A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
WAIVE COMPETITIVE BIDDING REQUIREMENTS AND AUTHORIZE
CITY OFFICIALS TO PROCEED WITHOUT ADVERTISEMENT FOR BIDS
FOR THE PURCHASE AND INSTALLATION OF A REPLACEMENT LIME
SLAKER UNIT AND TO PROCURE IT FROM SOUTHLAND CONTROLS,
INC., IN AN AMOUNT NOT TO EXCEED EIGHTY THOUSAND DOLLARS
($80,000.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection 0), authorizes the City Manager to purchase supplies, services, equipment and
materials for the City government in amounts in excess of the established monetary threshold
without competitive bidding and without advertisement for bids, if she is authorized to do so in
advance by a resolution adopted by the City Commission; and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10,
"Monetary thresholds for certain purchases and payment disbursement authorizations",
Subsection(a), set the monetary threshold or limitation at$25,000.00; and
WHEREAS, the City Water Treatment Plant's processing of its raw water supply to safe,
potable drinkable water involves a critical step by mixing water and limestone, which is
accomplished by a lime slaker unit; and
WHEREAS, the City's Water Plant provides drinking water to approximately 19,000
residents; and
WHEREAS, the lime slaker unit is approximately twenty-five years old and has reached
the end of its useful life; and
WHEREAS, the Public Services Department has identified a cost effective approach to
replacing the lime slaker with a completely reconditioned unit from Southland Controls, Inc., a
reputable, long established Florida supplier; and
WHEREAS, Southland Controls, Inc. specializes in reconditioning lime slakers with
high quality, brand new components including durable motors and top grade stainless steel
casings; and
WHEREAS, the cost of this vendor's reconditioned slaker is significantly lower than
that of a new unit;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above "Whereas" clauses are ratified and confirmed as being true
and correct, and they are made a part of and incorporated into this Resolution by this reference.
Section 2. That the City Commission approves of the purchase of and installation of
a reconditioned lime slaker unit from Southland Controls, Inc. in an amount not to exceed Eighty
Thousand Dollars ($80,000.00)without competitive bidding.
Section 3. That funding for the purchase and installation of a lime slaker unit is
appropriated and available in the Fiscal Year 2018-2019 Water Fund Lime Slaker Refurbishment
Project Account# 401-33-45-533-63-10 in the amount of$100,000.00.
Section 4. That this Resolution shall be in full force and take effect immediately
upon its passage and adoption.
PASSED AND ADOPTED on August 27, 2019.
