TUESDAY, APRIL 12, 2022 - 7:00 P.M.

2. Moment of Silence and Pledge of Allegiance
Mayor James called for a moment of silence followed by the Pledge of Allegiance to the United
States Flag.
3. Presentations and Special Event Approvals
3.1 MPO presentation by Gregory Stuart, MPO Executive Director
Peter Gies, AICP, Broward MPO Planning and Programming, Systems Planning Manager, gave
a PowerPoint presentation which is attached to and incorporated into these minutes.
Mayor James asked how we are going to address the growing traffic concerns, especially on
Federal Highway; the Commission's hands are tied. She asked about traffic synchronization and
traffic signalization.
Mr. Gies responded the MPO helps cities coordinate with the State to get improvements and
projects. He encouraged the City to come forward with projects to get them included in the
MPO plan for grant funding.
3.2 Ron Book and Team 2022 Legislative Update
Ron Book noted the Governor will not sign the budget until redistricting maps are determined,
but it should come soon. He updated the Commission on the 2022 legislative session and the
grants the City is seeking included in the budget. He addressed sovereign immunity levels and
the bills attacking home rule and those bills that benefit the taxpayers. He acknowledged Rana
Brown and Kelly Mallette of his team.
Commissioner Davis thanked the Book team and spoke about her trip to Tallahassee with City
Manager Garcia.
Commissioner Lewellen thanked the Book team for the great job they do for the City and noted
she looks forward to the next opportunity to go to Tallahassee.
Mayor James noted how much she appreciates the Book team and the amount of funding they are
able to bring back to our City and other cities. She spoke about Airbnb's and how cities' hands
are tied.
Mr. Book addressed the Airbnbs' preemption from home rule control and said it is the most
extreme example of State preemption.
City Manager Garcia said words fall short to describe the regard she has for the Book team; she
thanked them and City staff for their hard work in obtaining the grant awards we have received.
Mr. Book spoke of the team effort it takes.
3.3 Presentation of Nyberg -Swanson House and Women's Club restoration options by
David Salay, Bender and Associates Architects
Fernando Rodriguez, Director of Public Services, gave a brief overview and introduced Mr.
Salay, who gave a PowerPoint presentation, which is attached to and incorporated into these
minutes.
Vice -Mayor Salvino felt the pricing was way out of line, and he would not be in favor of moving
the Women's Club. He thought the City should wait until prices come down.
Commissioner Odman was hoping the historic restoration of both buildings would be done; it
may make sense to wait for a while for prices to come down. She still supports historical
restoration.
Commissioner Davis agreed with Commissioner Odman and said she favors historic preservation
for both buildings. She requested a copy of the presentation be provided to the Commission so
she could see the cost breakdown.
Commissioner Lewellen agreed and asked when prices would come down.
Mr. Salay responded likely not until the end of the year, and it would be a gradual drop. He
noted the City also has the option of stabilizing the buildings to prevent further deterioration.

Dania Beach City Commission
Tuesday, April 12, 2022 — 7:00 p.m.
Mayor James noted that it is a lot of money and asked if staff had spoken to the president of the
Women's Club. She felt it would not be appropriate to move forward at those costs, but she
favors stabilizing the buildings in the meantime.
City Manager Garcia said staff is recommending the buildings not be moved and that we focus
on historic restoration. We have set aside $500,000.00 in this budget, which includes money for
the study, and she would like to move forward with the stabilization. She spoke of ARPA funds
and the possibility of $1.5 million dollars that we could dedicate to this. Numbers could be
brought forward towards the end of the year.
Vice -Mayor Salvino felt we should do the repairs to stop the leaks and cover for termites. He
recommends we go out for bids to try to retain the property and later down the road restore the
property.
City Manager Garcia noted going the historical restoration route better positions us for funding
in Tallahassee.
Commissioner Odman said because we have important projects such as housing and we do not
know what is going to happen next with Covid, she appealed to the residents to hold the
Commission to prioritizing the historical restoration of the two properties.
The Commission consensus was to take a phased approach with the two properties.
3.4 Presentation of Griffin Corridor -West Side Landscape Plan option by Fernando J.
Rodriguez, Director of Public Services, and Kirk Hoosack, KCI Technologies, Inc.
Public Services Director Rodriguez gave a PowerPoint presentation which is attached to and
incorporated into these minutes.
City Manager Garcia noted we went back to the drawing board after the comments about using
Florida natives and Florida friendly.
Commissioner Odman felt we are missing the wow factor of being one of a few communities to
plant only Florida native; we should take on that challenge.
Vice -Mayor Salvino said he likes Option One very much with all the color and the native trees.
Commissioner Davis noted it is part of our Strategic Plan; Option One appeals to her as it has
that wow factor as you come into the City.
Commissioner Lewellen preferred Option One primarily because of the maintenance issue.
Chair James noted the Commission consensus was to move forward with Option One.
3.5 Presentation by Mayor James of a Key to the City to Leon Carroll, PATCH Urban
Farm Coordinator

Mayor James presented a Key to the City to Mr. Carroll for his exceptional contributions to the
PATCH and to the City.
3.6 Presentation by Mayor James of an award to Principal Patricia Brown, South
Broward High School
Mayor James presented an award to Principal Brown for her accomplishments, including
achieving a graduation rate of 100% last year.
Principal Brown thanked the Commission and noted their motto is "yes we can".
3.7 Special Event request from the South Florida Chapter of the Florida Association of
Environmental Professionals, Inc. (SFAEP) for their SFAEP Earth Month Pier Clean -
Up to be held at the Dania Beach Pier on April 30, 2022 from 9:00 a.m. - 11:00 a.m.
The applicant is requesting a fee waiver. (Parks & Recreation)
Commissioner Lewellen motioned to approve the Special Event request for the SFAEP
Earth Month Pier Clean -Up, including a fee waiver; seconded by Commissioner Odman.
The motion carried unanimously.
4. Proclamations
4.1 Earth Day - Commissioner Davis
Commissioner Davis read the Earth Day proclamation.
5. Citizen Comments
Jamie Friend, 6640 Raleigh Street, Hollywood, spoke about planning an event at a new venue
called Planet RV. She said the owner, Gigi Stetler, is a South Florida legend, and requested the
City expedite the process.
Joanna Granett, 450 SE 7t' Street, #251, said she is representing the Dania Beach Historical
Society and Museum and noted it has been reinstated. She provided the names of officers of the
organization and asked the City to partner with them.
Linda Wilson, Vice -President of the Dania Beach Friends of the Library, spoke about the Dania
Beach Historical Society and Museum, and the importance of preserving the Nyberg -Swanson
House and Women's Club buildings.
Pastor Jonathan Thomas, 180 E. Dania Beach Boulevard, spoke about the RAC replenishment
and said the majority of residents are being ignored with this replenishment and additional
development.

6. Public Safety Reports
Captain Daniel Marks, BSO Chief of Police, reported on recent criminal activity in the City and
gave updates on homeless outreach and the upcoming summer program.
Captain Sergio Pellecer, BSO District Fire Chief, gave an update on departmental activities
including a recent IT problem, which was quickly resolved by our IT Department, the upcoming
Fire Run, an upcoming safety flyer in residents' water bills regarding motor homes, the
upcoming Stop the Bleed training, and call volumes.

Commissioner Lewellen motioned to adopt the Consent Agenda; seconded by
Commissioner Odman. The motion carried unanimously.
Gigi Stetler, 2051 Griffin Road, noted she has an RV business at this location; the buildings in
her location were built in 1957 and they are historical. She spoke of her location which has a
waterfront and pier and encouraged the City to allow food trucks and to hold events at her
property.
8. Bids and Requests for Proposals
8.1 RESOLUTION #2022-060
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE AWARD OF THE REQUEST FOR QUALIFICATIONS ("RFQ") NO. 21-034 ENTITLED,
"PROFESSIONAL ENGINEERING SERVICES FOR BACKUP POWER TO POLICE SUBSTATION
(REISSUE)" AND AUTHORIZE CONTRACT NEGOTIATIONS WITH SGM ENGINEERING, INC.;

City Attorney Boutsis read the title of Resolution #2022-060.
Commissioner Lewellen motioned to adopt Resolution #2022-060; seconded by
Commissioner Odman. The motion carried unanimously.
8.2 RESOLUTION #2022-061
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
THE RANKING OF QUALIFIED INVESTMENT ADVISORY FIRMS AND AUTHORIZING THE CITY
ADMINISTRATION TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH PUBLIC TRUST
ADVISORS, LLC FOR INVESTMENT MANAGEMENT AND ADVISORY SERVICES FOR AN INITIAL

Commissioner Odman motioned to adopt Resolution #2022-061; seconded by
Commissioner Lewellen. The motion carried unanimously.
9. Public Hearings and Site Plans
9.1 ORDINANCE #2022-012
AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
THE REQUEST OF THE PROPERTY OWNER JOHN SCHAAF, TO REZONE LAND AND ALLOCATE
FLEXIBILITY UNITS FOR LAND BEARING THE ADDRESS OF 4900 SW 31 AVENUE, IN THE CITY OF
DANIA BEACH, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A", A COPY OF WHICH IS
ATTACHED TO THIS ORDINANCE; AMENDING THE CURRENT ZONING CLASSIFICATION FROM
ESTATE RESIDENTIAL DISTRICT (E-1) TO RESIDENTIAL MULTIFAMILY DISTRICT (RM); AND

City Attorney Boutsis read the title of Ordinance #2022-012, Resolution #2022-030, and
Resolution #2022-031 as they relate to the same property. She advised the items were quasi-
judicial hearings and swore -in those who would speak.
Corinne Lajoie, Assistant Director of Community Development, gave an overview of the
rezoning, site plan, flexibility units, variances, and plat requests for Dania Preserve.
Dennis Mele, Greenspoon Marder, representing the applicant, noted all the items requested by
staff and included in the revised resolution would be complied with by the developer. He
addressed the design and payment of the sidewalk. He also addressed several comments
received from residents regarding the lake, wildlife, historical significance of the property,
animals coming into neighborhoods when construction begins, and speeding on 31 st Avenue. He
gave a PowerPoint presentation which is attached to and incorporated into these minutes.
Vice -Mayor Salvino said he questions a lot of the information that Mr. Mele is giving. The
rendering shows a lot of the lake left and they went over it together and brought it down to 2/3
smaller of what the rendering is showing.
Attorney Mele said the lake they are proposing is 2/3 less of what is on the picture now.
Vice -Mayor Salvino is concerned about the wildlife in the lake and relocating/displacing them.
He has concerns on the cost of building the house; $500,000 is not realistic in today's market and
the cost of building materials. He believes the houses will be selling for more. We do not have a
lot of choices on the previous ordinances that were placed many years ago. By right the
landowner could come in and fill the lake and build more houses. He looked at some of the other
lakes around there; if we continue to fill it in, there will not be any water left around in these
areas.

Attorney Mele said if the houses sell for more money, they will be very happy. He spoke about
the size of the units, the lake fill and addressed the relocation of wildlife.
Commissioner Davis is concerned about the consistency of what is being reported and the
aesthetics of the development.
Attorney Mele asked the Commission to look at the project in comparison to what is around it.
Commissioner Davis understands this is a modern home, but it does not meet her standards at
this time.
Attorney Mele said he would be happy to listen to any architectural suggestions she may have.
Commissioner Odman noted it is interesting to hear her colleagues talk; she wanted a
moratorium on development, and it went nowhere. It is interesting that she does find these
homes attractive, but she does not know if it is in line with what they have collectively talked
about and is best for Dania Beach.
Commissioner Lewellen agreed with Commissioner Odman; it is attractive for the area. What
she would like to do is hear from the public first.
Mayor James opened the Public Hearings.
Bryan Veith, 2351 SW 52" d Street, spoke of the dead animal smell driving down 31s', and felt the
developer would follow-through with what they said about relocating animals. He believes that
if they put the sidewalk in, it will cover a lot of problems on the road, and he spoke of speed
bumps and a roundabout.
Nicole Vernon, 4907 N. Harbor Isles Drive, questioned when the RAC would be considered and
read comments in opposition to replenishment of the units.
Alexander Kozupitsa, 3050 Red Mangrove Lane, spoke in opposition to the project and noted the
great concern is the loss of the wildlife, the lake, and increase in traffic. He stated this will be a
loss to our City as we are already at capacity.
Nicholas Hernandez, 3038 Red Mangrove Lane, expressed concerns with the increase in traffic.
Robert Lopez, 5011 SW 29th Terrace, expressed concern with severe flooding and traffic
congestion. He requested the home built in 1961 be declared a historical site and be annexed
into Dania Beach as an administrative building.
Jimmy Ruccolo, 3062 Red Mangrove Lane, noted the lake does not smell and expressed
concerns regarding traffic and flooding. He also expressed concern with all the development in
the City.
Darlene Lopez, 5011 SW 29th Terrace, spoke in opposition to the development.

Jose Lopez, 5011 SW 29th Terrace, spoke in opposition to the development.
Charlotte Sloboda, 2905 Lakeshore Drive, felt the developer is building above and beyond, and
said the buildings are beautiful.
Leslie Kevles, Estates of Fort Lauderdale, noted developers are going to develop; the question is
what we can do to make it better. He said he is in favor of this project.
Vice -Mayor Salvino noted concerns were expressed regarding speed humps, roundabouts, and
sidewalks. If this is not approved, he does not understand why the City cannot resolve the speed
issues on our own.
Attorney Mele addressed the questions and comments made by residents.
City Attorney Boutsis asked the Commission to disclose any contact they had with the developer
or residents regarding these matters and whether they could be impartial. She read names from
emails which are attached to and incorporated into these minutes.
Mayor James, Vice -Mayor Salvino, and Commissioners Davis, Lewellen and Odman noted they
received emails and could be impartial in these matters.
Lawrence Younghans, Vice -President of the Estates of Fort Lauderdale, spoke in support of the
development.
Seeing as there was no one else to speak in favor or opposition, Mayor James closed the Public
Hearings.
Assistant Director of Community Development Lajoie noted if a motion is made for approval of
the resolution, it should include a condition including the sidewalk design and payment prior to
the issuance of the permit.
Attorney Boutsis said one other thing to add, if the Commission does go for approval, Mr. Mele
would be required to do the benign trapping of the animals and to relocate them safely.
Attorney Mele asked the Commission if they had any suggestions.
Commissioner Davis said she would need more time to tell him specifically; now is not the time
to make architectural recommendations.
Commissioner Lewellen asked if there is a possibility of reducing the units to sixty.
Attorney Mele said he does not know and suggests deferring the item to meet with the folks
again.

Commissioner Odman felt the Commission knows how it wants to vote; she asked if it is a real
consideration that the units can be reduced to 60.
Attorney Mele responded he does not know. He would need to take it back to rework the deal.
He cannot say what number of units they can do until he has that conversation.
Commissioner Odman wondered if they would come in with a number in between the 60 and 75;
she wonders if it is worth it to bring everyone back.
Vice -Mayor Salvino asked if the Commission votes down the item at this time, whether he has to
wait a year.
Mayor James said if it is the same exact application, they must wait a year. If the application is
any different, they can bring it back next month.
Assistant Director of Community Development Lajoie noted, based on the land use, they can do
60 but they still have to change the zoning to match that.
Vice -Mayor Salvino said when he mentioned it to Attorney Mele before, Attorney Mele said the
developer would not want to reduce it to 60.
Attorney Mele responded yes, based upon what the contract is, they will need to rework the
contract if they lower it to 60 units. They would not be able to pay what they are paying now if
it was only 60.
Commissioner Lewellen said regardless, if it fails tonight, he will have to come back down the
road with either the same proposal or something different.
Attorney Mele noted the code says if it is turned down, they must wait a year.
Commissioner Lewellen motioned to table Ordinance #2022-012, on second reading;
seconded by Commissioner Odman. The motion carried on the following 4-1 Roll Call
vote:

PROVIDED BY THE CITY", TO CREATE AN IRREPARABLE FINE FOR VIOLATING THE CITY'S BULK
TRASH CODE; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR

City Attorney Boutsis read the title of Ordinance #2022-015.
Corinne Lajoie, Assistant Director of Community Development, gave a presentation on the code
amendment.
Mayor James opened the Public Hearing. Seeing as there was no one to speak in favor or
opposition, she closed the Public Hearing.
Commissioner Lewellen asked about the fines and whether there are going to be people that are
harmed by this. She questioned if there would be considerations for people with disabilities or
the elderly who may need additional time.

Dania Beach City Commission
Tuesday, April 12, 2022 — 7:00 p.m.
Assistant Director of Community Development Lajoie said the best she can suggest is that it be
handled on a case -by -case basis with the code officer. This has been a citywide issue we are
trying to address at this time.
Commissioner Odman motioned to adopt Ordinance #2022-015, on second reading;
seconded by Commissioner Lewellen. The motion carried unanimously.
10. Discussion and Possible Action
10.1 Earth Day Beach Clean -Up Celebration - Commissioner Davis
Commissioner Davis explained she is requesting Commission approval of an expenditure from
her contingency funds of $2,500.00 to cover the cost of t-shirts and other items for the
participants in the Earth Day beach clean-up.
The Commission agreed to the $2,500.00 expenditure from Commissioner Davis' contingency
funds.
Commissioner Davis noted the proposed design of the mural for the restroom building at the
beach, which is attached to and incorporated into these minutes, was distributed to the
Commission for them to sign off on. She recommends Option 1 be used for the design.

Commissioner Davis spoke of the Arts & Seafood Celebration and Rebuilding Together, and
reiterated how amazing it was to go to Tallahassee with the City Manager and Ron Book's team.
She would love to have a group go next time for stronger support.
11.2 Commissioner Lewellen
Commissioner Lewellen spoke about the Arts & Seafood Celebration and Dania After Dark
events. She noted she attended the Dania Beach Elementary Prestige Club event at Tropical
Acres. It was a successful event, and she had a lot of fun. She thanked everyone for their well
wishes for her husband.
11.3 Commissioner Odman
Commissioner Odman had no comments.

Vice -Mayor Salvino noted he did not have much to say with all the comments made by the
women attending this meeting and the women sitting on the dais.
11.5 Mayor James
Mayor James noted she would like to use $1,000.00 of her discretionary funds for a sponsorship
of the South Broward High School JROTC golf tournament and is seeking Commission
approval.
The Commission agreed to the sponsorship.
12. Appointments
12.1 Broward League of Cities 2022-2023 Director Appointments

12.2 General Employees Pension Board
The Commission appointed James Rizzo for a term beginning June 22, 2020 and ending June 22,
2022.
Mayor James appointed Gail Davison to the Dania Beach Housing Authority to fill the unexpired
term of Ruth White ending on October 31, 2024.
Commissioner Odman motioned to approve the appointments; seconded by Commissioner
Davis. The motion carried unanimously.
13. Administrative Reports
13.1 City Manager
City Manager Garcia said the NW 1st Street bridge art mural is complete and looks amazing.
The Federal Highway bridge is scheduled to commence May 15th. The Dania Beach Proud Store
occurred this past weekend at Dania After Dark and there were half a dozen sales. We are
excited about this.
On March 22nd, our Community Development Team and our City Attorney met with Lucky Fish
Restaurant, which is currently in the design phase. Our next meeting with Lucky Fish will be at
the pre -submittal stage once the plans and drawings are ready for review. Once plans are
approved, we are looking at 8-12 months to complete construction.

Dania Beach City Commission
Tuesday, April 12, 2022 — 7:00 p.m.
On March 28th, she had a meeting with Mark Gale, CEO/Director of Ft. Lauderdale/Dania
Beach/Hollywood Airport, regarding the Spirit -Frontier and now possible Spirit -Jet Blue merger.
We have a scheduled conference call at this end of this week with the County Administrator and
we will not know until the FCC approves the merger. We will have some one-on-one meetings
with the Commission to discuss our support to keep Spirit here.
On April 4th, she had a meeting with key members of the Broward County Film office including
the newly appointed Film Commissioner. Bill Harris and Chris Lottier are working together to
put together various City opportunities for filming. We want to explore every opportunity to
stimulate existing business, as well as attract new businesses, and create jobs locally. We want to
explore incentives to become a more attractive destination.
On April 4th, we met with County Commissioner Tim Ryan to move forward with the next steps
of the parking garage we are seeking. We are in the contract phase with Dania Beach Casino for
the 100 spaces we have been able to secure at the Casino to ease the burden of those who want to
visit our beach.
On April 5th, we met with the senior executive team from Dania Pointe, and she had a lengthy
conference call to discuss everything from security initiatives at Dania Pointe to all current and
proposed special events at Dania Pointe. Dania Pointe has a $1.6 million dollar budget for yearly
security, and they are augmenting their efforts as the security and safety of their visitors is a top
priority. We are working with Captain Marks to send monthly reports on the Avery. Dania
Pointe ensures us that every restaurant, housing project or any of the renters that are there need to
be up to a certain standard. We are working closely with Code to ensure that all the tenants that
are there live up to the standard of excellence that we expect here in the City.

A'conventional' renovation can be described as
renovation work that does not retain the historic
elements of the building. The buildings would be
repaired using modern materials such as roofing,
windows, doors, and systems.

b. Repair existing dormers and soffits.
c. Repair existing second floor porch

g. Inspect plumbing system and repair as required.
h. Inspect and repair electrical systems. Replace outdated lighting, exit signs and switches. A
fire alarm system should be installed in the building. See electrical report for more
information.
i. Inspect water, electrical and sanitary sewer systems before reoccupying building.
j. Install fire alarm system and fire sprinkler system.
k. Remove or mitigate all lead based paint, mold and asbestos from the building using best
practices and in accordance with all State, Local and Federal Guidelines.
I. Replace the outdated HVAC systems with new modern DX package systems. Inspect all
systems, including thermostats and ductwork.
m. Remove all batt insulation and install new rigid polyiso insulation at all crawlspaces and
between all rafters.
n. Restore second floor porch. Remove metal windows and replace with historic screens.
Repair and waterproof porch floor.
o. Patch and paint all walls and ceilings. Refinish all stained wood flooring. Replace all
carpeting. Bring existing ADA restroom to meet current ADA code.
p. Repair all site features. Trim trees. Repair existing ADA ramp to meet current code.

Broward County Traffic Engineering Division's
Speed Humps Specifications
The following is a typical installation of a speed hump within the unincorporated area of Broward
County.
1. The speed hump shall be twenty-four (24) feet in length for the width of the roadway (typically
twenty-four (24) feet), with the following characteristics:
a. Height of three (3) Inches
b. Twelve (12) foot flat top
c. Six (6) foot transitions on both the near & far sides
d. Eighteen (18) inch transitions on both curb sides
2. Key cut twenty-four (24) inches on both the near & far sides with twelve (12) inches next to
speed hump and twelve inches underneath, for a depth of one and a half (1 %) inches.
3. Key cut twelve (12) inches on both curb side edges, underneath the speed hump, for a depth of
one and a half (1 %) inches.
4. Pavement markings shall be in accordance with the Manual on Uniform Traffic Control Devices
(MUTCD) Figure 3B-30 Option W.
a. For each direction of travel, install two (2) Chevrons, one (1) foot white pavement
marking, spaced one (1) foot apart for a length of six (6) feet centered on the travel
lane, placed on the transition only.
b. Six (6) inch white thermoplastic edge line to be replaced along side of the speed hump,
if this edge line previously existed.
c. Centerline to be replaced based on BCTED Pavement Marking Policy:
1, Either a six (6) inch single yellow In thermoplasticas a ten (10) / thirty (30) skip
line; or
11. Six (6) Inch double yellow solid line in thermoplastic.
Other information;
1. All speed humps shall be Installed in two (2) lifts of S3 asphalt.
2. Tack coat to be applied prior to laying the S3 asphalt.
3. An approwgIf Maintenance of Traffic Plan shall be established for each speed hump installation.
4. Installation shall be in compliance with the FOOT Standards Specifications for Road and Bridge
Construction 2010.

First I know how busy you all are and wanted to thank you in advance for reading this email I am a unit
owner in the Cocoplum townhomes which are located right next to 4900 SW. 31st Ave. We have owned
that property since it was built in 2005. It has been a quiet neighborhood, however, every year traffic
has gotten worse and has become a major concern. Due to the growing traffic, it has become unsafe to
allow children, or adults for that matter, to ride their bicycles down the street outside the complex or
take family walks in the evening. We are very concerned, along with our neighbors in the community, if
the request is approved to build a residential multi family housing complex, it will cause even greater
traffic which will intern raise more safety concerns and noise. It is currently difficult to exit the complex
let alone putting over 200 or more people and possibly as many cars or more, in a development right
next -door on an already crowded and very busy street . The street only has one lane in each direction
and cannot handle any more traffic . Also please do not forget there is a very busy Publix on the corner
of this same street as well as several other developments with hundreds of people already residing
there.
In addition, we are worried about the flooding it could cause to our development. We have experienced
flooding before and as I'm sure you can all understand , it is not a very good feeling when you are
helpless as the water is rising and you can do nothing to stop it but only pray it does not make it into
your home. Is the developer willing to put in writing that if there is any flooding in our community due
to their new development they will cover all associated costs for damage and repairs to all affected?
We understand that it is all about money for the developer and once they get paid and move on, our
community, and surrounding communities, will be the ones having to deal with the aftermath. The
developers priority is to put as many units on that property to make the most amount of money, we
understand this but the cost is too great and we hope you all are not willing to put our concerns for
safety, and all other issues mentioned, secondary to the developers interest in making the most money
possible .
We do not have the same funds to be able to hire expensive lawyers as the developer does but we hope
our concerns will be taken into consideration and we will not have to live worrying about the next major
rain storm, safety issues, or increasing traffic and noise.

Greetings,
My name is Dania Lopez. I am the owner of Little Cuban Cafe. We support Tamara James in running for
city mayor. We have lived at 5011 SW 29 terrace for 12 years. We live immediately behind the lake
property to be filled, destroyed, and constructed over. To begin, currently all of the neighbors surrounding
the property experience extreme flooding. The inclusion of a 6-foot concrete wall will only worsen the
current flooding conditions, which will cause neighbors to sell their homes and move from Dania Beach.
The construction company does not care for the interests of the surrounding neighborhood, nor do they
care about the drainage situation outside the perimeter of their construction. Their only interest is in
securing the $38,000,000 in gross sales that they will accumulate from the 76 townhomes to be
constructed. Moreover, the air quality and pollution from the addition of over 140 vehicles will cause
serious health concerns for the neighbors. In addition, the traffic on 31 st avenue is impossible from 8am-
9am and 6pm-7pm. The addition of a minimum of 140 vehicles to the neighborhood will destroy the traffic
infrastructure and will render the area uninhabitable due to traffic congestion on 31 st avenue and Griffin
Rd. A MAJOR concern is the destruction of a natural landmark where migratory birds, tortoises, butterfly's
and other animals depend on the land to raise their eggs, and to calibrate their migratory patterns. The
filling of the lake will cause wildlife such as bugs, insects, cats, iguanas, tortoises, ducks, geese,
butterflies, migratory birds and others to evacuate to the immediate surroundings. So in addition to the
flooding from the construction, the impossible traffic and the evacuation of wildlife into our homes, all of
the neighbors will have to live with a two-story home peeking over into the back yards of our homes. It is
worth mentioning that on 31st avenue and Stirling, 300 townhomes were built. This is becoming New
York.
I propose Dania Beach annex the land as a historical site and designate it as an administrative building
with no repairs needed to be made. The home was constructed in the 1800's and represents the history
of Dania Beach, as well as the historical architecture that used to be Dania Beach. It can be annexed to
P.J. Meli Park. The building is a landmark, and deserves to be preserved for our cities history. It is part of
the few natural phenonmenon in existance in Dania Beach. Like Wolf Lake in Davie, the pond on 31st
avenue can be open to the public to enjoy nature. We don't need the addition of 76 town homes. We
don't need the flooding. We don't need the traffic or the destruction of air quality/nature. We ask
for your support on this matter, and I ask you to consider the annexation and designation of the land as a
historical site.

Good afternoon,
My name is Robert Lopez and I am a resident at 5011 SW 29th Terrace, Fort Lauderdale, FL 33312.
Having been built in the 1800's.This property represents the history of Dania Beach through its colonial
architecture. The neighborhood is acutely aware of the severe flooding, traffic congestion, and
pollution that this construction project will bring to our community. The construction company does not
have the interests of the surrounding neighbors in mind, with the hopes that they can monopolize the
neighborhood for their interests in profit.
We currently have flooding. If constructed, the flooding will be worse and will reach into my home.
There is currently NO PLANS for a drainage system outside of the six foot concrete wall that they plan
on using. Therefore, the water will percolate and accumulate on the outside of the wall. Moreover,
currently traffic is IMPOSSIBLE from lam -gam and 5pm-7:30pm.. The addition of 140 vehicles to the
neighborhood will surely worsen the current traffic conditions on Griffin and 31st Avenue. In addition,
the air quality will horribly suffer and the health of our community will degrade.
Finally, the property is home to natural Florida wildlife. Migratory species heavily depend on this
property in order to regulate their migratory paths. The wildlife here is heavily concentrated. Moreover,
I understand the pond was dug over 100ft deep, and is in contact with the water table under the
property. Filling of the lake will pollute Florida's water plate.
Overall, I appeal to the city to annex the property as a historical site. I know Dania Beach is always
looking for more space. Please do not turn our beautiful, cultural community into modern day New York
City.

Good afternoon,
We would like to inform you that we had another Community Meeting at Patrick J. Meli Park on
Monday, April 4 at 6:00 pm with residents to discuss this project and demonstrate to them how we have
worked to address their concerns. Residents were in attendance and some participated virtually. The
Presidents of the HOA for Cocoplum Townhomes and Ravenswood Mobile Home Park and also other
residents from both of these communities and from the Estates of Fort Lauderdale were either present
or on via Zoom.
As you know from previous hearings, some of the residents in Cocoplum Townhomes had raised
concerns about the proximity of the buildings adjacent to their property. There were also concerns
about traffic along Southwest 315` Avenue and flooding of the property.
During the presentation, we showed them the following changes:
• The rear setback for the townhomes along our northern perimeter - which originally met the
City's Code requirement for 15' — was revised to provide a 26' rear setback.
• In doing so, we lost one unit and are now requesting approval for 75 townhomes, instead of
76. Therefore, we are now requesting 15 flex units, instead of 16.
• We added more landscaping along the northern property line, essentially doubling the amount
of trees and increasing their height at planting to 16' instead of the required 12'. Trees would
be staggered with placement along both sides of the wall which would be set back into the
applicant's property 4' from the northern property line. This 4' area will be common area.
• We are proposing 2 speed hump locations spaced equidistantly between Griffin Road and
Southwest 53`d Court, utilizing the specifications approved by your Engineering
Department. See attached.
• We are proposing 2 digital speed warning signs, in conjunction with the speed tables, as
approved by your Engineering Department. See attached.
Also during the meeting, the residents from Ravenswood and the Estates of Fort Lauderdale requested
that we construct a sidewalk along the east side of Southwest 315` Avenue connecting to their
property. Refer to the attached drawing. We are in the process of preparing a cost estimate and will
provide a lump sum payment to the City for such construction prior to the issuance of the first
Certificate Of Occupancy.

My name Is Jimi Ruccolo and I am a native of south Florida for 63 years, half of that
in Dania Beach.
I am a full time musician and have been blessed to be able to support me and my
family solely as musician for 47 years. I've performed in the tri-county area for most
of that time.
My day job was writing and producing jingles for radio and T.V. and also a prolific
studio musician. ( I sing, play guitar,bass,mandolin, pedal steel and slide
guitar,anything with strings) even did a stint with the Sound Machine and Gloria
Estefan.
I also performed at the Dania bch Seafood festival 3 times.
Before I was diagnosed with cancer in 2018, 1 started a chapter here in Broward
county for a non-profit called "Guitars not Guns". Where I taught foster and high risk
children in middle school to play guitar. I would teach them over 8 weeks how to play
and then have a concert for their school and family's. Then we would let them keep
the guitars after they signed a document stating that they would never bring a gun to
school and if they knew of somebody who had a gun, they would report them. It was
very successful and very much needed.
So, that's a little back story about me.
NOW THE PROBLEMS
The developer that's trying to get the property behind my development (Cocopulm)
zoned for 76 homes on 12 acres of land (mostly lake front) has become a major
problem for Cocoplum and the surrounding communities.
We have met with Dennis Mele on Tuesday night and they have extended the space
between our back porch to their buildings. Twenty six feet, a little more than a
parking space.They think that is a compromise. We want the same distant from our
backyards as the trailer park behind them are getting, 65 feet or better. Which could
probably happen if they were so greedy and added 17 more units. They have us
living on top of each other.
2nd problem
The traffic on 31 ave between Stirling and Griffin is ridiculous. The road is two lane
and already obsolete. They brought in paid for "experts" that said the extra 150 cars
from their development and the additional 200/300 cars from the Stellar apts on
Stirling could handle the traffic. Again, this is a lie! I live here, it's already a problem
without anything even built yet.1 don't need a "expert" I live here and it's a mess
already. If they think that speed bumps, and speed signs, ect... are the cure, then me
and everybody that lives in this community is calling them out. Common sense tells
you it will be a disaster, because it already is.
3rd problem
Flooding. The problem here is that it's already an issue.On very rainy days and
especially bad storms, the water covers my porch and almost comes in my home.
We already know we have flooding problems in Broward and it's everywhere! (due to
over development)
They talked about the "100 year storm" and how that solves the flooding problem,
that's great. So, I stood up and asked for a document to be written and signed by the
developers that if the "100 year storm" fails, that they would be responsible to fix the
problem at their expense, not Cocopulm or Ft. lauderdale estates or Key north. I felt
that was a reasonable request since they are so sure their solution to the problem of
drainage and flooding is sound. Let's get it on paper and signed so when the flooding
starts, and it will, we have ourselves covered, financially and not out of pocket.
With all due respect Mayor and Commissioners, you work for the people, Not the
greedy developers] just want to recognize this once beautiful place I call home home
Dania Bch FI. There is so much construction for new home, codos,ect..that its
becoming unrecognizable.We are at a critical moment. You all need to come out of
yourselves and ask yourself, "how would I feel if this developer was doing this in my
backyard and neighborhood"
I went online and read thousands of rentals apts. There are still plenty of
condos,town houses and homes for sale too.
Why are we sacrificing all the natural beauty, wildlife, and greenery in Dania,for all
these ugly buildings,that are unneeded. It's starting to feel like NY city with everyone
living on top of one another. I get that the city collects more taxes but if they destroy
the environment, make it impossible to drive anywhere or destroy our neighborhoods
and then just sit there unoccupied, we lose so much and have already. Why not have
a park in this location? There is an ecosystem that's been in place here for decades,
now they want to destroy it.
Also, I was just made aware that in the near future, the Medical examiner and bomb
squad will be moving and they are going to build more apts on 31 ave. Tell me when
does this insanity stop.
We the people need your leadership in stopping these money hungry,liars, could
care less lawyers, developers and paid for "experts" from ruining our beautiful city.
My question to all of you is, are you for the people and our city or are you for the
people that only care about MONEY!
This is one of the biggest developers in the country, Let find somewhere else to build
these ugly homes and go away and not kill our communities. Do the right thing!
That's what we elected you for.

I went online and read thousands of rentals apts. There are still plenty of condos,townhouses and
homes for sale too.
Why are we sacrificing all the natural beauty, wildlife, and greenery in Dania,for all these ugly
buildings,that are unneeded. It's starting to feel like NY city with everyone living on top of one
another. I get that the city collects more taxes but if they destroy the environment, make it impossible
to drive anywhere or destroy our neighborhoods and then just sit there unoccupied, we lose so much
and have already. Why not have a park in this location? There is an ecosystem that's been in place
here for decades, now they want to destroy it.
Also, I was just made aware that in the near future, the Medical examiner and bomb squad will be
moving and they are going to build more apts on 31 ave. Tell me when does this insanity stop.
We the people need your leadership in stopping these money hungry,liars, could care less lawyers,
developers and paid for "experts" from ruining our beautiful city.
My question to all of you is, are you for the people and our city or are you for the people that only
care about MONEY!
This is one of the biggest developers in the country, Let find somewhere else to build these ugly
homes and go away and not kill our communities. Do the right thing! That's what we elected you
for.

Good afternoon,
We would like to inform you that we had another Community Meeting at Patrick J. Meli Park on
Monday, April 4 at 6:00 pm with residents to discuss this project and demonstrate to them how we have
worked to address their concerns. Residents were in attendance and some participated virtually. The
Presidents of the HOA for Cocoplum Townhomes and Ravenswood Mobile Home Park and also other
residents from both of these communities and from the Estates of Fort Lauderdale were either present
or on via Zoom.
As you know from previous hearings, some of the residents in Cocoplum Townhomes had raised
concerns about the proximity of the buildings adjacent to their property. There were also concerns
about traffic along Southwest 31't Avenue and flooding of the property.
During the presentation, we showed them the following changes:
• The rear setback for the townhomes along our northern perimeter - which originally met the
City's Code requirement for 15' — was revised to provide a 26' rear setback.
• In doing so, we lost one unit and are now requesting approval for 75 townhomes, instead of
76. Therefore, we are now requesting 15 flex units, instead of 16.
• We added more landscaping along the northern property line, essentially doubling the amount
of trees and increasing their height at planting to 16' instead of the required 12'. Trees would
be staggered with placement along both sides of the wall which would be set back into the
applicant's property 4' from the northern property line, This 4' area will be common area.
• We are proposing 2 speed hump locations spaced equidistantly between Griffin Road and
Southwest 53rd Court, utilizing the specifications approved by your Engineering
Department. See attached.
• We are proposing 2 digital speed warning signs, in conjunction with the speed tables, as
approved by your Engineering Department. See attached.
Also during the meeting, the residents from Ravenswood and the Estates of Fort Lauderdale requested
that we construct a sidewalk along the east side of Southwest 315' Avenue connecting to their
property. Refer to the attached drawing. We are in the process of preparing a cost estimate and will
provide a lump sum payment to the City for such constructio.n prior to the issuance of the first
Certificate Of Occupancy.
