Bid Award and Agreement for Professional Engineering Services for Wind Protection Backup Power to City Hall (RFQ 22-002)RESOLUTION NO.2022-085 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE AWARD OF REQUEST FOR QUALIFICATIONS ("RFQ") NO. 22-002 ENTITLED, "PROFESSIONAL ENGINEERING SERVICES FOR WIND PROTECTION BACKUP POWER TO CITY HALL", AND AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT WITH CALVIN, GIORDANO & ASSOCIATES, INC., IN THE AMOUNT OF TWO HUNDRED TWENTY-TWO THOUSAND THREE HUNDRED DOLLARS ($222,300.00); PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach entered into an agreement with the Florida Division of Emergency Management (FDEM) for Hazard Mitigation Grant Program (HMGP) Funds, awarded by the Federal Emergency Management Agency (FEMA), to wind retrofit City Hall and replace the backup generators for a total cost of Two Million Four Hundred Five Thousand Dollars ($2,405,000.00), twenty five percent (25%) of which will be funded by the City with a potential waiver of this requirement through the Global Match Program; and WHEREAS, in accordance with FEMA procurement guidelines, the City issued Request for Qualifications ("RFQ") No. 21-023, entitled "Professional Engineering Services for Wind Protection Backup Power to City Hall" on August 27, 2021, receiving only two of the CCNA- required three responses on September 24, 2022, causing the City Selection Committee to reject the responses; and WHEREAS, the City re -issued Request for Qualifications ("RFQ") No. 22-002, entitled "Professional Engineering Services for Wind Protection Backup Power to City Hall", on January 14, 2022; and WHEREAS, the City received three (3) responses and a City Selection Committee composed of the City's Deputy Director of Public Services, Fleet Manager, and the CIP/Grants Administrator met on February 23, 2022, to review and evaluate the submittals and ranked the three (3) highest qualified design firms based on their qualifications as follows: 1. Calvin, Giordano & Associates, Inc. 283 points 2. SGM Engineering, Inc. 266 points 3. Saltz-Michelson Architects, Inc. 257 points; and WHEREAS, on March 22, 2022, the City Commission approved the ranking of the design firms and authorized the proper City officials to negotiate a contract with the highest - ranked firm Calvin, Giordano & Associates, Inc., and an agreement for Two Hundred Twenty - Two Thousand Three Hundred Dollars ($222,300.00) has been negotiated with Calvin, Giordano & Associates, Inc.; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above "Whereas" clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission of the City of Dania Beach, Florida authorizes the proper City officials to execute a contract for professional engineering services for the design of wind retrofit and replacement backup generator for City Hall with Calvin, Giordano & Associates, Inc in the amount of Two Hundred Twenty -Two Thousand Three Hundred Dollars ($222,300.00). Section 3. That funding in the amount of $222,300.00 will be appropriated from the City Hall HMGP Project Professional Engineering Account 103-18-65-519-32-30. In accordance with Resolution No. 2019-136 for acceptance of the HGMP award, the City will appropriate matching funds in the amount of $601,375.00 from General Fund reserves to be transferred to the Grants Fund, and appropriate HMGP grant funding for the entire budget. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in full force and take effect immediately upon its passage and adoption. PASSED AND ADOPTED on May 24, 2022.
