Call to Order/Roll Call Chair Lewellen called the meeting to order at 5:30 p.m. Present: Chair: Lori Lewellen Vice-Chair: Lauren Odman Board Members: Chickie Brandimarte Bill Harris Tamara James Executive Director: Rickelle Williams City Attorney: Thomas Ansbro CRA Secretary: Thomas Schneider 2. Citizen Comments There were no comments at this meeting. 3. Administrative Reports 3.1 Administrative Report Memo Director Williams reviewed the information included in the agenda packet. She noted there are three virtual homebuyer sessions coming up. Vice-Chair Odman asked if there is anything the CRA is doing to help residents file for unemployment. Director Williams responded they have assisted with technical aspects, but not in-person assistance. For the businesses, the CRA has made contact with 20-25 businesses per week since the pandemic started. Vice-Chair Odman asked what type of business assistance is being provided by the CRA. Director Williams explained the CRA has reached out with information on the assistance and resources available to them. She plans to do a business survey in the near future regarding how they can address their needs moving forward. This is likely to be an online survey, so businesses outside of the CRA could participate. Chair Lewellen asked about the At Home Dania Beach Program and homes still available. Director Williams noted she has been contacted and there are residents interested in the upcoming virtual homebuyer education courses. Chair Lewellen questioned the rebranding signs. Director Williams noted they are working with Public Services on landscaping and are looking at larger signs. Chair Lewellen asked if the higher signs could be lowered. Director Williams responded the signs with wood pieces at the bottom are in progress and the wood will be removed after inspections are performed. Landscaping will then be installed. Board Member James asked if the CRA could post on social media the online homebuyer courses coming up. 4. Presentations 4.1 Bob Swindell, CEO, Greater Fort Lauderdale Alliance Mr. Swindell gave an update on unemployment, and noted those jobs could return soon if we have a quick recovery. He addressed resources, such as the Paycheck Protection Plan, available to businesses in Broward County. He noted that the number of virus cases will grow, but the average cases per day are decreasing. He spoke of Governor DeSantis' order and the County Commissioners workshop held today. He also spoke about job training, the Construction Apprentice Program, and the economic rebound. He spoke of initiatives looking forward involving the Alliance as we recover from the pandemic, and addressed questions from the Board. 4.2 Victoria Guerrero, District Director, U.S. Small Business Administration Ms. Guerrero gave an overview of SBA resources available to small businesses and the Paycheck Protection Program. She addressed the number of loans approved so far by the SBA in Dania Beach, and forgivable and traditional loans. She also addressed questions from the Board. 5. Board Member James motioned to approve the Consent Agenda, with the exception of Item #5.3; seconded by Vice-Chair Odman. The motion carried unanimously. 5.3 RESOLUTION NO. 2020-CRA-004 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY ("CRA") OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING EXECUTION OF A DEVELOPMENT AGREEMENT WITH 4 N FEDERAL DANIA, LLC, A FLORIDA LIMITED LIABILITY COMPANY, TO RECEIVE FUNDING IN CONNECTION WITH THE BROWARD REDEVELOPMENT PROGRAM (BRP) GRANT IN THE AMOUNT OF ONE MILLION DOLLARS ($1,000,000.00) FOR THE PROJECT LOCATED AT THE NORTHEAST CORNER OF FEDERAL HIGHWAY AND EAST DANIA BEACH BOULEVARD WITHIN THE DANIA BEACH COMMUNITY REDEVELOPMENT AREA; PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE. City Attorney Ansbro read the title of Resolution#2020-CRA-004. Board Member James asked what the total financial investment of the project was. Director Williams noted CRA's investment is $1,000,000, funded by the BRP Grant; there will be $78-82,000,000.00 invested overall. Dev Motwani, Developer, added the total investment for the project is $80 million. Board Member James motioned to adopt Resolution #2020-CRA-004; seconded by Board Member Harris. Board Member Comments Board Member Brandimarte had no comments. Board Member Harris had no comments. Board Member James addressed our downtown restaurants and how desperately they are in need. She is not sure that 25% capacity would keep them from closing permanently. Chair Lewellen noted there are discussion items on the Commission agenda where this could be discussed. Vice-Chair Odman noted her discussion item on the Commission agenda is intertwined with Commissioner James' concern. 9. Information Items There were no items on this agenda. 10.
