HomeMy WebLinkAboutR-2020-054 City Supporting and Standing in Solidarity w/ Those Citizens of the United States Currently Protesting the Police-Involved Death of an African-American Man, George Floyd, in Minneapolis, M RESOLUTION NO. 2020-054 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, SUPPORTING AND STANDING IN SOLIDARITY WITH THOSE CITIZENS OF THE UNITED STATES CURRENTLY PROTESTING THE POLICE-INVOLVED DEATH OF AN AFRICAN- AMERICAN MAN, GEORGE FLOYD, IN MINNEAPOLIS, MINNESOTA; AUTHORIZING THE CITY CLERK TO TRANSMIT THIS RESOLUTION; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on May 25, 2020, Minneapolis police officers arrested George Floyd, a 46-year-old black man, after a deli employee called 911, accusing him of buying cigarettes with a counterfeit $20.00 bill; and WHEREAS, seventeen minutes after the first police car arrived at the scene, Mr. Floyd was unconscious and pinned beneath three police officers with one police officer observing; and WHEREAS, while Mr. Floyd cried out for his life and repeatedly stated that he could not breathe, a white Minneapolis police officer, Derek Chauvin, kept his knee on the right side of Mr. Floyd's neck for 8 minutes and 46 seconds and Mr. Floyd died as a result of this action; and WHEREAS, on May 26, 2020, the four officers involved in the arrest were fired from their jobs on the Minneapolis Police Department by the Chief of Police; and WHEREAS, on May 29, 2020, the Hennepin County Attorney announced that former Officer Chauvin was charged with third degree murder and second degree manslaughter; and WHEREAS, on June 3, 2020, the charges against Officer Chauvin were increased to second degree murder, which can carry a 40-year sentence; and WHEREAS, also on June 3, 2020, the other three officers Thomas Lane, J. Alexander Kueng and Tou Thao are facing charges for aiding and abetting murder; and WHEREAS, the death of Mr. Floyd has sparked outrage which has resulted in protests throughout the country which, in many cities, have escalated into violence and rioting; and WHEREAS, the City of Dania Beach stands in solidarity with persons of color affected by the unjust death of George Floyd and joins the protestors in seeking clear and unequivocal justice as to all police officers involved in Mr. Floyd's death; and WHEREAS, the City condemns any and all acts of violence against communities, individuals, businesses, and police departments; and WHEREAS, the City supports the need for change in law enforcement which is plagued by systemic failures pertaining to the arrests of people of color; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the foregoing "Whereas" clauses are ratified and confirmed as being true and correct and they are made a specific part of and incorporated into this Resolution by this reference. Section 2. That the City stands in solidarity with those who protest peacefully in seeking justice for the death of Mr. George Floyd and supports the need for systemic changes in law enforcement related to the arrest of people of color throughout the country. Residents are entitled to peacefully protest in the City of Dania Beach and have a right to be kept safe, while protesting. Section 3. That the City condemns acts of violence and rioting which has occurred during the efforts of people seeking peaceful protests related to the death of Mr. Floyd. Section 4. That the City Clerk is directed to distribute copies of this Resolution to President Donald Trump, Governor Ron DeSantis, Senator Marco Rubio, Senator Rick Scott, Congresswoman Debbie Wasserman-Shultz, Congressman Ted Deutch and the Broward League of Cities for distribution to all cities in Broward County. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 6. That this Resolution shall become effective immediately upon its passage and adoption.
