HomeMy WebLinkAboutR-2019-077 City Creating a Complete Count Advisory Committee (''CCAC'') for the 2020 Decennial Census; Specifying Powers and Duties of the CCAC; Establishing the Number of Members of the CCAC RESOLUTION NO. 2019-077 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, CREATING A COMPLETE COUNT ADVISORY COMMITTEE ("CCAC") FOR THE 2020 DECENNIAL CENSUS; SPECIFYING POWERS AND DUTIES OF THE CCAC; ESTABLISHING THE NUMBER OF MEMBERS OF THE CCAC; ESTABLISHING QUALIFICATIONS OF MEMBERS OF THE CCAC; PROVIDING FOR AUTOMATIC TERMINATION OF THE CCAC; PROVIDING FOR SERVICE WITHOUT COMPENSATION; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the next Decennial Census (the "Census") will be taken in 2020 and will determine the apportionment of representatives in the United States House of Representatives, state legislature, and local government; and WHEREAS, communities rely on census statistics to plan for a variety of resident needs including new roads,jobs, housing, schools, and emergency services, and WHEREAS, pursuant to Part IX "Advisory Boards," Article 1 "General Provisions," Section 1. "Creation" of the City of Dania Beach (the "City") Charter, the City Commission is authorized to create advisory boards; and WHEREAS, it is in the City's best interest to create a CCAC in order to publicize the Census, recommend methods of disseminating information about the Census, and recommend outreach to encourage participation in the Census. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "WHEREAS" clauses are ratified and confirmed as being true and correct, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission hereby establishes the CCAC for the Census. Section 3. That the CCAC shall be comprised of members appointed by the City Commission, who shall serve without compensation. Each member of the Commission shall appoint no more than two (2)persons. Section 4. That each CCAC member shall be a resident, business owner, or community leader in the City of Dania Beach. The CCAC shall be comprised of persons from the sectors of the community such as faith based organizations, community-based organizations, local schools/education, local businesses, healthcare, and other civic-minded community leaders interested in promoting the Census 2020. Section 5. That the CCAC shall observe the following: A. The CCAC shall meet no less than once per month, at a date and time set by the CCAC to maximize participation and public interest. B. A majority of members of the CCAC shall constitute a quorum. C. The CCAC shall automatically terminate on October 31, 2020. D. The CCAC shall select a Chair and Vice Chair from among its members. E. The CCAC shall adopt rules and procedures for the conduct of its meetings. F. The CCAC shall meet at a location to be designated by the City Manager or designee. G. The City Manager or designee shall serve as a liaison for the CCAC. Section 6. The appropriate City officials are authorized to do all things necessary and expedient to carry out the aims of this Resolution. Section 7. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED on July 30, 2019.
