HomeMy WebLinkAboutR-2019-146 City Authorizing City Manager to apply for the ''2020 Complete Streets and Other Localized Initiatives Grant Program'' for certain improvements for NE 2nd Street & a Portion of Gulfstream Rd RESOLUTION NO. 2019-146 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR THE "2020 COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES GRANT PROGRAM" FOR CERTAIN IMPROVEMENTS FOR NORTHEAST 2ND STREET AND A PORTION OF GULFSTREAM ROAD WITHIN THE DANIA BEACH MUNICIPAL BOUNDARIES; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the "Complete Streets and Other Localized Initiatives Grant Program" ("CSLIP") is administered by the Broward County Metropolitan Planning Organization (the "MPO"); and WHEREAS, the Broward MPO CSLIP Program provides funding for the design and construction of small transportation projects that will improve mobility and safety for all transportation users; and WHEREAS, the City of Dania Beach will be submitting an application for the 2020 CSLIP with a request for a CSLIP project along Northeast 2nd Street and a portion of Gulfstream Road (the "Project"); and WHEREAS, a community meeting was held on November 7, 2019 to inform the public of the Project and receive comments from residents; and WHEREAS, the grant-related transportation project was presented to the Dania Beach City Commission at its November 12, 2019 meeting; and WHEREAS, the Project is supported by the City of Dania Beach and the proposed improvements to Northeast 2„d Street and a portion of Gulfstream Road are described to include paving, drainage, sidewalks, bike lanes, crosswalks, pedestrian lighting, disability ramps, pavement markings and signage; and WHEREAS, the City owns, operates and maintains Northeast 2nd Street and Gulfstream Road; and WHEREAS, the CSLIP does not require a City match; however, the City will be responsible for any construction costs exceeding the CSLIP cap; and WHEREAS, the City is responsible for all operations and maintenance costs or additional enhancements after the Project is completed; and WHEREAS, the City of Dania Beach endorses Florida Department of Transportation ("FDOT") delivering the Project on the City's behalf, fully administering the design and construction phases of the Project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing "Whereas" clauses are made a part of and incorporated into this Resolution by this reference. Section 2. That the request to submit the 2020 CSLIP application for the Project submitted by the City of Dania Beach to the Broward County MPO, is approved and the City endorses the Project and seeks funding for it from the Broward MPO CSLIP Program. Section 3. That the City Manager and City Attorney are authorized to make minor revisions to the application as are deemed necessary and proper for the best interests of the City and grant eligibility. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on November 12, 2019.
