DANIA BEACH CITY COMMISSION
TUESDAY, JANUARY 14, 2020 - 7:00 P.M.
1. Call to Order/Roll Call
Mayor Lewellen called the meeting to order at 7:00 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor Lewellen called for a moment of silence after the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Walmart Pharmacy Public Service Announcement presented by A.J. Ubaque, RPh,
PharmD - Requested by Commissioner Harris
Mr. Ubaque provided a public service announcement about flu season and encouraged everyone
to get the flu vaccine.
3.2 Dania Beach Chamber of Commerce update by Randie Shane
Ms. Shane was unable to attend the meeting.
3.3 Dania Beach Walker's Club Awards
Anthony Ifedi, Athletic Director, described the Walker's Club and presented 2019 Walker of the
Year awards to Calvin Williams and Ricky Young.
3.4 Special Event request from Dania Beach Lions Club for their 5th Annual
Moonlight Classic Car Show to be held at Frost Park on February 22, 2020 from 6:00
p.m. - 10:00 p.m. The applicant is requesting Special Event fee waiver of$150.00,
Port-o-toilets for Frost Park, and BSO Police Escort and Security Details for the
event.
Jim Silvernale, President of the Dania Beach Lions Club, gave a brief overview of the event and
thanked everyone for their support.
Commissioner James motioned to approve the Special Event request for the Lions Club
Moonlight Classic Car Show, including fee waiver, port-o-toilets and BSO services;
seconded by Commissioner Harris. The motion carried unanimously.
3.5 Special Event request by the City of Dania Beach to have various Martin Luther
King, Jr. Day activities throughout the City on January 18 and 20, 2020. The
applicant is requesting the following: Special Event fee waiver of $150.00; Port-o-
lets for CW Thomas Park; BSO Police Escort Detail for the parade; and BSO Security
Detail at C.W. Thomas Park for the festivities.
Vice-Mayor Odman motioned to approve the Special Event request for the Martin Luther
King Jr. Day activities, including the fee waiver, port-o-lets, and BSO services; seconded by
Commissioner Harris. The motion carried unanimously.
4. Proclamations
4.1 Dr. Martin Luther King, Jr. Day - Commissioner James
Commissioner James read the proclamation for Dr. Martin Luther King, Jr. Day and presented it
to Bobbie Grace, President of the MLK Renaissance Corporation. Ms. Grace described the
MLK Day activities planned in the City.
5. Citizen Comments
Craig Valentine, Gangrel's Wrestling Asylum, 1982 Tigertail Boulevard, spoke of the Toy Drive
Giveaway held at the Casino and asked for more coverage from the City for their upcoming
events.
Steven Jones, 4930 SW 291h Way, spoke about the City's 115th Anniversary celebration and
noted none of the old-time black families were invited.
Emmanuel George, 17 NE 2nd Avenue, noted he has been coming here since 2016 and has
spoken about establishing an historical society, yet his name is not associated with the historical
society that has been set up.
Jackie Centofanti, Treasurer, Meadowbrook Association Phase 5, expressed concerns regarding
BSO investigating several board members based on accusations from two other members.

Dania Beach City Commission
Tuesday,January 14,2020—7:00 p.m.
Marge Perry, 5521 SW 44th Terrace, spoke about item 9.2 being on second reading, when the
first reading displayed an error in the dwelling units per acre. She noted development in her area
causes traffic to cut through 54th Court and 40th Avenue. She is working with Marc LaFerrier,
Director of Community Development, but does not know which organization to reach out to for
help on the matter.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, addressed Ms. Centofanti's earlier comments. He
spoke about the upcoming Census and being aware Census workers should produce identity, and
reported on criminal activity in the City. BSO is meeting with management of hotels regarding
the upcoming Superbowl relative to human trafficking and related issues.
Captain Sergio Pellecer, BSO District Fire Chief, reported on fire rescue call statistics.
Mayor Lewellen requested a breakdown of calls for each station.

Mayor Lewellen noted item#7.5 would be withdrawn from the agenda.

Commissioner James motioned to adopt the Consent Agenda, with the exception of Item
#7.4 and #7.5; seconded by Commissioner Harris. The motion carried unanimously.
7.4 RESOLUTION#2020-002
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE RE-APPROPRIATION OF TWO HUNDRED THOUSAND DOLLARS ($200,000.00) OF
UNUSED FUNDS FROM THE OASIS XIV PROJECT FISCAL YEAR 2017-2018 TO PROVIDE NEEDED
FUNDING FOR A TRANSIT OPERATIONS STUDY FOR THE MULTI-MODAL TRANSPORTATION

Commissioner James asked if we are no longer doing the Oasis projects. She noted we do not
have numbers for the remaining balance of the $159,000.00 allocation as there is only one
amount of$41,000.00 identified. She called on the Commission to explore all opportunities on
this.
City Manager Garcia explained we lost thousands of dollars last year because we had lack of
ridership on our community bus. We would like to move some of this money to do a transit
survey based on the needs of our residents.
Commissioner James said the question is why we are not using these funds for an Oasis project.
She does not favor taking away the funding for enhancement of various neighborhoods for this
item.
City Manager Garcia noted staff totally supports the Oasis projects, but we have been losing
money from the County due to our ridership.
Fernando Rodriguez, Director of Public Services, explained no money was budgeted for lights at
the beach or for some unforeseen complications resulting in additional cost of the multimodal
project. The allocation may not cover all projects, but it will help. This is funding from an older
Oasis project; future Oasis projects will go forward. We would simply be taking money that was
setting there from the older Oasis XIV project that the community did not support.
Commissioner James commented she does not want to approve a blank check, and requested
more definitive numbers in order for the Commission to decide the priority of projects. She
proposed continuing this item until the next meeting.
City Manager Garcia noted the manager of the Quarterdeck called regarding the lack of lighting.
Sometimes we may not have planned for something, but issues come to the surface regarding
public safety; therefore, staff has a responsibility to bring the matters to the Commission. She
added we are going to do a citywide lighting study.
Commissioner James felt the Commission should know the numbers before voting on this.
Commissioner Brandimarte spoke of Oasis projects being in CRA areas to enhance and improve
neighborhoods, and even expanding them to a wider net of the City. If there is money left over,
she wants it to go back to an Oasis project. She favors lights on the beach and the rest of the
money going where it belongs, which is back in the Oasis projects. She is not going to vote on a
study over the money going for the residents.
Mayor Lewellen noted the Oasis projects are not just in the CRA; this is not a CRA issue, it is a
citywide issue. She said public safety affects everyone and questioned whether this can wait
until the next meeting.
City Manager Garcia commented our beach is very dark and dangerous. She does not want to
lose money to the County and would like to engage in the transit study. She recommended

setting money aside for a transit study ($50,000.00 from Reserves, perhaps) and Director of
Public Services Rodriguez could get a number on the lighting next week.
Mayor Lewellen asked if this item could wait until the next meeting.
City Manager Garcia responded the item would be brought back to the next meeting. Based on
the discussion, an appropriation for an Oasis project that everyone is in support of would be left.
A number for the transit study and what the cost will be for the lighting would be brought back
to the Commission.
Commissioner James motioned to continue Resolution #2020-002 until the January 28,
2020 City Commission meeting at 7:00 p.m.; seconded by Commissioner Brandimarte. The
motion carried on the following 5-0 Roll Call vote:

Attorney White read the title of Ordinance#2020-002.
Corinne Lajoie, Planning & Zoning Manager, gave a brief presentation on the text amendment
request.
Mayor Lewellen opened the Public Hearing.
Arturo Vives, 5420 SW 44 Avenue, noted proposed developments include closing down 40th
Avenue at SW 50 Court, which would shut out those residents from the City. His son is a special
needs student and the closure would cause a delay in school transportation. He noted emergency
calls have increased in the area.
Michael Paesani, 5510 SW 44 Avenue, requested that the Commission try to put themselves in
the residents' shoes. Many people on 44th Terrace have been there a very long time. Most of the
homes are one-story or two-story; imagine 60-70 foot buildings next door and now there is talk
of closing 40th Avenue, which would cut off access to the neighborhood.
Judy Vastardis, 5510 SW 44 Terrance, expressed opposition to the development proposed for her
neighborhood. They had a huge hit from Hard Rock being developed.

Laurie Ann Groover, 5451 SW 44th Avenue, opposed having 40th Avenue closed and having an
apartment community (Serenity House). She spoke in opposition to further development in her
neighborhood because of traffic issues and suggested a case study be performed before closing
off the 401h Avenue side.
Nancy Self, 5531 SW 44 Terrance, spoke in opposition to further development in her
neighborhood due to traffic and parking problems. She said they need more no parking signs;
they are not sure who they can talk to about posting more signs.
Steve Goldberg, 4010 SW 54 Court, spoke about development traffic issues. He favored the
closing of the street and creating a Y shape roundabout as access should be given to the
neighborhood. He noted the majority of the opposed residents on the street are all renters, not
homeowners.
Aryeh Fraser, 3911 SW 56 Street, noted he views this as progress and you have to come up with
solutions. It is a beautiful six-story building and this project may protect the neighborhood from
living in the eye of the Hard Rock. He supported the project going forward.
Dennis Mele, Greenspoon Marder, representing the applicant, noted this item is a text
amendment and does not approve a development itself being built. He spoke of the Planning &
Zoning Board meeting where he heard concerns raised. They are going to have community
meetings and he will get with City staff to distribute information. The development items will
come to the Commission at the next meeting.
Commissioner James said she spoke to the developer about cutting off the community and
putting in a cul-de-sac; the developer told her he would do what the Commission wanted. Her
advice to the community is to organize, be involved in the process and be in control of the
project.
Vice-Mayor Odman spoke of a previous example of the Sea Oats development project; people
finally got involved and they all supported the project. Residents should not walk away from
this, but instead stay involved.
Commissioner Harris noted the residents are doing the right thing, being involved and
participating in the project, and learning the process. The matter tonight is for a text amendment,
allowing the Commission to look into increasing density, and not for approval of a particular
proj ect.
Attorney White explained what approval of this item would mean.
Commissioner Harris added this is a process; the residents have to get involved in the process
and they may get what they want.
Commissioner Brandimarte suggested the residents take advantage of the developer; if he wants
something, they should make sure they get something.

Mayor Lewellen noted the issues where the residents are located have more to do with
Hollywood. She encouraged them to work with Attorney Mele; they should take a step back,
this is a process, attend the meetings and make sure they get their points across.
City Manager Garcia commented she is concerned about the young lady getting kidnapped;
residents should look at the lighting, landscaping, and sidewalks. This is an opportunity to
enhance the community as a whole.
Commissioner James noted she would attend the meetings with the residents.
Christine Musial, 5414 SW 44 Terrance, expressed opposition to closing off 40th Avenue and
speeders coming out of the garage.
Seeing as there was no one else to speak in favor or opposition, Mayor Lewellen closed the
Public Hearing.

Mayor Lewellen, Vice-Mayor Odman and Commissioner Harris noted they had met with the
developer.
Corinne Lajoie, Planning & Zoning Manager, gave a presentation on the site plan, variances, and
design variations requests for the Avid Hotel.
Vice-Mayor Odman asked why the trees could not be put along Federal Highway.
Leigh Kerr, representing the applicant, addressed the visibility issues with the trees and noted the
entire building front on Federal is in the sight triangle.
Commissioner James asked if there would be a parking garage.
Planning & Zoning Manager Lajoie responded there would be a surface parking lot behind the
structure; 13%would be valet parking.
Discussion ensued about using different kinds of trees.
Mr. Kerr described details of the development.
Mayor Lewellen opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, she closed the Public Hearing.
Vice-Mayor Odman motioned to adopt Resolution #2020-008; seconded by Commissioner

10. Discussion and Possible Action
10.1 Infrastructure concerns - Mayor Lewellen
Mayor Lewellen noted she asked for an assessment in writing of where we are with all of our
projects in order to get a sense of what we need to do. She distributed a memo to each
Commissioner, a copy of which is attached to and incorporated in these minutes. She noted
every part of the City has issues needing to be addressed. In this way, we can determine where
we need to go during budget time.
City Manager Garcia noted this gives us an opportunity, whether in Washington, Tallahassee, or
Broward County, to move forward with the assessments and master plans, and identifying
matching funds in the budget should there be grant opportunities available.
Commissioner James said this was touched upon at the Parks Master Plan Funding workshop.
10.2 Dune restoration- Vice-Mayor Odman
Vice-Mayor Odman displayed pictures of the dunes during the last 10 years. She requested that
she be able to work with City staff to meet with FAU about options available to us for dune
restoration and bringing them back.
Mayor Lewellen noted dune restoration is included in the memo she distributed.
Vice-Mayor Odman referred to a past solution and bringing forward new innovative ideas to
restore the dunes.
Mayor Lewellen noted this was brought up in Tallahassee.
City Manager Garcia noted there was discussion on the matter with Mayor Lewellen and
Commissioner Harris during a visit to Tallahassee. Whether restoration is all at once or multi-
phased, addressing the areas of greater concern first, with a goal of completing that project, is
very important.
Vice-Mayor Odman hopes that Tallahassee works out; she will be going to Washington soon,
and she wants to do this now.
City Manager Garcia commented the work is in progress; our goal is to say this is the area of
greatest concern, identify the cost, and what it will take to get started.
Commissioner Brandimarte questioned why we are not moving on to the next phase of the beach
plan.
Vice-Mayor Odman said there are things that can be done now; we should talk to those
oceanographers and start these conversations, focusing on the solutions.

Commissioner James felt a conversation needs to begin, laying the groundwork with people who
are subject experts; funding is a different matter.
Commissioner Harris felt we should start the conversation sooner than later.
Mayor Lewellen agreed, but wondered whether the strategic plan would include the dune
restoration as well.
City Manager Garcia noted subject matter experts are the key to the best direction moving
forward with the proper order. She added all of the Commission's ideas are a prelude to the
strategic plan.
10.3 Art in Public Places - Commissioner James
Commissioner James recommended a committee be formed of seven people; two from the
CACAB, one each from the Chamber of Commerce, CRA, Community Development, and Parks
& Recreation and a Commission appointee.
Vice-Mayor Odman noted it should be a committee with the best people; otherwise, things that
the Commission wants to get done may not get done. She suggested finding out what the cities
with the best programs have done.
City Manager Garcia said the key is having the right individuals; finding out what other cities,
local or national, have done is important.
Mayor Lewellen wanted to make sure people show up for meetings.
Vice-Mayor Odman asked City Manager Garcia to look into three other cities that are in our
position regarding what they have done with their program.
City Manager Garcia requested to work with Attorney White on the matter.
Commissioner James wanted some type of recommendation to be brought back to the next
meeting in order to solidify the process.
City Manager Garcia noted staff will attempt to do so, but may need more time; the latest would
be the first meeting in February.

11.2 Commissioner Harris
Commissioner Harris spoke of the Airbnb bill that came before the legislature, and the increasing
number of people moving to South Florida. He noted there will be another meeting of the Part
150 Study on February 5t'. Regarding the 1-cent sales tax, the ILA has undergone the sixth or
seventh modification; the red flag came up last week in that the County will take most of the tax
money.
11.3 Commissioner James
Commissioner James spoke of the entranceway sign that is being installed, as well as the park
signs that are part of the rebranding effort. She requested more BSO presence at City parks,
particularly at Dania Cove and Chester Byrd.
Commissioner James noted a Sports Clinic would be held on Saturday with former NFL players
present; registration is with Dania Pointe.
Commissioner James spoke of the Dania After Dark Superbowl event; current and former NFL
players will be there.
Commissioner James wanted the community to be aware of the merging of two schools in our
district, Attucks Middle School and Bethune Elementary due to under-enrollment.
11.4 Vice-Mayor Odman
Vice-Mayor Odman spoke of the I I5th Anniversary event for the City held last Sunday.
11.5 Mayor Lewellen
Mayor Lewellen noted there is a job fair at Dania Pointe this Saturday for businesses in Dania
Pointe. We also need to do a job fair for other businesses in the City.
Mayor Lewellen also spoke of the 115th Anniversary celebration; it did benefit our Historical
Society and was advertised.

ribbon cutting ceremony for the entranceway sign. She also noted staff has been meeting with a
multitude of cities in order to move forward with the Parks Master Plan.

Executive Summary
This memo report is intended as a high level look at where the City of Dania Beach (City) is in terms of
infrastructure needs, a brief glance at how we got here, and our path looking forward. It focuses on
eight infrastructure areas, not the entire spectrum of City needs. Where some level of condition
assessment has been performed, that information is provided, but several focus areas have rough
estimates made with stated assumptions. In some categories firmer condition assessments and cost
estimates are forthcoming. The City is about four square miles in area, with a population of about
30,000 people. Some residents are seasonal, and with the proximity of the Fort Lauderdale Airport, the
Brightline Train and our beautiful beach, Dania Beach is also a destination for local and international
visitors.
As the oldest city in Broward County, this brings with it aging infrastructure challenges. When combined
with a ten-year economic slump where property values dropped steeply, and were slow to recover,
there has been little money to provide the level of routine and preventive maintenance needed to
maintain basic service levels. Staff has done their best to maintain the infrastructure and keep the
systems running as effectively as possible. The exception to this is the water treatment plants, one of
which is an upgraded lime softening plant and the second a state of the art nano-filtration plant with
upgrades completed in 2012. It is the only LEEDS certified plant in the world, but we must ensure
maintenance continues and is funded appropriately.
New City and Public Services Department (PSD) leadership has been committed to enhancing
responsiveness, service, and infrastructure. To that end, PSD has been evaluating the current status of
our infrastructure, developing a ten-year capital investment plan (with a projection out to 20 years), and
seeking grants to assist in funding initiatives that will be prioritized by the City Commission, with
assessment information and risk assessment of infrastructure failure, where possible. It is very
important to remember that if and when we add infrastructure, it adds to the maintenance list of a very
slimly staffed department and that resources will need to be added, whether via contracted services or
engaging City staff to perform the required general and preventive maintenance.
Now, an economic resurgence has begun, with several new developments under consideration and in
progress. Property values have started to slowly recover, and there is a need to re-invest in the City's

infrastructure. This will be vital to the economy, to maintain even a basic level of service, and to
minimize emergencies caused by the inability of resources to perform critical upkeep and preventive
maintenance.This investment is needed for underground pipes, water resources, roads, lighting, transit,
historic buildings, and the beach including the pier and the dunes, which are the eight focus areas
addressed in this memo report.
In total, these eight areas will require and estimated first year investment of approximately$22 million
(M), with significant capital outlays in subsequent years. These estimates do not factor in costs
associated with increased maintenance or administrative resources required for additional (or
upgraded) infrastructure and programs such as transit.
Background
Most of the country, including Broward County, experienced the "Great Recession," officially lasting
from 2007 through 2009, but the impacts have been felt for well over a decade with a ripple effect on
reduced property values proportionately reducing the ad valorem revenue. Dania Beach was no
exception and hit a low value in 2012. Since 2012, the average property value has increased by almost
80%, with about 20% since 2017. This includes a 3.3% increase last year and a projected 2.7% over the
next year. However, the CPI index for public works and utilities has increased at a substantially higher
rate per year from 5-12%, causing construction projects to cost more. Current ad valorem revenues
exceed $30 MM for the City.
A portion of the ad valorem tax collected is used to fund the operation, maintenance, and capital needs
of roadways, lighting, and facilities. Water and wastewater, stormwater, parking, and the pier are
considered "enterprise divisions" and are funded via rates and fees. Revenues from these rates and fees
are kept in separate accounts or funds and are used for operating and maintaining those services and
funding capital needs. The City has not had a water and wastewater rate increase since 2012, and since
we have one of the highest rates in the County,there is little inclination to raise them without significant
justification.
1) Water
Although the City population is about 32,000, the City only provides water services to customers
east of 1-95, which is about 19,000 people, or about two thirds of our population. The residents
and businesses west of 1-95 are served by Broward County.
The average drinking water use by those customers is approximately 2.5 million gallons per day
(MGD),with a peak demand of about 2.7 MGD, and a projected buildout demand of 3.2 MGD.
a. Water resources—the City receives its untreated drinking water (or source water) from
Broward County's Brian Piccolo Wellfield, which is a limited resource. The City has
reserved 1 MGD of untreated source water from the C-51 reservoir project, scheduled
to be operational by 2025.
b. Water pipes — old pipes do not necessarily have a higher risk of failure than do newer
pipes as there are many factors that weigh in on prioritizing pipe replacement.

3) Stormwater
Within the last few years, a clear worsening of temporary stormwater flooding has been
experienced within the City and throughout south Florida. Even though nearby cities have spent
millions of dollars on drainage, they still experienced severe flooding in a recent storm even on
December 21-23 of 2019,which is estimated to be a one in 100-year storm event. Some parts of
the City never had any drainage improvements constructed, particularly west of 1-95, which was

re-annexed from Broward County in the 1990's.Although the law says the City is not required to
provide drainage or enhancements, the City's aim is to maximize the level of service by applying
the prevailing revenue stream from associated utility fees.
Our current stormwater rate is charged on landowner's property tax bill as a non-ad valorem
rate. PSD is evaluating the current level of service and cost and proposed level of service and
associated costs. Based on that evaluation, we will make a recommendation on various levels of
service and costs. The stormwater rate is an enterprise fund to be used for maintenance and
capital costs. The City has 814 stormwater structures and can only clean out about 10 -12 per
day with the current staffing levels.
Planned stormwater projects include:
• Southeast Drainage Improvements - $6.2M (budgeted), however, this estimate was
calculated several years ago and with the increase of construction costs of about 8-12% per
year,this cost will be higher.
• SW 43 Terrace - $2.2 million: although not funded, there is a very strong likelihood funding
through the Transportation Surtax will be appropriated in April 2020.
• The City has started conceptual discussions with the City of Hollywood to consider a joint
stormwater master plan. While the City has conducted some area drainage studies, this
would be a more holistic approach involving cost sharing with our neighboring municipality.
Estimated costs for stormwater improvements could range from $10 to 20 million or more,
depending on the level of service provided.
4) Roadways
In recent years the city has programmed limited annual road resurfacing work. Exacerbating
this, some suboptimal methods were used, such as applying "microsurfacing" layers and paving
roadways without adequately addressing sub-base issues.These factors gradually led to a
situation where a significant number of pavement road miles distributed throughout the city
have deteriorated. It must be noted that the issues go beyond surface "top layer" deterioration,
but also include sub-base degradation.
In the summer of 2019,a pavement condition assessment and prioritization study was
conducted by the city's consultant.The "backlog" of roadway resurfacing and repairs need was
quantified, resulting in an overall estimated cost of$5.6 million to address. Given the current
rate of annual resurfacing expenditures($550,000) and factoring in normal cost increases,an
additional$1M annually over roughly the next four years to address the citywide roadway
resurfacing and repair needs. Eligible for Transportation Surtax Funding(maintenance).

The city has an estimated 1800 streetlights. While the streetlight inventory has been increased
by approximately 60 over the past three years (primarily solar powered lights), an estimated
shortage of 500 to 700 street lights remains. The City currently has at least 100 solar lights out
of service and although staff actively works to replace the solar batteries,they are unable to
keep up with the current number of solar lights in the City with the current staffing levels and
resources. Given the City's recent experience with the maintenance demands of solar lights and
the relatively low maintenance cost ($50 per month) of hard-wired (FPL-installed)fixtures,the
suggested mix for addressing the shortage would be roughly four hardwired lights to one solar
light. Projecting this ratio to the estimated 600 lights to be added, it equates to about 350 hard-
wired lights and 150 solar lights. A planned citywide lighting assessment in the coming months
will provide a more concrete needs quantification and recommended breakdown.
The estimated upfront cost of the hard-wired lights would be approximately$675,000, in
addition to roughly$270,000 in annual electricity costs.The solar lights,while entailing no
electricity costs will entail an installation cost of approximately$1.5 million. Battery and bulb
replacements will result in additional annual costs.
The total initial cost for addressing the city's lighting shortage is estimated to be approximately
$2.2M.A reasonable time table to complete this work would be a three-year period, resulting
in about a$700,000 initial capital investment expenditure requirement.Annual operating
costs will be$270,000.
6) Transit Service
The city's transit service,the Dania Community Bus, provides free service to residents via two
routes covering the east and west areas of the city. Ridership for the six day per week service is
low, at less than 40,000 rides annually.The routes have not been evaluated in years, and
vehicles currently used offer none of the amenities that are becoming common in today's transit
systems.These include on board Wi-Fi, GPS vehicle tracking that enables the use of a route
tracking app, on-board surveillance cameras, and front mounted flat screen monitors to provide
informational video broadcasting. Other features such as a driver panic button serve to enhance
rider safety.
Contingent upon commission approval, a comprehensive transit study of the bus service will be
completed in the coming months. It is expected that the resulting recommendations will include
route modifications/expansions and upgraded vehicles. It is entirely possible that for the route
recommendations alone, calling for a reasonable increase in weekly service hours and one
additional vehicle or route, can result in a recurring annual cost increase of nearly$280,000.The
vehicles currently used are near the end of their useful lives. Replacement of these buses with
new ones fully equipped with the amenities described above can easily add another$200,000
annually to the cost of the service, assuming an increase in the hourly rate associated with the
operator's purchase of the new, upgraded vehicles.

While the scenarios associated with operational changes will vary depending on the study
recommendations and the degree to which the city will implement them,it is estimated that
implementation costs will range from$300,000 to$500,000 annually. Upgraded transit
services above current level is eligible for Transportation Surtax funds.
7) The Beach Including the Pier and Dunes
The beach in Dania Beach is one of the jewels of the City—as such, a beach master plan was
developed in 2012 through a FDEP Coastal Partnership Initiative Grant. The Beach Master Plan
was completed 2014.The City Commission approved Phase I of Beach Master Plan to improve
the aesthetics of the beach and to protect the park by making improvements to the dunes. In
2018,the City Commission authorized funding to begin the design of Phase II of the Beach
Master Plan.
a) The Pier
The highly popular pier spans roughly 930 feet,with most the structure suspended over the
ocean. Built in 1997,the pier has never been fully refurbished. Not surprisingly, many of its
components show clear signs of deterioration brought on by over two decades of constant
exposure to the corrosive seaside elements. Recent repairs to the pier's most worn wood planks
and railings have addressed immediate needs, and upcoming fire alarm system repairs will
further update the pier's infrastructure. Notwithstanding these steps,the pier is in dire need of
a full-fledge refurbishing.
A proposal to fully identify the specific needs, program the work(possibly in a phased manner),
and provide a cost estimate has been obtained. While the proposal is under review, a rough
estimate for refurbishing the entire pier deck and associated components such as railings and
lighting has been calculated.This estimate is based on the recent deck repairs and projected
work on other pier components, and it is likely that the pending assessment will result in a
higher estimate. The total cost of the pier refurbishing is expected to range between$800,000 to
$1.210.A possible phasing scenario would program a two-year project at a cost of
approximately$600,000 annually.
b) Beach Nourishment
The south end of the Broward County shoreline is part of a federal shore protection project
known as Segment III (from Port Everglades south to the county line in Hallandale Beach). Since
1976,there have been four placements of sand north of the Dania Pier, and in 2006,a
nourishment project placed sand directly on the city beach, extending the beach eastward.
These nourishment projects are federally funded projects managed by Broward County and
permitted by the state and the Army Corp of Engineers.
Broward County initiated the Segment III Shoreline Protection Project(beach nourishment) in
2013 with the local jurisdictions. Broward County funded and awarded the Segment III project

design contract in 2019.The project's construction date is estimated to start in 2022.The city
will participate in the cost-share of this project along with the federal,state,county, and other
Segment III municipalities.
Following Hurricane Sandy, staff explored a city-sponsored beach nourishment project. At that
time,the estimate was over$7 million without federal,state, and county participation.
Additionally, environmental liability was considered prohibitive.A city sponsored beach
nourishment plan is not advised for cost and time to complete(permitting 2 years).
Recommendation
Continue with Phase II of the Beach Master Plan design. Estimated Cost of$500,000. Funding
available in the project's CIP account.
c) The Dunes
The beach's dunes are relatively new. Historic photographs depict a flat open space where cars
could drive on the beach.The dune system was first planted in the late 1970s in part by the
Dania lifeguards.
Dune History
2012—Dune Project: culled sea grapes, removed evasive plant species, and replanted the
dunes.
2013—Dune Restoration Project—($200,000) replanting dune following Hurricane Sandy.
2016/17—Ocean Park Restoration Project included improvements to the dune system: planted
dunes, expanded the dunes by filling in at-grade beach access points, and added dune
crossovers and a new dune north of the fishing pier.
2019—Army Corp of Engineers Sand Project—Although not a dune project,the ACE placed
several thousand tons of sand on the beach,the area between the dunes and the Mean High
Water Mark.The project was a 100%federally funded.
Recommendation
Dune and beach sand placement project—Considering the increasing frequency and severity of
storms, a sand placement project like the 2019 Army Corp of Engineers project may be
necessary. The project would be a stopgap measure until the beach is nourished with the
Segment III Shoreline Protection Project in 2022. Below are preliminary timelines and cost
estimates:

d) Beach Parking Lot Drainage
There are immediate, short term, and long term solutions in the planning stage. Immediate
improvements may include tidal valves where appropriate.The intermediate solution is
currently estimated to be approximately$350K and the long term is roughly estimated to be
$5M, but we will be seeking grants to help co-fund the improvements.
8) The Historical Nyberg-Swanson House
An RFQ for historic architectural services was done in 2018, and Architectl, LLC was selected.
The City must negotiate a contract and scope of work with Archetectl, LLC. The preliminary
estimate to restore the historical Swanson house is unknown. First year costs are estimated at
$100k for design.
Recommendation
PSD recommends continuing infrastructure assessments to help determine the risk of failure and/or
deterioration, firming up cost estimates, seeking grants, and initiating work when possible to maintain
and enhance the level of service to our citizens. There may be other infrastructure focus areas that
come to our attention. If that is the case,we will bring that information forward as soon as possible.
