HomeMy WebLinkAboutR-2020-056 City Authorizing the City Manager to Apply for Cycle 1 Broward Co Transportation Surtax Rehabilitation & Maintenance Funds to Provide for Street Rehabilitation for SW 2nd Terr, SW 27th Ter RESOLUTION NO. 2020-056 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR CYCLE 1 BROWARD COUNTY TRANSPORTATION SURTAX REHABILITATION AND MAINTENANCE FUNDS TO PROVIDE FOR STREET REHABILITATION FOR SW 2ND TERRACE, SOUTHWEST 27TH TERRACE AND SOUTHWEST 27TH AVENUE, WITHIN THE DANIA BEACH MUNICIPAL BOUNDARIES; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Transportation Surtax Maintenance and Rehabilitation Program is administered by Broward County for the purpose of providing funding for municipal maintenance and rehabilitation transportation infrastructure within Broward County through the Transportation Surtax, approved by voters in November 2018; and WHEREAS, the City of Dania Beach (the "City") applied for Maintenance and Rehabilitation funding in the amount of Two Hundred Ninety Seven Thousand Nine Hundred Five Dollars ($297,905.00) to provide for milling, roadway base repair and resurfacing along Southwest 2nd Terrace, between Southwest 4th Avenue and Southwest 2 Avenue; Southwest 27th Terrace, between Southwest 46th Terrace and the northern road terminus; and Southwest 27th Avenue,between Griffin Road and Southwest 46th Street(the "Project"); and WHEREAS, the roadways in the Project were identified in the October, 2019 "Roadway and Pavement Condition Study" produced by Public Utilities Management and Planning Services, Inc., as being the most in need of maintenance and rehabilitation; and WHEREAS, the City's Project will provide economic development benefits by assuring that local tax dollars stay in our community and benefit local businesses through Broward County's certified small businesses and as a path to employability to benefit everyone who lives in Broward County with an eye on equality; and WHEREAS, the proposed improvements are supported by the City and are identified in the 2019 Roadway and Pavement Condition Study as necessary improvements to maintain the City's transportation infrastructure; and WHEREAS, the City owns, operates and maintains the rights-of-way along Southwest 2nd Terrace, Southwest 27th Terrace and Southwest 27th Avenue; and WHEREAS, the Transportation Surtax Rehabilitation and Maintenance Program does not require a City match, however the City will be responsible for any construction costs exceeding the funding amount; and WHEREAS, the City is responsible for all operations and maintenance costs for the Project roadways; and WHEREAS, the City of Dania Beach shall design and make all improvements for the Project; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,FLORIDA: Section 1. That the foregoing "Whereas" clauses are made a part of and incorporated into this Resolution by this reference. Section 2. That the Cycle 1 Broward County Transportation Surtax Rehabilitation and Maintenance Project application for Southwest 2nd Terrace, Southwest 27th Terrace, and Southwest 27th Avenue Project in the City, submitted by the City of Dania Beach, Florida to Broward County, is approved and the proper City officials are authorized to execute it and related documents. Section 3. That the City Manager and City Attorney are authorized to make minor revisions to the application and agreement as are deemed necessary and proper for the best interests of the City and funding eligibility. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on June 9, 2020.
