for the 2020 census. Complete Count Committees Complete Count Committees (CCC) are volunteer committees established by tribal, state, and local governments and community leaders or organizations to increase awareness and motivate residents to respond to the 2020 Census. CCCs serve as state and local "census ambassador" groups that play an integral part in ensuring a complete and accurate count of the community in the 2020 Census. Success of the census depends on community involvement at every level. The U.S. Census Bureau cannot conduct the 2020 Census alone. Who serves on a CCC? • Members appointed could be representative of a cross section of the community, be willing and able to serve until the census is over, and help implement a creative outreach campaign in areas that may pose a challenge in 2020 . • Members could include persons from the areas of education, media, business, religion, philanthropy, and community groups . • Most local government CCCs are small to medium size, depending on the jurisdiction . A town may have a small committee with only 3- s members, while a city may be medium to large size with anywhere from 10 to more than 100 members, depending the size of the city. Sample Activities of City Government Complete Count Committees Develop a list of barriers, groups, or concerns that might impede the progress of the 2020 Census in your local area, such as recent immigrants, non- English speaking groups, high crime areas, and areas with gated communities . Create ways to dispel myths and alleviate fears about the privacy and confidentiality of census data . Place census messages on water bills, property tax bills, social media, and local speeches and other correspondence generated by the jurisdiction • Add a census message during meetings, events, and to written or digital/electronic correspondence like social media . Provide information on federally funded programs that have benefited the community . Plan a major promotional event around the start of self-response or when households get their invitation to respond . Advise communities that they can respond to the census online . • Saturate public access areas with easy-to- read and understandable census information customized for your community . WHEN SHOULD A COMPLETE COUNT COMMITTEE ORGANIZE? Get Organized RIGHT NOW! • Although the 2020 Census may seem a ways off, the census awareness campaign should start TODAY. The 2020 Census jobs are being advertised. Households will begin to experience, by the end of 2019, some type of census operation such as address listing to verify accuracy.. • The immediate formation of a CCC will ensure that local households are kept abreast of the various census operations before the information is nationally circulated. • The more informed households are about the 2020 Census operations, the better their understanding of the census process becomes, thus increasing their willingness to be a part of the successful enumeration in 2020. SUMMARY: THE BENEFITS OF COMPLETE COUNT COMMITTEES • CCCs speak the language of and know the pulse of its community, therefore establishing an information highway that even the internet cannot rival—neighbor informing neighbor . • The CCCs will help ensure an accurate 2020 Census count. • The CCCs gain valuable knowledge about the census process at the local level and develop a plan to impart that knowledge to each and every household as only neighbors and fellow stakeholders can do. • The CCCs help maximize participation and response rates by increasing awareness throughout the 2020 Census .
