RESOLUTION NO. 2019-158 AMENDED 12-10-2019 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE DEVELOPMENT DESIGN GUIDELINES (DDG) AND SITE PLAN (SP-106-19) SUBMITTED BY STEPHANIE J. TOOTHAKER, ESQ., P.A., ON BEHALF OF PROJECT USA, LLC AND CYMBAL DEVELOPMENT FOR PROPERTY GENERALLY LOCATED ON THE NORTH SIDE OF STIRLING ROAD AND EAST SIDE OF BRYAN ROAD WITHIN THE CITY OF DANIA BEACH, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A," A COPY OF WHICH IS ATTACHED TO THIS RESOLUTION; PROVIDING FOR CONFLICTS; AND FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,pursuant to Chapter 28 of the "Land Development Code" (the "LDC"), Part 6 "Development Review Procedures and Requirements," Article 635 "Site Plans," and Part 3 "Special Zoning Districts," Subpart 5 "Planned Small Lot Mixed-Use Development District (PMUD-SL)," Article 350 "Planned Small Lot Mixed-Use Development District (PMUD-SL)," Section 350-30(R) "Site Plan Approval," site development shall comply with the established PMUD-SL regulations and the approved Development Design Guidelines; and WHEREAS, LDC Article 350 "Planned Small Lot Mixed-Use Development District (PMUD-SL)," Section 350-40 "Planned Small Lot Mixed-Use Development District (PMUD- SL) Development Requirements," provides that no building permit for a structure or building shall be issued by the City and no development shall commence unless in conformity with the approved Development Design Guidelines (DDG) and an approved final site plan; and WHEREAS, pursuant to LDC Section 350-40, Stephanie J. Toothaker, Esq., P.A., on behalf of Project USA, LLC and Cymbal Development (the "Applicant") has submitted the Bryan Road PMUD-SL District 2 Development Design Guidelines (DDG), attached as Exhibit "B," which provide for the standards and regulations of the future development of the portion of the Bryan Road PMUD-SL (District 2), as legally described in Exhibit"A;" and WHEREAS, the Applicant has requested Site Plan (SP-106-19) approval to permit the development of an eight (8)-story building with 272 residential dwelling units and thirty (30) live-work units (integrated with a parking garage) with ground level retail, attached as Exhibit "C," consistent with the DDG, to be located on the property as legally described in Exhibit "A;" and WHEREAS,the Site Plan (SP-106-19) has been reviewed for compliance with the Bryan Road PMUD-SL District 2 Development Design Guidelines (DDG) in accordance with Article 635 and Article 350 of the LDC; and WHEREAS, the City Commission conducted a duly noticed public hearing in accordance with Article 610 of the Land Development Code; and WHEREAS,the City Commission finds that the approval of the proposed DDG and Site Plan (SP-106-19) will protect the public health, safety, and welfare of the residents of the City, and furthers the purpose, goals, objectives and policies of the Comprehensive Plan; and NOW, THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing "WHEREAS" clauses are ratified and confirmed as being true and correct, and they are made a part of and incorporated into this Resolution by reference. Section 2. That pursuant to Chapter 28, "Land Development Code," Part 6 "Development Review Procedures and Requirements," Article 635 "Site Plan," and Part 3 "Special Zoning Districts," Article 350 "Planned Small Lot Mixed-Use Development District (PMUD-SL)," Section 350-40 "Planned Small Lot Mixed-Use Development District (PMUD- SL) Development Requirements, " the following Site Plan (SP-106-19) attached as Exhibit "C," which is made a part of and incorporated into this Resolution by reference is approved subject to the following conditions: 1. A master fire safety plan showing the entire site (Fire). 2. Fire Department Access Information as follows: a. All turning radii (demonstrated) b. Drive Aisle widths (demonstrated) & Vertical Clearances (noted) c. Fire Department Apparatus Access Road locations and dimensions - demonstrate or note on the plan how they will be marked and delineated on site (Fire). 3. Proof of Water Supply & Fire Flow Demand as follows: a. Fire Hydrant Flow Test b. Building Construction Type and Square Footage c. Fire Flow Demand Calculations Signed and Sealed by Licensed Engineer d. A completed Application for the Approval of the Fire Protection Water Supply Design (See the last page of this document) e. Statement of verification from the design professional of record, on official company letterhead, that the proposed water main sizing, fire hydrant spacing, and fire hydrant 2 RESOLUTION#2019-158 AMENDED 12-10-2019 locations, are in compliance with the Broward County Land Use Code and the Florida Fire Prevention Code. (This document shall bear the seal and signature of the engineer) (Fire). 4. Repeat comment: Provide the specimen value on sheet TS-1 for the specimen strangler fig proposed for removal. The specimen tree appraisal formula can be found in Sec. 825- 140(C)(2). An arborist report was not submitted in this plan set and the previously submitted arborist report did not include a specimen tree appraisal value (Landscaping). 5. The FLEPPC invasive species were mitigated correctly. However, the non-FLEPPC, non- specimen canopy to be removed was calculated incorrectly. Per Sec. 825-100(A)(5), an additional 50% (1.5 multiplier) canopy replacement is required. Update mitigation calculations accordingly (Landscape). 6. Show the mangrove and native species canopy to remain along the canal on the landscape plan on sheet LP-1 (Landscape). 7. Include the Brazilian pepper and tropical almond canopy to be removed near the canal in the overall mitigation calculations. Show how these trees will be mitigated (Landscape). 8. Tree number 4 is proposed to remain, however, it is not shown on the landscape plans. Include this tree on the landscape plans (Landscape). 9. Repeat comment: Root barrier detail was added; however, the note was not. Per Sec. 275- 190(0), provide a note that root barrier will be installed for all tree or palms planted within 10 feet of a sidewalk or parking area(Landscape). 10. Comment not addressed: Provide the width of landscape buffers to ensure compliance with Sec. 275-130 (Landscape). 11. Provide drawing file (dwg or dgn) disk of the approved site plan in Florida State Plane Coordinate (NAD 83). This should be addressed as part of the Final Submittal (Engineering). 12. Minimum width at driveways is 25' not 24" plans must be corrected at application for Building Permit. As per section 265-150(E)(3) minimum access width dimensions at the street of(2-way) 25' (Engineering). 13. Pending to be shown site visibility Triangles at entrance on property lines of 25' on both sides. Also, show (dr) distance as per DOT table and number of lanes within the speed (Engineering). 14. Dania Beach Code of Ordinances Article 805 — Concurrency of Determinations. Data was provided in letter attached but must be included on plans at time of application for building permit(Engineering). 3 RESOLUTION#2019-158 AMENDED 12-10-2019 15. UTILITIES: Identify projected water, sewer and solid waste demand for the project. Must provide documentation from Public Services, or Broward County as applicable, stating capacity is available to meet the projected demands prior to public hearing (Planning). 16. The proximity to the airport will be required FAA and BCAD review and approval. Contact William Castillo, Airport Planner with Broward County Aviation Department, located at 2200 SW 45 Street, Suite 101, Dania Beach, FL 33315, (954) 359-6100 (Planning). 17. RAC TRAFFIC IMPACT MITIGATION: The amount of CRA mitigation for traffic impact is due based on resolution No. 2014-049 which established a rate of $21.26 per p.m. peak hour trip. Based on the Traffic Study prepared by TrafTech, dated September 3, 2019, 97 PM peak hour trips will be generated by this project. Therefore, the applicant must pay $2,062.22 (97 X $21.26)prior to issuance of a building permit(Planning). 18. Per Resolution No. 2015-071, $1,825.00 per $1,364.00 per Multifamily Dwelling, must be paid for Recreation and Open Space Impact Fee at time of building permit issuance. Therefore, $411,928 must be paid prior to issuance of a building permit (Planning). 19. The applicant is encouraged to contact neighbors adjacent to, as well as condominiums and neighborhood associations to advise of this property. Please provide acknowledgement and/or documentation of any public outreach(Planning). 20. Applicant must obtain a statement from the City Engineer saying that the traffic study/statement submitted by the applicant is complete and accepted prior to public hearing (Planning). 21. Applicant must obtain statement from City Engineer stating that adequate water supply exists for this project(Planning). 22. For all projects resulting in buildout of the site, such that construction staging cannot occur on site, the applicant must obtain Maintenance of Traffic Plan approval by the City Engineer for period of construction prior to issuance of a building permit(Planning). 23. Per 0-2017-027, commercial properties under construction are required to provide security to fencing with screening showing project rendering when adjacent to ROW. Provide screen detail with next submittal (Planning). 24. Must provide recorded roadway easement for Bryan Road prior to issuance of a building permit(Planning). 25. Provide calculations table identifying uses and required/providing parking counts, bicycle parking, and loading spaces on site plan to ensure compliance with DDG (Planning). 4 RESOLUTION#2019-158 AMENDED 12-10-2019 26. Proposed DDG, Section 5 Development Standards, Minimum Setbacks and Roadway Easements, Exhibit 5 identifies front (S. Banyon Road). Revise to identify the correct name of the road as Bryan Road (Planning). 27. Provide approval letter or easement from South Florida Water Management District, if applicable, allowing use of this land and waterway prior to issuance of a building permit. 28. Identify on site plan pedestrian cross access easement along the east side of the property connecting to the properties to the north as approved by the South Florida Water Management District, if applicable (Planning). Section 3. That pursuant to LDC Section 635-100 "Expiration of Site Plans," the Site Plan (SP-106-19) approval shall automatically expire and become null and void eighteen (18) months from the effective date of this Resolution unless the Applicant files a complete building permit application and secures approval of building permits for the improvements shown on the Site Plan within the eighteen (18) month time frame, unless an extension is granted by the City Commission. Section 4. That the issuance of a development permit by a municipality does not in any way create any right on the part of an Applicant to obtain a permit from a state or federal agency, and does not create any liability on the part of the municipality for issuance of the permit if the Applicant fails to obtain requisite approvals or does not fulfill the obligations imposed by a state or federal agency, or undertakes actions that result in a violation of state or federal law. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. INTRODUCTION Cymbal Development, the applicant of 150 South Bryan Road in the City of Dania Beach is proposing to redevelop the site with mixed use consisting of an 8-story, 302-unit residential building (integrated with a parking garage) with ground level retail. The proposed development is designed as an integral part of an emerging mixed-use lifestyle along the Bryan Road corridor that has come about with the recent development of Dania Pointe, a large-scale Planned Mixed- Use Development(PMUD)on the west side of Bryan Road.The synergy being created in the area has sparked interest among property owners of approximately 11.04 acres along the east side of Bryan Road to redevelop their properties into an innovative and compatible mixed-use development. As such, these properties are being rezoned to a newly created Planned Mixed- Use Development-Small Lot(PMUD-SL)zoning district, known as the Bryan Road Corridor PMUD- S L. The Bryan Road Corridor PMUD-SL zoning application includes a Master Development Plan(MDP) illustrating two (2) districts and conceptually illustrating the Bryan Road street section, building envelopes and setbacks in order to provide consistency and continuity within the Bryan Road Corridor PMUD-SL. The Bryan Road Multi-Family Design Guidelines shall apply only to District 2, located at 150 Bryan Road (northeast corner of Stirling Road and Bryan Road). The District 2 property is approximately 2.42 acres (105,415 square feet). The property is currently zoned Industrial-Research-Office-Marine (IROM) with an underlying land use of Regional Activity Center(RAC) within the City's Community Redevelopment Area. The property to the north is zoned IROM but like this subject site, is in the process of being rezoned to PMUD- SL with anticipated 2"d reading at the City Commission being, October 28, 2019.The property to the east is zoned Industrial-Research-Office(IRO).The property to the west,commonly known as Dania Pointe, is zoned Planned Mixed-Use Development (PMUD). 19-3247 1 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 5 Figure 1: Location Map 41 *" Ali, ' - �` r m •ry Y 4 .. 17 kPLe, 1 " I^ The conceptual master plans and design guidelines of this report are designed to best achieve the common goals of the Bryan Road Corridor PMUD-SL and the City of Dania Beach to continue to provide world class destinations and services to the residents of Dania Beach and east Broward County.As proposed,the Master Plan is broken down into two(2)districts; District 1 Commercial- Office-Residential-Hotel-Marina and District 2 Commercial-Office-Residential-Hotel-Marina. District 1 represents 2/3 of the site spanning from NW 1st Street on the north to just south of Arrow Place on the south. District 2 represents the south corner along South Bryan Road and Stirling Road. Due to the minimal frontage along Stirling Road, all access points shall be from Bryan Road. The properties seek to take advantage of the waterfront at the rear of their properties to provide private amenities, including docking facilities and a continuous walkway with cross access along the waterfront from Stirling Road north to NW 1st Street. This cross- access easement is not intended to be a designed amenity such as a Riverwalk. The City's Land Regulations (LDR) shall apply unless hereby specified in the adopted DDGs. INTENT The Dania Beach RAC land use designation is intended to provide the needed flexibility to permit increased development on certain sites without the need to process site specific land use plan amendments. The PMUD zoning district, which is adjacent to the property, furthers the intent of the City's redevelopment plans by supporting large-scale mixed-use development with direct 19-3247 1 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 6 access to an arterial roadway within the RAC. The City's Land Development Code reserves the PMUD zoning designation for properties that have a minimum size of fifty (50) acres of contiguous land. Thus, a new PMUD-SL district was created for properties that do not meet the minimum 50-acre requirement. The intent of these design guidelines is to create parameters for the entire District 2 based on the documentation of existing conditions as well as planning for any future expansions. The Master Plan is required for District 2 in order to rezone from IROM to PMUD-SL.The Bryan Road Multi-Family Design Guidelines control specific development standards or bulk regulations that the Bryan Road Multi-Family site plan must meet. DENSITY AND INTENSITY The density and intensity of land uses within a PMUD-SL shall be consistent with the Dania Beach RAC provisions set forth in the Future Land Use Element of the City's Comprehensive Plan. As proposed, Bryan Road PMUD-SL District 2 is proposing a maximum of 302 units where the density is 125 net units per acre. LOT COVERAGE The minimum size of a PMUD-SL district shall be no less than ten (10) acres of contiguous land. HEIGHT STANDARDS The height limitations for a building or structure are those prescribed by the Federal Aviation Administration. The other requirements of article 220, "Supplemental Building and Structure Height Regulations (including lowest finished floor); Rooftop Regulations", shall apply unless otherwise specific in the Development Design Guidelines (DDG). As proposed, Bryan Road Multi-Family is proposing an 8-story 984"tall building with a maximum building height of 100'. PUBLIC ACCESS & CIRCULATION Each permitted use shall have access to a public street either directly or indirectly via an approach, private road,or other area dedicated to the public or private use or common easement areas. Such paved access at the ultimate right of way line shall be a minimum of 22 feet wide at the property line for two-way traffic. The City shall be allowed access on privately owned roadways, easements and common open space to ensure the police and fire protection of the area, to meet emergency needs,to conduct City services, and to generally ensure the health and safety of the residents.A minimum ten (10')foot wide pedestrian cross-access easement shall be dedicated within the rear property yard as permitted by the South Florida Water Management District. As proposed, Bryan Road Multi-Family provides a continuous and connected pedestrian circulation system throughout District 2 and interconnected with District 1 of the PMUD-SL for all buildings and uses, parking,transit and common areas with safe convenient connection to off- site public pedestrian ways and sidewalks, as applicable. Furthermore, the PMUD-SL shall foster the use of alternative modes of transportation,which will include pedestrian, bicycle,transit,and potentially non-motorized marine vessels through measures which will include the mix and intensity of uses, building placement, utilization of green practices,transit amenities, inclusion of bus bays or transit hub, bike lanes and posting of transit route information, as applicable. OFF-STREET PARKING & LOADING The proposed mixed-use development has the ability to share parking facilities, surface, structured and on-street parking. In addition, parking facilities shall be subject to the following; (1) Arrangement of spaces. Parking areas shall be arranged so that any automobile may be parked/unparked without moving another, except for parking structure which may be designed to allow tandem parking. Loading/unloading areas shall be convenient to the building(s) in which it serves. Due to the compact nature of the site, loading and unloading shall reside in the designated loading and unloading areas within the parking garage. In no circumstance should loading or unloading occur in the public right-of-way. The sharing of such spaces (areas) between individual tenants, uses and buildings within District 2 shall be permitted. This provides a sustainable mix of compatible land uses both internally and externally with adjacent properties (such as Dania Pointe) and, more importantly, provides flexibility to best respond to current and future land uses, changes in building and development patterns and changes to community demographics. Furthermore, in ensuring external compatibility all currently surrounding properties are similarly located within the City's RAC and encourage compatible land uses to those permitted under the PMUD-SL zoning. In ensuring residential compatibility, PMUD-SL zoning is an effective land use control promoting high quality, compact mixed-use development complemented by commercial and recreation uses with a high level of access to surrounding developments and amenities. These elements form the basis for an attractive community and contribute to improved health, safety,and welfare for all residents. ARCHITECTURAL STANDARDS INTENT Buildings, their overall massing and their facades should be designed to communicate a high quality,signature character with a wide appeal to a wide audience. The design should be capable of communicating the type of use being housed within the edifice. DESIGN ELEMENTS The use of asymmetry may be utilized strategically to impart interest and relief of possible monotony in the design of the fagade. The design should modulate abutting wall planes and provide articulations through juxtaposed and recessed stacks and where possible. Additionally, the framing or boxing of overall fagade elements and the use of double-height elements may be encouraged to provide a sense of scale and legibility to the fagade. These may be further enhanced by articulating the boundaries of windows or a distinguishing entire stacks of facade elements in a contrasting trim color. The symmetry and clean lines are further enhanced by the aluminum railings designed in a horizontal fashion. The color of the railings is complimentary to the building color. Exterior windows and sliding doors should make use of transparency, while attempting to mediate heat gain if possible. The color schemes should be made-up of a palette of contrasting and complimentary colors in light hues that are responsive to the local identity of the South Florida climate and experience. 19-3247 1 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 22 ARCHITECTURAL STYLES The architectural style employed is a sub-tropical modern, contemporary design with design features responsive the international appeal of the South Florida region. It should accentuate sleek, clean geometric lines, overall symmetry and a balanced composition. BUILDING MATERIALS Building materials shall be as approved by the Florida Building Code. CBS construction and or TILT-UP methods shall be employed. Finished walls shall be finished in stucco,sealed and painted. Where desired, the use of a cladding material may be employed, provided it is consistent with the identity of the overall design and character of the building. Materials should be true and they should prove to be long-lasting. Where parapets or flat roofs are not provided, roofing shall be clad in a material that is visually appealing to anyone looking down on it. Sliding Glass Doors and all Windows shall use "Impact"glass, as approved by the Florida Building Code. Glass exterior doors from the lobby, amenity facilities, and retail areas shall use Impact, clear glass as approved by the Florida Building Code. All solid exterior doors shall be hurricane- rated steel doors under the Florida Building Code. Varying window heights and sizes shall be provided to breakdown the overall scale of the facade. Corner glazing shall be floor to ceiling to emphasize building edges. DECORATIVE BALCONIES Residential unit balconies should provide relief to the fae ade such that they protrude or recess from the main building plane. Balcony railings shall be decorative in nature to be complementary to the architectural style of the building. SITE LIGHTING Lighting for the Bryan Road Multi-Family Design Guidelines shall be designed to provide safety and security for motorists and pedestrians as well as to enhance the overall character and design of the development during low light and after dusk hours. Crime Prevention Through Environmental Design (CPTED)guidelines should be used in lighting design.The requirements of article 280 "Outdoor Lighting Standards" shall apply unless otherwise specified in the approved Development Design Guidelines. Lighting may include accent lighting for building facades accenting key design aspects, decorative building lighting, landscape lighting, pedestrian walkway lighting, site lighting, fountain lighting, up-lighting on buildings and building security lights. Lighting shall be used to provide safety and security for motorists and pedestrians while not adversely effecting properties sharing a property line. All lighting fixtures designed or placed to illuminate any portion of a site shall meet the following requirements: Exhibit 9: Lighting Standards 19-3247 1 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 23 Fixture The light source shall be concealed behind an opaque surface and recessed within opaque housing and shall not be visible from adjacent properties. Fixture Height Lighting fixtures shall be a maximum of 25 feet in height along a driveway or along a pedestrian way. Light Source Incandescent,florescent, LED,or metal halide may be used. Mounting Fixtures shall be mounted in such a manner that the cone of light is contained on-site and does not cross the boundaries of the District Limit Lighting to The use of sensor technologies,timers or other means to activate lighting during Periods of Activity times when it will be needed may be provided to conserve energy,provide safety, and promote compatibility between the different Permitted Land Use areas within the District. Figure 15: Lighting Fixture r i F g, LANDSCAPE DESIGN STANDARDS INTENT The landscape and irrigation subsection is intended to establish design standards for the planting and irrigation surrounding the site which shall be integrally designed to enhance the high-quality signature character and visual interest of the overall District while implementing Florida Friendly principles. Landscaping shall be used and located throughout the development to provide a pedestrian friendly environment for visitors and residents alike. The purpose of these provisions is to assure compliance with buffering and landscaping guidelines.The project has been designed to require buffering and landscaping provisions based upon the proximity and style of the 19-3247 1 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 24 building near the public right of way and determined based upon the edge is intended to be public or private. DEFINITIONS Refer to Code Section 825-50 for landscape/tree preservation related definitions. GREEN DESIGN PRACTICES The green design practices subsection is intended to encourage the use of recycled materials, energy efficient design,water conservation,and green building standards. Charging stations shall be provided for a percentage of parking spaces within the garage. Recycling bins shall be provided to the residents. The units will be designed with energy efficient Air Conditioners, toilets and showers shall be water conserving and other appliances will include energy efficient standards. The irrigation system shall be designed to conserve water as well as provide a rain sensor so the system will not run if it has been raining. Recycled products will be utilized where possible in the selection of furnishings and finishes. GENERAL LANDSCAPE & IRRIGATION STANDARDS The General Landscape Standards subsection is intended to encourage landscaping as a tool to enhance the pedestrian experience, provide beautification, provide a delineation of access, enhance features and the architecture and provide environmental enhancement and preserve the natural edge along the East property line. Pedestrian areas along Bryan Road shall include canopy trees which provide shade and aesthetic enhancements without conflicting with vehicles or pedestrian movement, awnings, balconies or signage. Florida-friendly plants and landscaping principles shall be implemented in this multi-family landscaping project. Florida-friendly principles will be followed ensuring that a large percentage of native species are specified to conserve water and preserve natural resources and support wildlife habitats. 1. Plant Material: a. The plant palette used for this District shall be composed of a minimum of 50 percent native species for Trees, shrubs and groundcovers. 2. On Bryan Road at the north end of the site,tree grates within sidewalks and other publicly accessible plaza areas shall be provided to enhance the pedestrian experience. Where areas are less than 10' in width, palms shall be provided to enhance the building facade. Where tree grates are not provided, raised curbs, shrubs, or other material will be provided. 3. Root barriers: a. Tree installed within ten (10) feet of utilities or a sidewalk shall provide a root barrier; utilities and site amenities may be permitted to within seven feet, six inches (7'-6") of a tree. 4. Tree Equivalency Standards. For the purposes of calculating required trees (but not for mitigation replacement): 19-3247 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 25 a. One (1) Large Palm with a typical DBH at maturity larger than 12 inches or greater shall be the equivalent of one(1)canopy tree.These Large Palms shall be installed with eight feet of wood. a. A grouping of three (3) palm trees with a typical DBH at maturity of less than 12 inches shall be the equivalent of one(1)canopy tree.These palms shall be installed with eight feet of wood. 5. Irrigation plan submittals will be provided per City Code for the construction permit submittals. Irrigation will be installed prior to the certificate of occupancy. 6. Minimum pervious area shall reflect the established standards of code section 215-130— Impervious area standards. LANDSCAPE BUFFERS & SCREENING The Landscape Buffers and Screening subsection is intended to protect the views of the residents and adjacent property owners while establishing defined edges for the resident's safety and security. (1) Buffer Dimension and Design: The following establishes the minimum buffer design requirements and minimum widths: 1. The East Buffer: Per code section 275-90(b)(1) Multi-family B-1 adjacent to public right of way, there is no specific buffer requirement along canal right of ways; however, existing native Mangrove trees exist in the SFWMD right of way and shall be preserved. Additional native trees and shrubs shall be proposed but are subject to approval by SFWMD. 2. The North Buffer: The North Buffer shall include a minimum 10' wide buffer which contains one canopy tree and five (5) shrubs for every 30 lineal feet. 3. The South Buffer: The South Buffer shall include a minimum 20' wide buffer which contains one canopy tree and five (5) shrubs for every 30 lineal feet. 4. The West Buffer:The West Buffer:The West Buffer shall include a minimum 10' wide buffer which contains one street tree and one intermediate or small tree and ten (10) shrubs for every 35 lineal feet. Palms may be utilized adjacent to the building to provide softening against the building facade. Note this buffer contains a continuous FPL ten-foot easement along the property line. If the overhead utility lines are not placed underground the proposed trees and palms shall be limited to those allowed below overhead lines. Pedestrian amenity areas with outdoor seating and plaza areas shall be provided north of the proposed driveway. Due to a possible turn lane on the Bryan Road Buffer at the south end the buffer width may be reduced due to future right-of-way dedication(s). 5. Within buffers, the required trees and shrubs may be clustered to provide view corridors to signage and allow for clearance for utilities, drainage and visibility at 19-3247 BRYAN ROAD MULTI-FAMILY DESIGN GUIDELINES 26 intersections.The distance between landscape cluster areas shall not exceed 50 feet subject to the location of roadways, driveways, signage and/or infrastructure. FOUNDATION PLANTING The Foundation Planting subsection is intended to protect the private spaces of the residents of this community. A single hedge planted a minimum of two feet high and planted two feet on center shall be provided to ensure that the private and public edges are clearly defined. The foundation planting shall provide softening of the architecture by providing some taller species against the edge of the building. SIGN DESIGN STANDARDS INTENT The sign subsection is intended to establish graphics that provide for establishment identification and directional communication, while allowing the creation of unique and informative signs.The objective of quality signage and graphics is to present a clear hierarchy of information, direction and organization. Conformity in style, materials and location of signage will be a major element in establishing the design theme continuity with the Bryan Road Multi-Family Development Design Guidelines(DDG). Furthermore,this subsection is intended to be consistent with the City's adopted Comprehensive Plan by establishing continuity in the design theme of the Bryan Road Multi-Family Corridor Development Design Guidelines (DDG). All signs shall conform with the FDOT Index S46 sight triangle requirements. DEFINITIONS & SIGN TYPES Refer to Code Section 505-20 for Sign Related Definitions and Sign Types.
