WHEREAS, pursuant to the City Code of Ordinances, Chapter 28, entitled "Land Development Code" (the "LDC"), of Part 6, entitled "Development Review Procedures and Requirements,"Article 635, entitled"Site Plans," Chen Moore and Associates, Inc., on behalf of Broward County Board of County Commissioners, has applied to the City of Dania Beach (the "City"),for a Site Plan Modification(SP-08-13MOD)approval for property located at 4980 SW 40th Avenue (the "subject property"), as legally described in Exhibit"A;" and WHEREAS, Part 6 of the LDC, Article 635 "Site Plans" states that Site Plan approval is required as a condition to the issuance of a building permit; and WHEREAS,the Applicant has requested Site Plan Modification(SP-08-13MOD)approval to permit the construction of an additional potable water tank and high service pump building on the subject property; and WHEREAS,Chapter 28,Part 6 of the LDC,Article 625,entitled"Variances,"Section 625- 40, states that the City may grant a Variance based on its determination that the petitioner has demonstrated that the necessary criteria identified in the LDC have been satisfied; and WHEREAS,the Applicant has requested a Variance (VA-80-19)to permit a ten(10)-foot front yard fence,where Section 235-30(A)of the LDC prohibits front yard fences that exceed six(6) feet in height; and WHEREAS,the Applicant has provided sufficient justification demonstrating compliance with the approval criteria to meet the requirements of the LDC; and WHEREAS,the City Commission conducted a duly noticed public hearing in accordance with Article 610 of the LDC; and WHEREAS, the City Commission finds that approval of the requested Site Plan Modification (SP-08-13MOD) and Variance (VA-80-19) is consistent with the LDC and Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing"WHEREAS"clauses are ratified and confirmed as being true and correct,and they are made a part of and incorporated into this Resolution by this reference. Section 2. That pursuant to LDC Article 635, "Site Plan," the following Site Plan Modification (SP-08-13MOD) request, a copy of which is attached and made a part of this Resolution as Exhibit `B," is approved subject to the following conditions from the original Site Plan(SP-08-13), approved via Resolution No. 2015-008: 1. Per 0-2017-022, for properties over an acre in size, the applicant must obtain and post property signs in accordance with the NEW City requirements. Please see the end of this document for guidelines. (Zoning) 2. Provide tree protection for existing trees in or near the work area. (Landscape) 3. Main entry gates will require a Knox key switch. (Fire) Section 3. That pursuant to Chapter 28,Article 625 of the LDC,entitled"Variances,"the following Variance (VA-80-19) request, a copy of which is attached and made a part of this Resolution as Exhibit "C," is approved consistent with the Site Plan Modification provided in Exhibit`B." Section 4. That the issuance of a development permit by a municipality does not in any way create any right on the part of an Applicant to obtain a permit from a state or federal agency,and does not create any liability on the part of the municipality for issuance of the permit if the Applicant fails to obtain requisite approvals or does not fulfill the obligations imposed by a state or federal agency, or undertakes actions that result in a violation of state or federal law. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. Provide drainage calculations and geotechnical information supporting the proposed drainage design including its connection with existing system. S. Provide a copy of pre—and-post development storm-water management and drainage calculations.The City specifically needs the following information: 10-year,25-year,and 100- year 24-hour and 72-hour flood stage elevations respectively. 9. Provide an on-site drainage system--plan-along with storm-water management calculations (signed and sealed by a registered professional engineer).The calculations shall show how the minimum road crown and finished floor elevations are met,and hour the 25-year, 3 day storm event is maintained onsite with zero discharge to the ROW and adjacent properties.The site must store at least the 25-year,3-day event onsite with NO EXCEPTIONS. 10, Proposed grading and drainage plan shall be based on the storm-water management calculations. Identify minimum paving elevations from drainage calculations. 11. Storm-Water quality design shall be provided in the amount of 2.5-inches times the percent impervious or the first I inch of rainfall over the entire site whichever is greater. This calcr.lation will be provided along with the updated complete drainage analysis for permitting. 12. Provide location of building roof drains,and their proposed connection(s)to the on-site drainage system,as applicable. 13. Drainage shall adequate to protect rooms in new structures designed for occupancy from the l 00- Year flood elevations based on FEMA. Show and identify elevation from drainage calculations. No##63014 August 3, 2016 Potable Water Storage Tank—Facility 3A CMA Project No. 138.024 Dania Beach, FL August 2016 Fire Flow Hydraulic Analysis BACKGROUND Chen Moore and Associates(CMA)has prepared the fire flow hydraulic analysis for the proposed water storage tank and pump station In the Broward County 3A Facility. The site located in 4980 SW 40th Av, Dania Beach, FL 33314. The project involves the construction of a new 2.5-million potable water storage tank, a high service pump station, improving the internal access road and providing a new dry detention area. The site is currently occupied by and existing potable water tank, a pump station building and support office building. PROPOSED WATER MAIN LAYOUT The proposed water main layout consists in a looped system to accommodate the new fire hydrant serving the new building. The system will be connecting to the internal watermain transmission lines of up to 24" in diameter. Said transmission lines are the main lines feeding the distribution system that provides potable water to the City's distribution system. The existing pipes are expected to have sufficient pressure. FIRE FLOW CALCULATIONS Hydrant Flow and Pressure tests have been performed on the hydrants nearest to the site. It has been found that the hydrant produced a flow of 1,395 gpm at a pressure of 79 psi. Fire flow calculations have been provided using the ISO guidelines and National Fire Protection Agency requirements. CMA modeled the proposed system based on fire flow test results provided by Broward County Water and Wastewater Services. The calculated fire flow demands are met with the addition of one hydrant as shown in the calculations. Below is a summary of the required and provided flows. This lake ultimately connects to the Dania Cut-off Canal. The proposed improvements consist of constructing a new 2.5 MG storage tank, new operation building, roadway and parking lot. An existing pond to the east side of the property will be reconstructed to a newly regraded dry retention area to provide the required stormwater storage of the entire site. Even though a majority of the proposed improvements are contained to the southern side of the property, the entire property was considered for the development of the proposed stormwater system to meet the water quality and water quantity requirements.
