HomeMy WebLinkAboutR-2019-040 City Authorizing the City Manager to Apply for the 45th Year Community Development Block Grant Program for the Approximate Amount of One Hundred Fifty Thousand Dollars ($150,000.00) (2) RESOLUTION NO. 2019-040 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 45TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE APPROXIMATE AMOUNT OF ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00)TO PROVIDE FUNDING FOR WAYFINDING SIGNS IN THE DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY AREA; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the 45rd Year Community Development Block Grant ("CDBG") Program is administered by Broward County Housing Finance and Community Development Division; and WHEREAS, the City of Dania Beach will be submitting an application for the 45d' Year CDBG program in the approximate amount of One Hundred Fifty Thousand Dollars($150,000.00), to provide funding for wayfinding signs in eligible areas generally described as areas located within the Dania Beach Community Redevelopment Agency boundaries; and WHEREAS,the CRA has adopted and is implementing a Rebranding Initiative; and WHEREAS,the wayfinding signs will fall under the Rebranding Initiative; and WHEREAS,the CDBG program does not require a City match; and WHEREAS,improved signage in the downtown area is an enhancement that is a component of the Community Redevelopment Agency Plan, as revised in June 2015, and has been through public hearings that included public comment; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing"Whereas"clauses are made apart of and incorporated into this Resolution by this reference. Section 2. That the 45d`Year application for the Community Development Block Grant program for wayfinding signs within the Dania Beach Community Redevelopment Agency boundaries,in the approximate amount of One Hundred Fifty Thousand Dollars($150,000.00)and the associated agreement between the City of Dania Beach, Florida and Broward County, in compliance with CDBG regulations, are approved and the proper City officials are authorized to execute it. Section 3. That the City Manager and City Attorney are authorized to make minor revisions to the application and agreement as are deemed necessary and proper for the best interests of the City. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. Only pick one of the four objectives listed below. TThe City of Dania Beach has seen exceptional growth over the past few years, particularly in the Community Redevelopment Agency District. The result of this growth is more visitors choosing the City of Dania Beach as a destination, more pedistrian, bicycle and vechile traffic in and passing through the City's CRA district. Federal Highway runs the length of the CRA district, and Interstate 95 is on the western boundary and has three interchanges close to CRA district. The City needs wayfinding sign system to guide visitors through the City in an efficient and safe manner. More visitors means more traffic and a greater incidence of vehicular accidents with pedestrian, byclist and other vehicles. In additon, the sign system will help with increasing traffic delays and keep vehicle traffic out of residential neighborhoods. The City will be installing new entranceway signs across the City and in the CRA District. These signs, along with the wayfindsigns will create a sence of place in Dania Beach for all those that live CRA District. b. Detailed Scope of Services: The scope of services should explain exactly what will be accomplished with the funds requested. It is estimated that 10 signs at a cost of $15,000 each will be installed as shown on Figure Al. The city will bid the project and will develop a prototype for the signs_ FDOT permitting may be required for certain locations. The budget narrative should identify non-CDBG resources to be utilized in financing the project, including mortgages or construction financing for the project. Signage is a component of this plan and an excerpt from page 83 of the City of Dania Beach Community Redevelopoment Agency Redevelopment Plan June 23,2015: Beautification and Appearance Improvement Signage/Entry Features/Public Art/Landscape-The visual appearance of amenities needs to be enhanced in the community redevelopment area. Further, there is a need to establish an identity for this important core area of the community. The CRA will be empowered to pay for aesthetic and identity enhancements, including but not limited to, signage, entry features, public art, and landscaping. a. The improvements in the area include: • New marinas • Dania Point—100 acre site with commercial, residential, entertainment and hotels • New hotels along Federal Highway and Stirling Road • Holocaust Documentation and Information Center • Beach improvement: new Quarterdeck restaurant and marina at city's beach • Rejuvenated Casino at Dania Beach • Expanded Ft. Lauderdale/Hollywood International Airport The result of this growth is more visitors choosing the City of Dania Beach as a destination and more traffic passing through the City's CRA district. Federal Highway runs the length of the CRA district, and Interstate 95 is on the western boundary and has three interchanges close to CRA district. The CRA district contains governmental buildings, library, historic structures, houses of worship, public safety facilities, parks, and historic neighborhoods. The City needs wayfinding sign system to guide visitors through the City in an efficient manner. The sign system will help with increasing traffic delays and keep vehicle traffic out of residential neighborhoods. Commuter rail traffic is planning for the near future along the FEC rail corridor. It is estimated that 10 signs at a cost of$15,000 each will be installed as shown on Figure Al CDBG funds will be used to fabricate and install the wayfinding signs.
