Call to Order/Roll Call Mayor Lewellen called the meeting to order at 5:34 p.m. Present: Mayor: Lori Lewellen Vice-Mayor: Lauren Odman Commissioners: Chickie Brandimarte Bill Harris Tamara James City Manager: Ana M. Garcia, ICMA-CM City Attorney: Thomas Ansbro City Clerk: Thomas Schneider 2. Moment of Silence and Pledge of Allegiance Mayor Lewellen called for a moment of silence after the Pledge of Allegiance to the United States Flag. 3. Presentations and Special Event Approvals 3.1 Presentation of "This is Your Broward League of Cities" video - Commissioner Harris Commissioner Harris requested this item be rescheduled for another time so that League officials could attend. 4. Proclamations 4.1 Nicki Satterfield, Director of Finance - Mayor Lewellen Mayor Lewellen presented a proclamation from the City of Dania Beach to Director of Finance Satterfield on the occasion of her retirement from the City after giving over 16 years to her career, co-workers, and the Dania Beach community in her role as Finance Director/CFO and Treasurer for the CRA. 4.2 Hispanic Heritage Month- Mayor Lewellen Mayor Lewellen read the proclamation and presented it to Jose Armand. 5. Citizen Comments Linda Wilson, Friends of the Dania Beach Library, thanked the Commission for their continued support and consideration of the Friends. Michael Sartin, 746 SW 3 Street, spoke of the Plywood Regatta and memorial/historical markers. Jimmie Peterman, 717 SW 4 Terrace, commented about lights being out for three months on 12m Avenue from Sheridan to Stirling Road, and there being no speed bumps. The lights on the east side of 12th Avenue were installed by Hollywood and they used to maintain them. He spoke of Hollywood and Dania Beach working together on these public street issues, and noted the solar light at the corner of 9th Street is also out. Mr. Peterman commented about the individuals who were to be honored at the cemetery rededication ceremony. Commissioner James noted she had been in communication with the City Manager about the lights being out. City Manager Garcia said she would look into whether there is an agreement with Hollywood as to what their responsibility is. She spoke of the re-bulbing of US-1 and noted we will look into the other areas Mr. Peterman reported. Ivie Cure, 209 NW 14 Court, spoke of the rededication of the cemetery and the need for the community to get along as one. Bobbie Grace, 110 NW 8th Avenue, gave an update on the upcoming Taste of Dania Beach event to be held at the Hotel Morrison on October 17th. She noted the Breast Cancer Awareness event would be on October 13th at the Casino. Derrick Hankerson, 746 SW 3 Street, commented on speaking with Commissioner James and said he is looking forward to working with her. 6. Public Safety Reports Captain Daniel Marks, BSO Chief of Police, reported on criminal activity statistics in the City. He noted a BSO Security Conference for religious institutions would be held on September 24th, a Dad Walk to School event is scheduled for September 25th at 7:30 a.m. at Collins Elementary School, and A Chalk for Peace event would be held on September 27th at 9:00 a.m., also at Collins Elementary School. He spoke of active killer training being conducted at Lighthouse Church and welcomed other organizations in the City to participate in the training. Captain Sergio Pellecer, BSO District Fire Chief, reported on a school safety risk assessment being conducted. Minutes of Regular Meeting 3 Dania Beach City Commission Monday, September 23,2019—7:00 p.m. Vice-Mayor Odman motioned to adopt the Consent Agenda, with the exception of Item #7.3 and#7.7; seconded by Commissioner Harris. The motion carried unanimously. 7.3 RESOLUTION#2019-108 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING AN APPROPRIATION OF FUNDS RELATING TO CHANGE ORDER NUMBER ONE WITH TIGO INC. (DB/A EXPOSE YOURSELF USA) FOR THE FABRICATION AND INSTALLATION OF THE CITY WELCOME SIGN AT THE SOUTHWEST CORNER OF THE INTERSECTION OF GRIFFIN ROAD AND U.S. HIGHWAY 1, IN AN AMOUNT NOT TO EXCEED FOURTEEN THOUSAND DOLLARS ($14,000.00);PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2019-108. Commissioner James asked if the City would be reimbursed for the full amount spent. Marc LaFerrier, Director of Community Development, explained the County grant process and the expenditures to date. The $75,000.00 provided for in Item 7.7 would go beyond the $250,000.00 grant from the County. Commissioner James motioned to adopt Resolution #2019-108; seconded by Commissioner Brandimarte. The motion carried unanimously. 7.7 RESOLUTION#2019-112 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING AN APPROPRIATION OF FUNDS RELATING TO ADDITIONAL LANDSCAPING FOR THE INSTALLATION OF THE CITY WELCOME SIGN AT THE SOUTHWEST CORNER OF THE INTERSECTION OF GRIFFIN ROAD AND U.S. HIGHWAY 1, IN AN AMOUNT NOT TO EXCEED SEVENTY FIVE THOUSAND DOLLARS ($75,000.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution 42019-112. Commissioner James motioned to adopt Resolution #2019-112; seconded by Commissioner Harris. The motion carried unanimously. 8. Mayor Lewellen opened the Public Hearing. Seeing as there was no one to speak in favor or opposition, she closed the Public Hearing. Commissioners Brandimarte and Harris thanked Ms. Toothaker and Ms. Chakas for their efforts in meeting with the community homeowner associations. Commissioner Harris motioned to adopt Ordinance #2019-015, on first reading; seconded by Commissioner Brandimarte. The motion carried unanimously. City Attorney Ansbro advised items 9.4, 9.7 and 9.8 were quasi-judicial hearings and swore-in those who would speak. Minutes of Regular Meeting 8 Dania Beach City Commission Monday, September 23,2019—7:00 p.m. Attorney Richard Coker, representing the applicant, noted the developer owns the adjacent property, and briefly described the proposed development. Commissioner Harris noted this is best use of the property. Mayor Lewellen opened the Public Hearing. Seeing as there was no one to speak in favor or opposition, she closed the Public Hearing. Schedule date for rededication—Commissioner James Commissioner James asked that the Commission choose a date, preferably a Friday morning. She noted the public hearing on October 7th would have to be held before the rededication. The Commission consensus was to hold the rededication on November 1, 2019 at 10:00 a.m. b. Waiver of application fee for street naming in anticipation of a public hearing to be held on October 7, 2019 - City Manager Garcia City Manager Garcia asked that the Commission waive the application fee because the City is the applicant. The Commission consensus was to waive the application fee for the street naming in West Lawn Cemetery. 11. Commission Comments 11.1 Commissioner Brandimarte Commissioner Brandimarte spoke of the October 13th Breast Cancer Awareness event at the Casino and noted Memorial Hospital will host the wrestlers the next day for their children patients. Commissioner Brandimarte asked that the Commission not change the Commission meeting schedule because a Commissioner cannot make it. He questioned speed enforcement and installing speed humps. City Manager Garcia said she met with the Public Services Director and Police Captain to assess all of our streets. With the penny tax, we will have the opportunity to do transportation and transit studies. 11.3 Commissioner James Commissioner James questioned a speed hump petition. Fernando Rodriguez, Director of Public Services, described the petition process. City Manager Garcia noted there are actual speed humps and no signage that leads up to the humps so drivers are hitting it before they see signage.
