Call to Order/Roll Call Chair Lewellen called the meeting to order at 4:30 p.m. Present: Chair: Lori Lewellen Vice-Chair: Lauren Odman Board Members: Chickie Brandimarte Bill Harris Tamara James Executive Director: Rickelle Williams City Attorney: Thomas Ansbro CRA Secretary: Thomas Schneider 2. Parking Garage Mural Project Director Williams gave a brief overview of the CRA Board's actions to date regarding this project. The intent for this meeting is to determine if one of the artists can capture what is desired for the design of the garage column murals. Jacklyn Laflamme and Isabel Perez Salazar gave a presentation of their four main concepts, timeline and budget for the facades which is attached to and incorporated into these minutes. Board Member Harris asked about the paint and surface preparation. Ms. Laflamme responded the paint is latex and the surface would be pressure washed, either by the City or herself. Board Member Brandimarte congratulated Ms. Laflamme on her stating they would work within our budget. Board Member James asked if they had done the scale of this project before. Ms. Laflamme explained her mural work with the City of Tamarac, and noted the structure was not as tall as the garage fagade. Vice-Chair Odman noted the specifications of the building in Tamarac and said she likes the Dania Beach postcard mural. Ms. Laflamme explained how the mural would fit on the fagade. Chair Lewellen asked about an estimated budget. Ms. Laflamme said she did not feel comfortable quoting amounts because of the number of walls and designs. Chair Lewellen asked if they could put some numbers together. Ms. Laflamme responded she would like to refrain from the budget discussion until she would be chosen. If chosen,they would be willing to work within the Board's budget. Board Member Brandimarte said she has seen seven beautiful pieces; however, she agrees that we should be provided a number of what a particular piece may cost. A range would be helpful. Ms. Laflamme noted she would get back to the Board with an estimated budget. Board Member James questioned the number of columns that would be painted. Director Williams said one or two columns is the direction given to the artists. She addressed the elements of the budget, including owner direct purchase of items, and dimensions of the columns. Board Member Harris noted the design he favors. Ms. Laflamme requested the dimensions of the columns or the plans of the building. Iryna Kanishcheva, present at the meeting via Skype, presented images of artist Peta's mural designs which are attached to and incorporated into these minutes. She responded to Board Member James' comment regarding the mural being changed from the side of the garage to the columns and the effect on the budget. She described the concepts and images. Vice-Chair Odman questioned how we would know what we are getting. Ms. Kanishcheva explained how the artist would proceed. Board Member Harris questioned the preparation of the surface. Ms. Kanishcheva noted it is normally the responsibility of the City to pressure wash. The artist may prime the surface. Board Member Brandimarte commented she realizes 3D is the art of the future; she does not see in the budget estimate the sealant that is put on the image for graffiti. Board Member James asked if there is any diversity in the type of work or photos with lines, circles and shapes. Ms. Kanishcheva explained how the artist would proceed with the project. Vice-Chair Odman noted both artists are wonderful, but they are completely different. Board Member James asked what we are getting from this meeting. Director Williams said it would be helpful for the Board to determine which style they prefer. She would sit down with the artist to get the exact design and cost. Board Member James noted the 3D is very appealing to her;the initial desire was for 3D. Board Member Harris noted he liked Ms. Laflamme's design on the exact dimension of the column. He felt the Board could not make a decision until we see artist Peta's design projected on the actual building dimensions. Chair Lewellen agreed we would like to see the artist's design on the actual building. Ms. Kanishcheva responded the artist could do it, but it would take time and he would need the dimensions. He would not design the exact image until he knew he was commissioned for the proj ect. Board Member Brandimarte questioned whether we are ready for 3D art. Ms. Kanishcheva explained how the artist would proceed. Chair Lewellen felt we should not choose the artist today and she would like to see a budget. She likes 3D but she is not sure Dania Beach is ready for it. She likes the idea of the postcard, which feels more like hometown. Luis Rimoli, Chair of the Creative Arts Council Advisory Board, noted it is imperative for the artist to show a sample of their work on the actual structure. He likes 3D, but would like to see a 3D image similar to what Ms. Laflamme displayed. He added Ms. Laflamme had boldness to her design; the 3D design has to be in the right place. Board Member Brandimarte felt the 3D should be in the entertainment district at Dania Pointe. Board Member James asked Ms. Laflamme if she could bring back a 3D design, perhaps not as bold. She explained her understanding of what the City wanted and designed her images accordingly. Vice-Mayor Odman commented the letters are what she loves about Ms. Laflamme's design. Ms. Laflamme noted she could make the letters pop out on the building. Board Member Harris felt The Place on Dania Beach Boulevard would be a good place for the 3D art. He prefers Ms. Laflamme's designs for the garage. Director Williams noted the Board could come to a consensus on an artist. City Attorney Ansbro explained there could be a consensus taken, and then the CRA Director could come back with the details and cost. Board Member James said she needs to see more of what Ms. Laflamme has done and completed. She wants to be sure the images presented are what would actually be done. Ms. Laflamme responded she would send a rendering of the Tamarac project and an image of the completed project. Board Member Harris suggested Ms. Laflamme get her paint from Sherwin Williams through the City. The Board consensus was to get additional information on the artists' designs and budgets for the garage towers and bring the item back. 3. Our concept for this project is to "Bring the Beach to the City". We thought it would be interesting and fun to create a Nostalgic Vintage Postcard with a contemporary twist. This concept will allow for the Trompe-L'oeil effect depicting Dania's beautiful beach scene including the pier. Adding the post card lettering "Greetings from Dania Beach" will not only make the design pop, it will allow us the space to paint within the letters. This is where we will incorporate all the different landmarks including historical references that are specific to the City. This huge nostalgic postcard will become a destination for locals and tourists alike. It will be a place to come and learn about the city and what it has to offer. It will provide the perfect backdrop for those amazing vacation photos, a place to be inspired and create memories. Folks will want to "Sea it. Live it. Love it." We are team players and we are open and willing to work with the city to ensure the best quality artwork.
