DANIA BEACH CITY COMMISSION
TUESDAY, JULY 28, 2020 — 7:00 P.M.
1. Call to Order/Roll Call
Mayor Lewellen called the meeting to order at 7:04 p.m.

2. Moment of Silence and Pledge of Allegiance
Mayor Lewellen called for a moment of silence after the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 Presentation on the reporting and tracking via an app of everything from a pot hole to
a light out- Candido Sosa-Cruz, Assistant City Manager
This item was continued to the August 25, 2020 meeting.
3.2 Presentation on wellness barriers/thermometers by Frank DiPaolo, Director of
Finance and Linda Gonzalez, Director of Human Resources
Human Resources Director Gonzalez addressed the importance of wellness barriers and
thermometers in following CDC guidelines and reviewed the quotes provided by two vendors.
She recommended moving forward with these additional protection measures; barriers in the
Commission Chamber is an option.
Commissioner James asked if this was the same item previously discussed regarding the
Commission Chamber.
Human Resources Director Gonzalez said this item addresses the barriers between the
Commissioners as well as bulletproof glass.
Vice-Mayor Odman asked about the options for barriers in front that are not bullet proof rather
than on the side of each Commissioner.
Human Resources Director Gonzalez explained she did not price out barriers in front for
wellness as the thought is for social distancing. The distance from the podium to the dais is
greater than the distance between the seated Commissioners.
Vice-Mayor Odman said these are very different issues as well as cost factors. When we talk
about the importance of having it in front of us, where the podium is is not the issue; the issue is
residents and lawyers coming up to talk to the Commissioners. The CDC recommended six feet;
more fitting would be 12 feet, as science has proven. When she spoke to the City Manager, she
thought the protective measures in front of the Commission were priced as well.
Human Resources Director Gonzalez replied we could also get a price for the acrylic in front of
the Commissioners.
City Manager Garcia noted since all services would be under $25,000.00, if there was consensus,
staff would also price the shield in front of the Commissioners, which would not be bulletproof.
Commissioner Brandimarte commented she is not in favor of useless plastic in front of the
Commission; the direction was very clear, not about a partition between, but bulletproof glass in
front. She is not interested in a plastic partition and said the Commission asked staff to price
bulletproof glass in the front.
City Manager Garcia noted we do have the option to add the bulletproof glass, which is the next
presentation. If the Commission wants both, they would get both.
Commissioner Brandimarte questioned why we need partitions between the Commissioners, and
felt they would be a waste of money.
Vice-Mayor Odman explained the sharing of air space and the need for a partition between; the
CDC came up with the distance. Whether it is a mask, shield, or acrylic, one of those should be
in place. Someone showing no fever or symptoms can still enter the building and Chamber and
infect others with their respiratory droplets.
Commissioner Brandimarte felt a money value was being put on the lives of people. She had
said she would prefer the bulletproof glass, which solves the problem.
Commissioner James questioned how far out the partitions would go and what difference they
would make if the air goes out around them. She does not want to fill boxed in, but from a
health standpoint, she wanted to know how effective it is to put the partition only in front. She
noted a decision on bullet proof glass needs to be made first because we would not need the
plexiglass if bullet proof glass is chosen.
Mayor Lewellen suggested moving to item#3.3 and coming back to this item.

3.3 Presentation on bullet proof glass/metal detector by Frank DiPaolo, Director of
Finance and Linda Gonzalez, Director of Human Resources
Human Resources Director Gonzalez noted pricing was obtained on bulletproof glass, which was
approximately $60,000.00. The metal detector quote was $4,155.00 and offers ranges for wider
use. Florida law allows weapons into City Hall, but not into a meeting. The metal detector
would be set up for people going into the meeting. It would need to go out for RFP.
Commissioner Brandimarte noted there has to be a man and a woman present at the metal
detector; this will be very costly. The cost of this should be included in the cost of the metal
detector.
Captain Daniel Marks, BSO Chief of Police, said it could go many ways; with a handheld
detector, you can see where it goes off and ask for an explanation. He is in favor of the metal
detectors and bulletproof glass.
Commissioner Harris would like to see full-scale architectural drawings on what it would look
like.
City Manager Garcia said if there is consensus, we could move forward with the temperature
checks and acrylics, bring the drawings back to the Commission, and get with Chief Marks
regarding the metal detector. Staff has given the Commission a menu for them to decide how to
move forward.
Chief Marks said he would like to see the ballistic material extend down to the floor and the door
to exit into the Commission office replaced. The bulletproof glass and doors have nothing to do
with partitions and the CDC; we need Commission direction so we can move forward.
Mayor Lewellen felt we should move forward with the COVID safety measures. People are
complaining they cannot come to meetings in person; we need to start doing things sooner than
later.
Commissioner Harris asked if there have been any threats.
City Manager Garcia responded not to her knowledge.
Commissioner James said she would vote to have the bulletproof glass in front, all the way to the
floor. She is not in favor of the plexiglass in front, and does not know enough about it between
the Commissioners to vote yes. She confirmed she favors temperature cameras.
Commissioner Brandimarte commented whichever options the Commission goes for are good
with her as long as it is the majority.
Vice-Mayor Odman noted she favors bulletproof glass in front, partitions, and the temperature
cameras.

Commissioner Harris favored the temperature checks and metal detectors, but not the bulletproof
glass until visual drawings are provided.
Commissioner Brandimarte favored the bullet proof glass and the partitions.
Mayor Lewellen agreed with Vice-Mayor Odman about the health and security aspects.
A discussion ensued regarding metal detectors.
Finance Director DiPaolo commented on the bulletproof glass and noted the cost would require
us to go out to bid. He asked City Attorney Ansbro if this purchase could be considered an
emergency to bypass normal purchasing protocol.
City Attorney Ansbro responded the Commission could waive competitive bidding.
Further discussion ensued regarding metal detectors.
Vice-Mayor Odman noted there is more to dice out on metal detectors and requested to go
forward with the items agreed to by consensus.
The Commission consensus was to move forward with plexiglass partitions, bullet proof glass
from top to bottom, and temperature checks, and to waive the RFP process.
3.4 Special Event request from Broward County, Environmental Planning & Community
Resilience Division, for the 35th Annual Ocean Conservancy International Coastal
Cleanup to be held on September 26, 2020, at the end of North Beach Road, from
9:00 a.m. - 12:00 p.m. The applicant is requesting a fee waiver and parking passes.

Vice-Mayor Odman motioned to approve the Special Event request for the 35th Annual
Ocean Conservancy International Coastal Cleanup, including fee waiver and parking
passes; seconded by Commissioner James. The motion carried unanimously.
4. Proclamations
There were no proclamations at this meeting.
5. Citizen Comments
Stephanie Jofe, 5880 SW 37th Terrace, read comments regarding trees, the designation of
specimen trees, and adopting a City ordinance for canopy protection, which are attached to and
incorporated into these minutes.

Dania Beach City Commission

Harvey Sepler, 5840 S.W. 37th Terrace, spoke in favor of protecting canopy trees and enlisted
the Commission's help in saving the City's trees.
Mayor Lewellen commented on residents requesting an ordinance for protection of the street.
City Attorney Ansbro responded a resolution invoking zoning in progress could be brought
forward to give us time to adopt an ordinance.
Eve Boutsis, Assistant City Attorney, confirmed we have the ability to do such an ordinance. In
the meantime, since there are current projects, the Planning Department, along with the City's
arborist, would be checking trees affected. We are looking at this seriously and need
Commission consensus.
Vice-Mayor Odman noted she has been working on this with the neighborhood for a couple of
weeks and supports the ordinance.
Commissioner Brandimarte asked if this could bounce back at us with future developers wanting
to build.
Assistant City Attorney Boutsis responded they could build, but only within the parameters. The
ordinance would be for an overlay district of three or four blocks and will not cover the entire
City.
Commissioner James thanked staff for working on this. She is glad residents are participating in
local government; they all have her support.
Commissioner Harris spoke in support of an Oak Hammock Overlay District ordinance.
The Commission consensus was to move forward with an Oak Hammock Overlay District
ordinance.
6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on a recent meeting with the Rodeway Inn
staff, researching available grants for a Police Athletic League, and on recent criminal activity in
the City.
Captain Sergio Pellecer, BSO District Fire Chief, gave an update on his department and the
monitoring of nursing homes.

City Attorney Ansbro read the title of Resolution#2020-073.
Commissioner James questioned if the continuing services agreement was still an issue and a
part of this Resolution.
City Attorney Ansbro stated Colin Donnelly, CIP and Grants Administrator, would have insight
on engineers sought for this project. Under the old resolution, there were 15 different agencies;
the new RFP has yet to be completed and is expected to be out before the next Commission
meeting.
Commissioner James motioned to adopt Resolution #2020-073; seconded by Commissioner
Harris. The motion carried unanimously.
7.9 RESOLUTION#2020-074
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN OCCUPANCY AGREEMENT
BETWEEN THE CITY AND DANIA LIVE 1748 II, LLC, FOR A BROWARD SHERIFF'S OFFICE (`BSO")
SUBSTATION LOCATED AT DANIA POINTE SHOPPING CENTER PHASE II; PROVIDING FOR

City Attorney Ansbro read the title of Resolution#2020-074.
Commissioner James questioned if there would be any budgetary impact and the emergency
response reach as to whether the services would be only for Dania Pointe or for the entire City.
She felt it should reach all of Dania Beach.

City Attorney Ansbro responded this is a no-cost use agreement; BSO will occupy the space.
Additional insurance would likely be the only cost.
City Manager Garcia explained answering calls would not be limited to just Dania Pointe; the
substation would address calls outside of Dania Pointe as well.
Commissioner James requested language to be included that service would be to the entire City.
Equipment could cost a lot of money and she wants to be very clear what equipment is being
purchased as no dollar amount was provided and she does not want to give a blank check.
Captain Marks noted he has budgeted for this station for several years; there would be no further
cost beyond what BSO already receives from the City. He also noted there would be no barriers
with emergency call restrictions; all calls will be answered.
Commissioner James suggested the language might need to be clarified, but she supports the
item.
Commissioner James motioned to adopt Resolution #2020-074; seconded by Commissioner
Harris. The motion carried unanimously.
7.14 RESOLUTION#2020-079

TO THE IMPOSITION OF FIRE RESCUE ASSESSMENTS AND THE PROVISION OF FIRE SERVICES,
FACILITIES AND PROGRAMS WITHIN THE CITY OF DANIA BEACH, FLORIDA; PROVIDING
AUTHORITY; AFFIRMING THE PROVISIONS AND FINDINGS OF RESOLUTION NOS. 2017-084 AND
2017-105; PROVIDING PURPOSE, EFFECT AND DEFINITIONS; PROVIDING FOR PROVISION AND

City Attorney Ansbro read the title of Resolution#2020-079.
City Manager Garcia gave a brief overview of the proposed budget and noted we have achieved
an unprecedented number for unrestricted reserves.
Frank DiPaolo, Director of Finance, introduced Sasha Ramos, Procurement Administrator. He
gave a PowerPoint presentation on the proposed budget, which is attached to and incorporated
into these minutes.

City Manager Garcia noted she would like to workshop renovations of the west wing of City
Hall and floating a bond to fund the complete Parks Master Plan.
Commissioner James felt we should workshop the west wing improvements, and use the
allocation for something else at this time.
Discussion ensued regarding the Nyberg Swanson house, City Hall west wing improvements,
beach playground, CW Thomas Park playground and courts, PAL Teen Program
implementation, and refocusing on arts and cultural spaces.
Finance Director DiPaolo continued the presentation.
Commissioner James questioned whether the fire rescue and solid waste assessments would
continue to increase each year.
Finance Director DiPaolo explained the cost of fire and law enforcement protection is going up
and both contacts have increased. The fire assessment did not increase last year and he would
prefer that it increase incrementally.
Commissioner James motioned to adopt Resolution 42020-079; seconded by Mayor

City Attorney Ansbro noted the state still allows one-day to honor confederate soldiers,
Confederate Memorial Day, on the 4th Monday in April, and an 8 by 14 inch flag is allowed for
three days. We are recognizing that the state honors the holiday, allowing families to honor the
veterans.

City Attorney Ansbro read the title of Resolution #2020-083 and reviewed the rules and
regulations for the City cemeteries.
Commissioner James asked at which cemetery the confederate soldiers are interred.
Fernando Rodriguez, Director of Public Services responded he would follow up with this
information.
Commissioner James felt it not appropriate for a confederate soldier to be buried in a black
cemetery and she would not support this item.
Commissioner Harris stated when a previous inquiry was made, he and Mayor Lewellen were
made aware of one of the soldiers, and asked the City Attorney to address any recourse there
would be, if any, for the City.
City Attorney Ansbro responded he would not oppose allowing family members to display the
flag due to constitutional law issues. You have to treat everyone the same and content has to be
neutral. This is a one-time thing; if you choose to deny this, you risk legal action. He noted he
will come back on August 25t' to address mausoleums, and described case law that could mean
running the risk of dealing with a federal district court.
City Manager Garcia noted staff has the name of the individual and will provide the correct
cemetery after researching.
Fernando Rodriguez, Director of Public Services, said he would research the total number of
confederate soldiers buried.
Vice-Mayor Odman suggested approving the rules with the exception of the confederate flag
provisions.

by the County regulations and social distancing, even if this item is approved.

Mayor Lewellen opened the Public Hearing.
Attorney Tiffany Eaton, representing the applicant, gave the background of the owner of
Shenanigans and noted the request is to stay open one hour and forty minutes longer. They
understand this would not be able to be used currently, and until they are able to use the license,
they are requesting the fee be delayed.
Commissioner James noted this application has been going on for a year or so, and she would
support anything we can do for small businesses at this time.
Patrick Utter, owner of Shenanigan's, noted he started this application process over a year ago,
and the extended hours can be started with Friday and Saturday nights.
Commissioner Brandimarte commented this application has been going on for a long time and
we should put this in place so it is ready when it can be utilized. She suggested a trial be done on
weekends first to see if it works out.
Commissioner Harris favored allowing this on a trial basis; after no complaints, the extended
hours could be opened up further.
Vice-Mayor Odman noted Mr. Utter needs to be mindful of the residents that live nearby and the
extra hours of noise.
Mayor Lewellen felt a trial basis is good, but it cannot begin until after the curfew is lifted.
City Attorney Ansbro noted according to the ordinance, if the extended hours start to go off the
rails, the license would be brought back to the Commission for review. He does not know what
trial basis means, but the ordinance would take care of any issues.
Attorney Eaton noted on the police report, there was no specific section related to noise, only
disturbances.
Seeing as there was no one else to speak in favor or opposition, Mayor Lewellen closed the
Public Hearing.

10. Discussion and Possible Action
10.1 Citywide WiFi - Mayor Lewellen
Mayor Lewellen spoke of the option of offering citywide Wi-Fi as discussed tonight with the
utilities funding part of the budget. Now is a good time to consider this and it can be
incorporated into the utility plan.
Frank DiPaolo, Director of Finance, explained there would be collection stations around the City
where the AMI infrastructure could be installed.
Mayor Lewellen noted she put the item on the agenda to let the Commission know of the
discussions that had occurred.
Commissioner James said a while ago she spoke to the City Manager about free Wi-Fi at our
beaches and facilities and there was a budgetary impact discussion.
City Manager Garcia noted the discussions led to putting Wi-Fi in all our City parks; Wi-Fi is
currently available in all our City facilities. This would be an opportunity to tap into our current
lift stations with the smart meter reading system, and extend the Wi-Fi citywide.
Commissioner James asked if the Wi-Fi is capable of extending beyond the perimeter of the
building, along the entire property.
Finance Director DiPaolo responded it is available in City facilities but does not extend to the
exterior of public park facilities. There are carriers that are able to offer different options to

provide the service. He has been researching and will have something for the Commission to
look at by the next meeting.
Commissioner James asked how much CDBG COVID-related funding the City is receiving.
City Manager Garcia said there is a $100 million allocation for the cities from Broward County.
The Commission passed a resolution tonight that will allow us to tap into the money for
reimbursement. Should the HEROES Act pass, that will be an additional funding opportunity.
Right now, there are restrictions on the CARES Act money for reimbursement of expenditures.
She is not aware of receiving anything regarding CDBG funding.
Mayor Lewellen noted she is not aware of any CDBG monies going to any of the eligible cities
yet.
10.2 Dania Beach Merchandise - Vice-Mayor Odman
Vice-Mayor Odman spoke of merchandising items having the City logo on them, and requested
the Commission's consent to issue an RFP and allow the sales through the City's website. It
would be determined in the future where monies raised would go. She noted the items could be
caps, pens, and tee shirts, not uniforms looking items, only whatever the Commission likes.
Commissioner James asked if there was a catalog to look at and who would be in charge.
Vice-Mayor Odman said when the RFP comes back from the company, she is sure it would be
similar to what we did with the CRA that provided City items. Whichever company gets the
RFP award would handle everything.
The Commission consensus was to move forward with this item.

Commissioner Harris noted there is less traffic with the pandemic, but the speeding all over
town, along the major roadways, needs to be addressed by law enforcement.

purchased three speed trailers, and she will talk to Captain Marks about the areas identified.

11.4 Vice-Mayor Odman
Vice-Mayor Odman displayed and spoke of the graph line to show how Dania Beach has been
doing with COVID; there are now 371 cases in zip code 33004. As the numbers spiked in
Florida and Broward County, Dania Beach's did also.
City Manager Garcia addressed testing in Dania Beach; we tested over 2,700 people. She talked
to the Casino and they want to do drive-thru testing, which involves a lot more people to
administer. It would be great if we could get an organization that would commit to volunteering;
we could definitely do it. She added we can see how many of our people are back from
quarantine with negative results and re-assess; we would like to do it again as it was successful.
11.5 Mayor Lewellen
Mayor Lewellen said she had a meeting yesterday with City Manager Garcia and Ann Murray,
School Board member. Tomorrow, we may be discussing potential funding for the demolition of
Olsen Middle School. The matter has been an issue for a long time and needs addressing.
Mayor Lewellen noted the Commission received another anonymous letter regarding an
employee and it should be handled in the same manner as it was the last time this occurred. Due
to the time, she will bring this matter back to the next meeting.

to work with the Commission, one-on-one, related to the budget. She also noted the Community

Section 825 of the City of Dania Beach's Code of Ordinances currently provides a special degree of protection
for prescribed trees within the City limits. However, in July of 2019,the Governor signed into law HB 1159
which in essence deprives local authorities of the power to protect trees that an arborist declares "hazardous"
from being cut down. This law is open to abuse by any new developer or resident who uses it to avoid getting
a permit and the implicitly intended oversight by Dania Beach.
This "hazardous"justification was used by Anthony's Tree Service when they cut down most of the mature oak
trees surrounding a house on S.W. 37th Terrace several weeks ago. The canopy it provided the house and the
adjacent street is now gone forever. Several days later, the residents of that house began installing a new
septic system and drain field where the trees had been.
This past Sunday, a developer who is also building a home 5950 SW 37th Terrace and already removed the
canopy from that property and adjoining street, arrived at a house at 5940 SW 37th Avenue with two large
cherry picker trucks from the same tree service (Anthony's). He informed the neighbors that quickly gathered
that he is the property owner of that property also and that he was there to cut down the majestic old oak
trees on that property too. He told them the trees were deemed "hazardous" by that same tree company. He
agreed to hold off for a day when the neighbors beseeched him not to cut down the trees and informed him
that they would film it.
The City and its residents do, however, have some recourse in this matter. Significantly, HB1159 incorporates
exceptions and that is why we are requesting the Commission's help. If the trees are designated as "specimen
trees" or if the area at issue is designated as a "canopied protection area," the local government retains
authority to determine the fate of the trees. Therefore, Vice-Mayor Odman, on behalf of the residents of this
neighborhood, will be proposing to have an ordinance written to designate the Harger Hills Oak Hammock
(the area generally from the north side of Stirling Road to the north side of Shady Ridge Rd. and west of B'nai
Sephardim Synagogue to the back of the properties on the west side of 40th Avenue south of Shady Ridge
Road), a "canopied protection area." Such an ordinance also has the support of the City Manager, the
Community Development Department and the City Attorney's Office. However, we have been informed by
the City Attorney that this process will take several months. Since our canopy is disappearing as we speak, we
are also requesting that the city use its right to inspect and challenge the removal of all trees that are not
actually hazardous.
We recognize that the city may not even become aware that trees are being removed. However, when a
permit is requested to build a new home or do a major renovation that would change the footprint of an
existing home, we request increased vigilance be paid by the Community Development Department to assure
that HB1159 isn't being used to bypass the permit process regarding tree removal. We also request that the
Community Development Department takes into strong consideration the preservation of the Harger Hills Oak
Hammock canopy when considering whether to allow the removal of a tree.
In this regard, we are grateful that the City of Dania Beach has begun an immediate examination of the status
of the trees at 5940 and on 5961 SW 37th Avenue, a third property owned by the same developer since he has
informed me that he plans to build a 10,000 square foot structure on that property. This would necessitate
cutting down most of the oak trees on that property also, and, if approved, would be a structure totally out of
character with our residential neighborhood.
While we certainly respect individual property owner rights, where any action materially affects others' rights
to enjoy their neighborhood, the City of Dania Beach should be given the opportunity to weigh in on the
matter before very old and stately trees are removed. In a very real sense, those trees define the
neighborhood I have called home for over 32 years, but which is suddenly disappearing all around me.

Appendix 1
The Harger Hills Oak Hammock is an intact, mature forested oak hammock
community that is unique and irreplaceable. However, If ongoing residential
development/redevelopment continues on the trajectory that has been most
recently observed, we are concerned that the current protections will not be
sufficient to ensure adequate protection and preservation of the existing tree
canopy and specimen trees. The neighborhood feels this is important for the
following reasons:
1. The unique tree canopy that we enjoy fosters a sense of community and
belonging. It is the prime feature that continues to attract families to our
neighborhood. The canopy creates a welcome oasis from the busyness of
Stirling Road and significantly increases the value of our properties.
2. Our streets flood whenever there is a heavy rain, which is frequent in the
summer months. We need the absorbing effect of the trees to prevent our
streets and homes from being flooded. They also reduce the city's storm
water management costs, filter harmful substances from the water and
recharge the aquifer, thereby protecting our waterways and drinking water
supply.
3. The tree canopy absorbs the sound pollution from Stirling Road and the
massive Hard Rock Hotel complex, which is directly to the west of us. There
is already a noticeable increase in the volume of city noise from Stirling Rd.
from one large tree recently being removed for construction of a home on
SW 37t" Terrace near Stirling Road. The solitude of our neighborhood will
forever be impacted by further tree removal.
4. The trees significantly decrease light and "visual" pollution from Stirling
Road and the Hard Rock Hotel complex. Tree removal from behind the
homes on SW 37t" Terrace- which has already begun- exposes all the
backyards along the western side of our small residential neighborhood to
the lights and sounds of a massive entertainment complex every single
night. It has already become intolerable and will only get worse if more
trees behind our homes are removed. In addition, the trees block the views
of the huge powerlines behind our homes.
S. The shade provided by the tree canopy saves energy, thereby mitigating
climate change and significantly decreasing our energy bills. Neighborhoods
with well-shaded streets can be up to 6-100 F cooler than neighborhoods
without street trees. In addition, trees sequester carbon (CO2), reducing
the overall concentration of greenhouse gases in the atmosphere and they
absorb CO2 from the atmosphere and convert it to oxygen. As residents of
the City of Dania Beach, we are particularly concerned about this issue
given our particular vulnerability to sea level rise.
6. The Gulf Coast Research and Education Center, a division of the University
of Florida, estimated the value of the urban canopy to the City of Dania
Beach at $9 million dollars, with an annual benefit of $672,976 in reduced
stormwater runoff, air pollution and carbon sequestration. This valuation
does not even include the worth of the items mentioned above.
Therefore, residents of the Harger Hills Oak Hammock are advocating for
Commission support for an ordinance to be proposed by Vice-Mayor Odman to
create a "Canopied Protection Area" granting extra protections to the trees and
tree canopy than currently exists for our neighborhood. The intent would be to
further limit the number of trees which can be removed for development and
redevelopment projects in the oak hammock. Additionally, we ask that in the
interim, when a permit is requested to build a new home or do a major
renovation that would change the footprint of an existing home, that increased
vigilance be paid by the Community Development Department to assure that
HB1159 isn't being used to bypass the permit process regarding tree removal.

Canopy coverage for Dania Beach is 30.0%±2.1% .The plus/minus after the first number is a 95%Confidence Interval.
Since these numbers are not exact it represent the range of values that we are 95%certain the canopy coverage falls in.
For example, canopy coverage could be anywhere from 27.9%to 32.1%for Dania Beach.
The urban forest in Dania Beach provides an estimated$672,976 of benefits each year to it's residents.When you add in
carbon storage (not an annual benefit)the urban forest provides over$9 million in benefits.

forest provide and briefly explains how we calculate canopy coverage and use that to help estimate the benefit
production of an urban forest.This paper specifically focuses on the benefits of urban forests in census designated
metropolitan areas throughout Florida but the general information about the benefits(stormwater reduction, air
pollution,and carbon storage) applies to urban forest of all sizes.
